National technical regulation on hazardous substances in ambient air

HÀ NỘI - 2009

Foreword
QCVN 06:2009/BTNMT was complied by Drafting Committee of national technical regulations
on air quality; submited by Vietnam Enviroment Administration, Department of Science &
Technology, Department of Legal Affairs and promulgated in line with Circular No. 16/2009/TTBTNMT dated October 07, 2009 issued by Ministry of Natural Resources and Environment

NATIONAL TECHNICAL REGULATION ON HAZARDOUS SUBSTANCES IN
AMBIENT AIR
1. General Provision
1.1. Scope of Retutaion
1.1.1. This regulation deals with maximum allowable concentration of harmful
substances in ambient air.
1.1.2. This Regulation applies to assessment of ambient air quality and monitoring of air
pollution.
1.1.3. T his Regulation does not apply to air within manufacturing facilities and indoor
air.
1.2. Interpretation of terms
In this Regulation, the terms below are construed as follows:
1.2.1. An hour average: means the arithmetic average of the values measured in a period
of one hour for the measurements made more than once in an hour, or the value of
measurements made once in a period of one hour. The average value is measured several
times in 24 hours (a day) under a certain frequency. The largest average value within the

measured values obtained in 24 hours is taken to compare with limited values specified in
Table 1.
1.2.2. 8-hour average: means the arithmetic average of the values measured over a period
of 8 consecutive hours.
1.2.3. 24-hour average means the arithmetic average of the values measured over a period
of (a day).
1.2.4. Annual average: means the arithmetic average of the average value of 24 hours
measured over a period of one year.
2. TECHNICAL RETUTATION
Maximum allowable concentration of harmful substances in ambient air is specified in
Table 1.

3. DETERMINING METHOD
The method for determination of air quality parameters shall comply with guidance of
national standards or corresponding analytical standards of international organizations
- TCVN 5969:1995 (ISO 4220:1983) Ambient air – Determination of a gaseous acid air
pollution index – Titrimetric method with indicator or potentionmetric end-point
detection.
- TCVN 6502:1999 (ISO 10312:1995) Ambient air - Determination of asbestos fibres Direct - transfer transmission electron microscopy method.
The parameters specified in this Regulation not having national standards guiding the
analytical method shall apply the corresponding analytical standards of the international
organizations.
4. IMPLEMENTATION
This regulation replaces TCVN 5938:2005/BTNMT – Air quality - Maximum
permissible concentration of hazardous substances in ambient air which was promulgated
in line with Decision No. 22/2006/QD-BTNMT dated December 18, 2006 issued by
Ministry of Natural Resources and Environment
In case the national or internaltional standards referred in this Regulation amended and
supplemented or superseded shall be applied under new documents.
