workshops and this publication. The European Union’s Conference, Workshop and Cultural
Initiative (CWCI) co-funded the publication and the workshops linked to it. The KwaZulu-
Natal Department of Local Government and Traditional Affairs funded the provincial
workshop, while the three municipalities provided venues for the workshops. The
Department of Provincial and Local Government was very supportive of our initiative, and
we were honoured by the presence of Nomatyala Hangana, Deputy Minister of Provincial
and Local Government, who closed the national workshop.
Officials in national, provincial and local government, councillors, non-governmental
organisations, community-based organisations, women’s rights advocates, academics and
people involved in projects gave much of their time to participate in our study and in the
workshops. We appreciate their contribution. We also wish to acknowledge the work of
