Foreword

QCVN 08-MT:2015/BTNMT was complied, edited from
QCVN 08:2008/BTNMT by Drafting Committee of national
technical regulations on water quality; submited by
Vietnam Enviroment Administration, Department of
Science & Technology, Department of Legal Affairs and
promulgated in line with Circular No. 65/2015/TT-BTNMT
dated December 21, 2015 issued by Minister of Natural
Resources and Environment.


National technical regulation on surface water quality

1. GENERAL
PROVISIONS
1.1. Scope of regulation
1.1.1. This regulation stipulates maximum value of surface water
quality parameters.
1.1.2. Subject of application:


- Assess and manage surface water quality, as a basis for the
protection and use water properly
- As a basis for the establishment, approval of water use planning
according to the identified uses.
- Assess the conformance of surface water quality for the approved
water use planning
- As a basis to control the reception of waste resources, ensure
surface water sources are suitable for use
- As a basis for the implementation of measures to improve, restore
water quality
1.2. Terminology
Surface water is water flowing through or deposited on the ground,
rivers, streams, canals, slots, canals, lakes, ponds, marshes
2. TECHNICAL REGULATION
Maximum value of surface water quality parameters are specified in
Table 1.

Remark:
The classification of A1, A2, B1, B2 for surface water sources to
assess and control water quality the various purposes of water use, sorted
by descending quality level.
A1 - Use for domestic water supply purposes (after applying
conventional treatment), conservation of aquatic plants and for other
purposes such as type A2, B1 and B2.
A2 - For the purpose of domestic water supply, but must apply
appropriate processing technology or the purpose of use as type B1 and B2.

B1 - For irrigated agriculture, irrigation purposes or other purposes
which require the same water quality or purposes as type B2.
B2 – Waterway transport and other purposes with low quality of water
requirements.
3. DETERMINING METHOD
3.1. Sampling method and determining surface water parameter value
shall conform following standards:

3.2.Accept the guidance on analysis method of other national and
international standards which is equivalent or higher than above
standards in Section 3.1
4. IMPLEMENTATION
4.1. This regulation replaces QCVN 08:2008/BTNMT – National

technical regulation on surface water quality which was promulgated in
line with Decision No. 16/2008/QD-BTNMT dated December 31, 2008
issued by Ministry of Natural Resources and Environment.
4.2. QCVN 38:2011/BTNMT – National technical regulation on
Surface water quality for protection of aquatic lifes and QCVN
39:2011/BTNMT - National technical regulation on water quality for
irrigated agriculature which was promulgated in line with Circular No.
43/2011/TT-BTNMT dated December 12, 2011 issued by Ministry of
Natural Resources and Environment ceases to exist on effective from
from the date this regulation comes into force.
4.3. The State Environment Management Authority is responsible
for guidance, inspect, supervise the implementation of this regulation.
4.4. In case of the standards listed in Section 3.1 of this
regulation are amended, supplemented or replaced shall be applied
under new documents.
