Since Vietnam’s admission to WTO, Vietnam Customs plays an important role in the process of
trade facilitation. For Vietnam Customs, customs official are key assets. Then if I become a
custom official, I will try to my best to be honest, devotive and always eager to learn new things.

Firstly, I will be honest in all tasks assigned, as well as in my daily life. I will not receive any
illegal benefits from businesses and persons. This is of great importance, since the Vietnam
Customs helps the Government collect import-export duties, and any dishonesty with under the
table money for custom officials can lead to the loss of tax revenue.

Secondly, I will be also devotive to the job, because I understand the importance of being a
custom official. I will try to put much focus to be excellent in every task, so that the clearance of
goods is facilitated and convenient for businesses and individuals.

Finally, I will always try to learn new things to do my job at the best way. Since Vietnam joined
WTO, the social-economic conditions have been changing at a fast pace. Therefore, eagerness to
learn is critical for me to adapt with changing working environment and conduct my tasks
successfully.

To sum up, if I am honored to be a custom official, I will try my best to be always honest,
devotive and eager to learn new things. These all valuable attributes will help me be a successful
custom official.

Đề 2: Anh/chị hãy nêu các nhiệm vụ của hải quan Việt Nam.
Vietnam became a member of WTO in early 2007, resulting in increases in the movement of
goods moving in and out of the country, In order to help facilitate trade, Vietnam Customs plays
an important role with five main tasks.

Firstly, they help the Government collect export and import duties to ensure stable Government‘s
revenue, of which those duties often account for a large part. With stable and sufficient revenue
from taxes, the Vietnamese Government can have long-term fiscal polices as well as long term
macro ones.

Secondly, the Customs of Vietnam helps the Government control the movement of goods across
the border. This task is very important to prevent the import of illegal goods like counterfeits,
weapons…, ensuring national security.

Thirdly, the prevention of illegal transportation of goods or persons is one of Vietnam Customs’
tasks. This will help collect duties effectively, and create a fairly competitive environment, since
every businesses has to pay duties equally.

Fourthly, the Vietnam Customs will make statistics of goods inflow and outflow of the country,
so that the Government can have suitable macro –policies to balance the import-export of the
economy

Finally, based on experiences and the process of carrying out tasks, Vietnam Customs will
suggest procedures and policies applied to goods imported-exported to facilitate trade.

To sum up, through effective and efficient conduct of the five main tasks, Vietnam Customs will
increase the participation of industry in the global market place and contribute natural
significantly to the economic competitiveness of Vietnam.

Đề 3: Hãy nêu lý do tại sao anh/chị muốn trở thành công chức hải quan
In 2011, Vietnam Customs intends to recruit custom officials nationwide. In the stage of
recruitment, there have been around 2000 candidates, showing that many Vietnamese people
want to join Vietnam Customs. And I am also one candidate with the very firm wish to become a
custom official. In view of that wish, I will explain the reasons why I want to join the Vietnam

Customs.

Firstly, Vietnam Customs helps the Vietnam Government collect import-export duties, control
the flow of goods in and out of the country, and plays an important role in the growth of the
country. They make statistics on exported and imported goods so that the Government can have
suitable macro-policies, prevent the illegal transportation of goods. Then by becoming a custom
official, I can be assigned those important tasks, and contribute to the growth of Vietnam
heading towards a prosperous Vietnam.

Secondly, in my point of view, Vietnamese customs officials have many good personal qualities
and manner, I know this because my father is also a custom official, and I admire him very
much. He is very honest both in his career and in life. He never receives any illegal benefits, and
has always been trying to provide convenient custom service to businesses and passengers. It is
my admiration for my father-an honest custom official that I want to join Vietnam Customs

Thirdly, I believe that joining Vietnam Custom will help me develop and better myself, in terms
of both personality and knowledge. Each year, there are many opportunities for custom officials
to join short-term courses or oversea classes.

In conclusion, there are three main reasons to explain why I want to become a custom official,
including the important role of custom officials in country growth, my admiration for my
custom-official father, and finally the opportunities for personal development. I have put much
efforts on the exams, and hope to become an custom official in the near future.

Đề 4: Hải quan VN cần làm những gì ñể hiện ñại hóa trong thời hội nhập?
Recent years have witnesses a rapid expansion of Vietnam’s international trade, and Vietnam
Customs play an important role in controlling goods imported-exported, while still facilitating
trade effectively. However, Vietnam Customs faces great challenge to cope with trade efficiency
and make an efficient and effective contribution to achievement of the Government’s objectives.

Therefore, they need to be modernized to carry out tasks effectively through the following plans:

Firstly, about institutional organization, Vietnam Customs needs to set up, complete customs
legal law system in conformity with modernization, synchronic, obey objectives of
administration reform and international standards.

Secondly, in terms of customs techniques work, up to 2020, in basically, customs procedure and
management must be simple, effective, harmonized in compliant with international standards and
practices… Up to 2020, audit post clearance activities have professional, competent, effective
level basing on method of risk management with standard process basing IT application and
strict sanctions.

Thirdly, turning to organization and customs force, Vietnam Customs needs to set up modern
customs organization in centralization rule, meeting requirement and tasks of social-economics
development and strengthen state management, contribute to maintain security, safe of the
nation.

Finally, Vietnam Customs should set up modern IT customs system basing on data processing
centralization, integrate complete functions, process e-documents, e-manifest, e-payment, e-
certificate; build regional data process central, ensure IT system meeting standard to ensure
sufficiency, accuracy, timely customs national statistics data, making basis for supervise,
analysis, estimate, forecast export-import situation and other activities, supply timely for state
agencies to make plan, lead, control policies of economics, trade and tax.

To conclude, in order to modernize, Vietnam Customs should complete customs legal law
system, establish simple and effective customs procedure, set up modern customs organization
and apply IT customs system.

I have visited some countries, including Thailand, Malaysia and Singapore. Although those

countries are all beautiful, I like my visit to Singapore most, for the following reasons:

Firstly, the weather in Singapore is very cool with little rain, and there is also wind from the sea.
This makes me feel very pleasant. Second, there are many kinds of food in Singapore such as
Indian food, Chinese food…, and they are all very delicious. Thirdly, Singaporean people are
very friendly, and they often welcome tourists from all over the world. They also usually keep
smiling at foreigners to their countries.

In conclusion, my visit to Singapore is my most favorite trip, because I am very impressed with
the weather, food and people there.

About advantages of TV, it helps people entertain and give them knowledge. People can watch
many TV shows, listen to music…on TV to relax. Besides, they can also learn from TV with
knowledge from a variety of fields like art, culture…

However, TV also has its disadvantages, including time-consuming and lack of social activities.
Firstly, if people spend too much time watching TV, they may not have time to do other
important things. Secondly, when they sit and watch TV for hours, they may not meet and talk to
other people, then lead to lack of social activities.

In conclusion, TV has their both advantages and disadvantages. People should balance their time
of watching TV so that they can benefit much from TV.

I live in Hanoi city, where the traffic is very crowded with many vehicles, and there is often
traffic stuck. Especially, in the rush hours when people often go to work at 7-8 am and return
home at 5-6 pm, the traffic is even worse. When the traffic stuck, travelers often cross the red
light, and also travel on pavements. Some people may get impatient and try to pass others. All
these actions lead to a worse situation.

In order to solve the problem of traffic jam, people in Hanoi should use more public transport
such as buses, and try to walk or cycle to near places. Besides, the Hanoi authority should invest
more in road improvement, open new roads and build modern underground systems to encourage
people to use public transport.

To sum up, the traffic in Hanoi is very crowded, and often leads to traffic jam. To solve the
problem, Hanoi should improve roads and encourage people use public transport more.
