INTRODUCTION
1. Overview of the thesis
The thesis topic "Fostering the working capacity of national defense security for key officer staff at communes, wards and towns in the Military
Zone 3 today" is a matter which has been accumulated knowledge and
experience of 19 years as a lecturer of the party’s work and political work at
the Academy of Politics and Political Officer College, directly teaching,
researching the party’s work and political work in the work of the local
military and defense, including education and fostering knowledge on
national defense - security. In the process of learning, working, the fellow
proactively researches on practical education and fostering capacity of
national defense - security for the key officer staff at communes, wards and
towns in many places, especially in the areas of Military Zone 3; and directly
involved in fostering knowledge, working capacity of national defense security for this team. The Master thesis on building the Communist Party of
Vietnam (2009), the program curriculum, lectures, and scientific articles

During the deployment process of the works, the fellow has collected
and studied many theoretical, practical documents about education on national
defense - security and fostering the working capacity of national defense security; refer to the results of other relevant research works, scientific work
groups in the country and abroad; at the same time, proactively survey the
practice of fostering the working capacity of national defense - security at
communes, wards and towns in the Military Zone 3.
2. Reasons for choosing the thesis topic
To successfully implement the tasks of protecting the socialist
fatherland in all circumstances requires regular construction, consolidation of
the national defense and strengthen people's security, in which, education,
fostering the working capacity of national defense - security for strata of
society in general and for key officer staff at all levels in the political system in
particular is an important content.


Military Zone 3 is the key strategic areas in the country's national

and survey results, the actual survey of the author in the functional
agencies and local authorities in the province of Military Zone 3.

Based on the methodology of dialectical materialism of Marxism Leninism, the thesis using synthetic methods of scientific research and
interdisciplinary majors, which, focusing methods: logic, history use,
analysis, synthesis, investigations, surveys, statistics, comparisons,

The theme can be used as references in service of research, teaching
and professional learning for Party, political work and subjects related to
national defense - security education in detention centers of national

defense - security and educational institutions, the school inside and
outside the military.
