of ensuringthe safety of maritime traffic in Tokyo Bay (Tokyo Wan), Ise Bay
(Ise Wan) and the Seto Inland Sea (Seto Naikai) in line with the provisions of
the Maritime Traffic Safety Law. In addition, each of the Regional Maritime
S a f e t y H e a d q u a r t e r sc a r r i e s o u t d e t a i l e d n a v i g a t i o n s a f e t y g u i d a n c e i n
a c c o r d a n c ew i t h t h e a c t u a l c o n d i t i o n s i n t h e s e a a r e a s t h a t i t c o v e r s . t h e a i m
b e i n g t o y e t f u r t h e r i n c r e a s es a f e t y .
This pamphlet containsthe details of the navigation safety guidancethat is
being promoted in the Tokyo Bay, Ise Bay, Seto Inland Sea,Nagoya Port
( N a g o y a - K o ) a n d K a n m o n S t r a i t ( K a n m o n K a i k y o ) s e a a r e a s b y t h e 3 " ' '4 ' h , 5 ' h ,

Route Constrauction)will be implementedfor the durationof Tyearsfrom the year 2000 and the


watersin the project'svicinity,Particuiariyfrom
navigationareawill be naffowed,temporarily,in
Februaryto August of eachyear,theNakanoseTraffic Route dredgingprojecttakespiaseand the
passablewidth of the NakanoseTraffic Route may be lessthan half of the normal width.
For the safenavigationduring the work period,the 3rd RegionalCoastGuard Headquartersask the
cooperationof all vessisby observingthe maritime traffic safetylaws and regulationsand
recomendationfor safenavigation,aswell as giving attentionto items below.
l. Generalmattersthat requireattention
( 1)Keepin mind of the project work area,workperiod, and light-buoysthat indicatethe work
area,asspecifiedby project notificationposters(Itis prohibitedfor vesselsto passthrough
the work area.)
(Z)Be extra carefulin maneuveringvesselsin watersin theproject'svicinity.
(3)Give specialattentiontothe work reatedvesselsgoing in annd out of the work area.
(4)Payattentionto infoemationand safetynoticespurovidedby the informationboatsand
guardboatsstationednearthe work area.Vessels,whicharrangedboatsfor guardingthe
couressshouldoperateboatssufficientlyto manerequestfor cooperationto other vessels.
2. Mattersthat requireattentionby vesseisgoing toward the north on the NakanoseTraffic Route
( I )Suffcientcautionshouldbe given to weather,hydrographic
condition,and the vessel'sability
to maneuver,andsisoto dritting to the work areaby wind and current.
(2)Due to the naffowedpassablewidth in watersin the project'svicinity,avoidparallel
navigationnearthe work area.Vesselsare to navigatein a row well short of the work atea.
Do not, underany circumstances,
overtakeother vesselnearthe work area.
(3)Vesselsthat don't haveobligationto navigateall areasof the NakanoseTraffic Route,for
examplevesselsgoing to KisarazuPort, shouldgo out from the route eariy in casethat the
depthof water and passingof other vesselsare safe.

3 .Mattersthat requireattentionby vesselsgoing toward west on the north sideof NakanoseTraffic
RouteLeaving KisarazuPort

Obuservethe regulationthat recommendto navigateon the north side of the Kisarazu-KoOki Light-buoy.Keep in mind that thereare navigationrevigationrestrictionsfor vessels

constructionzone.
(4)It pays attentionto the information,attentionevocattionfrom the informationboat, guardboat
arangedaroundthe constructionzone.
2. The item that the vesselthat the north bound NakanoseTraffic Route pays attention
( 1) It paysattentionto the weather,seacondition,the operationperformanceof this ship,and on

carefulof the movementof NakanoseTraffic Rout departureship, and navigates.

5. The item that the vesselengagedin recreationfishing boat fishing trouble pays attention
The vesselnavigatingthroughNakanoseTraffic Route is it a restrictionin navigationis taken
and it operatesaroundthe constructionzoneespeciallyinsidethe line the line so that it may not be
blocked.

Uraga Suido Traffic Route and Naka-no-SeTraffic Route and Adjacent
waters
3rd RegionalCoastGuardrecommendsvesselsto take
the following safetymeasures.
1. Takinga pilot on board
The following vesselsshouldtake a pilot on board.
(1) A vesselof entitledto fly the flag of a foreign country
(2) A vesselentitledto fly the Japaneseflag, commandedby a master
who doesnot have sufficientsea-goingserviceand experienceof
navigatingin Tokyo Bay (Tokyo Wan)
2. Continuousplacementof an escortboat
A vesselunderthe legal obligationto place an escortboat for the
guardingher courseshouldcontinueto placethe escortboat, until
sheconfirms her safenavigationevenout off the traffic routes.
3. Navigationrules for seaareasin the vicinity of gatewaysof traffic
routes(Seepage8, CHART 1)

( 1) Vesselswhich are proceedingin the vicinity of the northern
gatewayof the NakanoseTraffic Route after having left Kisarazu
Port shouldpassthe KisaraztrPort Offing Light Buoy with it on
their port side.
(2) Vesselswhich are proceedingsouthwardfrom Tokyo and
passingthroughthe sea areaoff Kawasakishouldpassto the east
sideof KawasakiKoro ResilientLight BeacomNo. 2, maintaininga distance
of at least 1,000mfrom this buoy.
(3) Vesselswhich are proceedingsouthwardalong the Nakanose
WesternSide SeaArea in Tokyo Bay shouldpassthe Tokyo Wan
NakanoseWesternSideLight Buovs

with eachof thesebuoys on their port side.
(4) Vesselswhich are proceedingnorthwardalong the Nakanose
WesternSide SeaArea in Tokyo Bay (exceptvesselsthat are
headingfor Neiwa in Keihin-ko Yokohama-kuArea 5) must pass
eachtraffic flow managementlight buoy with the buoy on their
port side until they reachthe designatedcoursefor the
destinationin which they are headingfor.
(5) Vesselshavinga draft of 17m or more which areproceeding
northwardalong the NakanoseWesternSide SeaArea in Tokyo
Bay must maintaina distanceof at least400m from the line joining
Tokyo Wan NakanoseResilientLight BeacomsA, B, C andlight Buoys D.
(6) Vesselswishing to drop anchorin the NakanoseWesternSide
SeaArea must do this at least1,000mfrom the line joining the 3
traffic flow managementlight buoys.
(l) Vesselswhich are leaving the Uraga Suido Traffic Route and
proceedingsouthwardmust not do anything(suchas changing

coursethrougha large angle)in the vicinity of the gatewayof the
traffic route that obstructsthe way of vesselsthat are aboutto
enter the traffic route.
(8) Vesselspassingoff Tsurugisakiand enteringthe Uraga Suido
Traffic Route must proceeddown the middle of the entranceto
Tokyo Bay so as not to crossthe path of vesselsproceeding
southwardin the vicinity of the gatewayof the traffic route.

4. Restrictionon crossingUraga Suido Traffic Route
During the eveningrush-hoursin Uraga Suido Traffic Route (4 p.m.-8
p.m.JST),a vesselof some10,000G/T or more shouldnormallyavoid
crossingthe traffic route from or to the westward,but if obliged to
do so shouldpursuesafetyin crossingby:
a. understandingthe prevailingcircumstancesand conditionsin and
aroundthe traffic route by keepingiq closecontactwith the Tokyo
Wan Traffic Advisory ServiceCenter;
b. faithfully obeyingmaritime traffic rules (particularlythe rules on
conductof vesselsand indicationof their own routesunderthe
Maritime Traffic SafetvLaw):
c. at all times maintaininga properlook-out by sight and hearingas
well as all availablemeans;
d. at all times proceedingat a safespeed;
e. effectivelyusing escortboats,tugs, and the like;
f. as far as practicablemaintaininga listeningwatch by a VHF
onCH16.
5.


Restrictionon overtaking
Huge vesselsand other particularvesselsas prescribedby the
Maritime Traffic SafetyLaw, and vesselsof 10,000G/T or more
should,if the circumstancesof the caseadmit, avoid overtaking
a vesselof 500 G/T or more in the traffic routes.

6.

Restrictionon speed
A vesselshouldnot navigateat a high speedwithin the Bay.

7. Restrictionon entry into the traffic route in poor visibility
( 1) Huge vessels,vesselsof 50,000G/T or more carryingdangerous
cargo,vessels
of 25,000G/T or more carryingliquefied gas,and
vesselstowing or pushinglong objectswhosedistanceis 200 m or
more shouldnot enterthe traffic routeswhen the visibility in the
traffic routesbeing I mile or less.
(2) Vesselsof 10,000G/T or more(exceptvesselsgiven in the para.(l))
shouldnot enter the traffic route when the visibility in the traffic
routesbeing 1,000mor less.
8. Restrictionon entry time into the traffic routes
( 1) Vesselsof 50,000G/T or more carrying dangerouscargoand vessels
of 25,000G/T or more carryingliquefied gas shouldenterthe
Uraga Suido Traffic Route from t hour beforesunrisetill sunset.
(2) Vesselstowing or pushinglong objectswhosedistanceis 200 m or
more shouldenterthe Uraea Suido Traffic Route from sunrisetill
I hour before sunset.
9. Waiting placesundernavigationalrestriction
When navigationin the traffic route is restrictedbecauseof poor

visibility or other reasons,a vesselinward which is enteringTokyo
Bay shouldwait outsideof Tokyo Bay and a vesseloutwardwhich is
leavingTokyo Bay shouldwait in the placewheretraffic is not heavy.
10. Restrictionon useof auto-pilot
A vesselnavigatingin Tokyo Bay shouldnot use auto-pilot.
11. Preparationof emergencyfire wires (S"" page 17,CHART 4 )
A vesselcarryingdangerouscargoprescribedby the Maritime Traffic
SafetyLaw shouldprepareemergencyfire wires at the bow and the

stern for immediate use in caseof emergency
12. Notification of traffic routes and Changeof notification
(1) Vesselsof 10,000 G/T or more should report the "Notification of
traffic routes " and the " Change of notification " to the Tokyo Wan
Traffic Advisory Service Center in the sameway as in the caseof a

(3) Vesselswhich sent "Notification of traffic routes" should report
" Change of notification " to the Tokyo Wan Traffic Advisory Service
Center, in case of change the estimated time of entering the traffic

routes by 10 minutes or more.
13. Positionreport (Seepage9, CHART 2)
(1) When huge vesselsand other vesselsof 10,000 G/T or more leave or enter
Tokyo Wan Bay or move within the bay area,they must report their position to the
Tokvo Wan Traffic Advisorv Service Center as soon as thev cross the first
posiiion reporting line..
a. Name of the vessel,gross tonnage
b. Time of passing (J.S.T.)
c. Abbreviation of the position reporting line crossed,or her
position with bearings and distancefrom well-defined charted marks.
d. Port of destination
Example: Report of position, QUEEN ELIZABETH at 1100passingUS
line.
Note: Items printed in red must be reported only by a vessel
moving within Tokyo Bay.
(2) A vesselof 100 G/T or more with a cartying capacity of 30 persons
or more totaling the fixed number of the crew passengersand other
personson-board except the vesselsof given in proceeding sub paragraph,
should report the following items by VHF radiotelephone or party line
telephone to the Tokyo Wan Traffic Advisory Service Center
(0468-43-8622 -4) at firstly crossing a position reporting line or on
passingthe well-defined chartedmark.
a. Name, type, gross tonnageand call sign of the vessel
b. Abbreviation of the position reporting line crossed,orher position
with bearingsand distancefrom well-defined charted marks
c. An outline of her scheduledroute, and destination
d. Telephone number (in case of reporting by party line telephone)
14. Communications with the Center

(1) While huge vessels,other vesselsof 10,000G/T or more, and vesselsof 100 G/T
or more that have a maximum capacity of 30 personsor more are passingthrough
the Tokyo Wan Traffic Advisory Service Centerfadar service area,they
' must
maintaiir contact with the Cent& by VHF phone(CH16, 156.8MH2) .
(2) The vesselsequipped with VFIF (CH16, 156.8MH2) should keep watch on
VHF while navigating within radar service area, since information might

be providedby the Center.
and in caseof confusedcommunication,vesselswhich equippedwith
VHF(CHI3) arerequestedto keepwatch on CH13, as well as CH16, providing
for needof call from the Center.
15. Maritime traffic information
All vesselsnavigatingin Tokyo Bay arerecommendedto make use of
the following traffic information or traffic conditions,and taking
early action to avoid dangeroussituation.
( 1) Information serviceby the Tokyo Wan Traffic Advisory ServiceCenter
a. Regularbroadcast (ny Japanese:twice
everyhour from 00 to 15 min.
and from 30 to 45 min. By English: every hour from 15 to 30 min.)

Navigation in the Western Area
of Nakanose in Tokyo Bay
December22,1998

Third RegionalMaritimeSafetyHeadquarters
Attaching great importance to the oil spill incident involving the VLCC Diamond
Grace which occurred in Tokyo Bay on 2 July 1997,JMSA will install three new light
buoys in the western area of NAKANOSE in Tokyo Bay to improve the safety of
navigation. As a result, the present navigational instructions which are in force
since 1 September1997will be revised as follows.

The new light buoys are scheduled to be installed on 27 or 28 February 1999.
Vessels sailing through the area after this date are requested to follow the revised
navigationalinstructions.

RevisedInstructions
1 . S o u t h b o u n dv e s s e l ss a i l i n gt h r o u g ht h e w e s t e r na r e a o f N a k a n o s ei n
Tokyo Bay should pass the Tokyo Bay NakanoseWestern Light Buoys
Nos. 1, 2 and 3 (referredto as the separationlight buoys hereafter)on
theirportside.

least400 metersfrom the linethat connectsthe ResilientLightBeacoms
A, B, C and LightBuoysD placedat Nakanosein TokyoBay.

4. Vesselswishingto anchorin the westernarea of Nakanosein TokyoBay
s h o u l d d o s o a t a d i s t a n c eo f a t l e a s t 1 , 0 0 0 m e t e r sf r o m t h e l i n e t h a t
connectseach of the separationlightbuoys.
