Educating legal awareness for university students in the mid central provinces in the current period

INTRODUCTION
1. The need of the study
As a form of social awareness, it was born and existed together with
class society, legal awareness plays a more increasingly important role
in social development. It reflects economic relations of society, first of
which is social relations shown in law system. The extent and
effectiveness of the impact of legal awareness on social life partly
depends on the spread and propagation of legal awareness on people in
society, in general and students, in particular, in both breadth and depth
side. In order to build the law governed state successfully, the legal
enforcement is important, however, the process of interpretation,
guidance, promulgation, education and implementation of the
Constitution and the law system. There is a need to clarify that: “the
dissemination, legal education must be conducted regularly, continually
and at a higher level in order to help officials and citizens understand
correctly and strictly obey the law to meet the requirements of forming a
socialist law governed state of the citizens, by the people, for the
people"1.
In class society, most of higher education institutions must carry out
educating legal awareness as: "Legal education in the educational
institutions of the national system needs to be integrated in the
curriculum of all levels of education and training; and it is a content in
teaching programs at lower secondary education, high school, vocational
education, higher education”2.
Educating legal awareness in non law - majored universities is one of
the measures or ways to educating legal awareness, in general and legal
life, in particular. Its task is to contribute to the training of students
having good political and moral qualities a; comprehensive professional

knowledge, basically practical skills; the ability to work independently,
being creative; living and working in accordance with the Constitution
and law.
Mid-Central provinces are now having many favorable conditions for
socio-economic development but it is still a limited area with a number
of shortcomings and weaknesses in most fields. More than ever,
educating legal awareness for students in the universities in this region
should be paid more proper attention to high-quality human resource
development to serve socio-economic development, contribute to the
process of industrialization and modernization of the country in general
and of the Mid-Central provinces, in particular.
Due to these above reasons, the authors decided to choose the theme:
“Educating legal awareness for university students in the Mid-Central
Provinces in the current period” as the subject of his philosophical
doctoral thesis with the hope of studying deeply legal awareness issue
and can work out some measures to contribute to improve the legal
awareness education for university students in the Mid-Central provinces
in the current period.
2. The purpose and duties of the research

2.1. Purpose:
Clarifying legal awareness and its relationship with other forms of
social awareness, clarifying legal awareness education and its
importance for students; identifying the reality, some issues,
orientations, solutions and recommendations to improve the quality of
legal awareness education for university students in the Mid-Central
provinces nowadays.
2.2. Duties:
- Analyzing definition, content, structure, functions and role of legal
awareness; its relationship with other forms of social awareness; content,
methods, forms and requirements of enhancing legal awareness
education for university students nowadays.

- Analyzing and evaluating the impact factors, the achieved results,
the inadequacies, the causes of limitations in recent years; raising the
necessary requirements in educating legal awareness for students in the
Mid-Central provinces in the coming time.
- Proposing orientations, solutions and recommendations to related
parties in order to improve the effectiveness of educating legal
awareness for university students in the Mid-Central provinces today.
3. Subjects and scope of the research
3.1. Subjects of the research: Legal awareness is considered as a form
of social awareness in class society; legal awareness is a fundamental
attribute of the competence and characteristics of students; educating
legal awareness for students in the period of accelerated industrialization
and modernization in the Mid-Central provinces today.
3.2. Scope of the research

- Legal awareness is studied under the perspective of historical
materialism and legal awareness education for full-time students in the
universities in the Mid-Central provinces currently.
- Educating legal awareness for student is related to many factors
such as socio-economic resources; contents, programs, methods, forms
and subjects of the education system...in which, the author focuses on
analyzing the factors that play a crucial role such as: law staff; contents,
programs, methods of teaching and learning law subjects.
- The survey results of legal awareness education for students, the
author draws general remarks, is the basis for the proposed orientations
and solutions.
- Research data was obtained from 13 universities. The data is
updated mainly upto 2013, the study period lasted from 2010 till today.
4. Theoretical basis and research method
4.1. Theoretical basis: The main theoretical basis of the thesis is
dialectical materialism and historical materialism, Ho Chi Minh’s

ideology, our Party and Government’s viewpoints on legal awareness
and legal awareness education.
4.2. Research Methodology: The doctoral thesis applied some of the
most common research methods such as: the logical and historical
methods; comparison and contrast; analysis and synthesis; sociological
investigation; evaluation methodology and document analysis.
5. New scientific contributions of the thesis
Firstly, this doctoral dissertation helps to clarify the theoretical basis
of legal awareness, the relationship between legal awareness and rule of
law awareness, educating legal awareness for students and the urgency

to strengthening it as a current demand in our country.
Secondly, it also helps identify the impact factors, evaluate the reality
of educating legal awareness for students in universities in the MidCentral provinces recently and then raise some issues in educating legal
awareness for students in this areas in the current period.
Thirdly, it propose orientations, measures and some suggestions for
related parties to improve the quality of legal awareness education for
university students in the in the Mid-Central provinces in the future.
6. The significance of the thesis
6.1. Scientific significance of the thesis
- To contribute to deepen the theoretical background related to social
awareness forms of Marxist-Leninist philosophy; definition, content,
structure and role of legal awareness; the relationship between it and
other social awareness.
- To contribute to the deepening of the Viet Nam Communist Party’s
viewpoint on enhancing legal awareness education to meet the
requirements of forming socialist and law governed state and radical and
comprehensive innovation in higher education today.
6.2. Practical significance of the thesis

- Provide theoretical and practical basis, orientation, solutions and
recommendations to improve the effectiveness of educating legal
awareness for students.
- The doctoral thesis can be used as a reference for those study and
teach philosophy, jurisprudence, subjects related to Social Sciences and
Humanities; it can also be useful reference for managers, lecturers,
university students, who promulgate and popularize law.
7. The structure of the research

Besides required content, my dissertation consists of three main
parts: Introduction, Content and conclusion which is clarified in 4
chapters and 11 sections.
Chapter 1
LITERATURE REVIEW
1.1. Studies related to legal awareness and legal awareness education
for students as a current requirement in our country

forms and methods of educating legal awareness for university students.

of forming socialist law governed state and renovating higher education
in our country nowadays.

The thesis further clarifies the issue: the some factors related to
conditions of this area which has impact on legal awareness education

recent time; the existed issues raised in the legal awareness education for
university students in the Mid-Central provinces in the current period.

quality of legal awareness education for students in Mid-Central
provinces.

thesis author to clarify the following:
- Clarifying the theoretical background of legal awareness and legal
awareness education and education for students; its inevitable need to
enhance legal awareness education for students in universities in
Vietnam today.
- Clarifying the impact of the factors, the reality of legal awareness
education for college students in the Mid-Central provinces in recent
time; the existed issues of legal awareness education for students in MidCentral provinces today.

- Orientation, measures and recommendations to related parties to
improve the quality of legal awareness education for students in the
future.
Conclusion Chapter 1
These domestic and abroad researches have obtained certain results
of clarifying legal awareness and legal awareness education. However,
legal awareness and legal awareness education for university students in
the Mid-Central provinces haven’t been done in depth as philosophical
doctoral thesis by any authors.
The thesis will focus on analyzing and clarifying these contents. The
dissertation contributes to clarify the impact factor, the existed issues in
legal awareness education for students; proposed orientations, measures
and recommendations to improve the quality of legal awareness
education for students in the Mid-Central provinces in the current
period.
Chapter 2
LAW AWARENESS AND LEGAL AWARENESS EDUCATION
FOR STUDENTS AS A CURRENT REQUIREMENT
IN OUR COUNTRY
2.1. Legal Awareness
2.1.1. Theoretical background for studying legal awareness
The dissertation is based on the perspective of Marxism-Leninism to
analyze the theoretical basis for issues related to legal awareness such as:
2.1.1.1. The origin and nature of awareness; 2.1.1.2. Dialectical
relationship between infrastructure and superstructure; 2.1.1.3.
Relationship between Social existence and legal awareness.
The analysis of these above concepts helps to clarify the main

contents of the term legal awareness.
2.1.2. Definition, content, structure, functions and role of legal
awareness
2.1.2.1. Definition of legal awareness

The dissertation analyzed 7 different current views in terms of the
concept legal awareness; pointed out the advantages and limitations of
each view; it also analyzes the differences between legal awareness and
rule of law awareness, etc...
Basing on the analysis of different viewpoint on legal awareness, the
author also provided his own ideas on legal awareness: legal awareness
is a form of social awareness, the overall perspectives, ideology,
psychological laws; is people’s knowledge, attitudes and emotion with
law, legal order; is the evaluation of the fairness or unfairness,
correctness or incorrectness of the current law, legal or illegal behavior
of citizens, state and social organizations.
2.1.2.2. The content of legal awareness
The dissertation analyzes the content of the concept of legal
awareness:
- Legal awareness is a specific form of social awareness in class and
state society, legal awareness has nature of class and is derived from
social existence and reflects social existence.
- Legal awareness is overall perspectives, ideology, psychological
laws; legal awareness is a tight structured system composing of many
constituent elements, each element in the system plays different roles
and has different positions. It includes the two most important factors:
legal psychology and legal ideology.

- Legal awareness is people’s knowledge, attitudes and emotion with
law and legal order; is the evaluation of the fairness or unfairness,
correctness or incorrectness of the current law, legal or illegal behavior
of citizens, state and social organizations.
2.1.2.3. The structure of legal awareness
The dissertation analyzes the structure of legal awareness, due to
different basis of different division, which includes: 1. Basing on the
characteristics, properties and reflected methods, legal awareness
includes legal psychology and legal system ideology; 2. Basing on the

degree of reflection, the level of subject’s awareness of legal life in
society, legal awareness includes common and scientific legal
awareness; 3. If basing on the subject, legal awareness includes legal
awareness of individuals, social groups and the whole society.
2.1.2.4. The function and role of legal awareness
2.1.2.4.1. The function of legal awareness: The research analyzed and
clarified 3 functions: awareness, modeling and behavioral adjustment.
2.1.2.4.2. The role of legal awareness: The thesis analyzed some roles of
legal awareness such as: the role of legal awareness in forming socialist
law governed state; legal awareness contributes to build law system and
develop legal sciences, contributing to law implementation and
promoting socio-economic development; legal awareness helps to
maintain national security and protect the country.
2.2. Legal awareness education and legal awareness education for
students
2.2.1. General view on legal awareness education
2.2.1.1. Definition of legal awareness education

Basing on the analysis of the current views on the concept of legal
awareness education, the research stated personal views on legal
awareness educational concepts: Legal awareness education is an
purposeful and organized activity conducted due to identified content,
certain method and forms of legal awareness educational subjects, it
affects legal awareness education recipients to form and provide them
with knowledge systems of views, ideology, psychological laws; the
level of knowledge, attitude and their feeling to law, legal order; help
them evaluate the fairness, correctness of the current law system, legal
acts of the citizens, state and social organizations.
2.2.1.2. The content of legal awareness education
The research analyzed the content of legal awareness education
including legal awareness education in official programs; legal
awareness education in extracurricular programs; legal fostering

activities, combining official education with extracurricular activities of
the union.
2.2.2. Legal awareness education for students
2.2.2.1. The concept of legal awareness education for students
Basing on an analysis of the current views on the concept of legal
awareness education for students, the research stated personal views on
the concept of legal awareness education for students: Legal awareness
education for students are oriented and organized activities, through
specific methods and some common forms of training includes mostly
formal, extra-curricular programs integrated with active movements of
unions; to establish and provide them with knowledge systems of views,
ideology, psychological laws; the level of knowledge, attitude and their

feeling to law, legal order; help them evaluate the fairness, correctness
of the current law system, legal acts of the citizens, state and
organizations in society and in accordance with the characteristics of
the field of training linking to students’ professional knowledge.
2.2.2.2. Subject and object of legal awareness education for students
2.2.2.2.1. The subject: to be seen from two perspectives: university
educational institution and lecturer of law, legal reporters.
2.2.2.2.2. Objects: within the scope of the study, objects were identified
as full-time university students in universities in the Mid-Central
provinces.
2.2.2.3. Features of legal awareness education for students
The study analyzed four basic characteristics of legal awareness
education with main subjects are students whose perceptions are in
progress of maturation; there is a need to have suitable contents,
methods and forms; it also need to be conducted regularly, continually
and variously; legal awareness educational content needs to suit with
each student.
2.2.2.4. The goal of legal awareness education for students

In addition to common goals, legal awareness education for students
must tend to the specific objectives such as: in terms of awareness, it
helps formulate, strengthen and deepen the knowledge system and
students’ law understanding; in terms of attitudes and feelings: it shapes
legal emotions, feelings and beliefs in law for students; in terms of
motives and behavior: it is towards formation and consolidation of
habits, positive behavior obeying to the legal standards.
2.2.2.5. The form of legal awareness education for students

The study analyzed the various forms of legal awareness education
for students: curricular teaching and learning activities; extracurricular
activities, integrated with movement activities; the propagation and
dissemination of legal awareness on the mass media.
2.2.2.6. Methods of legal awareness education for students
The study analyzed the legal awareness educational methods for
students during the curricular programs; methods for legal awareness
education in extracurricular programs; methods for propagation
activities, integrated with activist movement, unions.
2.2.2.7. The relationship between legal awareness education with
political, moral and aesthetic consciousness for students: The thesis is
based on the view of Marxist-Leninist on the relationship among the
social awareness forms to analyze the relations between legal awareness
education with political, moral and aesthetic education for students in
the current period.
2.3. Enhancing legal awareness education for students as current
requirements
2.3.1. Legal awareness education for students under the requirement
of socialist law governed state.
The study clarified the origin, nature and function of the state and the
role of legal awareness education for students in the period of
constructing and completing socialist law governed state in Vietnam
today.

Legal awareness education, improving legal awareness for students
in universities in the current period is aimed at: “honoring the
constitution, law and educating respectfully legal awareness for people

in society”.
2.3.2. Legal awareness education for students under the requirement
of fundamental and comprehensive renovation of higher education
today
The Party identified the need for fundamentally and comprehensively
educational innovation to meet the requirements of industrialization and
modernization of the country in the conditions of market economicoriented towards socialist and international integration.
Legal awareness education for students in the universities is to help
students be aware of the views, ways of training innovation, and it is the
common mission of the Party, State and the whole society.
Legal awareness education for students is to help them realize fully
and correctly the role of the Party's leadership over the State and society.
Conclusion Chapter 2
Legal awareness is formed and developed on the basis of material
life. Social and material life decides the origin, content, structure and
movement direction and development of legal awareness.
In education and training, especially the training of high quality
human resources should be paid more proper attention to legal
awareness education. The universities in the Mid-Central provinces have
an important role especially in legal awareness education for students
currently.
Chapter 3
REALITY AND EXISTED ISSUES IN LEGAL AWARENES
EDUCATION FOR STUDENTS OF THE UNIVERSITY IN THE
MID-CENTRAL PROVINCES
3.1. Factors affecting legal awareness education for university
students in the Mid-Central provinces

3.1.1. The impact of natural conditions
The Mid-Central provinces is approved to general plan to develop the
mid-region as a priority socio-economic region by the Prime Minister
until 2020 and orientations to 2030.
The Mid-Central provinces are considered as areas with very
favorable position and a lot of potentials for socio-economic
development.
3.1.2. The impact of socio-economic conditions
Socio-economic conditions of the Mid-Central provinces affect the
physical and financial resources for legal awareness education...When
the economy develops, the material life, the economic benefits of all
classes of people, in general and students, in particular are ensured,
students are becoming excited, feel assured, believe in the way of Party
and Government.
3.1.3. The impact of socio-political conditions
Socio-political environment of the Mid-Central provinces is stable,
sustainable development is favorable conditions for the conduct of the
popularizing activities, propagation, legal awareness education for
students in higher education institutions in the provinces of the region.
3.1.4. The impact of socio-cultural conditions
The political, moral and cultural conditions have important influence
on the legal awareness education in universities in the provinces in this
region.
3.2. The reality of legal awareness education for students in the
universities in the Mid-Central Provinces
3.2.1. Current reality of the teaching staff in legal awareness
education
3.2.1.1. Current reality of the scale and number of law teaching staff
The number of law lecturers is 125 people in 2011, 131 people in

2012 and 157 people in 2013 (these numbers will be shown in the
appendix of the thesis).

3.2.1.2. The reality of structure of law teaching staff
The study analyzed and evaluated the structure of the law teaching
staff in the universities in the Mid-Central provinces by some criteria:
age; gender; career group (these numbers will be shown in the appendix
of the thesis).
The thesis outlined the advantages, disadvantages and limitations
need to be changed in the near future.
3.2.1.3. The reality of the law teaching staff
The study analyzed and assessed the quality of the law teaching staff
basing on the following criteria: political quality, moral quality;
qualification; professional knowledge; foreign language skills,
information technology skills (these numbers will be shown in the
appendix of the thesis).
The thesis outlined the advantages, disadvantages and limitations
need to be changed in the near future.
3.2.1.4. The correlation between the size, number of law teaching staff
and students
The study analyzed and evaluated the correlation, the average rate of
the law teaching staff/total lecturers, total students/total lecturers, total
students/total of law lecturers of each university.
Based on the analysis, the study then pointed out the advantages and
limitations should be solved in the near future.
3.2.2. Current reality of students and the results of legal awareness
education for university students in the Mid-Central provinces

3.2.2.1. The reality of the scale, the number of students
The thesis analyzed the current situation, pointed out the
shortcomings and limitations that need to be changed in the near future
related to the increase or decrease in the number of students, the number
of students classified according to major groups has been taught general
law and specialized law, students are not taught subjects related to law
accounting for 16.07% .

3.2.2.2. The reality of students’ awareness of legal awareness
The thesis analyzed the reality of students’ legal knowledge, attitude,
obedience to law system, and their evaluation about the role of legal
awareness education and forms of legal propaganda; their assessment of
the reasons leading to the shortage of legal knowledge; their assessment
of necessary knowledge of law need to equip for law students.
From situational analysis, the thesis points out the advantages,
limitations and shortcomings need to be changed in the near future.
3.2.2.3. The reality of law implementation among students recently
Of the total number of offenders from 2011 to 2013, the number of
students of the University in the Mid-Central provinces accounted for
1.25%. Violations of rules and regulations on traffic safety and citizen’s
property theft still made for big numbers.
The thesis analyzes the causes of the violations among law students
in the Mid-Central area recently.
3.2.3. The reality of numbers; programs; scientific research,
documentation, legal awareness educational curriculum for students
3.2.3.1. The number of law modules
The thesis focused on the analysis and evaluation of the number of

the law module at universities, advantages and limitations to solve.
3.2.3.2. The curriculum of the law modules
The thesis focused on analyzing and assessing the reality of
curriculum of the legal modules, analyzing the inadequacies and
limitations need to be changed in the near future.
3.2.3.3. Legal awareness scientific research, documentation, textbook
Quality of teaching materials, textbooks, reference materials for
teaching law is limited and inadequate; Scientific research of both
lecturers and students have not met the requirements, also need to solve
many limitations.
3.2.4. The reality of the content, methods and forms of legal awareness
education for students

3.2.4.1. Regarding content of legal awareness education: still too
general, the structure programs has not reached the necessary depth. The
amount of knowledge is still limited, the update on new knowledge and
soft skills have not been paid adequate attention, moreover, the
curriculum focuses too much on theory.
3.2.4.2. Regarding methods of legal awareness education: a great
number of law lecturers still apply traditional methods alongside modern
teaching methods. They need to be more positive to change teaching
methods in the future.
3.2.4.3. Regarding form of legal awareness education: There has been
still no specific provisions on the form of legal awareness education
applied to students. Lack of diversification in teaching legal awareness
for students. Not focusing on summaries, assessment on the form legal
awareness education.

3.2.5. The reality of facilities used for the legal awareness education
for students
Basically, facilities used for legal awareness education meet the
requirements in comparison with the scale of the current students.
However, if the scale of training in the coming years continues to
increase, the physical facilities of the university in the future need to be
further invested to meet the demand.
3.3. The issues in legal awareness education for university students
in the Mid-Central provinces today
3.3.1. Legal awareness education for students should be closely
combined with enhancing the Party and political and ideological
education for students
Legal awareness education in the universities in the Mid-Central
provinces today must be always based on the principle of ensuring the
proletarian Party, serving the mission of the Party, under the leading of
the Party. Legal awareness education linking to political, ideological

education for students in the current period is very important and
necessary.
3.3.2. Combining legal awareness education with moral, aesthetics,
professional education in integration with extracurricular activities in
order to improve the quality of education for students
Legal awareness education needs to be put in relation to educating
revolutionary tradition, ethics, aesthetics and lifestyle for students.
Helping them know how to inherit and promote the positive values of
cultural tradition, revolution of the nation, of the motherland; accretion
aesthetic ideal for students, toward the values of truthfulness-kindnessaesthetics.

There is a need to unify views, ideological, moral and aesthetic
education to make legal awareness education effective and vice versa.
Legal awareness education for students in universities in the MidCentral province today requires tight cohesion between professional
training and legal awareness education.
Integrating legal awareness education with union activities will bring
practical results. Union activities recently has actively contributed to
raising the quality of legal awareness education for students.

striving of both sbjects and objects
Legal awareness education must be considered is the responsibility of
all organizations of all levels, sectors and the whole society, it requires
the efforts and struggle of the related parties. The necessary conditions
for economy, politics, culture and legality supporting to legal awareness
educational activities must be ensured.
The subjects of legal awareness education must be fully and

comprehensively aware of legal awareness education for students. The
objects of legal awareness education need to improve the sense of
responsibility, self-consciousness while joining legal awareness
educational process.

Innovating perspective, awareness to improve the quality of legal
awareness education for students requires a comprehensive and long

term strategy, it is the responsibility of all levels and sectors and related
parties.
There is a need to improve awareness of the subject and object of
legal awareness education for students.

4.1.2. Constructing and developing of the law teaching staff in the
universities in the Mid-Central province to meet the requirements of
current period
Some basic directions are: 1. To meet the increasing requirements of
industrialization and modernization of the country and the region; 2.
Sufficient quantity, assuring quality and uniform in structure; 3. Taking
advantage of the potential of existing staff, planning, enhance training,
rational use of resources, create momentum for this staff to developed a
solid step, combining internal and external forces, in which internal
forces are the most important and decisive factors; 4. There is a need to
find out, recruit young teachers having qualification, capability with the
aim of rejuvenating, standardization and specialization; 5. Having clear
policies to attract quality, competent and highly qualified human
resources; 6. Combining the implementation of encouraged policies with
discipline and rules of the organization.
4.1.3. Synchronous innovation in content, methods and forms of legal
awareness education for students
- Contents: to ensure objectivity, science and consistent with the
characteristics of the region, psycho-physiological characteristics of the
students.
- Methodology: must be scientific and modern, in integration with
exploring and using of information technology, harmonious combination
between the methods, teaching both theory and practice.
- Form: should be flexible, dynamic, innovative, suitable to each
student's speciality, combining multiple forms to provide the highest
efficiency.

4.1.4. Identifying key task of legal awareness education for students in
the period of 2015 - 2020 and vision to 2030
The key tasks are: 1. To renew the content and methods of legal
awareness teaching in the curricular program in undergraduate courses.
Innovating content, forms of legal awareness education in extracurricular programs suits with each educational level, training level; 2.
Surveying and assessing the reality of the law teaching staff, reporters,
officials in charge of legal education; 3. Review and supplement new
equipment, materials, reference materials supporting dissemination,
legal education in educational institutions. Equipping and adding
reference materials supporting the teaching and learning legal
knowledge; 4. Focus on building and completing legal awareness
information disseminated and educated on media.
4.3. Measures to improve the quality of legal awareness education
for university students in the Mid-Central Provinces
4.2.1. Group of measures for law teaching staff
The thesis proposed some basic measures: 1. Planning and
developing law teaching staff; 2. Increasing the quantity of law teaching
staff; 3. Developing quality of law teaching staff; 4. Developing the
structure of law teaching staff; 5. Developing scientific research.
4.2.2. Group of measures for students
The thesis proposed some measures: 1. Ensuring the stability of
quantity of students; 2. Raising students’ awareness of legal awareness;
3. Limiting the number of students’ violations of law.
4.2.3. The measures to enhancing the construction of physical
facilities, equipment, materials, textbook s for legal awareness
education
The thesis proposed some following measures: 1. Investing facilities
and equipment for teaching and learning; 2. Adding documents,
textbooks and curricula.

4.2.4. The measures to innovating content, forms and methods of legal
awareness education for students
4.2.4.1. Innovating legal awareness educational content:
The thesis proposed some following measures: 1. Actively building
teaching program, distributing the amount of legal knowledge
reasonably; 2. In the content of legal awareness education, the number of
compulsory and optional modules related to legislation should be
increased considerably; 3. Enhancing the amount of knowledge of
extracurricular legal education, vocational orientation and soft skills
education.
4.2.4.2. Innovating legal awareness teaching methods:
The thesis proposed some following measures: 1. Innovating the way
of organizing legal awareness education; 2. Renewing teaching methods
of the law lecturers; 3. Renewing methods of testing and evaluating
students’ learning outcomes.
4.2.4.3. Innovating form of legal awareness education:
The thesis recommended some proposals: 1. Use different forms of
curricular legal training; 2. In terms of extracurricular legal awareness
education, organizing a variety of legal awareness educational forms; 3.
Using a combination of forms of propaganda to increase the
effectiveness of legal awareness education.
4.2.5. Group of measures combining between legal awareness
education with political moral, lifestyle and professional education
The thesis proposed two basic measures: 1. Legal awareness
education incorporated with education of politics, ideology, ethics and
lifestyle for students; 2. legal awareness education for students provides
not only legal knowledge alone but also teach working style, pure moral

lifestyle for students.
4.2.6. Group of measures to ensure the necessary conditions of
economy, politics, culture and for improving the quality of legal

4.2.6.1. Ensuring the socio-economic conditions
The thesis proposed some basic measures: 1. The funding managing
unit should pay more attention on legal awareness education for
students; 2. Actively care for improving and bettering the physical and
mental conditions for students.
4.2.6.2. Ensuring the socio-political conditions
The thesis proposed basic measures: 1. Further strengthen the
leadership of the Party executive committee, Board of managers for the
legal awareness education for students; 2. Improving the political spirit,
the sense of responsibility for students; 3. Enhancing practice, promoting
democracy in legal awareness education in universities in the region.
4.2.6.3. Ensuring the socio-cultural conditions:
The thesis proposed some basic measures: 1. To promote the
traditional cultural values of the Middle Central which is helpful to legal
awareness education for students; 2. Focus on overcoming these
limitations impacting negatively on the legal awareness education for
students.
4.2.7. Recommendations
4.2.7.1. For the Ministry of Education and Training:Specifying the
policy of the Party and the State on legal awareness education;
propagating and encourage officers and servant completely to implement
the Directive No. 32-CT/TW, Conclusion No. 04-KL/TW; Implement

common law and legal education.
4.2.7.2. For the provinces, cities in the Mid-Central area: The provinces
and territories need to focus on directing the construction of lecturers
staff; increasing funding for the construction of infrastructure, human
resources for universities, etc...
4.2.7.3. For universities in the Mid-Central provinces: The universities
should continue to advise and recommend to the government, the
ministry and line agency to create the necessary and favorable conditions
for legal awareness education. Buiding action plans to implement

Directive No 32-CT/TW; Common law, legal education; Decision No.
1928/QD-TTg of the Prime Minister and the project "Improving the
quality of dissemination, legal education in school" period from 2012 to
2016 by the Ministry of Education-Training.

Legal awareness education for students in the universities in the MidCentral provinces is very important and urgent in the current period.
The introduction of a system of viewpoints, orientations, measures
and suggestions, recommendations to improve the quality of legal
awareness education for students in the Mid-Central province,
contributing to the development of socio-economy in these provinces in
the near future.
CONCLUSION
Considering both theoretical and practical studies and in-depth study
on the particularly important role of legal awareness in the current period
in Vietnam. Legal awareness is not only independent but also has close
relationships with other forms of social awareness leading to diversity
and richness of the spiritual life of society.

The impact of legal awareness on social life depends on the nature
and extent of spread of legal awareness, its penetration into the citizens.
The legal awareness education for students in universities in the MidCentral Provinces in recent time beside the achievements, it begins to
reveal the limitations and weaknesses in many aspects which need to be
changed in the near future.
Legal awareness education must respect both curricular and
extracurricular education and in integration with movements of unions
and other educational activities.
If we want legal awareness education for university students in these
provinces to develop in-depth direction, there is a need to have specific
and synchronized perspective, orientation and proposals in all sides to
help legal awareness education for students be effective in the future.
