JOB SUMMARY
Under the general supervision of the Principal Secretary, the Director-General of the
Lesotho National Broadcasting Service, provides strategic direction for the department,
Formulates and implements project, manages international broadcasting affairs,
Departmental budget and staff.

MAIN DUTIES


1.0 PROVISION OF STRATEGIC DIRECTION

Master’s Degree in Journalism or Media management with at least five (5) years’
experience in the senior management.

Media studies or Journalism will be an added advantage

Post Graduate qualification in Journalism or Media management with at least eight (8)
years’ experience in the senior management.

RESPONSIBILITY:
RESPONSIBILITY FOR THE WORK OF OTHERS:
The incumbent supervises the department of LNBS in general as well as the Chief
Engineer in particular.
FOR PROPERTY (equipment, material and finances)
The position places responsibility to ensure procedures on security and safety of all
technical equipment and infrastructure of the department and stores
RESPONSIBILITY FOR SAFETY OF OTHERS:
The job places on the incumbent the responsibility to ensure that the proper safety and
operational procedures are followed to ensure safety of staff working under her/him.
COMPLEXITY:
DECISION-MAKING:

 Allocating and reassigning duties to the Chief Engineer and other staff of LNBS
 Temporarily cutting of services for technical reasons
 Approving/authorizing purchases of equipment
 Controlling transport within the department
PROBLEM SOLVING:
 The incumbent regularly solves problems that are directly related to radio

studios, television studio, and transmission and attends procurement and
suppliers problems

 The incumbent may occasionally clarify instructions given to the Chief Engineer
and other staff

SUPERVISION RECEIVED:
The incumbent to work independently with minimum supervision of the Principal
secretary and reports the activities of his/her department directly to the Principal
Secretary

The job requires the incumbent to make contacts with

 Principal Secretary during briefing sessions, reporting meetings, and when
seeking advice, guidance and authority

 Chief Engineer and other Directors on a weekly basis in the execution of duties
 Other departments and Sections for coordination of LNBS activities and

exchange of information
 Other utility organizations to discuss issues of mutual interest
 At times with the public to explore and disseminate information regarding issues

within her/his ambit

JOB SUMMARY

Under the supervision of Director General, the incumbent is responsible for property
maintenance, negotiating and enforcing of subleases, establishing rental rates and
compiling annual budget regarding the property needs.


JOB DESCRIPTIONS

 Manages property to owner’s expectations with regular and ongoing dialogue on
all financial and building operation related activities.

 Allocation of space for rental and liaise with Finance division and Legal Office for
dissemination of information regarding new leases and their termination.

 Communicates with tenants to address their requests to resolve problems and to
build goodwill in order to preserve tenant satisfaction with the property to ensure
that tenants observe and fully understand building operating policies.

 Prepare sublease or rental agreements for lessees and collects specified rent and
common area maintenance charges

 Visually inspects the interior of the property as needed to detect needed repairs
and monitors routine maintenance in order to maintain highest quality facility.

 Reports on status of property such as occupancy rates and dates of expiration of
leases.

 Prepares annual operating budget for the property each year by projecting annual
expenses and compare them with the actual expenditure in order to operate the
property in the most cost-effective manner.

 Reviews tenant delinquencies and initially contact tenants by phone, follows up by
correspondence and assess late charges as approved.


 Calculates and prepares all tenants annual operating expense reconciliations
 Assists with eviction of default tenants by seeking assistance from Police

whenever there is need.
 Manages meetings with Architects, construction project managers and tenants to

oversee tenant space build-outs/improvements in order to maintain a high quality
of construction and to ensure compliance with construction drawings.
 Manages performance of contract working on the property in order to ensure
adherence to work orders and the budgets. Oversees request and review of the
required insurance certificates in order to ensure adequate coverage in
accordance with the contracts in place for the work being performed.

JOB SUMMARY

Reporting to Chief Engineer (director), the incumbent is responsible for developing a
strategy for the Technology Transfer Unit, in order to provide strategic leadership in
identifying innovation and intellectual property with potential for commercialization. The
incumbent is expected to provide technical advice in decision making regarding
appropriate and innovative technology in the promotion of entrepreneurship.
Furthermore, the incumbent is expected to conduct research, formulate project proposals
and oversee their implementation as well as monitoring and evaluation, undertake
consultancies, train staff and entrepreneurs on appropriate skills, and liaise with different
organizations.

MAIN DUTIES

1.0 PLANNING FOR TECHNOLOGY TRANSFER PROGRAMME

1.1 Makes operational plan for the Technology Transfer (TT) programme drawing from
the ATS operational plan

1.2 Draws a budget for the programme
1.3 Makes an assessment and determination of the human resource requirements of


the programme
1.4 Develops monitoring and evaluation tools for all projects and programmes

incumbent.

Safety training of subordinates on Occupational Health and Safety Act is important. He /

The incumbent is responsible to recommend types of technologies and products to be

JOB SUMMARY

Under the general supervision of Head of Programmes, the Programmes Producer
is responsible for production of programmes He/she assigns Programme
Producers to gather materials for and to cover live events.

MAIN DUTIES
- Produces Radio programmes for transmission
- Gives assignments of coverage and events to producers
- Checks and takes action as necessitated by the daily events in the logbook.
- Allocates airtime to feeder Ministries.

Trains new recruits, conducts and coordinates refresher courses.

JOB SPECIFICATION

Degree in Journalism/ Mass communications with 5 years’ experience in the field of
Media.

Supervision Received

Minimum supervision is required. The incumbent has to provide written or oral reports

on work progress to supervisor or management team as often as may be required.

The incumbent should have no physical disability

CONTACTS

The incumbent may require contacting members of his division daily. He may require
contacting members of other ATS divisions and members of other external organizations
including government departments as often as required.

EFFORT

Mental effort

The incumbent is expected to analyze research data or information. He/She will
undertake cost benefit analyses of manufacturing processes and engineering designs,
Moreover, the incumbent will engage in the drafting and interpretation of technical and
manufacturing drawings as we as measurements.

Physical Effort

The incumbent will be involved in carrying equipment and materials as using
manufacturing workshop equipment to fabricate prototypes on a regular basis.
Technology needs assessment and field-testing of photo types may require him/her to
walk considerable distances as often as required particularly in the rural area.

Emotional Effort


He/She should be mentally stable and patient to tackle any disturbing situation whether it
is conflict amongst R&D team members or difficulty in meeting tight work schedules.

Unfavorable Conditions

The incumbent may be required to work in the manufacturing workshop where there is
noise, dust and fumes on a regular basis; He/She may work under conditions of limited
resources particularly while carrying out fieldwork in rural areas.

Accidents like cuts and burns may occur while using manufacturing workshop equipment,
Gas poisoning or explosions may occur in the event of gas leakage.

Under the supervision of Chief Information Officer, the editor is responsible for
management, supervision and control of the newsroom. This include among others,
preparing for news coverage, assigning and monitoring reporters work and editing their
stories, artists and photographers and keep the copy and diary control sheet to be in the
picture of what content goes into the newspaper every day.

1.7 Liaise with printers on matters of production and publication of the newspapers.
1.8 Approve newspaper layout, headlines, captions, pictures, cartoons, advertisement,
stories and features to be published.
1.9 Produce well written, accurate and well researched news reports, features and
analytical pieces

2.0 SUPERVISION OF DEPARTMENTAL BUDGET

2.1 Consolidate sectional budgets and submit them to Head of Department or Director for
approval and provide direction for the newsroom.

2.2 Prepare and submit annual budget for inclusion in the departmental budget in order
to secure funds.
2.3 Prepare and advice Head of Department regarding approval of Sectional work plans
to ensure that they are in line with the departmental objectives.
2.4 Ensure responsibility for security of property and all materials of the newsrooms
2.5 Prepare requisitions for sections of the department
2.6 Participate in human resource development plans to enable effective staffing of the
department and advise the Head of Department on shortages and other needs.
2.7 Approves Sectional training plans to facilitate purposeful and systematic training

understanding to reporting news
3.2 Write reports on a variety of topics, in particular all levels of government and politics
3.3 Prepare news features and background pieces which show insight and

3.5 Proven creative writing and investigative skills across a wide range of subjects
3.6 Have a sound knowledge of the political environment in Lesotho and experience in
political reporting
3.7 Have a feel for human interest stories and efficient time management and work to
strict deadlines
3.8 The ability to identify, comment on and analyses news issues
3.9 Creativity and initiative in the approach to generating, research and writing original
breaking news stories, background and follow up material
