1. PREFACE
The purpose of this Method Statement is to describe the methodology involved in excavation
and initial filling work at the approved area for site access in accordance with the technical
standard and EHS requirements of Van Phong 1 BOT Thermal Power Plant Project.

2. SCOPE OF WORK AND SCHEDULE
This method statement covers the works which related to excavated the soil and backfill the soil in
compliance with the applicable codes, standards, design, drawing and specification. This is also
describes details of EHS requirement, equipment, methodology requirements and Site inspection
and Test plan –ITP.

4. RESPONSIBILITIES
• It is overall responsibility of Site Manager to organize resources prior to perform
construction activities as per project specification in compliance with the quality, schedule
& safety requirements.
• EHS Manager is responsible for the overall safety of the construction site. His
responsibilities include site inductions ensuring work permits are valid, accident reports,
number of person-hours worked and ensuring all works carried out in the safest possible
manner consistent with good construction practices. EHS Manager will ensure in
coordination with Site Engineer that all measure/construction taken shall be maintained till
completion of job.
• It is the responsibility of Construction Manager/Site Engineer that construction activities
are executed in accordance with this method statement and project specification.
• Site Supervisor and Site Safety Officer must unite to prepare the safe workplace condition
and provide necessary PPEs, proper tools … for the executer. Their duties also included of
ensuring the task performed following the approved method and warning any EHS noncompliance case and correct it directly. In case of imminent danger, the site supervisor has
to stop the work immediately. The Safety officer at site is equally responsible from
stopping the work in the above case.
• The QC inspector will ensure that the work is executed according to the requirements of
quality are fulfilled.

5.1 Site Preparation
5.1.1 Site clearance work



Before Site leveling work start, site clearance work shall be complete and inspection by
Contractor and Owner including: cutting tress, grass and removing stubs, household waste,
demolition of existing building structure, existing asphalt road pavement.

For Building structure, use excavator, hydraulic breaker to demolition. In case, the height of
structure over 5m such as: post - office shall be filling by soil surrounding:

5.1.2 Survey work



Survey equipment shall be inspected with full calibration document.



Check existing bench marks where have been installed during soil investigation period,
frequency checked and clarified by certified surveyor or third party.

Temporary site office together with its machinery storage area will be set up at the designated

location.
Temporary access and drainage system shall be changed as per the site condition & CA.

Prior to entering the working area, all equipment and machinery will be inspected by safety
personnel. Safety personnel shall be responsible for preparing and providing relevant
documents such as related certificate and insurance document for equipment



Providing all necessary Personal Protective Equipment (PPE) to the manpower and
enforcing them to wear and using PPE, these activities shall be managed during the work.



All machinery, equipment and material shall be access through the designated entrance gate.

Step 1:
• After site clearance, soil will be cut by excavator crawler.
• Excavation of each layer about 1-1.5m thickness.
• Transporting of Excavated soil will be decided to the filling area or proposed disposal area
by Contractor and Owner.

• Always arranging watchman for each excavator. The standing position of the watch man

must be appropriate and outside of the rotation of the excavator.
• When excavation in boundary area, keep the distance of the excavator to the edge greater than
4m for fight falling object to the road.

Step 2:


Regularly using auto level or/and total station surveys all excavation area in compliance the
design drawing.



Levelling by bulldozer if necessary.

• Before compaction, maintain the moisture content of fill material usually +/- 2 percent on
optimum moisture. If required, add clean water by spray water truck or dry up to fill material
in order to maintain the optimum moisture content.

5.3 Transportation of excavated soil
• Excavated soil will be transported to the filling area or disposal area by dump truck.
• Access roads at the Site and storage yard shall be controlled by using a spray water tanker at
least two times each day.

Use of the existing road and make new system road for transport.

• All cargo boxes of loaded dump trucks shall be covered for dust protection and wheels shall
be cleaned by water jet and/or wheel washing facility.
• Arranging watchman in intersection points, loading and unloading soil.
• The national road shall be clean and remove soil, where is the road used for soil disposal.

Source material is Excavated soil but shall be approved by contractor and owner.



Filling area surface shall be kept free from water, such as materials and debris.



Fill materials shall be laid, spread and leveled by bulldozer and compacted by roller
compactor to the required density. Maintain the moisture content of fill material usually +/2 percent on optimum moisture. If required, add clean water by spray water truck or dry up

to fill material in order to maintain the optimum moisture content.


Temporary filling area near intake area (outside of site boundary, aqua farm area) will be
filled by excavated soil to utilize as fabrication and storage yard during construction period.
Slope near seaside will be protected by geotextile not to effect on surrounding environment.



Compacted thickness and density test will be performed as below:
Phase 1: 300mm thickness of 1 layer, K>=95% for coal yard area, buildings on filling

area such as CW chlorination house, Desalination system, WWTP for power block and
WWTP for coal yard if pile foundation will not be applied, 1.2m from the top of planed
elevation on ash pond and 1m from top layer of Road area

Compaction of under dyke area will be applied to other method statement and soil
laboratory test friction, corrosion and weight shall be applied for design of dike wall.

Slope shaping at Ash Pond is 1:1.5(direction perpendicular to edge line of filling and
cutting).

Reclamation area such as aqua farm, water pond and sea area will be filled up to
EL+1.65m directly to avoid rise of groundwater level by compaction, 3 set of settlement
plate will be installed at the landfill area (by dredging material) to monitor settlement once
a month until completion of this project or until settlement is decreased within 1mm
between 2 cycles.
Cofferdam for shore protection shall be constructed in advance prior to reclamation on sea
area to minimize environment effect.



Any expected value related to quality control (test method, frequency, tolerance...) shall be
complied with project technical specification or equivalent standard and related ITP.



Average frequency of testing will be one for each 5,000m2 for phase 1 and 10,000m2 for
phase 2 in each layer of general bulk filling. Tolerance of elevation: ±10cm for VP1 and
+20/-0cm for future area.



Next layer of filling work will be implemented after confirm complete by QC inspector of

Contractor and Owner.

6. QUALITY CONTROL
6.1 Site clearance works shall be inspected before cut/filling work started to make sure all
excavate material is under control
6.2 Field compaction test shall be conducted at frequency for each layer or as agreed with the
Engineer. The sample and/or field density test with frequency and tolerance will be
performance same MS/ITP approval or mention in section 5.2 and 5.4 of this statement.
6.3 Next layer shall not commence until testing has been conducted to the acceptance of the
Contractor/Engineer.

6.4 The Site Inspection and Test Plan (ITP) for this work summarizes various characteristics
to be checked. The concerned Site Engineer/Foreman will be responsible to ensure stage
wise compliance for these operation and QA/QC engineers of the Contractor will take all
responsibilities about delivery of materials and compaction test at site.
7.

ENVIRONMENT, HEALTH AND SAFETY (EHS)
7.1 EHS General requirement
7.1.1 Proficiency.
-

EHS Officer shall monitor and cooperate with Site Engineer to ensure that all work is
undertaken following EHS Regulation.

-


EHS officer shall ensure that all new manpower understand the health and safety general
requirements and attend EHS induction training prior to being allowed to commence work.

-

Site Engineer shall carry-out daily tool box meeting and safety talks with Safety Staff assisted.

-

All personnel should know the locations of fire extinguishers, communications, manual alarms.

-

All personnel should be aware of assembly points, escape routes, emergency contact numbers.

-

All personnel must have been and proper trained about their duty and action during emergency
case occupation.

-

All personnel onsite must have ID badge permanently or temporarily.
7.1.2

-

Safety induction


All new recruits will undergo proper orientation and safety induction before they could deployed
at site for work.

-

Resisted-Labors designated for executing any kind of specific task with high risk must undergo
a proper safety training course such as WAH, Hot Work, Lifting & Rigging … etc. as per the
task required.

-

Periodic refresher trainings, tool box talk and audit shall be conducted.
7.1.3

-

Periodic refresher trainings

All labors must attend other periodic refresh job specific training for complex-task executing.
Keep on and continuously TBM and daily safety talk to provide safe knowledge for safe work.
7.1.4

Equipment and machines.

Prior to using any machines/equipment at site, ensure that they will be inspected and certified
by qualified person.

-

Operators and drivers are to be equipped with valid driver's/operator's license or permit from
concerned government agency.

-

Periodic Preventive Maintenance will be made on all equipment and machines.

-

Pre-check machine/ equipment condition and operating status before starting working shift.

-

Any potentially dusty material being transported from work sites will be securely contained.
Transporting vehicles, etc., will be monitored to prevent overloading and over-filling.

-

Weight of dump truck containing the excavated material will not be exceeded the limited weight
allowed by the nation, local and traffic law.

-

Parking at designated area. Turn the engine off and hold the key.


-

Off cellphone communication during working or travelling.

-

Vehicle onsite must have Approved Gate Pass Badge. Equipment must have safety Sticker or
Safe inspected label before using.
7.1.5

-

Storing and Housekeeping.

Material, equipment transfer to the site shall be stock tidily at the designed area. Housekeeping
activity is applicable to all personnel at site to reduce the risk of injury and create safe working
conditions. Housekeeping shall be monitored by the EHS officer, and work will be temporary
stop until completion of housekeeping, if EHS officer has found any failure to fulfill this
obligation. Temp- storage area or stockpile area must be secured / isolated and labeled.

-

Oily material shall be stored with tray and fire extinguisher at the restricted designed area. If
leaks occur while filling the fuel, it shall be reported immediately to the Owner and resolved
with care.

-

Chemicals / flammable material must store in a proper way individually away from the burning

source. Labeled and SDS must be presented.
7.1.6

-

Waste and hazardous waste Treatment

Contaminated soil is collected after removing oil and/or fuel through sand and adsorbent, and
is disposed by a hazardous waste disposal company.

-

Construction wastes shall be segregated and disposed to an approved dump yard area.

-

Domestic wastes shall be segregated and disposed to an approved dump yard area.
