Presentation of PM FwC
Multi Framework Service Contract (MFC), in cascade, without reopening of competition

→ No commitment by F4E to sign specific contracts
→ To be concluded with several providers → at least 3 operators
→ N Task Orders will be issued to awarded companies within each of the Work Packages (WP)
after signature

General Scope

• To support F4E in the execution and continuous improvement of Project Management tasks
already deployed at F4E, for both:


• Internal duties: support to ITER technical teams, support to Project Office activities
• External duties: support for ITER IO induced tasks

• Support to be provided as “in-source” and/or “outsourced” (= at F4E / outside F4E premises)

Duration

• Maximum duration of 4 years

Budget Ceiling

• Overall Budget Ceiling: 5 M€

Scope of Work / Work Packages



• Risk Identification (procurements) and Evaluation of the Impact of the analyses performed with
regards to schedule, cost and general strategy

• Development of Risk Mitigation Plans and the evaluation of the residual risk level

• Follow up of risk assessments and mitigation actions, preparation of adequate reporting,
simulation and scenario definition

• Development of uncertainty analysis of the projects, both on cost and schedule uncertainty


• Optimization of the risk log & update of the risk information due to changes in the F4E processes

Expertise: Risk Management, Advanced User of Primavera P6, Project Management Expertise
Ceiling: 300 k€ / year

• Coordination of inputs for impact analysis of the PCRs
• Tracking, monitoring and status reporting of the DRs, Non-conformities and PCRs
• Development of tools (tracking and monitoring the DRs and NCs, evaluation of PCRs)
• Identification and management of the baseline documentation

• Coordination of the inputs for Requirements management and Verification Database (RMVDB)
• Configuration, management and control of the Requirements Management and Verification
Database (DOORS) data (loading of requirements, loading of suppliers’ data, baselines control)
• Past (previously signed PAs) (data loading of requirements, suppliers’ data and setting baselines)

In-sourcing and outsourced
Expertise: science/technical projects, configuration management, DOORS Rationale Database and
requirements management, documentation management, databases and reporting tools
Ceiling: 200 k€ / year

Scope of Work / Work Packages
• Identification and Specification of requirements for system enhancements and liaison with F4E IT
department during the development / implementation
• Ongoing development of the configuration of the reporting tools
• Development of systems configuration from additional planned systems
• Specification and development of performance reports and the specification of any additional
data/coding requirements to allow report production through the existing data warehouse
environment
• Routine updating of data within the reporting systems and data verification
• Identification, analysis and follow up of data anomalies within the system

N.B. Software delivery, maintenance and development are implemented by the F4E IT Unit and are
outside the scope of this task.

In-sourcing
Expertise: Advanced Cobra user and Cobra configuration for EVM, Knowledge of Primavera,
knowledge of SAP business objects. Expertise in Project Controls
Ceiling: 300 k€ / year

• Cost estimates
• Cost baseline and budget data analyses
• Follow-up of cost baseline and change process
• Prices indexation analyses
• Budget reports

In-sourcing
Expertise: Experience with cost estimating (WinEst), budget analyses and reporting, Project
Management knowledge, Science and Technology Projects
Ceiling: 200 k€ / year

• Items classification of components and technologies according to Dual Use Council Regulation
• Transfers analysis for need of dual use authorization/export authorization
• Licensing submissions requests of dual use authorizations to the competent authorities
• Dual Use regulation compliance assessment of existing F4E policies and procedures
• Legal support
• Training and monitoring on the dual use regulation to the F4E staff and suppliers
Provide seminars on specific topics (technical areas) and on the updates of the dual use council
regulation

Typically outsourcing
Expertise: Technical competence in nuclear/aerospace/TLC & administrative/legal & project
management & Dual Use Regulation
Ceiling: 100 k€ / year

Scope of Work / Work Packages
• Identification of components/assemblies/equipment that fall under the scope of one of the CE

marking directives (and exceptions)
• Identification of the essential requirements from the directive that have to be met for the specific
items (and need of a Notified Body)
• Identify the European Harmonized Standards that should be applied to assure compliance to CE
marking essential requirements
• Evaluate compliance to CE marking essential requirements
• Support with the procedures for CE marking compliance declaration and the issuing of the
technical file

N.B.: an contract for CE policy definition has been established by ITER IO organization in order to
draft guidelines to DAs

Typically Outsourcing
Expertise: CE Marking consultancy, support to manufacturers or their representatives, technical
expertise in the domains covered by the applicable CE directives to ITER in-kind (EU DA)
Ceiling: 50 k€ / year
