Scholarship Information
FamilyCare Health Plans’ Arthur O. Rott, DO, Scholar Award is focused on
investing in the future of osteopathic medicine in Oregon. The scholarship is to
help defray the cost of attending osteopathic medical school. The scholarship is
awarded to COMP-Northwest students based on academic performance, community
participation, and professional involvement. Two $20,000 scholarships will be
awarded in the 2018-2019 academic year to medical students entering their second
year at COMP-Northwest. Each of the recipients will be eligible for renewal of the
scholarships in subsequent years based on their status as a student in good standing
at COMP-Northwest.

Arthur O. Rott, DO Scholarship
The Arthur O. Rott, DO, Scholar will reflect the personality
characteristics and philosophies held by Dr. Rott, including:
• Propensity and enjoyment of teaching patients and peers
• Creative leadership and ability to inspire others
Applicants will also be evaluated on:

• Commitment to practice in the Northwest
• Academic performance
• CV or resume
• Recommendations
• Personal essay

A student may only apply for either the Heatherington and Rott scholarship, but not both.
Applications must be delivered to the COMP-Northwest Financial Aid Office no later than 5:00 p.m. on
June 15, 2018 for the 2018-2019 academic year.
Late or incomplete applications will not be considered.

Scholarship Eligibility/Criteria


A minimum 3.0 GPA is required



Limited to students from Oregon



Applicant must be a medical student in good standing, entering their second year at
COMP-Northwest



The selection committee reserves the right to request additional materials, references,
letters of support, and information necessary to evaluate the student’s application

have detailed knowledge of your medical education (i.e. a preceptor, or medical school

o Describe why you want to be a physician and include what contributions you
expect to make to the health care profession
o Expand on your creative leadership skills and how you’ve inspired others in the
community
o Explain how you’ve educated others about osteopathic principles and
philosophies

The History of FamilyCare Health

Plans

F

amilyCare Health Plans, the second oldest Medicaid Managed Care program in
Oregon, was created in 1984 by four individuals: Arthur Rott, DO; Bob
Eubanks, Jr., DO; Carl Erickson, DO; and its current President, Jeff
Heatherington, LHD.
They all envisioned a managed care organization that provided a
comprehensive approach to caring for underserved Oregonians on Medicaid.
Since its inception, FamilyCare has served residents of Oregon by supporting
healthy individuals through innovative systems. FamilyCare has pioneered several
programs designed to increase the quality of services delivered to its members while
creating
an efficient, cost-effective system. By building strong relationships and establishing
consistent communication, FamilyCare is able to help remove the barriers of patient
access and empower those they serve to make informed, educated healthcare decisions.
FamilyCare was the first plan in Oregon to integrate models of mental and physical
health allowing members to be treated in a comprehensive manner. In 1994, with the
advent of the Oregon Health Plan, FamilyCare became a fully capitated health plan
that today serves over 50,000 low-income Oregonians.
In 2005, the unveiling of the PremierCare Medicare Advantage line of health plans
allowed FamilyCare to serve individuals who qualify for Medicare, providing them
with a wide range of services designed to suit their unique health care needs.
PremierCare is proud to offer service in many areas of Oregon, including Clackamas,
Clatsop, Morrow, Multnomah, Umatilla, and Washington counties.
In 2012, FamilyCare Health Plans endowed a $2 million scholarship fund for students
attending Western University of Health Sciences, College of Osteopathic Medicine
of the Pacific-Northwest (COMP-Northwest). Scholarships will be awarded annually to
second-year medical students at COMP-Northwest. Recipients will be eligible for

renewal of the scholarship in subsequent years, if they remain students in good standing.
