INTRODUCTION
1. The reason for choosing the topic
Today, information technology (IT) seems presence and has
influence to all aspects of human life. IT has changed the whole
life, creating a new life "digital life". The achievements of IT have
very important contributions to economic - social development
(socio-economic) during the integration and opening today.
The XI Congress of the Communist Party of Vietnam has
advocated "fundamental and comprehensive innovation of
national education; linked closely the development of human
resources to development and application of science and
technology ". On 30/9/2008 Minister of Education and Training
gave Directive No. 55 / CT-BGDĐT on enhancing teaching,
training and application of IT in education in the period of 2008-
2012. The Directive states: "IT is a powerful tool to support
innovation of teaching, learning and support educational
innovation management".
The directive set out to the education managers, teachers
and students in secondary schools (high schools) a task is to apply
IT in their work, teaching and learning.
Thanks to the concern of the party leaders and local government
of all levels, high schools today are equipped with fairly uniform
in facilities with modern techniques for the teaching and
management. However, so far the efficiency of utilization of such
facilities in teaching and management is still very limited.
There are many causes that limit the effectiveness of
application of IT in teaching and management. We believe that the

main reason is not derived from the management staff and
teachers. Survey results show that the majority are manager and


teacher with dedication, desire to applying IT in management, in
teaching, but embarrassing not know what and how application
and how to start ?
Moreover, the application of IT at high schools directly
affected by the management manner of managers. From
management perspective, we see that the majority of high schools
do not go on with application of IT in teaching and management,
the lack of specific measures to promote and links teachers with
learners, not created a motivation of application of IT to teaching
and management, not yet make choice of content and practical
application and not yet focused on application of IT in teaching
and management scientifically and effectively . So, it is not
enough to make a real step in changing the application of IT in
high school.
From the above reasons, we have chosen research topic:
"Managing information technology application in High School
in South East of Vietnam".
2. Research Objectives
Research of theoretical basis, assess the situation and build
the management measures of IT applications in the Southeast
High School, in order to improve the quality and efficiency of IT
application management and IT applications in high schools in
Southeast region, Vietnam.
3. Objects and subjects of research

3.1. Object of research: IT Application Management Activities in
the Southeast High School, Vietnam.
3.2. Subjects of research: Methods of management of IT
applications in the Southeast High School, Vietnam.
4. Scientific hypothesis

Over the years, the management of IT applications in the
South East High School has seen development, achieved some
successes; However, there are still many limitations and
shortcomings in planning, organizing, directing, monitoring and
evaluation of implementation. If the construction and use of
reasonable measures to manage the quality of IT applications and
effective management of IT applications in high schools in the
area will be enhanced to meet the requirements of development of
education and training in the current period .
5. Duties of research
5.1. Research of theoretical basis for management of IT
applications in high schools;
5.2. Monitoring, assessing the situation on IT applications in the
Southeast High School;
5.3. Construction of management of measures of IT application in
the Southeast High School;
5.4. Assay the necessity and feasibility of the management
measure ;
5.5. Experience an IT application management measures as
proposed.
6. Limitations and scope of research

Research thesis on management measures of IT application
in the Southeast High School, mainly focused on management of
IT application in teaching in secondary schools.
Experimental methods: Fostering knowledge and skills IT
application for managers and teacher at some high schools in
BRVT, in school year 2011-2012.
7. Research Methodology
7.1. Approach: Thesis on applying some approaches, mainly the

followings: dialectical approach, system approach; Approaching
history - logic; Access to information; Practical approach.
7.2. Methods of research: The method of theoretical research;
practical research; statistic – mathematical research.
8. New contributions of the thesis
8.1. Scientific Significance: the thesis codify and clarify
theoretical part of the relationship, the interaction between the
nature of the management of managers and activities of IT
application at high schools; Develop a process of directing and
managing of IT application in teaching and management in the
high schools.
8.2. Practical significance: The thesis assess the status and
management of IT applications at local high schools in Southeast
region, pointing out the advantages and disadvantages, the pluses
and minuses and gaps in IT applications in high schools in the
area; The thesis has developed methods of applying IT in teaching
in the high schools in the Southeast region.

Chapter 1
THEORETICAL BASIS OF MANAGEMENT OF IT
APPLICATIONS AT SECONDARY SCHOOL
1.1. OVERVIEW OF RESEARCH ISSUES
1.1.1. The situation of overseas study: The study abroad shows
that in the current period, countries assert the key role of
innovative IT in education and training in general and in teaching
and management and learning in particular. The authors of the
study have very specific, very scientific study on application of IT
in teaching, learning activities and use of IT in education
management. The research project on IT applications in high
school has just a few study authors.

1.1.2. The situation in the country: Until now there have been
numerous studies on the use of IT in teaching, at high schools. Yet
the study of IT applications in high schools still are shorted than
the required by renovation of comprehensive education and
training in secondary schools. The study measures the current IT
applications in high schools is very urgent.
1.2. SOME BASIC CONCEPTS
1.2.1. Information Technology: is a collection of scientific
methods, technologies and tools of modern technology for the
production, transmission, collection, processing, storage and
exchange of digital information.
1.2.2. IT applications in high school: the use of IT in teaching
activities and management to improve productivity, quality and
effectiveness of teaching activities, learning and activities of
managers.
1.2.3. Management: Management is the organizational impact,
which is targeted to the management of the subject and object of
management by applying the function of management to use the
most effective potentials, opportunities to achieve set objectives.
1.2.4. Management of IT applications in high school: the system
impacts to management of the subject and the object to client
management to be effective IT applications in high schools.

Management of IT applications in high schools expressed
through management actions on the basis of performing the
functions of management entities, implemented through a system
that is closely held, aiming to change the way of management of
schools, improve the quality and efficiency management at high
schools.
1.3. CONTENTS OF IT APPLICATIONS IN HIGH

SCHOOL
1.3.1. Importance of IT applications in high schools: IT has a very
important role in teaching at high schools. Thanks to the
application of IT, quality and effectiveness of teaching and
management of high schools was raised.
1.3.2. Application in searching, storing and exploiting materials
in teaching and management.
1.3.3. Applications in the teaching of teachers: Applications for
lesson planning and building electronic data for lecture;
application in classroom teaching.
1.3.4. Applications for student learning: application of learning in
the classroom and the application of the self-study activities.
1.3.5. Application of innovative teaching methods of teachers and
learning methods of students.
1.3.6. Applications in managing high schools: applications of
teachers management, students management, management of
infrastructure and teaching facilities, Financial Management,
Administrative Management.
1.4. FUNCTIONS OF MANAGEMENT OF IT
APPLICATIONS IN HIGH SCHOOL
In IT applications in high schools, four main functions are:
Planning IT applications Management in high schools;
Organization and Management of IT application in high schools;
Steering IT applications in high schools; Testing and evaluation of
IT application management in high schools.

Managing training knowledge, skills, IT application
management for managers and teachers; Management of IT in
teaching and teacher professional groups; Management of IT
application in the learning of students; Management IT application
in high school.
1.5.3. Method of managing IT applications in high schools: There
are three main methods: Method of administration - law;
Pedagogy - psychology; Stimulation.
1.5.4. Means of managing IT applications in high schools: the
means of managing IT applications in high schools include:
Institutionalization of education - training; organizational
structures and human resources; Human and material resources;
Information systems and IT application environment.
1.5.5. Decentralization of Management of IT application in high
school: Director of Department of Education and Training ,
deputy managing director, leader and specialist departments in
education and training facilities; managing principals of secondary
schools; managing conditions and resources (human, material and
financial resources) to implement IT application at strategy level.
High school principals and vice-principals, manager, professional
team leaders, teachers, staff and students in the school; managing
system of facilities for IT application.
1.6. FACTORS AFFECTING IT APPLICATION
MANAGEMENT IN HIGH SCHOOL
1.6.1. The subjective elements:
+ Management staff and teachers: Perceptions and attitudes
of teachers and managers towards IT application at high schools,
the knowledge and skills in high school qualities managers and
teachers during new age has a direct impact to performance and IT
application in high school.

+ Students: As a positive, proactive manner of students is
both creative teaching purposes simultaneously as a condition to
perform the operation IT application in effective teaching.
+ Teaching facilities of school: we must mention IT
application at high schools without conditions teaching facilities
needed for IT application such as: Computer, Projector, Projector
PC, smart interactive whiteboard, TV, cassette, Internet

secondary schools; The social environment to implement IT
applications in high schools.
Conclusion Chapter 1: management of high schools have
been extensively studied, but IT applications management in high
school is not yet studied much . IT applications in high schools is
the use of IT in teaching and management activities to improve
productivity, quality and effectiveness of teaching activities,
learning and activities of managers.
Management of IT applications in high school is system
which impacts to management of the subject and the object to
have effective management of IT applications in high schools.
Management of IT applications in high schools expressed through
management actions on the basis of performing the functions of
management entities, implemented through a system that is
closely held, aiming to collectively change the way of managing
schools, improve the quality and efficiency management of high
schools.
The management measures of IT application at high schools
of the subject, will be developed for the management entity,
according to the approach outlined above; powers and
responsibilities of the management entity to comply with state

decentralized management of education and training provisions in
Decree 115/2010 / ND-CP of the Government. The management
entity has implemented management functions under the
management level, just as the management entity authorized by
the Director of Department of Education and Training.

2.3. REALITY OF IT APPLICATION IN HIGH SCHOOL
IN SOUTHEAST REGION
+ Awareness of IT applications in high schools: The
managers, teachers and students are aware of the necessity of
using IT in secondary schools. However, many managers, teachers
have misconceptions about the extent and manner of IT

application in teaching and management.
+ Level, Capacity of IT application manager, teachers and
students at high schools: managers, teachers and students have a
basic knowledge of IT, computer skills using relatively good;
Nevertheless skills using software and IT equipment is limited and
has shortcomings. The students have knowledge of IT is relatively
good, but their skills IT application is limited and inadequate.
+ Reality of IT application in teaching by teachers: Has
promote the strengths of IT, teaching hours more lively, more

interesting, quality of teaching hours are enhanced remarkably
effective. In these lessons, IT application and teaching method
have been renovated, quite vividly. However, many instructors are
abused IT or use a non-scientific, non-pedagogical computer
effects, leading to student learning with IT ineffective.
+ Reality of IT application in student learning: The learning
of students in class is mostly just listening to lectures, take notes.
Teaching method mostly style of notification, reproduction;
students have passive listening, writing, comprehension. The self-
study at home or study in the IT center and the Internet shop of
students was spontaneous, lack of direction of teachers and
parents.
+ Reality of IT application management at high schools:
Some content of IT applications mainly presently in management:
IT Application in Teaching Management of teachers; IT
Applications in Management of students; IT Application for
management of inspection of student assessment; IT Application
of management of resume of officers, teachers and employees; IT
Application in management of facilities, teaching equipment and
library; IT Application in Financial Management; IT Application

in Administration The high schools have organized activities in
IT application pretty good. However, software are both
inconsistent with the current IT development; how to organize the
application is limited and inadequate.
+ Reality IT application in high schools of the Department
of Education and Training: The application of IT for management
got interested by Education and Training departments and schools
but the exploitation of IT applications stop at a number of the
simple, yet often efficiency is low.
2.4. REALITY OF IT APPLICATIONS IN THE
SOUTHEAST REGIONAL HIGH SCHOOLS
2.4.1. Management of providing knowledge and skills in IT
management for staff and teachers. The providing IT skills for

staffs got keen attention of department of education and training
and schools. However, department of education and training and
schools are not interested in planning. Mostly plans for funding,
other content such as content, audience, time of training
presented very sketchy. The performance was spontaneous,
custom, quality, and efficiency is low.
2.4.2. Situations of investment in management of equipment, use
and storage facilities and IT training equipment in high schools.
The investment in teaching equipment for IT application, both
hardware and software in the high schools in the area are
concerned and have been pretty fully equipped as required by the
activities of IT application in management as well as in teaching.
However, the current schools have no scientific measures for use
and efficient storage of teaching equipments for IT application.
2.4.3.the reality of management of IT application in the training of
teachers. Most schools had planned IT application in teaching.

However, the plan is often sketchy, no IT application content in
specific subjects. The organization of training IT skills in teaching
is done at initial level, so much content needs to be improved. In
the planning of professional groups, specifying the education and
training institutions in the application of IT in the teaching into
internal regulations got attention of professional groups, but the
implementation is still confusing, the only targets of IT
application in teaching has been included in the plan of the year,
month, week of the group, but done not yet efficiency.
2.4.4. The reality of management of IT application in the learning
of students. Schools have plans of IT applications in the study of a
particular student, plan of academic year, semester, every month
and every week of the professional groups, the head teacher and
subjects teacher. However, the organization of activities is just a
movement, form, not interested in the quality and efficiency of IT
application in learning of students.

2.4.5. The reality of IT application in state management of IT
management in high schools. Departments of Education and
Training, high schools in the region are planning IT application in
management. However, for planning of IT application in high
schools have not been built scientifically and not feasible. Much
of the content is given , but so far no software is developed.
2.4.6. The reality of IT application in state management in high
schools of the Department of Education and Training. The
department of education and training are very interested and have
planned, organized activities of IT application in teaching,
effective governance. However, now the departments lack of
education and training systems software dedicated to IT
application management for efficient operations in high schools.

2.5. OVERALL ASSESSMENT OF REALITY IT
APPLICATIONS IN THE SOUTHEAST REGIONAL HIGH
SCHOOL
Advantages: Managers and teachers are aware of the
urgency of the IT applications in high schools. Departments of
Education and Training, high schools in the region are interested
in planning and organizing, directing and managing IT
application.
Restrictions: In directing and organizing the
implementation, not really go into depth, there are no specific
provisions in professional activities. Legal foundation, the
scientific basis of the issue of IT application in teaching, in
management is still lacking, slow progress. IT application
teaching equipment was invested, but the management and use
for teaching is still limited.
Conclusion Chapter 2: Managers, teachers, students made
aware of the need for management of IT application in teaching.
However, organizing activities and professional capacity, on the
part of professional staff and teachers is limited, not meet the
requirements of education innovation in the integration period.

CHAPTER 3: MANAGEMENT MEASURES OF
IT APPLICATION IN THE SOUTHEAST REGIONAL
HIGH SCHOOL, VIETNAM

3.3. MANAGEMENT MEASURES FOR IT APPLICATION
IN HIGH SCHOOLS IN AREA OF SOUTHEAST
3.3.1. Measure 1: Raise awareness of IT applications for
management of staff and teachers. The
Department of Education and Training and high school building
strategic plan for years and the specific implementation of such
plan for each school year, each semester, every month and every
week, in order to achieve the goal of raising awareness about the
application of IT in teaching and learning for all staff , teachers in
each school and the whole industry.
The managers from department of education and training to high
schools should focus on the following main items:
- Organize and implement written direction of the Party
committees and governments of IT applications in high schools.
Specify the text direction of the level into the implementation of
specific documents in each locality, each high school.

- The development and dissemination of documents on
strengthening IT applications can be in many forms. 1) through
these professional activities as well as movement, thoughts,
feelings of people, creating motivation for the successful
implementation of targeted IT applications. 2) to hold
conferences, seminars on the use of IT in teaching, in management
at the local level, each high school with professional groups.
Organizing seminar, lecture on IT applications.
When planning and implementation, to pay attention to

check and evaluation of perception, the emotional mind, the will
to overcome the difficulties of the people to achieve the objective
of IT applications as set out.
3.3.2. Measure 2: Fostering knowledge and skills in IT
applications for management staff and teachers
* Develop training plan: When planning training for the
staff, the Department of Education and Training and schools based
on the text direction of the superior, based on the specific
conditions of each local and schools such as the actual situation on
the qualifications and skills that IT teams have gotten; content of
high school curriculum in particular, the content can be applied to
IT Management, Teaching; teaching equipment for IT application
and likely to be invested in the schools; environment of the local
IT applications, IT equipment in the family of teachers and
employees, Internet venues that teachers can study there.
* Organize, lead and direct the work of fostering: Director
of Education and Training assigning specific responsibilities for
the Department of Education and Training, schools; assignments
for each member, each expert groups to undertake and be
responsible in part for the specific implementation of the plan
outlined.
* Direct the activities of self study: Department of
Education and Training, principals need to direct the team of

managers and teachers for self-training, self-study to update their
knowledge, improve IT skills. Principal to arrange a schedule for
managers and teachers and to create reasonable conditions for
them to have time for self-study.
* Examination and evaluation of training: Must have a
specific test plan, assess the results of execution in a given time.

3.3.3. Measure 3: Strengthening the regulatory effect of the
application of IT in teaching and management.
Director of the Department of Education and Training direct
specialized divisions based on the text directive of the Party,
Government, ministries at the central level, MOET and the text
direction of the Provincial Committee, Provincial People's
Committee on IT and planning for application of IT throughout
the industry. Directing secondary schools based on the general
regulations of the sector, particularly into its own regulations in
accordance with the conditions of use of IT qualifications of
staffs, conditions of teaching equipment, environment of IT
applications of each school.
Principals assigned to the deputy, the leader of professional,
lab officer in charge of the audio-visual room, library, training
equipment, based on the written direction of the Ministry of
Education and Training , PPC, specially written by the
Department of Education and Training and general provisions on
the use of IT in teaching and management, draft regulations
relating to the work, to which each individual department in
charge.
To organize, direct, control and inspection of the implementation
of the provisions of IT applications: Director of Department of
Education and Training has assigned specialized departments,
members of the agency head, division of responsibilities,
principals of high schools organize, monitor, guide, direct and

supervise the implementation of the provisions of IT applications
across industries and in all high schools.
Principals of secondary schools give task to members in the
implementation of regulations on use of IT in schools. Enhanced

check, evaluate, draw experience in the implementation.
3.3.4. Measure 4: Organizing and directing the practical activities
using IT in teaching staff, improve the efficiency of IT in
teaching.
a). Organize and direct the activities of the IT application to
practice professional groups: Principals directing professional
groups to plan its IT applications. Planning the activities of
professional organizations concretize the general plan of the
school.
b). Organize and direct the activities of teacher of IT application:
principals guide teachers to plan lessons IT application in
preparing, planning IT application in teaching, assessment of
student grading and special design and guidance for IT students to
study at home or teamwork. Organize practical activities of
planned IT applications for managers of schools, teachers to
implement the plan IT application in research, learning, planning
electronic lesson and teaching practice more with IT application.
Directing, monitoring and evaluation activities IT application of
teachers, special activities IT application in electronic lesson
plans, classroom teaching, assessment and student activities, guide
students learning with IT. There are other forms of praise, reward
and punishment, including those responsible for the managers,
teachers for good and not good result.
3.3.5. Measure 5: Develop and use effective IT application
software in teaching and management in high schools
* Planning for implementation: Director of Education and
Training prepare investment plans, equipment, write and storage,
mining management software, educational software, electronic

lesson plans for work management, teaching activities in high

schools across the industry. In every high school, principals plans
to invest equipment, compilation, storage and utilization of
management software, educational software, electronic lesson
plans.
* Organizing and leading performance: Director of
Department assigned the deputy director, professional teams and
principals of high schools an implementation plan of the sector.
Directing principals of secondary schools implementing the
general plan and specific plans at each high school. Principals
assigned task to vice principals, the leader of professional teams ,
based on the tasks of each organization and individual
departments to organize the proposed plan.
* Check and evaluate the implementation: Director of
Department of Education and Training plan inspections, check the
unit, the high schools in the implementation of plans of
investment in equipment, construction, and use of the system
software, electronic lesson plans. Assign specific responsibilities
for specialized departments in secondary and high schools.
3.3.6. Measure 6: Organizing skills training activities using IT in
the learning of students, improve the quality and effectiveness of
IT in learning
Principal plans implemented measures. Includes: plan of IT
application in the learning activities of students in the classroom,
in the school, in the family of students and helping students plan
to study at the center of Internet where students live. Planning for
the subject teachers organize, manage and test the learning
activities of students. Steering to subject teachers guide students
build self-study plan. Construction plans for coordination between
the school - family and social organizations, in organizing,
directing and managing learning process of students with IT.

3.3.7. Measure 7: Development of the conditions and resources to
ensure the application of IT operations at high schools
Construction planning and effective management of
financial resources for active service IT applications in high
schools. Organize and direct the implementation of investment
funding plan for e teaching material and equipment for IT
application, software systems and funding organizations to operate
IT applications. Inspect, examine the financial service activities of
IT in teaching and management of secondary schools.
3.3.8. Measure 8: Develop environmental and operational
coordination mechanisms of the educational force in IT
application management in high schools
* Plan and coordinate: Principal in conjunction with the party
directing the planning of the subject teachers, the other
organizations in the field, such as trade union, the youth League,
the parents represent of students
* Organizations and leading performance coordination:
Assign specific tasks definitely the subject teachers as well as the
Group, representative of the student parents.
* Checking and evaluating collaboration: Developing
criteria for evaluating and grading exercise and competition
groups, individual students. Control measures may be unexpected,
unannounced, periodic inspections daily, weekly through the
youth association, or check by principals and vice principal or
professional board of the school.
3.4. RELATIONSHIP BETWEEN THE MEASURES
The above measures are independent due to uniqueness and
significance of each measure. Nevertheless, among the measures
always have relationships, interactions and affection, promote

each other in the same purpose is to improve the quality and
effectiveness of comprehensive education in the high schools.

3.5. TESTING ON THE FEASIBILITY OF NECESSITY
AND MEASURES
The author has solicited the opinions of 78 experts
including the Department of Education and Training's in 6
localities in the region (60), leader of secondary schools (18).
Results answered by experts, shows the extent necessary and
feasible are achieved on average (to the extent necessary to reach
from 2.64 to 2.79 points; Feasibility reach from 2.68 to 2, 81), in
which the expert assessment measures 2, 1, 4, 5 is necessary,
measures 2, 1, 4, 3 is the most feasible.
3.6. EXPERIMENTAL
The author's thesis is only empirical organizations
measures: "Fostering Knowledge, Skills for IT staff and teachers
and managers".
3.6.1. Practical purposes: Experiments to verify the level of
rational, scientific and feasible measures have been developed.
3.6.2. Empirical content: Implemented the management of
education and training establishments and principals of high
schools in the knowledge and skills to the team managers and
teachers of IT application, from planning to organizing, directing
and monitoring and evaluation of training activities and IT
applications in the management and teaching activities.
3.6.3.Select experimental and control samples. BRVT high
schools. Choose from 15 schools in different regions of the
province of Ba Ria Vung Tau, in each case, managers: Choose 2
of vice-principals; Teacher: Choose 2 teachers who are not
teaching Informatics. Choose from 15 schools in different regions

of the province of Ba Ria Vung Tau for comparison . In each case,
managers: Choose 2 of vice-principal or principals; Teacher:
Choose 2 teachers who are not teaching Informatics. Staff of IT

application and teaching equipment between schools and members
of the test group and comparison group were equivalent.
3.6.4. Experimental Organization: Planning training; Organize
training; Directing the activities of self – study. Testing and
evaluation activities of self – study .

3.6.5.1. Methods of assessment of knowledge and skills of staff IT
application and teachers
The expression level of IT application management staff
and teachers, including 6 read as follows: Basic knowledge of IT;
Computer skills; Skills exploitation and use of the Internet;
Design skills and use of electronic lesson plans or tables of
management; Skills used of software, educational software; Skills
used IT equipment to operate management, teaching activities.
Assessment: Through tests and self-assessment
questionnaire of the participants in the experimental and control

experimental group and the control before the experiment.
The result of test can confirm that training courses have
improved the knowledge and skills of IT applications managers,
teachers participated in the test. This also demonstrates that legal
measures fostering knowledge and skills using IT application team
of managers and teachers is reasonable, scientific and feasible, in
accordance with the conditions of the qualifications of IT
applications team, suitable conditions for the implementation of
IT applications in high schools today.

Conclusion Chapter 3: To propose measures of IT
applications in high schools, should be based on the basis of
practical and theoretical basis of IT applications in high schools.
On the basis of this thesis has proposed measures 8 on IT
applications in the Southeast High School.

CONCLUSIONS AND RECOMMENDATIONS
1. CONCLUSION
For the purpose of academic research and surveys to
develop state measures of IT applications in the Southeast High
School, thesis has achieved some results of theoretical and
practical as follows:
1.1. Theoretical
IT applications in high schools is also a new direction, there
are many problems with the theory and practice should be further
studied and explored. Meaning that, on the basis of material
systems, thesis clarify some issues about the basis of reasoning:
+ IT applications in high schools is the use of IT in teaching
and management activities to improve productivity, quality and
effectiveness of his teaching activities, learning games and
activities of managers.
The activity-specific IT applications at high schools in using,
application solutions and new technologies in teaching and
management; Leveraging the advantages of Vietnamese modern
technical means to change the way of teaching, learning and
management, processing, transmission, storage and exchange of
information in the process of teaching and management.
Management of IT applications in high school system
impacts organizations have targeted management of the subject
and the object to management to be effective IT applications in

high schools.
Management of IT applications in high schools expressed
through management actions on the basis of performing the
functions of management entities, implemented through a system
that is closely held, aiming management collectively change the

way schools, improve the quality and efficiency management of
high schools.
Entity Management of IT applications in high schools,
according to access both at strategic and operational level as
Director of Department of Education and Training and high
school principals. Director of Department of Education and
Training deputy managing director, leader and specialist
departments of education and training facilities; managing
principals of secondary schools; management conditions,
resources (human, material and financial resources) to implement
application-level IT strategy. High school principals and vice-
principals Manager, Head of professionals, teachers, staff and
students in the school; management system of teaching equipment
for IT application.
Measures to manage IT applications in high schools of the
subject, will be developed for the management entity, according to
the approach outlined above; powers and responsibilities of the
management entity to comply with state decentralized
management of education and training provisions in Decree
115/2010 / ND-CP of the Government. The management entity
has implemented management functions under the management
level, just as the management entity authorized by the Director of
Department of Education and Training.
IT application activity at high schools is effective only

when it becomes a regular activity of managers staff, teachers and
students. So, first of all need education of managers, professional
groups, teachers, students enhance IT applications in highway
operations, teaching and learning activities; management, use and
preservation of teaching equipment for IT application,
Management and coordination activities of the educational forces
in and outside schools.

1.2. Reality
- Survey shows that, in recent years the South East
Education and Training has made certain changes in the school
system, teaching equipment construction investment was more
spacious and modern. Education manager cadres, teachers,
students have been aware of the need for integration of IT in
teaching and management. Knowledge and skills of IT staff,
managers, teachers have relatively content as basic IT knowledge
and skills to use computers.
- Still using software skills in teaching, in management is
weak; design skills and use teaching curriculum, charts; skills to
use IT in teaching and learning facilities is also weak. The
activities of teaching and IT application happening slowly.
- Management, directing, operating and organizational
activities of IT applications is still limited, revealing embarrassing
and shortcomings, yet meet the requirements of education
innovation in the integration period. Not paying careful attention
to detail the orientation, the IT application content into logical
criteria; management has no specific measures, scientific
matching condition of each school, each local area to IT
applications in high schools effectively.
The proposed measures to address management shortcomings

mentioned above are working very practical sense.
1.3. Measures: Based on academic research and practice, the
thesis has established 8 management measures of IT applications
in high schools in the area, the following:
- Raise awareness of IT applications for management staff
and teachers.
- Fostering knowledge and skills in IT applications for
management staff and teachers.

- The strengthening of the institutions on the use of IT in
teaching and management.
- Organize, direct and practical activities using IT in
teaching staff, improve the efficiency of IT in teaching.
- Develop and use effective IT application software in
teaching and management in high schools.
- Organize training activities using IT skills in students'
learning, improve the quality and effectiveness of IT in learning.
- Development of the conditions and resources to ensure the
application of IT operations at high schools.
- Develop environmental and operational coordination
mechanisms of force in management education in high schools by
IT application.
The above measures have been tested in practice and is
rated highly feasible. The author's thesis is conducted empirical
measures "Fostering knowledge and skills in IT management staff
and teachers", results are very good. It can be said that the thesis
has accomplished the purpose, mission studies and scientific
theories of the subject has been demonstrated.
