First, the thesis defines that the state administrative apparatus reform is the process of changing,
re-arranging the administrative apparatus (government, ministries, ministerial-level agencies, agencies
under the central government, local government at all levels) in line with objective reality.
Second, the thesis draws an experience lesson on the state administrative apparatus reform of some
countries, including: i) lesson from Vietnam (review the organization structure, function, task,
decentralization and coordination, innovation of working mechanism, autonomy, self-responsibility);
ii) lesson from China (cautious and learning experience from other countries); iii) lesson from Russia
(qualitative change, the mutation of organizational apparatus way to suit the actual conditions);
iv) lesson from Republic of Korea (building transparent government, e-government, government with
people's participation).
Third, the thesis analyzes, assesses the situation of state administrative apparatus reform of Lao
PDR, focusing on 5 contents:

concurrently holding; about structure; about function, task,

decentralization, coordination; about establishing e-government; and point out 5 limitations namely:
i) cumbersome administrative apparatus structure; ii) overlapping function and task; iii) unsmooth
decentralization and coordination; iv) the e-government has not been cared; v) concurrently holding is
likely to change state work.
Fourth, the thesis recommends solutions to improve the state administrative apparatus reform of
Lao PDR, including: i) properly arranging the state administrative apparatus. ii) identifying function,

task of the state administrative apparatus; iii) strengthening decentralization between the central and
local agencies; iv) strengthening coordination between sectors and fields; v) recommending
establishment of e-government; vi) recommending some models of state administrative apparatus of
Lao PDR.
