INTRODUCTION
1. The nessesity of the thesis topic
The history of human society in general movement towards progress, each phase
motor and social development can follow different trends, but considering the same, are
the ladder of social progress (SP).
Social progress is evaluated through human development, the ability to meet the
physical needs, the human spirit rising. However, in many countries, ethnic groups, not all
human needs have been met by the level of economic development, due to the restriction
by the political institutions, the existence of the conflicting points... in addition, in many
countries the existing situation of inequality, poverty, epidemics, natural disasters,
economic crises... Therefore, to meet the physical needs, mentally, to ensure the
harmonious development of the SP still restricted to varying degrees.
To overcome these limitations, countries have used different ways to solve social
issues, including social security (social security) is considered as the basic way of
contributing to the development development and SP. Social Security is considered a
"rack", a "safety net" to enhance the ability to prevent, resist, mitigate and overcome the
risks encountered in life, guaranteed to individuals, the social class conditions,
development opportunities.
Vietnam is a developing country with the conditions and circumstances are more
specific factors. Vietnam country has overcome the consequences of the war lasts, is in a
phase of transition to socialism (socialism)... After 30 years of innovation, the
development of market economy socialist orientation that have brought about profound
changes in economic - social. Economic growth, economic structural shift towards
progress, per capita income advanced a day, material life and spirit of the people has
improved markedly. However, due to a low base, by the impact of the market economy,

international economic integration and other reasons, many new social problems arise
complexity. Status between the rich and poor, disparities in income, generate income gap
widening, as the seeds of social unrest. The process of economic restructuring led to
millions of landless agricultural workers, migration from rural to urban areas seeking
employment and to accept life full of risks and uncertainties. Risk of unemployment,
sickness, illness is threatening a division workers, especially rural labors. Moreover,

climate change has a negative impact on economic development - society of Vietnam, such
as drought, desertification, agriculture, erosion of the sea; salinity, flood, flash flood, etc ..
vulnerable groups, vulnerable to social assistance is still very large. Therefore, the
construction of social security system suitable, Invalids and Social Affairs is contributing
to significant problems theoretical and practical imperative.
Entered a period of positive and proactive international integration, together with
economic growth, social security systems are increasingly uniform, complete with nonstop coverage is expanded. Social Security has helped disadvantaged groups, vulnerable in
society has been more stable life, better solve their problems. In terms of SP, Vietnam
international community is considered one of the most successful countries in the
implementation of the Millennium Development goals on poverty reduction and
addressing social issues, contributing to SP . However, the country's economic conditions
still tight, awareness building of social security system is still limited, with low levels of
support and failing to meet the requirements; Social security systems are in the process of
formation, many problems require research, and perfect complement to the system of
social security... in Vietnam to better promote its role for SP. Stemming from the above
requirements, the breeder issue "The role of social security for social progress in Vietnam
today" do research content in his thesis.
2. Purposes and missions of the thesis
2.1. Purpose
Based on analysis of a number of theoretical issues about the role of social security

for SP and assessing the situation on the role of social security in Vietnam SP in recent
years, the thesis proposed solutions to promote basic the role of social security in our
country for the current SP.
2.2. Mission
- Systematize, some commentaries basic theoretical issues about the role of social
security for SP.
- Analyze and evaluate the role of social security situation for SP in Vietnam since
1986.
- Propose some basic solutions that promote the role of social security for current SP
in Vietnam.
3. Object and scope of research

Study subjects of the thesis is the role of social security for current SP in Vietnam.
3.2. Research scope
The role of social security for SP at both theoretical and practical content includes
many, many problems. Therefore, limit the scope of the dissertation research is:
- Content: The thesis focuses on studying the role of social security for SP in Vietnam
today.
- Space: A Study on a national scale.
- On time: The thesis examines the role of social security for SP in Vietnam since
1986, the focus is from 2000 until now - because this is the stage of the social security
system has been formed relatively clear both in terms of perception, theory and practical
action.

Rationale: The thesis is done on the basis of Marxist theory - Leninism and Ho Chi

Minh, the views of our Party and Government on the role of social security in Vietnam for

security in Vietnam SP over the years.

The thesis contributes to codify, clarify further the basic theoretical issues about the
role of social security for SP general and Vietnam in particular.
6.2. Practical significance
- The thesis can be used as a reference for research activities, teaching about social
security policies system in our country in general, at the Institute of Policy and
Development in particular.

- The results of the thesis can suggest to the management bodies with the appropriate
policy adjustments to promote the role of social security during SP for innovation in our
country.
- Adding comments to regulate perception, action, social responsibility and respect of
social security beneficiaries in implementation SP in Vietnam today.

appendices, the thesis is presented in 4 chapters 10 sections.
Chapter 1
LITERATURE REVIEW
1.1. THE WORK ON SOCIAL SECURITY, SOCIAL PROGRESS AND THE
ROLE OF SOCIAL SECURITY FOR SOCIAL PROGRESS
1.1.1. The research project content mainly social security
Social Security is one of the key issues in the development strategies of each country.
Thus, social security has been a matter of concern study by scientists in the country and
the world with the approach, researchers at many different angles. These include major
works and the following findings: Gone Social Security and Human Resource
Development, the Mac Van Tien; Social Security curriculum of Nguyen Van Dinh; Social
security system of the EU and lessons for Vietnam's Dinh Cong Tuan author; Develop and
improve the system of social welfare policy in Vietnam, Mai Ngoc Cuong's author... has
made the study of the concept, structure and content of social security. A number of other

projects, such as social security legislation - Experience of some countries to Vietnam, by
Tran Hoang Hai, Le Thi Thuy Phuong, focused analysis of social security legislation in
some Typical countries like Germany, USA, Russia; simultaneously, presents the basic
content of the law of Vietnam. Gone social welfare policy and the role of the State in the
implementation of social welfare policies in Vietnam by Nguyen Van Chieu, has studied

the general theoretical problems of social security policies and the role of State in
implementing social security policies, international experience and the reality of the State
implementing social security policies in Vietnam, the book analyzes the basic content of
social security policies and the role of the State in implementation of social security
policies in Vietnam today. State-level topics: The scientific basis of the construction of a
social security floor in Vietnam for the period 2011-2020 year, proposing to build the floor
level social security standards, policies for social protection floor. This is an important
basis to contribute to building and improving the system of theories of social security, the
role of social security in Vietnam in the coming years.
1.1.2. The research project mainly contents of social progress
Declaration on development and social progress of the United Nations General
Assembly adopted by Resolution 2542 (XXIV) dated 12.11.1969) outlined the principles,

development and social progress; model development issues in East Asia and Southeast
Asia; development and progress in Vietnam: Some problems seen from the experience of
East Asia and Southeast Asia. Contents of the book points out many suggestions

concerning the development in Vietnam, including SP problems.

1.1.3. The study on the role of social security to social progress
In his Social Security and Human Resource Development, author Mac Van Tien said
that social security has contributed to promoting the development SP... society is a process
in which economic factors and social factors Assembly regularly interact... the book is
social Security in Vietnam toward 2020 Vu Van Phuc authors analyzed the theoretical
issues and practices for social security in Vietnam in the years to innovate; in it, pointing
out the achievements, the role of social security for social development as well as the
limitations, weaknesses exist and construction-oriented social security system in Vietnam
until 2020. The book About Security social in Vietnam period 2012 - 2020 of Mai Ngoc
Cuong authors analyzed the current status of social security development in Vietnam

social security system in order to strengthen its role in social life, promoting social
progress. Book Developing social security system Vietnam 2020 Nguyen Thi Lan Huong
due (editors), has provided some basic information about the implementation of social
security in 2013 and in-depth analysis limitations and policy direction to overcome the
shortcomings that exist in the field of social policy. These studies are research thesis,
reference. In the article Developing and perfecting the social security system - an
important tool to implement social justice in our country, Pham Thi Ngoc Tram authors
have arguments that a strong social security system is a tool important contributing to
social justice. The development and improvement of social security system and the role of
great significance for the individual as well as community and society as a whole. It is an
urgent task and practical to implement social justice, ensuring the safety of life for all
people, stability and sustainable development of society.
1.2. THE RESEARCH PROJECTS ON THE ROLE OF SOCIAL SECURITY

IN SOCIAL PROGRESS IN VIETNAM
In his book Social security for farmers in the conditions of market economy in
Vietnam, Mai Ngoc Anh outlined the status of social security system in our country,
pointing out the achievements, limitations, term causes institutions of social security
system for farmers; proposed construction plans and complete social security system for
farmers in our country the next year. Social Security Strategy 2011-2020 of the Ministry of
Labour - Invalids and Social Affairs in Hanoi in 2010 was to assess the status of social

1.3. RESEARCH ON THE SOLUTIONS PROMOTING THE ROLE OF
SOCIAL SECURITY IN SOCIAL PROGRESS IN VIETNAM TODAY
In The Theory and models of social security (analysis of practices in Dong Nai), the
authors Pham Van Sang, Ngo Quang Minh, Bui Van Huyen, Nguyen Anh Dung analyzed
and made remarks, solutions, contributing to building and improving the social security
system in Vietnam policy. Book build and improve the system of social welfare policy in
Vietnam's Mai Ngoc Cuong author, has proposed the orientations and measures to improve
the system of social security policy towards modeling proper social security economic

conditions of the socialist-oriented market, meet the requirements of national development.
Social Security Strategy 2011-2020 of the Ministry of Labour - Invalids and Social Affairs
issued 11 basic groups of measures to implement the social security strategy for the period
2011-2020. Party leadership book implement social policy in the renovation period of
Nguyen Thi Thanh, has analyzed some experience in the leadership of the Party
implementing social policies. Gone Social Security in Vietnam towards the author's 2020
Vu Van Phuc, offering multiple solutions to the construction and improvement of social
security system in Vietnam, for the sustainable development of the country. Scientific
topics State: Scientific basis to build social protection floors in Vietnam for the period

In addition to the above works, there are also many other research projects, proposed
the implementation of social security measures at these different angles. The research
results will be our legacy in the process of implementing the thesis.
SUMMARY OF CHAPTER 1
1. General comments on the research mentioned
Firstly, most of the studies mentioned and analyzed the theoretical issues of social
security as well as its role for SP. Although there are different approaches, but in all, social
security is understood in two senses: In broad terms, the whole of the social security
measures by the state, communities and individuals to ensure life for people in society; in

the narrow sense, social security towards the minimum guaranteed livelihood goals of a
part of the population of vulnerable groups, risk or disadvantaged in society.
The role of social security for SP, although the majority of the authors have
mentioned and agreed in common to assume that social security ensure sustainable
development of society, political stability - social, contributing section on building human
resources, expressed supreme humanity ... but no system analysis from the perspective of
philosophy.
Second, the author has quite a comprehensive look of the structure, the model of
social security, create a comprehensive overview of social security and social security
policies to meet the requirements of economic development - society during renovation ,
globalization and international integration initiative. All works reflect quite deeply and
clearly about the achievements of 30 years of social security national renewal ... but no
analysis highlighting the role of his achievements for SP philosophical perspective.
Third, the study pointed out the lessons for building systems and practical policies to
solve the problem of social security in countries around the world. These lessons valuable
reference for the development and improvement of social security system in Vietnam.
Fourth, the study showed cognitive limitations, the system of social security policies
and implementation in various areas of social security. Therefore, many studies have
suggested perspectives and solutions helping to change perceptions, how to improve
efficiency and promote the role of social security in the coming years.
However, the work on the new principal here refers to every aspect of social security
in terms of sociology, economics, jurisprudence, social management, etc., is not
interpreted in a systematic and Essential from the philosophical perspective of the role of
social security for SP, these views, the solution yet still there are certain restrictions, do not

change fundamentally the overall perception, how to build models shape matching social
security requirements of social development Vietnam today.

2. Research of the thesis
On the basis of inheriting the results of previous researchers, from the perspective of
philosophy thesis will aim to address the following issues:
One is, systematize and analyze the concept of social security, and clarify SP
concrete manifestation of the role of social security in Vietnam today SP.
Second, analysis of the role of social security situation for SP in Vietnam today.
Third, propose some basic solutions to promote the role of social security in Vietnam
SP for the next time.
The role of social security for SP is a wide and difficult topic, be approached under
different angles, such as philosophy, sociology, economics, jurisprudence ... and get the
attention of many researchers at home and abroad. The study of social security, SP has
achieved many important results. These results gradually unravel many theoretical issues
and practical about the role of social security for SP, contributing to the formation of
scientific arguments to finalize the party line, policies and laws of the State it is about
social security in the new conditions.
However, to date, still no public works research a systematic way from the
philosophical perspective of the role of social security for SP in Vietnam today. Therefore,
the choice of the topic for research is necessary and do not overlap with the work ahead.
With these results, the above works is an important document that thesis should inherit a
creative way to be able to accomplish the purpose and its tasks.

Chapter 2
ROLE OF SOCIAL SECURITY IN SOCIAL PROGRESS SOME BASIC THEORETICAL ISSUES
2.1. SOCIAL SECURITY, SOCIAL PROGRESS: CONCEPTS AND SOME
MAJOR CONTENTS
2.1.1. Social Security: Concept and contents
2.1.1.1. The concept of social security
Since the industrial revolution, the social security system had the basis for the
formation and development, to combat the risk events, unfortunate of every individual
in society. In the first half of the nineteenth century, the British government announced

the "New Relief Act" (1834); 1850, for the first time in Germany, many states have

conventions. Social security has been all countries recognized as one of human rights.
However, until now, due to the complexity and diversity of social security should still
many different perceptions on this issue. The concept of social security was also quite
different between the organizations and countries.
The term "social security" has appeared in Vietnam in the 70s of the twentieth
century in a number of books about the legal research of some scholars Saigon. After
1975, the term is used a lot, especially the last in 1995 it was used more widely. So far,
the concept of social security is also still many exchanges.
In our view, the social security network programs, system specific policies from
the state or social organizations to assist, support and protection of individuals and the
entire society, especially the individuals at risk or difficulty in life, ensuring a minimum
standard of living and contribute to improving their lives, thereby promoting growth
and social progress.
In essence, social security is the protection of society against individuals;

through the system.

social security systems are increasingly expanding. Social life, more change, more and
more content-rich social security.
In our view, the social security system in Vietnam consists of the pillars: the
insurance system (social insurance, health insurance, unemployment insurance,
supplementary pension insurance by government regulations ...); social support (social
assistance, poverty reduction programs ...); social incentives (preferential public
person). The columns reflect the basic features and common nature of the problem and
its current social security has 3 functions as follows:
First, policies, risk prevention programs.
Second, policies and programs to minimize risks.
Third, policies, risk remediation program.
Social security system is not only an effective tool to reduce social inequalities,
but also the means of delivery and implementation of the social policy of the State and

the community to the people in order to implement justice Congress, ensuring a safe
life for everyone, stability and sustainable development of society ... with that sense,
the social security is the prerequisite, as the content of social justice, also time is of SP
criteria.
2.1.2. Social Progress: Concept and contents

However, when the goal of achieving SP will react according to the content of social
security and different ways, shown on the following aspects:

SUMMARY OF CHAPTER 2
First, the introduction of social security is an objective necessity, derived from the
natural needs of man in search of a safe living conditions, survival and development.
So far, most of the countries and territories around the world have developed and
implemented with the diversity of social security, rich in content and methods of
implementation, social security and welfare rights was codified in human rights sacred
and inviolable.

Second, the notion of social security structures from concept to many different
conceptions of the world, but even understand way, also need to understand correctly
the nature, role, functions and purposes of social security. Vietnam's social security
system consists of the pillars: the insurance system (social insurance), social assistance,
social preferences. Three pillars have reflected the basic features, there are common

characteristics of the current social security in our country, at the same time meet the
three basic functions of social security in the world overall is: Risk Prevention,
mitigation risks and overcome risks.
Third, Invalids and Social Affairs is a historical category with a lot of different
perspectives on the concept, SP standards. The comprehensive development of man is
the measure of the level of development of society, is the supreme standard of SP.

all aspects of human beings, especially vulnerable people, with disadvantaged need the
help of society through the social security system is a measure of SP humanities.
Fourth, both the social security and SP are directed to the development of man,
because man and for man; SP social security and dialectical relationship with each
other.
