BENJAMIN FRANKLIN
Few people can embody the spirit of early America as much as Benjamin Franklin. He lived through
almost the whole of the eighteenth century, being born six years after, and dying ten years before it ended.
In this time he saw the American colonies grow from tiny settlements into a nation, and he also contributed
much to the development of the new state.
At the age of 17 Franklin ran away to Philadelphia. He had already received some training as a printer’s
apprentice, and this helped him seven years later, with his first publication, the Pennsylvania Gazette. He
also received a contract to do government printing work, which helped him to rise from his poor
background to become a successful entrepreneur. Some of his experience in business was shared in his
famous Poor Richard’s Almanak, which established his reputation throughout the American colonies. In
another of his works, the Autobiography, which was written toward the end of his life, he shows the same
quiet common sense.
He was deeply interested in science and natural history, and his experiments with electricity and lightning
led directly to the invention of the lightning rod. He was also interested in improving the conditions of his

fellow men. He was involved in a number of projects in his native Philadelphia, including the setting up of
a library, a university, a philosophical society, and–because he was a pragmatic man–a fire prevention
service. In 1753 he became Postmaster–General of the colonies. Through this experience he began to
develop the idea that the colonies of North America should be a single nation. Later, he went to London to
try to persuade the British government to change the conditions, especially the taxes, that later led the
American colonists into rebellion.
Whatever Benjamin Franklin’s personal feelings about the rebellion of the American states, he worked hard
to make it succeed. As ambassador to France, he encouraged the French to help George Washington. After
the war he attended the American constitutional congress. This was his last contribution, for he died later
that year. He is still fondly remembered by Americans as one of the creators of the United States.

something must be done, but it is often difficult to persuade people to change their habits and leave their
cars at home.
One possible approach is to make it more expensive for people to use their cars by increasing charges
for parking and bringing in tougher fines for anyone who breaks the law. In addition, drivers could be
required to pay for using particular routes at different times of the day. This system, known as ‘road pricing’,
is already being introduced in a number of cities, using a special electronic card fixed to the windscreen of
the car.
Another way of dealing with the problem is to provide cheap parking on the outskirts of the city, and
strictly control the number of vehicles allowed into the centre. Drivers and their passengers then use a
special bus service for the final stage of their journey.
Of course, the most important thing is to provide good public transport. However, to get people to give
up the comfort of their cars, public transport must be felt to be reliable, convenient and comfortable, with
fares kept at an acceptable level.

Two of the most dangerous storms which affect America are hurricanes and tornadoes. They are very
much feared by anyone who may live in the path of their destruction.
Every year homes are destroyed by their fury and often lives are lost. Most people who live near the
coast are forced to evacuate their homes and to move to safer areas until the storm passes. Floods are
caused along the coasts by both the heavy rain and a storm tide that is considerably above normal water

level. The high winds, coastal flooding and heavy rains associated with a hurricane cause enormous
damage.
Hurricanes usually develop between July and October. Once they hit land they carry tremendous power
with driving rain and wind.
Tornadoes are violent low - pressured storms. These storms occur most often during the summer months
and are noticeable by their strong wind and lack of rain. The sky turns black as dust is sucked up into the
air. Tornadoes are capable of lifting quite heavy objects from the ground. They can pick up trees and cars
right into the air and even uplift heavier objects such as homes and railway cars.
Both hurricanes and tornadoes cause millions of dollars worth of damage to life and property every
year. Today they can be predicted more easily than in the past, but they cannot be stopped or ignored.

VI. Read the passage and choose the best option A, B, C or D to answer the question. Write your
answers on the answer sheet.
Along with jogging and swimming, cycling is one of the best all-round forms of exercise. It can help to
increase your strength and energy, giving you more efficient muscles and a stronger heart. But increasing
your strength is not the only advantage of cycling. Because you’re not carrying the weight of your body on
your feet, it’s a good form of exercise for people with painful feet or backs. However, with all forms of
exercise it’s important to start slowly and build up gently. Doing too much too quickly can damage muscles
that aren’t used to working. If you have any doubts about taking up cycling for health reasons, talk to your
doctor and ask for his/her advice.
Ideally you should be cycling at least two or three times a week. For the exercise to be doing you good,
you should get a little out of breath. Don’t worry that if you begin to lose your breath, it could be
dangerous and there must be something wrong with your heart. This is simply not true; shortness of breath
shows that the exercise is having the right effect. However, if you find you are in pain then you should stop
and take a rest.
Question 31. People with back problems might go cycling because
