1. Ordinations & Managements from Local Authorities:
Annually, based on the guidance of the Ministry of Education and Training on
the tasks of information technology applications, the Haiphong People ‘s Committee
to direct their Education and Training Department under issued guidelines to perform
the tasks the application of information technology industry Education and Training
Hai Phong unit for management education (including the Department, the Department
of Education and Training County, District, Town) and educational institutions
(including pre-school, primary school, junior high, high school, vocational school
attached, Science - Technology Center, Education & Training Centre) in the city on
the application of information technology in educational management service of
teaching and learning.
Hai Phong City People's Committee issued the Plan dated 19/9/2011- 111/KHUB Construction, improving the quality of teachers and education managers Hai
Phong period 2011-2016 aims : Continue to develop and improve the quality of
teachers and education managers Hai Phong towards standardization, quality
assurance, in sufficient quantity, and the structure, enhance their political , quality,
ethics, professional capacity to meet the increasing requirements of the education and
training industry in the period of accelerated industrialization, modernization and
international integration of city and country, with a focus on improving skills and


capacity to use ICT for teachers and education managers.

However, mechanisms and policie management to promote the applications
and developments are not completed and specific, powerful not encourage enough to
the educational institutions for ICT investments. Mechanisms, HR supporting policy,
IT teachers in schools are not satisfactory to not attract both employees and teachers,
IT excellent Human resources not be served participants into Education and Training
Sectors.
2. Information Technology Infrastructures
2.1. Networking Systems:
Haiphong Education and Training Department collaborates with the service
providers in the area DIC connection broadband internet to all units in the industry. At
the Office, all staff computers, specialized agencies are members of the Internet
connection via VLAN system with 200 networking nodes. All Department of
Education and Training in the districts and towns have their Internet connection to
every computer to educational staffs and experts.
Disadvantages: Intranet system of education management units should be
added to ensure the safety device information, system servers missing, not deploying
wide area network. At the base school intranet systems are not synchronized.
2.2. IT for educational techinique developments and educational developments
Currently, 100% of the officials in the Department has been equipped with
computers connected to the internet, over 80% of managemental staffs of the
Department is equipped computers to work. The professional level schools (Technical
Colleges) and High schools had equipped basically enough computers for school
information in accordance with the Ministry of Education and Training requirements –
at rate: 19 students / 01 computers. The Continuing Education Center at the rate of 17
school students/01 computer. Secondary school system with rate of 30students/01

computers. Primary school at rate 47 students /01 computer. Kindergarten system with
28% of schools have equited computers for management, teaching and learning.
Disadvantages: Computers for teachers to serve the professional services has
not been enough attention. The majority of teachers are computer equipment made by
individuals - about 10%. Secondary level to 40% of the missing computer lab for

student information. Level to 53% of primary schools lack the computer lab for
student information. Kindergaten schools education equipment applied rates at level
72% of cases not enough computers for management, teaching and learning.
3. Information Technology Applications
3.1. Computer Science and IT Training
Currently, there have 29.5% primary schools, students learn self-selected
Computer, according to Informatics Decision dated 10.30.2003 of 50/2003/QD-BGD
of the Ministry of Education and Training; there estimated 62.2% secondary school
students believe electives and vocational training under the guidance of information
8607/BGDDT-GDTrH on 16/8/2007 of the Ministry of Education and Training, there
reported 100% high schools, Technical Colleges, computer has been programmed
totally by the Ministry of education and Training. Number of students in 3rd grades
and above to learn information at a rate of 45.9%.
The Haiphong City People’s Committee ordinates for Haipong Department of
Education & Traning to build E-learning materials online ,
a large number of teachers involved sharing of data mining, and construction
contributed more lectures rich and attractive. 65% of teachers lecture Hai Phong have
built IT applications, softwares used to support teaching. Haiphong Department of
Education and Training (HDOET) oriented educational institution building initiative,
investment in software training courses in basic and specialized subjects.
Disadvantges: funding for E – teaching software is very small. Total expenses
of E – teaching solfware ‘s investment per year for all schools is 8.6 billions. The

application of instructional software, specialized software is highly moved, need to be
more in-depth, a often investing synchronous.
3.2. Educational Technical Increasing and Management Techniques Upgrading
Education and Training sector E – mailing System was built in 2003 and now
has over 4,000 addresses for all officers and staff of the Offices, Departments of
Education and Training and all educational institutions across the city.
General popular education systems and vocational education systems are
already implemented using synchronization software by Haiphong Department of

personnel, facilities management VMIS by the Ministry of Education and Training
provided; financial management software is deployed to synchronize the units.
Currently, 86% of Secondary schools, 69% of Public High schools have used shared
software to manage student and school performance, 100% of vocational education
schools are professionaly used admision softwares of the Ministry of Education and
Training, 12 / 41 schools have been equiped the management software students
learning outcomes according to the "Regulation of professional vocational education
system of government" issued together with the Decision of the Ministry
40/2007/TCCN on 28/6/2007 Education and Training.
Disadvantges: Database of all students are stored on computers distributedly on
educational institutions, therefore, the educational management and educational
statistics are not systematic and timely updated with low efficiency; the data reported
has not been uniformed systematically; not connected to the electronic information
technologic portal of One Steped Admistrative Agencies that serve the people and

school in Admistrative and Informational Searches low effective.
3.3. City Residents IT supports
Haiphong Department of Education & Training portal
built in 2000, posting 51/51 administrative procedures at level 1, time information,
communicate from the Department directive documents to departments, units support
data reporting for the whole industry a way to be effective, especially in the entrance
exam, graduation, 17% of units have built schools and maintain their own electronic
information placed on the website address of this sector.
Disadvantges: The layout of the website is not very convenient to read or
search, as well as to be more difficult to collaborate when posting information or
News. The posted information introducing one way accessable gate does not ensure
the information provided, based on the IT No.28 Regulations of Information &

4. IT applications abilities
Currently, 100% of educational experts and civil servants of Department of
Education and Training, in which there have 75.6% managers and 80% of teachers in
the total sector who actually certificated ability to exploit information on the Web, use
email applications, office applications. In particular, 11.3% of managers, 5.2%
Haiphong educational teachers certificated skills of IT intermediate or upper ho can
proficiently use of management supported softwares of teaching. Annual average,
there is estimated about 3,000 managers, teachers and employees of schools, 6,000
teachers from kindergatens to secondary school is upgraged the updated IT skills in
teaching by the Department of Education and Training organized. In addition, many
schools self organized courses for administrative staffs, teachers, employees to

upgrade IT application skills.

arrange a private teacher or school worker devices to concurrently manage computer
lab.
5. 2008 IT supported Expenses
Since 2008, IT investing budget is limited. Project "Applying information
technologies on the all school grades in 2008-2009" has a total budget of 2.627
billions VND to improve infrastructure facilities for the Department of Education and
Training in Hanoi and a schools under management of the Haiphong Department of
Education and Training (Includes 5 primary schools, five secondary schools, 10 high
schools - in Hai Phong).

II. HAIPHONG EDUCATION & TRAINING DEPARTMENT, IT STRATEGIC
APPLICATIONS, TILL 2015
1. Overviewd Targets
IT Applications in Education and Training sector to:
- Promote innovative methods of teaching and learning, innovation management
practices, executive education system, improve the quality, efficiency education and
training to meet the training requirements of human resources for the industrialization
modernization of Hai Phong city and country.
- Innovative ways to provide information and services to the people.
2. Detailed Targets
2.1 Upgrading and Ensuring IT for whole city Educational Organizations
- 100% of educational institutions have computers for ICT teachers in
professional services. Armed with the computer to each subject in the school unit;
- Ensure 100% of kindergaden schools have computers, projectors versatile
service management and innovation of teaching methods to be effective;
- Ensure 100% of high schools, Educational Centers, continuation education
centers, vocational schools, secondary school (preferably grade 8 and 9) have the
computer lab networked computing service training;
- Estimated 100% of BoET are connected WAN with Hai Phong Education and
Training sector, ensure stability, safety and security;
- Estimated 100% of public staffs and officials of the education authorities
equipped computer work;
- 100% of the Department of Education and Training is to ensure internal IT
infrastructure, technical conditions for online briefings with the Department of
Education and Training;
- Complete electronic data repository storage database mainly of education and
training branch managers for state education.
2.2. IT application into Teaching methods and Educational Developments

- 100% education agencies, educational institutions use management software
for data extraction from data electronics date centre of Educational Department
- 30% of organizations briefings between management units in the form of
education online;
- 100% operating documents, plans, reports, announcements, invitations,
documents sent through the network, public records management, employees digitized
and centralized management of the network environment;
- 100% of school students in 3rd grades

2.3. IT application serving Committee
- Upgrade, improve electronic information portal of Hai Phong city DoET;

for facilities, IT equipment in units and schools, skills criteria for ICT administrators,
teachers, staff, standard assessment of IT applications units, schools, provision of the
funding norms each school year for investment in facilities, equipment and
organization of ICT activities in the unit, school)
- There preferential policies to attract public servants in charge of IT qualified,

high caliber, timely rewarded initiatives, application experience in the information
technology officials education and training , prompted criticism of officials lacking
positive according to IT applications.
3.2. Upgrading IT Infrastructures & Technology into Education & Training Sectors
- Based on the modules, the technical standards of the city, the unit
management education initiative to build complete systems engineering internal IT
network including LAN, WAN connections with industry, machine home, networked
computers, safety equipment, security information.

- Deploying WAN from the Department to the District Educational Offices,
from districts to local bases connected to the educational ỏganizations
- Develop electronic database of Education and Training Sector Hai Phong, storing
databases of major industries.
- Arrange computers at lab rooms to ensure technical standards, facilitate
maintenance, maintenance and asset protection.

uniform educational institutions and inter-data levels.
- Improving andcompleting the upgrading strategies of the specialized software
applications such as e-learning materials management, school library management,
competition management, scientific research - Experience Initiative.
- Developing and implementing a shared softwares for teaching basic subjects
at all levels: kindergarten system (9 software), Primary schools (10 softwares),
Secondary schools (9 softwares), high schools(9 software ), etc.

- Organize and guide activities encourage teachers, faculty lectures designed
electronic e-learning, organizing online courses creates learning method to select the
school.
- Coordinate with the Department of Information and Communications
deployment using document management software and professional operations of the
Department of Education and Training.
3.5. Upgrading abilities and skills for Educational Human Resources:
Improving Education and Training Achievements and Quality of IT
applications, each employees must focus on some key following issues:
- Accessing the training stardard cources improve IT applications in
management and administration, to raise awareness about electronic organs, electronic
government officials and work force.
- Bachelor standardized training for 200 teachers IT computerization of
primary school, junior high, high school.
- Work closely with the IT Department (Ministry of Education and Training),
Department of Information and Communications, the field of IT training to
organizations fostering ICT skills in management, teaching management staffs,

teachers and educational staffs.
- Each education management agency arranged at least one public officer or
tasks assigned to IT; Each institution has one officer, IT technical staff management
and maintenance of IT infrastructure unit .
- Ensure specific salary supports for IT employees allowances vy
111/2009/UBND 19/10/2009 Decision of Hai Phong City People's Committee for IT
Human Resources.
3.6. IT and Information Networks
- Strengthen information dissemination to raise awareness in all levels and
departments, officials and public servants Sector Education and Training on the
importance and the need to accelerate the application of IT in education and training;

- Organize study tour units typical of IT applications at home and abroad,
organizing conferences and seminars on ICT in schools;
- Develop and apply the typical IT achievement.
3.7. Finance:
- Annually, the priority for city budget implementation plan for ICT Sector
Education and Training Hai Phong , period 2012-2015;
- Encourage and facilitate organizations, businesses, individuals and foreign
investors for the development of IT applications in industry and education and
training.
4. INPLEMENTING PLANED BUDGETS
In generally, the planed buget for implementing: 354.160.000.000 VND, from
several following sources:
- Local Governal Budget for Education and Training: 321.910.000.000 VND.
In which Haiphong public budget:185.350.000.000 VND; Local budgets (districs,
wards, etc): 144.560.000.000 đồng.

- Fees from Social Educational Funds: l24.250.000.000 VND.
(These budget will be divided into spices, issued next part IV, in this report)
5. IMPLEMENTING PROCESSES
5.1. 2013 period
- Continuous to equip with computers, projectors for 50% of preschool (4 of
each school computer, multifunction 1 multi muatual projector) located in difficulties
and limitations of IT infrastructure such as: Bao Vinh, Kien Sweden, Do Son, Cat Ba,
Thuy Nguyen, Tien Lang, An Lao, Duong Kinh
- Continuous to equip the practice lap rooms with 01 computers, 01 projectors
(for information on training programs of the Ministry of Education and Training to
students in grades 3 and up) for 50% of primary schools located in the area difficulties
and limitations of IT infrastructure such as: Bao Vinh, Kien Thuy, Do Son, Cat Ba,
Thuy Nguyen, Tien Lang, An Lao, Duong Kinh

- 30% of Secondary schools, 50% of high schools, 100% continuation
educational center; Science & Technology Centers are equipped with additional
computers, projectors for teaching and learning.
- Continuous to manage and evaluate the effectiveness of the system of
information management software education Primary schools, secondary schools in
the County / District: Ngo Quyen, Le Chan, Hai An, Hong Bang, Kinh Duong, Kien
An
- Continuous to expand theemplemtations, evaluate the effectiveness of the
system of information management in educational softwares in 100 high schools.
- Building a database emulation, innovation experience - scientific research.
- Building electronic portal in Education and Training Managemental Software
that enable one door administrative system records from each Departments and
Rooms provided administrative services at 3rd levels.
- Evaluation of the effectiveness preliminary implementation plan to promote

ICT education and training sector.
5.2. 2014 period
- Implement database sector for students, completed database for scientific
researches.
- Applied computers, projector for 20% of Kindergaten (each of the 4
computers, and 1 projector) for the difficult and limit IT infrastructure locations, such
as: Bao Vinh, Kien Thuy , Do Son, Cat three, Thuy Nguyen, Tien Lang, An Lao,
Duong Kinh.
- Equipped with 01 computers for lab room, 01 projectors (for teaching
informatics, according the program of the Ministry of Education and Training to
students in 3rd grades and upper grades) for 20% of primary schools in the area are
also difficulties and limitations of IT infrastructure such as: Bao Vinh, Kien Thuy, Do
Son, Cat Ba, Thuy Nguyen, Tien Lang, An Lao, Duong Kinh.
- Ensiure 60% of secondary schools, 100% of high schools, vocational schools
are 100% supplements equipped with computers, projectors for teaching and learning.

- Equiping for secondary teaching softwares, secondary, continuation education
centers, specialized educational software for vocational level.
- Continue to implement management software high school students, and
general technical centers, continuation education centers.
- Ensure 80% of administrative staffs, teachers, employees in the sector are
fostering ICT skills in management and teaching professionally.
- Provide administrative services reach 03 degree 3.
5.3. 2015period
- 100% of secondary schools are equipped with additional computers,
projectors for teaching and learning.
- Completion of the database infrastructure, equipment and educational
institutions.

- Complete information systems education management and education statistics
across the wide area network of Education and Training sector.
- Perform electronic lecture system e-learning, online courses. Enough staff
payroll, IT officer level information from Intermediate to all units and schools.
Construction is complete library system of the e-learning materials / Department of
Education and Training and information posted on the electronic materials industry.
- 90% of administrators, teachers, employees in the sector are fostering ICT
skills in management, teaching and professional.
- Summary report effectively implement plans to promote ICT Education and
Training sector
6. IMPLEMENTATIONS
6.1. Haiphong Education & Training Department
Being responsible part for the implementation of a comprehensive plan, lead
and coordinate with the other departments and agencies and People's Committees of
districts and towns in the organization to implement the content of the plan, following:

- To open and coordinate with other departments, branches and People's
Committees at all levels do a good job of promoting dissemination of ICT in
Education and Training sector.
- To recommend the proposals to the City People's Committee on the
implementation of the investment categories of plan.
- Proactively advise and recommend to the City People's Committee to issue
mechanisms and policies to attract, support and encourage the application of ICT in
Education and Training sector.
- Implementing state management of IT applications in the Education and
Training Sector (Inspection, testing, monitoring, evaluation ...), aggregate results
every 6 months with the MPC report and the Ministry of Education and Training.

- Lead and coordinate the Department of Finance estimate cost specified in
each period, each year according to the schedule in Section IV of this plan, the MPC
report.
- To plan and coordinate with other departments, and the construction industry
promulgated standards system application and development in the field of
environmental education in particular Hanoi (Standard for facilities, IT equipment ,
prepared for computerized management, IT skill standards for administrators,
teachers, staff, standardized assessment of IT applications in the school unit ...).
To plan and coordinate with other departments, branches and People's
Committees at all levels shall direct the unit, school of Education and Training sector
perform specific contents of the plan.
- To guide professional IT services for units, schools in the implementation of
the plan and the plan items.
6.2. Haiphong Infromation & Communication Department

Coordinate with the Department of Education and Training, advising

recommend to the People‘s Committee of Haiphong City to help institutions
implement the plan items.

Coordinate with the Education and Training sector development and

promulgation of standards systems, evaluation, technical consulting and investment
item for the operation of ICT Education and Training sector.

Enhanced reporting, writing propaganda promoting the integration of ICT in

education and training sector; mobilize people of walks of life to invest resources for
the application and development of sector Education and Training.
6.3. Haiphong Promotion and Investment Department
Make strategies to be responsible for advising the annual capital plan to ensure
implementation of the plan application of Information Technology in Education and
Training sector to coordinate with the Department of Education and Training,
Information and Communications, and Haiphong Promotion and Investment
Department in urging the deployment of information technology projects
6.4. Haiphong Financial Department
-Annually, balance layout budget of implementation of the Plan, the People’s
Committee reports for approval.
-Coordinate with the Department of Education and Training and other departments
and agencies, the Haiphong City Financial Department issued the financial investment
mechanisms for the application and development of the units, schools planned this and
related items are approved.
6.5. Haiphong Department of Home Affairs
Coordinate with the Department of Education and Training, Department of
Finance, Department of Information and Communications, Haiphong Department of
Home Affairs to build a specific mechanism of manpower for manning the city
enough information for teachers Primary School, Middle junior (to universal
computerization) and IT officers in the units, schools. At the same time, planning,
follow-up training, IT training for officers and employees of Education and Training
Department
6.6. The People’s Committee

-Implementing IT systems from Department of Education and Training to
Schools under the direction, supervisions and guidances of the Haiphong city
Department of Education and Training;
-Directly ordinate each organizations to raise awareness of ICT in Education
and Training in the regions.
-Directly ordinate organizations, units, schools and the Department of
Education and Training, Financial Planning and the specialized Departments of the
district to implement the plan.
-Balanced budget allocation districts to implement decentralized planning and
focused investment funds for the pre-school level, primary and secondary.
-Promote socialization activities of ICT in Education and Training in the area.
6.7. Local Schools and Educational Systems
Directly implementing the specific implementation of the planing contents
under the directions and guidances of the Department of Education and Training , as
well as the People ‘s Committee of districts and towns, to ensure the quality and
efficiency of the educational and training organizations.
