British special style of democracy

 Britain is the country whose citizens do not have ID card.
 The duties of the individual towards the state are confined to not breaking the law and
paying taxes

 The government in Britain has a comparatively free hand
 People have no hand in the running of the country


Comparison with Vietnam democracy

 Laws are enacted to ensure Vietnamese most fundamental human rights
People’s Health Protection Law (1989), Education Law (1998), Land Law (2003, being amended), Anti-Corruption
Law (2005), Social Insurance Law (2006), Law on HIV/AIDS Prevention and Control (2006), Law on Domestic
Violence Prevention and Control (2007), and Law on Gender Equality (2011).

 President of Vietnam is the head of state, and Prime Minister of Vietnam is the head of government
 Legislative power is vested in the National Assembly of Vietnam
 The constitution clearly indicates that the state power is in the hand of the people. The state

is of the people, by the people and for the people


The style of politics in Britain

 influenced by the traditional British respect for privacy and love of secrecy
 the House of Commons was 'the most exclusive club in London'
 Almost all British citizens 18 years old or older may vote
 a genuine habit of co-operation among politicians of different parties


Style of politics in Vietnam

 The Communist Party of Viet Nam is the vanguard of the Vietnamese working class, the
working people, and the whole nation

 recognizes the National Assembly of the Socialist Republic of Vietnam as the highest organ of
state power

 The State President is the Head of State, elected by the National Assembly


Comparison between Vietnam and Britain about politics

Almost important decisions of the government are being taken at important conferences, at official
public meetings, not at lunch or drinks like in Britain

In Vietnam

 Vietnam is a single-party state


 a single political party forms the government and no other
parties are permitted to run candidates for election

 the co-operation between Vietnamese parliamentary
delegation to build the country is taken for granted.

In Britain

 National Assembly is the
highest power in Vietnam but
in Britain it is Parliament

Two-party system in Britain
Britain is a multi-parties country; however, it is normally described as having a two-party system
including those inside Parliament and those outside Parliament.


Since 1945, one of the two big parties has, it controlled the government, members of these two
parties have occupied more than 90% of all seat in the House of Common. The same situation
existed throughout the nineteenth century.

• During the eighteenth century members of Parliament tended to divide themself into two
camps, those who usually supported the government of the time and those usually did not.

• The two parties did not exist to promote single, coherent political philosophies. The main reason for their
existence was to gain power by forming effective coalitions of interest-group and individual


In Vietnam


The politics of the Socialist Republic of Vietnam are defined by a single-party socialist republic
framework, where the President of Vietnam is the head of state and the Prime Minister of Vietnam is the
head of government, is one-party system led by the Communist Party of Vietnam.



Executive power is exercised by the government and the President of Vietnam.



There is no alternation of power among political parties, no competition to gain more seats in Parlament
like in Britain. The Communist Party of Vietnam covers nearly all seats in National Assembly.


British modern situation.
 Britain is often rated as one of the poorest large country in Europe and polices of it’s governments have
pulled in several different directions, people tend to be pessimistic about the future.

 Matter of identity cards is one area of possible change. But these changes aren’t good. There has been

growing concern about increasing crime in the country.

 Another possibility is that Britain will finally get a written constitution


Compare with Vietnamese modern situation.

 when the collapse of the Soviet Union saw the end of central planning and the decision to avoid
constitutional change.

 Political interference in the economy compared to the 15 or so years that followed the emergence
of a market economy in 1989–91

 There have also been reports of increased violence by Vietnam’s security forces which some
allege is designed to provoke a popular response
