PREFACE
This Standard was prepared by the Standards Australia Committee FP/9 on Fire Hydrant

Installations to supersede AS 1851.9— 1988.
The object of this Standard is to provide users of delivery lay flat hose with the necessary
requirements needed for the regular maintenance of such hose.

The term ‘informative’ has been used in this Standard to define the application of the
appendix to which it applies. An ‘informative’ appendix is only for information and

1.1 SCOPE This Standard sets out requirements for the maintenance of delivery lay
flat fire hose, including regular inspection and steps to be taken when a hose has been
used or repairs to it are necessary.
Delivery lay flat fire hose is generally referred to as ‘the hose’ or ‘a hose’ in this
Standard.

R E Q U I R E M E N T S

2.1 PERIODIC TESTING AND MAINTENANCE The requirements for the
maintenance of the hose shall be as set out in the appropriate Clause in Section 3, and in
accordance with any additional requirements of the regulatory authority.
Any defect found during routine maintenance shall be rectified immediately or reported to
the owner. Action taken will be recorded in the maintenance log (see Clause 2.2).

2.2 RECORDS A maintenance record system shall be provided by the property owner
or occupier to sequentially record maintenance carried out on the hose and shall contain
the following:
(a)

Hose identification, size (diameter), length, class and construction.

(b)

Manufacturer and date of manufacture.

(c)

Location and date in service.

(d)

Coupling type.


(e)

Any defects, remedial action and date of inspection.

A maintenance record system may take the form of —
(i)

a logbook;

(ii)

a computer-based record system; or

(iii)

other permanent record system that is capable of easy interpretation or generally
easily interpreted reports which can be cross-referenced against an individual hose.

The maintenance record shall be available for the property at all times. Where a logbook
is used, it shall be substantially bound, not in loose-leaf formats and shall have numbered
pages in triplicate. The logbook shall include the signature of the owner, or agent service
person and have a required distribution of copies printed on each page, i.e.
(A)

original— owner/occupier/agent;

(B)

duplicate —service person; and


(C)

triplicate —retain in book.

The use of maintenance record tags does not preclude the need for a separate maintenance
record system.
Where a maintenance record system that does not require maintenance record tags in
accordance with Clause 2.3.2 is employed, it shall be capable of providing all the
information normally available on such a tag.
2.3

HOSE IDENTIFICATION

2.3.1 General Each hose shall be fitted with a maintenance record tag complying with
the requirements of Clause 2.3.2. Alternatively, where approved by the regulatory
authority, other means of permanent hose identification may be used.
2.3.2 Maintenance record tag The year and month of maintenance work on delivery
lay flat fire hose shall be recorded on a tag as shown in Figure 2.1. The letters, figures,
and lines on the tag shall be printed in black over a continuous background of
approximately golden yellow Y14 as specified in AS 2700, and the tag shall not carry any
information other than that shown in Figure 2.1 and the recorded details specified in this
Clause (2.3.2).

The tag shall be made of a suitable metal and shall be not less than 0.3 mm thick. Plastic
shall not be used unless permitted by the regulatory authority. It shall be attached to the
fire hose, or fitted coupling, so that the force necessary to detach the tag is not less than
100 N. The means of attachment shall not interfere with, or cause damage during, the
operation of the hose.
Indication of the maintenance routine having been carried out shall be shown in the box
corresponding to the year and month in which the routine was performed. The
maintenance routine may be indicated by an etched, embossed, or stamped figure ‘1’, or
by a punched hole in the tag.

When a maintenance record tag is replaced, the final year maintenance record shall be
transferred from the expired tag to the new tag.

3.1 GENERAL Delivery lay flat fire hose manufactured in accordance with AS 2792,
and any associated couplings shall be inspected, tested and maintained in accordance with
the requirements given below.
Hose not manufactured to AS 2792 shall be tested in accordance with the procedures
below, except that the maximum periodic test pressure (see Clause 3.2.3) shall be assumed
to be as for Class L hose (see Table 3.1).
3.2

MAINTENANCE PROCEDURES

3.2.1 Periodicity At intervals not exceeding 12 months, after any usage, or when
defects are suspected, hose shall be inspected and tested in accordance with Clauses 3.2.2
and 3.2.3 (see Appendix A).

With the hose laid out, preferably straight and on a flat clean surface, the complete length
shall be inspected for obvious defects such as cuts, abrasion, burns, or contamination.
Where appropriate, repairs shall be carried out in accordance with Clause 3.5. In addition,
all coupling connections shall be inspected for damage or distortion to threads, lugs or
gaskets.
3.2.3 Periodic pressure test Not more than three lengths of hose shall be tested as a
single hose line.
The periodic pressure test procedure shall be as follows:
(a)

Lay the hose out straight on a flat clean surface.

(b)

Mark the hose/coupling joints so that any movement between the two will be
obvious.

(c)

Fasten the hose ends, to limit movement in the event of rupture.
NOTE: The development of test pressures introduces a serious accident potential even when
the specified procedures are followed.

(d)

Charge the hose with water to a nominal pressure of 500 kPa, taking care to vent all
air.

(e)


Increase the pressure gradually, over a period of not less than 20 s and not more
than 2 min, until the required maximum working pressure is reached (see Table 3.1,
Clause 3.1).

(f)

Maintain the maximum working pressure for a period of not less than 3 min, while
the hose is examined for defects.

Hose exhibiting leakage (other than percolating type) or other defects which would impair
its performance, or slippage on the coupling greater than 2 mm, shall be repaired in
accordance with Clause 3.5 or be condemned (see Clause 3.6), as necessary.
Hose shall be cleaned and dried before being returned to service or storage in accordance
with Clause 3.4.
3.3 AFTER-USE PROCEDURES After use, hose shall be inspected in accordance
with Clause 3.2.2, then charged with water to the appropriate pressure (see Table 3.1 and
Clause 3.1) and inspected for leaks or other damage. If the serviceability of the hose is in
doubt, it shall be tested in accordance with Clause 3.2.3.
Hose shall be cleaned and dried, if necessary, before being returned to service or storage
in accordance with Clause 3.4.
3.4

HOSE CLEANING, DRYING, AND STORAGE

3.4.1 Hose cleaning Dirty hose shall be cleaned as dirt, abrasives and contaminants
can seriously damage hoses. Hose shall therefore be stored in a clean, dry condition. Care
must be taken not to damage the hose in cleaning. The manufacturer should be consulted
in case of doubt.

A hose cleaning machine may be used.
3.4.2 Hose drying Wet hose shall be drained. With the exception of extruded hose, all
hoses shall be thoroughly dried. Where the hose is dried by heating, the hose temperature
shall not exceed 40°C, and the heating shall be accompanied by a natural or forced air

draught through the hose. Hose shall not be exposed to the drying temperature for more
than 12 h.
3.4.3 Hose storage Hose shall be stored so that as far as possible folds do not recur in
the same position. Hose should be stored rolled on a bight, with both ends accessible. The
maintenance tag shall be visible and readily accessible.
3.5 DEFECTS AND REPAIRS Hose defects, such as cuts or excessive leakage, shall
be repaired in accordance with the hose manufacturer’s instructions, or the hose shall be
condemned (see Clause 3.6).
Inadequately fitted couplings shall be cut from the hose and refitted. Defects more than
50 mm in any direction may be cut from the hose and couplings fitted to the remaining
length(s). Such changes shall be recorded in the logbook, and any length marked on the
hose shall be corrected.
All repaired hose shall be tested in accordance with Clause 3.2.3.
3.6

CONDEMNED HOSE Hose which cannot be repaired shall be condemned.

Hose which is condemned shall be prominently labelled as such, removed from service,
and the owner or his agent notified. An appropriate entry, which shall be signed and
dated, shall be made in the logbook, and the maintenance record tag shall be removed
from the hose.
NOTE: Permission should be requested from the owner to destroy any hose or fittings which
have been condemned .
