SUMMARY OF NEW CONCLUSIONS OF THE THESIS:
New contributions in theoretical term
Research on the theory of customs, system of standards obtained from World Customs
Organization (WCO), World Trade Organization (WTO), the United Nations (UN), the thesis
gave out new content as follows:
(1) Systemizing basic reasoning problems, giving out new concepts on: Customs,
customs procedures, e-customs procedures, modern customs standards.
(2) Building 12 modern and universal customs standards and should apply in the
construction of the mechanisms and policies to improve Vietnam electronic customs
procedures.
New proposals drawn from the researching results
From practical research experience in countries with conditions similar to Vietnam, the
reality requires improving electronic customs procedures according to the modern customs
standards, the thesis suggests:
(1) Giving out the sucessful and un-sucessful lessons to orient the process of improving
Vietnam electronic customs procedures.
(2) Applying comparison and integration methods, analysis, econometrics, statistics
from the secondary data and figures of the survey, the survey of more than 1200 businesses,
nearly 200 customs officers, the thesis has launched reviews of the situation: applying modern
customs standards in Vietnam; the factors of influence; policies and measures implemented to

make Vietnam electronic customs procedures.
(3) Building goals, viewpoints, trends and solutions of improving Vietnam electronic
customs procedures by 2020. Proposing the key solutions group and the guarantee conditions
to improve Vietnam electronic customs procedures towards adopting modern customs
standards by 2020 with 5 breakthrough contents: enhancing awareness of the role of electronic
customs procedures, amending the legal framework, applying information technology,
organizational renewal, development of human resources.
