THOMSON REUTERS’

BOOK CITATION INDEX
We were one of the first publishers to agree to
include book titles in the new Thomson Reuters’
Book Citation Index. Historically, only leading
journals and conference proceedings have been
included in the citation index.
The index is accessed through the Thomson
Reuters’ Web of Knowledge research platform by
20 million users across 3,800 research institutions
in 90 countries. We expect that this initiative will
increase the visibility of Elgar books and help to
ensure that citations to your work in our books
are fully recognized. We welcome our authors
to contact their commissioning editor for more
information.

Elgaronline
Elgar is one of the first academic book publishers to
be included in Scopus. Scopus is the largest abstract
and citation database of peer-reviewed literature.
At launch, Elgar titles accounted for almost 2,000
of the 25,000 books included.

Advanced Introduction to Public Policy......................... 4

– Sir Richard Jolly, Co-author of UN Ideas That Changed the World
This text provides a pioneering and comprehensive analysis of over one
hundred international organizations. After introducing the broad historical and
contextual settings, the book covers the full range of international organizations
including those that are often overlooked or get minimal inclusion elsewhere.
Each organization is analysed in a stand-alone section that considers its origins,
basic mandates and evolution, the governance structure and the associated key
players, current activities and future challenges. The descriptions also reflect
each organization’s broader relationships with other international bodies.
Some of the organizations covered include:

NEW TEXTBOOK

Public Policy in Action
New Perspectives on the Policy Process
Victor Bekkers, Menno Fenger and Peter Scholten, Erasmus University
Rotterdam, the Netherlands
Approaching policy processes from four perspectives: rationalism,
constructivism, institutionalism and the political perspective, these perspectives
are then applied to the different stages of the policy process (agenda setting,
policy formulation, decision-making, implementation, evaluation and policy
change) in a variety of policy domains. The book enables students to develop a
better understanding of the multi-faced character of policy processes in today’s
society in which rational behaviour, power and interests, frames and attitudes
and institutional conditions are competing with each other.

How Great Cities Happen

How Far to Nudge?

Integrating People, Land Use and Transport

Experimental and Behavioural Policies to Renew Public
Administration

John Stanley, University of Sydney, Janet Stanley and Roslynne Hansen,
The University of Melbourne, Australia
‘A must-read for charting sustainable urban futures, How Great Cities Happen
is chock-full of illustrative and inspiring international examples, highlighting
experiences in two of the world’s most livable cities – Melbourne and Vancouver.
Key steps for creating great cities, informed by some of best research to date, are
offered throughout. Here the authors stress good governance, reliable funding,
affordable housing, and what so far has received scant attention in the literature,
socially just and child-friendly communities.’

Peter John, University College London, UK
This book addresses the wave of innovation and reforms that has been called the
nudge or behavioural public policy agenda, which has emerged in many countries
since the mid-2000s. Nudge involves developing behavioural insights to solve
complex policy problems, such as unemployment, obesity and the environment,
as well as improving the delivery of policies by reforming standard operating
procedures. It reviews the changes that have taken place, in particular the greater
use of randomised evaluations, and discusses how far nudge can be used more

generally in the policy process. The book argues that nudge has a radical future
if it develops a more bottom up approach involving greater feedback and more
engagement with citizens.

Analysis and Public Policy

Jesper Johnsøn, worked as a senior advisor at the Chr. Michelsen

policy analyst at the OECD, France

Successes, Failures and Directions
for Reform

‘A timely critique of a less than stellar era for development assistance. Johnsøn’s
work is an insightful blend of conceptual understanding and deep knowledge of
the practical dilemmas faced by donors – who are almost never the solo actor on
the battlefield. When real battles are going on alongside them, donor agencies
face many challenges as one amongst many in the bureaucratic cage fight. This
is an important contribution to the ongoing search for answers. The author’s
description of donor agencies as “organised anarchies” will have an authentic ring

to many a member of the aid caste.’

How do we incorporate analytical thinking into public
policy decisions? Stuart Shapiro confronts this issue
in Analysis and Public Policy by looking at various
types of analysis, and discussing how they are used in
regulatory policy-making in the US. By looking at the
successes and failures of incorporating cost-benefit
analysis, risk assessment, and environmental impact
assessment, he draws broader lessons on its use, focusing on the interactions
between analysis and political factors, legal structures and bureaucratic
organizations as possible areas for reform.

Game Theory and Public Policy,
Second Edition

New Horizons in Public Policy series

Roger A. McCain, Drexel University, US

International Handbook on Ageing and Public Policy

This book provides a critical, selective review of

concepts from game theory and their applications in
public policy, and further suggests some modifications
for some of the models (chiefly in cooperative game
theory) to improve their applicability to economics and
public policy.

Edited by Sarah Harper and Kate Hamblin, University of Oxford, UK with
Jaco Hoffman, Kenneth Howse and George Leeson

Acclaim for the first edition;
‘The McCain book is a thoughtful and thought-provoking
survey of the post-war game theoretic literature. It is notable for its clear exposition,
its willingness to acknowledge weaknesses and ambiguities of game theory, and its
many illustrations. It would make an excellent text for students who have already
learned a bit of game theory in earlier classes and who are open to broader issues
than those covered in more mathematical and more elementary books. It is also
good bedtime reading for academics who use a bit of game theory in their own
work and for theorists who are interested in methodological issues associated with
rational choice models.’
– Roger D. Congleton, Public Administration

‘International Handbook on Ageing and Public Policy gathers under one cover the
collective knowledge of experts in the field who explore challenges arising from
ageing populations around the world, and considers national state approaches to
welfare for older people and how public and private initiatives work. College-level
collections strong in public policies and aging with find this a powerful collection of
in-depth articles suitable for framing inquiries and considering social structures.’

The Water Sustainable City

Business and Government

Science, Policy and Practice

Edited by David Coen, University College London and Wyn Grant,
University of Warwick, UK

David Lewis Feldman, University of California, Irvine, US

With contributions from Stanley B. Grant, Ashmita Sengupta,
Lindsey Stuvick, Neeta Bijoor, Michael Sahimi, Meenakshi Arora,
Vincent Pettigrove and Kristal Burry
Cities place enormous pressures on freshwater quality and availability because
they are often located some distance from the water sources needed by their
populations. This fact compels planners to build infrastructure to divert water
from increasingly distant outlying rural areas, thus disrupting their social fabric
and environment. In addition, increasing urbanization due to population growth,
economic change and sprawl place huge burdens upon the institutions, as well
as the infrastructure, that delivers, protects, and treats urban water. This book
assesses the challenges facing the world’s cities in providing reliable, safe, and
plentiful supplies through infrastructural, economic, legal, and political strategies.

‘The remarkable new edited volume Business and Government by Coen and Grant
brings together the most important recent contributions to our understanding of
the tenuous balance between markets, societies and polities. This groundbreaking
volume demonstrates how this balance has changed over time, and shapes what
we know about markets and their institutions. It will be a must-read for students
of economics, politics, business, sociology, and many other fields.’

The Social Legitimacy of Targeted Welfare

The Tools of Policy Formulation

Attitudes to Welfare Deservingness

Actors, Capacities, Venues and Effects

Edited by Wim van Oorschot, Bart Meuleman, University of Leuven,
Belgium, Tim Reeskens and Femke Roosma, Tilburg University,
the Netherlands

Edited by Andrew J. Jordan and
John R. Turnpenny, University of East Anglia, UK
‘The development of the policy analysis field has
had at least two quite different trajectories. One
started in the US, emphasizing the policy formulation
stage, while the other developed largely in Europe,
highlighting the implementation process. This volume
indicates how the two paths have intersected. The
thirteen chapters offer new insights to both groups
and draw on a broad span of literatures to explore
this topic, with contributions from nearly forty individuals across the globe.

Its discussion of tools of policy formulation, as well as the analysis of actors,
capacities, venues and effects, sets the structure for a future agenda.’
– Beryl Radin, McCourt School of Public Policy, Georgetown University, US

This book addresses new perspectives on the perceived popular deservingness
of target groups of social services and benefits, offering new insights and analysis
to this quickly developing field of welfare attitudes research. It provides an up-todate state of the art in terms of concepts, theories, research methods and data.
The book offers a multi-disciplinary view on deservingness attitudes, with
contributions from sociology, political science, media studies and social
psychology. It links up with central welfare state debates about the allocation of
collective resources between groups with particular needs, and wider categories
of need.

this engaging book addresses management concerns in five sectors of the utility
industry: electric power, natural gas, water, wastewater systems and public transit.

Edited by Frank Fischer, Rutgers, The State

Douglas Torgerson, Trent University, Canada,
Anna Durnová, University of Vienna, Austria and
Michael Orsini, University of Ottawa, Canada
‘This uniquely focused Handbook teems with deeply
insightful reflections about knowledge and politics
in public policy studies. Using cultural, historical,
poststructural, constructionist and interpretive
approaches to public policy inquiry, the chapters’
engaging authors are unfailingly attentive to
both old presuppositions and new conceptualizations. Reading this collection
brings to awareness the urgency of more democracy and more practicality
in the generation of policy knowledge. Neutral expertise, objective research,
the supposed fact–value dichotomy and unexamined power arrangements
earn critical attention in several chapters. Context, narrative, emotion, and
communication also appear as occasional themes in these 25 well-written and
highly intelligent essays.’

Cities as Political Objects

Population Ageing

Historical Evolution, Analytical Categorisations and
Institutional Challenges of Metropolitanisation

Global Impact and Change

Edited by Alistair Cole and Renaud Payre, Institute of Political Studies,
Lyons, France
‘Cities are back as significant political-administrative units – only now as
metropolises. Rather than simply a mechanical effect of the exigencies of
economic globalization, this book convincingly demonstrates that an array of
active political actors are involved in energizing the trend. It is political praxis not
economic structure that provides the key to understanding the efflorescence of
urban governance today. The fact that there is much variation across cities in the
extent and effectiveness of new models of governance suggests how much
one-size-fits-all economic determinism misses the point,’
– John Agnew, Distinguished Professor of Geography,
University of California, Los Angeles, US

Sarah Harper and George Leeson, Oxford Institute of Population
Ageing, Oxford University, UK
Population ageing will be a defining factor of the 21st Century. This unique book
is the outcome of a ten year research project into the changing attitudes and
behaviours across the globe as populations age. Drawing on data collected from
more than 44,000 people aged over 40 in 25 countries and territories, this is
the largest single survey of the attitudes and behaviours of the world’s ageing
population.

Contemporary policy making is deeply influenced by the borrowing, transfer
and diffusion of ideas and models from other countries, levels of government
and supranational institutions. This is the first book to analyze comparatively
the micro-dynamics of transfer across regions, contrasting policy fields, multiple
levels of governance, and institutional actors. Grounded in original research by
specialists in the field, it provides fresh and arresting insights into competition
among transfer agents, resistances, local coalitions, translation, and policy
learning. This empirical depth informs a reinvigorated and nuanced theoretical
framework on global policy transfer processes.

Edited by Tanja Klenk, University of Kassel,

‘This volume brings together cutting-edge
scholarship on an under-researched and topical issue.

Quasi-marketization and managerialization of welfare
organizations are found to constitute common reform
trends in many European countries and across social
policy domains, following similar timings albeit with
different intensities. The analysis, carried out at the meso and micro levels,
reveals that ex-post control by states has been strengthened, managers are
becoming relevant or even central actors, while professionals in public welfare
institutions are seeing their role and autonomy challenged.’

An Ethnographic Approach

The Future of Work and Politics

Edited by Davide Torsello, CEU Business School,
Hungary

Ralph Fevre, Cardiff University, UK

Individualism and Inequality

‘Amidst the seemingly never-ending stream of volumes
being published on corruption, it is rare to come across
one that has something genuinely new to contribute
to the debate about how to understand and combat
it. Yet, Davide Torsello has done precisely that in
assembling this important collection of chapters
that explore administrative corruption from an
ethnographic, rather than a technocratic, perspective. With chapters on countries
as diverse as Bosnia, Hungary, Italy, Kosovo, Mexico, Russia, Tanzania and Turkey,
this new collection offers fascinating insights into how the everyday reality of
corruption is experienced and understood, helping to explain why abstract models
based on assumptions about human motivation offer poor guides to effective
anti-corruption action. With a particular focus on the meaning of public and
private goods, and the nature of gift-exchange in different cultures, the volume
offers practical guidelines for policy makers in regard to improving practices in
public administration.’

‘With the publication of Individualism and Inequality,
Ralph Fevre establishes himself as one of today’s
most important figures in social theory and economic

and cultural sociology. Building on his past work,
his newest book skillfully brings together social
theory, history, political philosophy, public policy and
normative inquiry to tell a bold, new story about the
rise of neoliberalism in the US and in the UK. Fevre
produces nuanced genealogies of various forms of
individualism and convincingly argues that the rise
of neoliberalism is directly connected to the eclipse of sentimental individualism
by cognitive individualism. In spite of the formidable social problems, including
income inequality, that Fevre’s account vividly depicts, he concludes his book
with a ray of hope for a social movement that could bring the revitalization of
sentimental individualism.’

Political Entrepreneurship

A History of American Economic Development

Regional Growth and Entrepreneurial Diversity in Sweden

Edited by Charlie Karlsson, Jönköping International Business School

and Daniel Silander, Linnaeus University, Sweden

Ronald W. Coan, Center for Regional Economic Competitiveness

‘Policymakers, researchers and society at large struggle with ways in which
policy can support entrepreneurship and business. There is a clear need for new
and innovative policy tools. This collection of high-quality contributions puts
political entrepreneurhsip at center stage, and illuminates the role the political
entrepreneur could play in developing new and improved ways to develop and

Greed, Corruption,
and the Modern State

One of the main challenges facing contemporary society is to understand how
people can make decisions together. Understanding Collective Decision Making
builds on evolutionary theories and presents an analytical tool to analyze and
visualize collective decision-making. By combining theoretical research with real
world case studies, the authors provide a coherent and conclusive solution to the
often fragmented and dispersed literature on the subject.

Essays in Political Economy
Edited by Susan Rose-Ackerman, Yale University
and Paul Lagunes, Columbia University, US
What makes the control of corruption so difficult and

contested? Drawing on the insights of political science,
economics and law, the expert contributors to this
book offer diverse perspectives. One group of chapters
explores the nature of corruption in democracies
and autocracies, and “reforms” that are mere
facades. Other contributions examine corruption in
infrastructure, tax collection, cross-border trade, and military procurement. Case
studies from various regions – such as China, Peru, South Africa and New York
City – anchor the analysis with real-world situations. The book pays particular
attention to corruption involving international business and the domestic
regulation of foreign bribery.

Corruption and Criminal Justice
Bridging Economic and Legal Perspectives
Tina Søreide, Norwegian School of Economics
(NHH), Norway
‘This book is a rigorous attempt to address the
problem of corruption by using various methodologies
and perspectives. Among other innovative

mechanisms, Søreide proposes to extend responsibility
to those who benefit indirectly from corruption.
She also suggests extending the duties of private
actors to help the government in addressing
corruption. She discusses the nature of sanctions and
she proposes empowering courts to debar suppliers for public contracts. Søreide’s
analysis is careful, attentive to the evidence, and provides practical solutions to
some of the most difficult challenges facing contemporary societies. This book
should be read and influence theorists, economists, lawyers, government officials

The Global Financial Crisis and its Budget Impacts in OECD Nations
Fiscal Responses and Future Challenges
Edited by John Wanna, The Australian National University, Evert A. Lindquist, University of Victoria, Canada
and Jouke de Vries, University of Groningen and Fryslân, Leeuwarden, the Netherlands
‘This is a timely, important book for fiscal policy-makers and budget practitioners. It assesses why some advanced democracies were prepared
for the global financial crisis and others were not, and how some countries responded in ways that exacerbated fiscal instability. Its dozen
country cases offer highly relevant lessons for mitigating cyclical disturbances that frequently beset national budgets and for managing public
finances during turbulent times. The key takeaway message is that government capacity and budget policies matter and should dispel the
notion that all countries are helpless when crisis strikes.’

Reforming Public Management
Impact and Lessons from Anglophone Countries

This book examines the impact of several decades of public sector reform in four
Westminster systems – Australia, Canada, New Zealand and the United Kingdom.
Political and managerial change has re-defined roles and relationships and how
their public sectors function. Often this occurs in comparable ways because of a
common administrative tradition, but choices made in different country contexts
also produce divergent outcomes. In analysing the results and implications
of reform, fundamental issues of and tensions in public administration and
management are addressed.

This collection takes a thematic and interpretive, system-wide and interjurisdictional comparative approach to the debates and controversies related
to the growth of international courts and tribunals. By providing a synthetic
overview and critical analysis of these developments from a variety of
perspectives, it both contextualizes and stimulates future research and practice in
this rapidly developing field.

TEXTBOOK

Advanced Introduction to the Law
of International Organizations

Edoardo Ongaro, Northumbria University, UK
This book provides a systematic introduction to the philosophical foundations
of the study and the practice of public administration. It reviews all the main
philosophical streams, from ancient Greek philosophy to the contemporary
strands, and discusses their significance for public governance and public
management. Ontological and epistemological issues are brought to the fore
in discussing contemporary conceptions of the nature of public administration.
The quest for justification and legitimacy of public governance is examined, and
'Common Good', 'Social contract' and 'Personalism' arguments vetted. The works
of thinkers like Thomas More and Niccolò Machiavelli are revisited and the
implications for contemporary public administration are drawn.

Philosophy and Public Administration

‘This book constitutes another brick in the

impressive oeuvre of Jan Klabbers, whose work
on the law of international organisations has
undoubtedly contributed to give depth and room
for critical reflection to what otherwise looks like
a dry aggregation of practices and institutional
arrangements. This inspiring presentation of the
subject – which is anything but introductory –
simultaneously remains an accessible read for all
researchers, teachers, students and practitioners as it is written
with the thought-provoking but elegant style which its author is famous for.’

Constitutions and Gender

Labor Standards in International
Supply Chains

Edited by Helen Irving, The University of Sydney, Australia
Constitutions and gender is a new and exciting field, attracting scholarly
attention and influencing practice around the world. This timely Handbook
features contributions from leading pioneers and younger scholars, applying
a gendered lens to constitution-making and design, constitutional practice
and citizenship, and constitutional challenges to gender equality rights and
values. It offers a gendered perspective on the constitutional text and record

of multiple jurisdictions, from the long-established, to the world’s newly
emerging democracies. Constitutions and Gender portrays a profound shift in our
understanding of what constitutions stand for and what they do.

The Law and Politics of International Organizations

Aligning Rights and Incentives
Daniel Berliner, Arizona State University,
Anne Regan Greenleaf, University of
Washington, Milli Lake, Arizona State University,
Margaret Levi, Stanford University and
Jennifer Noveck, University of Washington, US
‘Exhibiting a refreshing disregard for industryapproved narratives about labor rights, in which
progress flows from the spigot of an espresso machine
at a “corporate social responsibility” seminar, the authors focus with precision
on the factors that actually determine labor rights outcomes: the economic
interests of global brands, and their suppliers, and how these are mediated by
governments’ regulatory choices and by the efforts of workers and allied groups
to make brands pay a reputational price for the labor abuses they help create.
Readers will better understand why early 20th century working conditions still
exist in the 21st – and what might be done about it.’
– Scott Nova, Executive Director, Worker Rights Consortium

Edited by Kenneth W. Abbott, Arizona State University, US
The overarching theme of this collection is the degree to which the activities

and even the law of international organizations are embedded in politics. This is
demonstrated by episodes such as Security Council authorizations for the use of
military force and in activities such as admission of members, financing, voting
and civil society participation.
In his original introduction, Kenneth W. Abbott illuminates the deep
entanglement of law and politics in the structures and activities of international
organizations and provides a comprehensive overview of his selection of
important articles. These influential scholarly articles address the prinicipal legal
and political issues and episodes; they also explore analytical perspectives from
law and politics. Spanning the period from 1944 to 2014, they enable the reader
to trace legal, political and scholarly developments over time, and provide an
entry point into the work of classic authors, such as Hans Kelsen, Quincy Wright
and Inis L. Claude, Jr.

Studies, Belgium and Paul J. De Muniz,
Willamette University and former USA Chief
Justice, Oregon Supreme Court, US
‘While no one can deny the broad sweep of US Supreme
Court landmarks, if one really wants to understand the
justice system in America, and the interrelationship
of courts and governance, one cannot overlook state
systems. American Judicial Power does a thorough job of explaining the many
interactions of state governments with state courts, including especially the
allocation of governmental powers between state and local governments. For those
seeking to understand state government beyond its superficial parallels to the
federal system, American Judicial Power is an essential work.’
– Michael A. Wolff, Saint Louis University, School of Law, US

This comprehensive overview of the field of comparative administrative law builds
on the first edition with many new and revised chapters and the addition of new
topics and geographical coverage. The Handbook’s broad, multi-method approach
combines history and social science with more strictly legal analyses. This updated
and expanded new edition demonstrates the growth and dynamism of recent
efforts - spearheaded by the first edition – to stimulate comparative research on
public law, reaching across different countries and scholarly disciplines.

‘I have never seen a book like this. The authors seem
to me to be ahead of their time: they are the first to

“wellbeing” in modern society. At the time of writing,
nobody knows where this intellectual current will
end, but it will probably be several oceans away. The book should be read by
economists, psychologists, political scientists, historians and policymakers.
It is a prescient and wickedly interesting read.’

‘This timely Handbook contains the most
comprehensive, interdisciplinary and cuttingedge collection of writings, empirical findings and

conceptual ideas about the gendered aspects of war,
violence, militarism, security and peace. In the context
of exploring the continuum of war in its numerous

Handbook on the Politics of Antarctica
Edited by Klaus Dodds, Royal Holloway, University of London, UK,
Alan D. Hemmings, University of Canterbury, New Zealand and
Peder Roberts, KTH Royal Institute of Technology, Sweden
The Antarctic and Southern Oceans are hotspots for contemporary endeavours
to manage ‘the last frontier’ of the earth. The Handbook on the Politics of
Antarctica offers a wide ranging and comprehensive overview of the governance,
geopolitics, international law, cultural studies, and history of the region. The
five thematic section take readers from the earliest human encounters to
contemporary resource exploitation and climate change. Written by leading
experts, the Handbook brings together the very best inter-disciplinary social
science and humanities scholarship on the Antarctic and Southern Ocean.

‘As the study of gender expands across disciplines
and engages disparate methods, handbooks as
comprehensive and accessible as this one become
invaluable resources for students and scholars alike.

Covering diverse and timely topics, the entries are
consistently up-to-date, well-referenced and clearly
articulated. This comprehensive survey reveals not only
the range, depth and diversity of scholarship featuring “gender in world politics”
but also the centrality of gender across the expanse of personal, local, national
and global issues.’

‘This new Handbook edited by Hein-Anton van der
Heijden systematically presents the literature on social
movements and citizenship. It provides a valuable
resource for scholars working in both fields, and is
useful for faculty and students alike. Most importantly,
by bringing together key authors from both fields,
this edited volume encourages research linking the
two fields, and thus it could provide the basis for a
new research agenda that bridges the focus on the

microlevel in citizenship research with the meso- or macrolevel foci typical of the
social movement literature. The book covers a breadth of research. . . familiar
with one or both fields. This volume takes the contributions of citizenship research
and applies them to the study of social movements, thereby moving scholarship
beyond divisive distinctions between institutional and non-institutional
participation.’

Digital Democracy in a Globalised World

What are the main drivers of political transition and regime change? And to what
extent do these apparently seismic political changes result in real change? These
questions are the focus of this comparative study written by a mix of scholars and
practitioners. This state-of-the-art book identifies patterns in political transitions,
but is largely unconvinced that these transitions bring about real change to the
underlying structures of society. Patriarchy, land tenure, and economic systems
often remain immune to change, despite the headlines.

China and the United States have reached a crossroads where their economic

Authoritarian Capitalism
in the Age of Globalization

Edited by Jesus Felipe, Asian Development
Bank, Philippines

Peter Bloom, Department of People and
Organisations, The Open University, UK
Exploring the rise of authoritarian capitalism, this book
offers a fresh perspective on politics and economics
in the present age of globalization. It asks the crucial
question of whether individuals and nations can break
free from the ‘grip’ of authoritarian capitalism in the
twenty-first century.
Peter Bloom includes a detailed and in-depth analysis
of how marketization is promoting political authoritarianism across the world. He

tells a story of authoritarian progress – where capitalist prosperity can only be
delivered by the coercive rule of ‘self-disciplining’ nations and ‘disciplining’ transnational institutions – and in which capitalist sovereignty is replacing liberal and
social democracy. In doing so, Bloom helps readers rethink the structural as well
as discursive role of sovereign power within capitalism, showing the ways the free
market relies upon a range of authoritarian political fantasies not just for its growth
but its very survival.

‘This superb text defines and describes modern
industrial policy. For many years economists, politicians,
and policymakers have worried over inward-looking
and damaging industrial policies, associating them with
poor economic performance and arrested industrial
development. At last we have a book which identifies
and analyses new forms of modern industrial policy
which work effectively and are able to overcome the problems of the past. The
book is replete with concrete examples and new conceptual developments, showing
how modern industrial policy is able to initiate, upgrade, and transform economic
activity for the benefit of all. The evidence is used to provide a new theory of
industrial policy, distinguishing modern industrial policy from the practices of
the past – leaving no room for doubt as to how policymakers should proceed in
the twenty-first century. Essential reading for policymakers, analysts, scholars,
teachers, and consultants concerned with industrial policy and modern economic
development.’

Handbook on the International
Political Economy of Gender

Handbook of the International
Political Economy of Agriculture
and Food

Edited by Adrienne Roberts, The University of Manchester
and Juanita Elias, University of Warwick, UK
This Handbook brings together leading interdisciplinary scholarship on the
gendered nature of the international political economy. Spanning a wide range
of theoretical traditions and empirical foci, it explores the multifaceted ways in
which gender relations constitute and are shaped by global politico-economic
processes. It further interrogates the gendered ideologies and discourses that
underpin everyday practices from the local to the global. The chapters in this
collection identify, analyse, critique and challenge gender-based inequalities,
whilst also highlighting the intersectional nature of gendered oppressions in the
contemporary world order.

‘This Handbook makes an important contribution to
agrifood studies. Departing from more generalized
analyses of globalization and neo-liberalism we are
presented with a rich range of country level and
thematic studies by highly respected authors. In this
way, common trends are subjected to the detailed
scrutiny of individual Nation States both in the North and the South, unwrapping
the heterogeneous forces at work in each.
The thematic section in its focus on key issues and actors similarly exposes the
complex tendencies often hidden by more generalized accounts of the global
agrifood system. Political economy at its best!’

‘The less the World Trade Organization can deliver, the
more national governments engage in bilateral and

negotiations of trade deals have become prominent in

Public Banks in the Age of Financialization

From Locke versus Rousseau
to the Present
Nicholas Capaldi, Loyola University, New
Orleans and Gordon Lloyd, Ashbrook Center,
and Pepperdine University, US
‘In an age of specialization, Nicholas Capaldi and
Gordon Lloyd have recreated that ancient tool of
learning: the conversation. Beginning with the debate
between John Locke and Jean-Jacques Rousseau, and
continuing through to John Kenneth Galbraith, Milton Friedman, Friedrich Hayek
and Thomas Piketty, this book invites the reader to join a conversation which has
now lasted over three centuries. Don’t read this book if you just want a simple
answer to complex problems. Do read this book if you want to think deeply and
widely about the fundamental questions of how to organize a society.’
– Jim Hartley, Mount Holyoke College, US

A Comparative Analysis
Edited by Christoph Scherrer, University of Kassel, Germany
This book asks the important question of whether public banks are a better
alternative to profit-seeking private banks. Do public banks provide finance for
development? Do they serve as stability anchors in financial markets? What
kind of governance keeps public banks accountable to the public? Theoretically
the book draws on the works of Minsky for the question on stability and on
interpretative policy analysis for the issue of governance. It compares empirically
three countries with significant public banks: Brazil, Germany, and India.

Modernizing Industrial Policy in Russia
Anne-Kristin Jorgensen, Fridtjof Nansen Institute, Norway
After a lengthy period of oil-fueled economic growth, Russia is now facing
stagnation, and its economy is sorely in need of modernization. But can this
realistically be achieved by policies based on authoritarianism, state dirigisme
and home-grown innovation? This book examines current Russian modernization
policies from a two-level perspective. It combines an outline of federal
developments with an in-depth study of modernization processes at the regional
level within three sectors of the economy: fisheries, ship-building and mining.

‘Major scandals, disasters and crises have turned

shareholder capitalism, so recently trumpeted as
among contemporary society’s most successful
achievements, into one of its most worrying problem
children. In this highly readable account Bryn Jones
rehearses in detail the negative consequences of
the growing economic and political power of the
modern corporation. He then reviews a wide range of
alternative ways of organizing a market economy, examples
of which are found in a variety of modern economies.’

Neoliberal Capitalism

German Institute for International and Security

Ethnographies of Accommodation
and Resistance

Edited by Rob Lambert, University of Western
Australia, Perth, Australia and Andrew Herod,
University of Georgia, US
‘Precarious work is on the rise in the Global South and
North alike. This important volume provides interesting
examples about the hardship of long working hours,
poverty wages and dangerous employment conditions.
And yet, workers are not only victims but also agents with possibilities of
resistance. The book points to the potential of a cross-border movement of the
dispossessed based on a re-imagined role of the labour movement. A must read
for everyone interested in resistance to capitalist exploitation.’

‘This book makes an excellent contribution to our
understanding of the role of budgetary institutions
in fiscal stabilization in emerging market economies.
Focusing on the governance structure Laura von
Daniels broadens the standard perspective in political
science by analyzing the interplay between fiscal
federalism and incentives of budget players. The
theoretical underpinnings, case studies and empirical analysis are well-written
and highly educational. The book holds interesting policy lessons which could
inspire the debate on improving fiscal rules and budgetary institutions and
procedures.’

Challenging Neoliberalism

The Logic of Public-Private Partnerships

Globalization and the Economic Miracles
in Chile and Taiwan

The Enduring Interdependency of Politics and Markets
Graeme A. Hodge, Monash University, Australia and Carsten Greve,

Copenhagen Business School, Denmark
This book examines public-private partnership (PPP), and tracks the movement
from early technical optimism to the reality of PPP as a phenomenon in the
political economy. Today's economic turbulence sees many PPP assumptions
changed: what contracts can achieve, who bears the real risks, where
governments get advice and who invests. As the gap between infrastructure
needs and available financing widens, governments and businesses both must
seek new ways to make contemporary PPP approaches work.

‘Law creates and regulates our political and economic
life. If the legal institutions of citizenship and political
authority, property and contract, money and credit,

world might be more equal, productive, democratic,
sustainable and just. This terrific collection explores how this might be done.
Each essay puts law at the center of a story about political economy and asks
how things might be otherwise. Original, broad-reaching and imaginative, these
essays will change how you think about the world: what seemed natural and
inevitable will seem open to rethinking and remaking. An excellent overview

The book reflects the need felt by international

Edited by Gillian Bristow and Adrian Healy, Cardiff University, UK
The economic crisis of 2008/9 heralded the most severe economic downturn in the
history of the European Union. Yet not all regions experienced economic decline
and rates of recovery have varied greatly. This has raised new questions about
what factors influence the economic resilience of regions. This book presents
the results of an Applied Research Project conducted within the ESPON 2013

more resilient to the crisis than others.

Institute, Norway
‘Since the 2009 Copenhagen climate summit, analysts
have focused on what national policy is capable of
delivering by way of emission reductions, as that level has de facto become the
international regime. This carefully constructed book is immensely useful in the
way that it describes and explains the policy trajectories of seven of the world’s
largest emitters. It is highly recommended both as a state-of-the-art summary
of the policy status quo in those countries and a launch pad for new analytical
research on the sources of future policy innovation.’
– Andrew Jordan, University of East Anglia, UK

Edited by B. Mak Arvin and Byron Lew,
Trent University, Canada

‘This Handbook provides a tremendously useful
overview of the economics of foreign aid. It contains
contributions by well-established and known scholars
of foreign aid as well as by many fresh new voices, from
both the developed and the developing world. It looks
at both the determinants of aid, broadly conceived, and
the manifold consequences of aid. It does so sometimes
from a theoretical viewpoint, but mostly it is empirically
oriented, aimed at providing us with better understanding. For anyone seeking
to come up to speed with the state of the art in this important area of study, this
Handbook is a first choice.’

By combining ethics and political economy with climate science and human
need theory, it offers a long-term, interdisciplinary analysis of the prospects for
sustainable development and social justice within and between countries. It takes a
hard look at plans to decarbonise the rich economies, exploring potential conflicts
between equitable distribution and sustainable consumption, and proposes a range
of eco-social policies to reconcile the two. An essential resource for scholars and

Climate change will have a profound impact on human and natural system, and
will also impede economic growth and sustainable development. In this book,
leading experts from around the world discuss the challenges and opportunities
in building a climate resilient economy and society. The chapters are organised
in three sections. The first part explores vulnerability, adaptability and resilience,
whilst part two examines climate resilience-sectoral perspectives covering
different sectors such as agriculture, fisheries, marine ecosystems, cities and
urban infrastructure, and renewable energy. In the final part, the authors look at
Incentives, institutions and policy, including topics such as carbon pricing, REDD
plus, the role of institutions and communities, and climate policies. Combining a
global focus with detailed case studies of a cross section of regions, countries and
sectors, this book will prove to be an invaluable resource.

American Environmental Policy

‘The sweep, clarity, and elegance of Arild Vatn’s
treatment of institutions and governance is unrivaled.
His focus on profound environmental threats – in this
era of unbridled self-interest and income inequality – is

both a moral triumph and a robust challenge to the
hegemony of economistic justificationism in our daily
life. Vatn shows that facile application of individualistic
models of choice will always fail to reveal what ought to
be done. Here we find a comprehensive treatment of all the difficulties

‘In American Environmental Policy Daniel Press guides
the reader through not only the motivations and
concepts that have been employed to set land, water,
and air pollution policies, but also a dive into the
details of both the environmental science and the legal
and regulatory science that determines the success or
failure of these actions. This book is instrumental for all
those interested in both the why and the how – and the how much – of the legacy
of Rachel Carson and the past five decades of environmental management’

Linking EU Climate

The Challenges of Collaboration
in Environmental Governance

Decision-making, Implementation
and Reform

Barriers and Responses

Edited by Richard D. Margerum, University of
Oregon, US and
Cathy J. Robinson, Commonwealth Scientific
and Industrial Research Organisation, Australia

Jon Birger Skjærseth, Per Ove Eikeland,
Lars H. Gulbrandsen and Torbjørg Jevnaker,
the Fridtjof Nansen Institute, Lysaker, Norway
‘In Europe, climate and energy policies have become
inextricably intertwined in the minds of politicians,
businesses and civil society organizations. This
ambitious book offers a 360 degree analysis of the
interlinking strategies designed and employed by policymakers at the EU level and
in critically important member-states. In doing so it offers a richly textured answer
to a puzzle that has always perplexed analysts: how and why do states manage
to adopt policies that are significantly at odds with the preferences of the least
ambitious?’
– Andrew Jordan, Tyndall Centre for Climate Change Research,
University of East Anglia, UK

‘The significant strength of this edited volume is that
it goes beyond normative approaches to collaborative
governance in a cross-disciplinary effort to analyze
“how to do collaboration” and how to overcome the
challenges involved in using collaboration in environmental governance.’

Handbook on the Politics of Energy
Edited by Jennifer I. Considine, University of Dundee and
Keun-Wook Paik, Oxford Institute for Energy Studies, UK
Starting with the fundamentals of the global energy industry, Handbook on the
Politics of Energy goes on to cover the evolution of capital and financial markets
in the energy industry, the effects of technology, environmental issues and global
warming and geopolitics. The book concludes by considering the future, including
the lessons learned from history, where we are most likely to be heading and
what steps we can take to mitigate potential energy risks. This Handbook will be
an invaluable resource for upper level graduates and postgraduate scholars.

‘This fascinating and wide-ranging collection shows how politics and power interact
to limit the social benefits of natural resource endowments. Stressing the contextdependent nature of rent seeking and corruption, the authors move beyond the

simplistic “resource curse” literature to highlight the key role of self-seeking local
elites and of aid programs that fail to cope with local political realities.’

‘Here finally is a book that educates us deeply about
the economic costs and gains of cleaning up the
environment and of finally coming to terms with the
costs of human induced climate at the micro- and

macro-economic level. Replete with case studies
from China, Australia and the USA, demonstrating
deep erudition and extensive use of empirical data, it

Lisa F. Clark, University of Saskatchewan, Canada
‘Lisa Clark’s scholarly account of the development of
the organic movement in the United States and Canada
beautifully explains the decades-long transition from
understanding organic production as inextricably tied to
healthy soils, communities, and social justice (“processbased”) to views of organics as meeting certain
standards for marketing purposes (product-based). Read

in these views as well as understand current debates

This book is a guide for understanding the EU renewable energy policy as one of
the most ambitious attempts world-wide to facilitate a transition towards more
sustainable energy systems. It contains key case studies for understanding how
member states have shaped the EU renewable energy policy; how the EU has
affected the policies of its member states; and how renewable energy policies
have diffused horizontally. An analysis of the external dimension of the EU
renewable energy policy is also included.

Business, Organised Labour and Climate Policy
Forging a Role at the Negotiating Table
Peter Glynn, BG Associates, Sustainable Development and Health
Consultants, Timothy Cadman, Griffith University and
Tek Narayan Maraseni, University of Southern Queensland, Australia,
This impartial study analyses the role of employer’s organisations and trade
unions in climate change policy and its impacts on the labour market. The policies
of government to manage greenhouse gas emissions will require business to
change its product and service delivery arrangements, which in turn means
labour requirements will also change. The book also considers whether labour
market issues should be explicit in the theoretical framework of ecological
modernisation as it guides the policy development process.

Environmental Encounters
or Foreign Policy?

Anna Korppoo, Fridtjof Nansen Institute,
Norway, Nina Tynkkynen, University of

Fridtjof Nansen Institute, Norway

‘This excellent volume provides an empirically robust, critically informed but
also eminently readable interrogation of the politics and practice of sustainable
development. Through a global governance and political economy lens it
traverses the public and the private, and the local and the global and offers some
carefully thought-through hope for a better way forward.’

‘Is Russian participation in international
environmental regimes motivated by environmental
concerns, economic interests, or broader foreign policy goals? Anna Korppoo,
Nina Tynkkynen, and Geir Hønneland address this question by examining the
internal policy discourses surrounding climate change, environmental protection
in the Baltic Sea, and fishery management in the Barents Sea.’

Elgar Companion

Trusteeship of the Global Commons
Klaus Bosselmann, University of Auckland,
New Zealand

Strategies, Methods and Outlook

‘Written by one of the most prolific and provocative
thinkers of our time, Klaus Bosselmann’s latest
book is set to reaffirm his rank among the leading
environmental law scholars in the world. Bosselmann
cogently argues that we live in deeply troubling
times, characterized as they are by unprecedented
socio-ecological upheaval. His vision is of a global
governance order that is centred on the Earth as
an integrated whole and that seeks to protect the Earth’s ecological integrity,
especially insofar as the global commons are concerned. This book is an original,
timely and very welcome (juridical) addition to the growing body of Earth system
governance literature.’

Against a backdrop of unprecedented levels of
urbanization, 21st century cities across the globe
share concerns for the challenges they face. This
Companion provides a framework for understanding
the city as a critical building block for a more
sustainable future within broader subnational,
national and continental contexts, and ultimately, within a global systems
context. It discusses the sustainable strategies being devised, as well as the
methods and tools for achieving them. Examples of social, economic, political
and environmental sustainable policy strategies are presented and the extent to
which they actually increase sustainability is analyzed.

University of Amsterdam, and UNESCO-IHE

Edward Elgar Publishing
Our vision

‘This is a very exciting book. Water security is a current
and very important topic, but at the same time, the
term is used in many different ways. Rather than
suppressing this diversity, it is embraced here and used
as a strength to illuminate the various possible meanings of the term – and their
implications, which are assessed in a critical way by a group of excellent authors.
This book will play a central role in the debate on water governance for years to
come.’
– Dave Huitema, Netherlands Open University and
Vrije Universiteit Amsterdam, the Netherlands.

Production quality

‘Water Allocation in Rivers under Pressure goes
beyond a simplistic analysis of how the rules governing

water allocation on the Columbia, Murray-Darling, and
Colorado River systems create difficulties. He helps us understand why those rules
operate the way they do, and why they are so difficult to change. Garrick’s clarity
in explaining the roots of our problems can go a long way toward helping us learn
to fix them.’

‘This Handbook examines main fields / sections of
Arctic politics from the point of view of the five littoral
