PREFACE
1. Neccesity
To growth and sustainable development, researchers and some
government recognized a chance to solve simultaneous threats about
climate change, increased energy prices and the instability of natural fuel
resources by a new economic development model based on the principles
of sustainable development: Green growth. Reality shows that, the
implementation of green growth trend towards a green economy and
sustainable development is a trend spanning the globe now. Green
growth has been identified as the focus on the policy of the national
development of many countries in the world in their efforts to achieve

sustainable development. Many countries in the world like Korea, Japan,
Germany, England, France, Holland … has been a pioneer in promoting
green growth with many important content that show strong commitment
towards the green economy and sustainable development.
Nowadays, information technology (IT) has shown the important
role in the process of globalization, regionalization especially in the
digital era. IT has a strong impact to all areas such as: economic, social,
security, defense, health, education, agriculture, transportation,
construction ... Potential exploitation, IT applications contribute to
sustainable development has been and will be implemented by countries
across the globe. IT has be used as a service platform for green growth
in many countries, regions.
Vietnam is in the process of converting growth patterns from the
width to depth, from brown growth to green growth. This is a process
very focused on the effectiveness of the competitiveness, need the role of
IT and more innovation. Assessment of the importance of IT, at policy
forums, technology and connected collaborative national scale
enterprises and annual international by Vietnam Software and IT services
association (VINASA) held under the auspices of the Ministry of
Information and Communication. Prime Minister Nguyen Xuan Phuc has
stated:“I believe that with many competitive advantages, IT development
and advantages of resources demographic, Vietnam despite going behind
can still be successful if we seize the opportunity, with the right strategy,

there specific action programs and implemented promptly enforce
drastic, effective”.
Currently, green growth plays an important role in the

development strategies of many countries including Vietnam. But in fact,
the process of implementation of green growth in Vietnam still have
many limitations. A lot of advocates, policy but only stops at the level of
general direction, not yet deploying variety and yet are more outstanding
results. To make green growth, forcing the need for the development of
high technology that IT is special. Defined as an advantage, as a
spearhead of the economy but the results achieved by it industry has not
adequately with potential, the country's advantage, not enough to
overcome the huge challenges that we face. Besides, in Vietnam the it
applications to make green growth again as many restrictions.
Researches both at home and abroad for green growth in general
and especially the implementation of green growth through IT in
particular is not much. For the above reasons, I selected the topic “The
implementation of green growth in Vietnam through information
technology” makes sense both in terms of theory and practice. The
research was conducted to evaluate, define the role of IT to implement
green growth in Vietnam, consider reality implement green growth
through IT in Vietnam, besides proposals measures to promote the role of
IT for green growth performance in particular and economic
development in Vietnam in general.
2. Thesis objectives
2.1. Overall objective:
On the basis of considering the reality of green growth through
implementation of it in Vietnam, the thesis proposes solutions to promote
the role of IT for implement green growth and economic development in
Vietnam in general.
2.2. Detail objective
(i) Systematize and clarify the theory of green growth, the role and
participation of IT in the implementation of green growth.
(ii) Research and draw the lessons learned about the

implementation of green growth through information technology at some
of the typical country in the world.

(iii) Clarifying the implementation of green growth through IT in
Vietnam, pointed out the limitations and the cause of these limitation.
(iiii) Propose orientations and policies and major measures to
enhance the role and increase the contribution of IT further implement
green growth in Vietnam.
3. Subjects and scope of the Thesis
3.1. Thesis subjects
Implement green growth through IT in Vietnam, which focuses on
the role and involvement of IT for the implementation of green growth.
3.2. Scope of the Thesis
- Content scope:
(1) Consider IT in a broad sense (both software and hardware), the
most common means of applications for both the production process.
(2) Research did not use a specialized approach of the specific technology.
- Space range:
The reality of the role, IT's participation in implementing the green
growth on the territory of Vietnam.
- Time scope:
On the status: The research will consider the period from 2008 to
the first 6 months of 2018.
On the future: Research forecasts to 2030.
4. Research method
4.1. Methods of collecting information
Get the data, information and documents from the official
statistics, economic and social documentary provinces/cities and survey

data from the official statistical sources.
4.2. Data analysis methods
(1) Methods of analysis and statistics
The research used data situation analysis role and the involvement
of IT to implement green growth. Besides, the research considered the
channels that IT can contribute to green growth.
5. New contributions
(i) In theory, the thesis contributes to codify and clarify the
rationale for green growth, the role and the involvement of IT in the
implementation of green growth. Bringing out the analytical framework

implementing green growth through IT. Built system of indicators,
benchmarks implementing green growth through IT.
(ii) At a practical level, from research and lessons learned on the
implementation of green growth through IT in some countries the typical
world, from reality implement green growth through IT in Vietnam , the
thesis points out some of the existing limitations and the cause of the
limitations, along with the synthesis of practical experience as a basis and
a scientific basis to suggest some solutions to major solutions to improve
role and added further contributions of IT in implementing green growth
in Vietnam.
(iii) In terms of policy, from the results of research, the thesis
proposes a number of solutions and recommendations contribute to
promote the role and increase the more IT's contribution in making green
growth in Vietnam in the coming time.
(iv) Academically, the thesis is the reference for the economic
organizations, policy makers, state management bodies, scientific and
technological organizations, enterprises, institutions and people

interested in the topic of the impact factor to make green growth and the
role of the IT development for economic growth.
6. The scientific and practical significance of the thesis
- Science: Provide scientific basis for renewed awareness and
appreciate the role and involvement of IT in the implementation of green
growth to meet the requirements of the new situation.
- In practice: The research results of the thesis can be applied to
reference in policies with innovative solutions to assess, using IT as a
service platform, promote the implementation of green growth in
Vietnam.

1st Chapter
LITERATURE REVIEW
Currently the research both within the country and abroad about
the green growth, green growth implementation (transition from brown to
green growth) in general and the implementation of green growth
through IT in particular was not much. The studies were all agreed that
the implementation of the green growth that can lead to sustainable
development.
Researchs have shown there are many ways, roads, many factors

influence, affecting the implementation of green growth such as capital,
labor, institutional and technology. However, no studies have made the
point, implementing green growth based on the basis of the achievements
of IT as a compulsory method must baggage studies mentioned solutions
increased implementation green growth is not much, especially
developing solutions IT industry; use the application, achievements IT
for development of other resources indirectly for green growth and
especially the application of new IT directly impacts on implementation
of green growth is less and almost no.
Therefore, the present research space is large and the relationship
between it industry it applications, with green growth; the development
of the it industry and promote the use of it applications nhẳm promote
green growth implementation, consider the role of ICT for green growth
is also located in that space. So this is the reason for this thesis is
proposed to contribute to fill gaps in research that.
2nd Chapter
THEORETICAL BASIS AND INTERNATIONAL EXPERIENCE
ON THE IMPLEMENTATION OF GREEN GROWTH
THROUGH IT
2.1. The concept
2.1.1. The concept of green growth
Green growth is considered the process of building up the
economy in order to improve social life, while significantly reducing
environmental risks and negative impacts on the ecology of human
activity. Green growth is the growth based on the adjusted model of

growth, restructuring the economy in order to improve the efficiency and
competitiveness of the economy through the study and application of

advanced technology, development systems development infrastructure
modernization for efficient use of natural resources, reduction of
greenhouse gas emissions, adaptation to climate change, contribute to
poverty reduction and motivational boost growth in a lasting. More
specifically, green growth can be regarded as a revolutionary new
development that both maintain economic growth while ensuring the
sustainability of natural resources, the environment and climate.
2.1.2. The concept of IT
IT is the system of scientific methods, technologies, facilities,
tools, consists mainly of computers, communication networks and
systems data warehouses to organize, storage, transmission and
exploitation , effective use of information resources in all fields of
economic activity, social, cultural ... of human

meant to be: make green growth through IT is the latest out of green

industries that spearheaded economic development in current and future
periods.
In fact, the it industry is increasingly becoming the economic
sector have fast growth, sustainability, high turnover, export value, an
important contribution to the GDP of the country. The products, it
services to meet the needs of domestic and international market, creating
the Foundation for the development of the knowledge economy, the
industrial revolution 4.0 implementation, contributing to master the
information system, information security and the sovereignty of the
countries.
2.2.2. IT is the foundation, is a tool for other resources to be
used, is widely deployed, contributing to efficient operation of the
system of economic and social
Over the years, throughout the world, IT was the most applications
in the industry, the economic and social fields and become important
factors contributing to raise labor productivity the whole society.
IT plays an important role in the development of society in today's
times. IT has become an important factor, is a bridge of exchange
between the components of the global society, of all the problems.
Quickly put it into the process automation in the manufacturing business
is the issue is, was and will always be of interest because IT has a great
role in the economic activity, business , sales, promotions, corporate
governance.

2.2.3. Energy saving; cut CO2 emissions by the application of
information technology
Use IT as a part of causes should global warming but it is also the
optimal approach to solve the problem of global warming. It contributes
to reducing the amount of CO2 through reducing the cost of resources,
reducing the travel needs of people and cargo, increase energy efficiency,
thereby contributing to green growth less exhaust.
The it application contributes to reduce the impacts of other
sectors on the environment through enhanced use of ICT applications,
increase the efficiency of production in other industries, reduce and limit
the use of papers , ... contributing to the use of energy saving, efficiency
and limit greenhouse gas emissions, contributing to environmental
protection.

2.2.4. Exploit and use less natural resources than, reduce raw
materials, use of renewable energy resources, reduce pollution and
waste reduction by it application
Two typical use of it technology-digitized and non-material culture

Digitization refers to the change from hand-made processes to
digital processes. The electronic documents of content such as tidal data,

activities or even goods and services by electronic versions of
equivalence. For example, use the Internet to perform banking services or

buy, sell goods and services; use videoconferencing instead of attending
meetings and events such as conferences, ...
2.2.5. Developing intelligent systems and the transition to the
system by IT towards green growth and sustainable development
Only the IT sector has the ability to change modes provide services
and goods to the methods currently less carbon and more energy savings.
It can be used to reduce energy consumption and greenhouse gas
emissions significantly, and facilitate the complete conversion of
infrastructure to change behaviors, processes, and system capacity. IT
can act coherently with other technologies to get the best effect. This
objective can be summarized like the transition to intelligent systems.
2.3. The evaluation criteria make green growth through
information technology
2.3.1. Criteria 1 - The direct contribution of the it industry on
economic growth
The author reviews and essays contributed directly by the it
industry to economic growth through the following content:
- The total turnover of the it industry through the years
- Growth of the it industry through the years (%)
- The total turnover it industry contributed to the General domestic
product (GDP)
- Compare the average growth in the it industry with the average
growth rate of GDP

- Total import - export turnover of the it industry through the years
- Total import - export turnover of the it industry contribute to the
total export turnover of the country.
2.3.2. Criterion 2 - The application of information technology in

economic and social sectors (platform, is the infrastructure of the

energy and resources and facilitate cooperation.

Currently, there are many limitations in the analysis of effective
reduction of CO2 emissions, with the results achieved, expect predictable
results cut emissions, effectively cutting the consumption of resources
and energy of applications will be reflected fully. To be able to
accurately estimate the efficiency of emissions reductions of a field, the
method often used is to directly compare the emissions before and after
the application of IT in the field. However, in practice, this is difficult to
accomplish.
Calculation formula: Effective CO2 reduction through the
application of IT = (amount of resources and energy reduction through IT
applications) x (CO2 basic unit of each type of resource and energy).
2.4. Factors affecting the implementation of green growth

through IT

According to the author's thesis, the factors affecting the process of
implementing green growth through IT include:

- The process of globalization
- Industrial Revolution 4.0
- Risk assets Natural depletion
- Climate change
* The impact factor inside
- Changing the growth model towards sustainable development
- Pressure of goals: more productive, more efficient, competitive higher
- Objectives for sustainable development.
2.5. International experience of implementing green growth
through IT

2.5.1. Experience in implementing green growth through
information technology in Korea
2.5.1.1. Development strategy by sector
- Develop and promote export of IT products to implement green

2.5.1.3. Effectively reduce CO2 emissions through the application
of IT in Korea
In 2008, the amount of emission reductions of 21 applications
reached 14,674,917 tons of CO2, accounting for 2.33% compared with
688.4 million tonnes of CO2 - index calculated total hot gases emitted
throughout Korea. If IT applications are widespread, the potential

reduction in CO2 emissions will increase by 32,380,160 tons - of CO2
(5.02%) in 2010, and will amount to 54,284,562 tons - of CO2 (8.42% )
in 2012. If the promotion, promotion of positive policies, and

turn Singapore into a global ICT hub.
The climax of these efforts is the National Initiative Smart (Smart
nation) by Prime Minister Lee Hsien Loong announced on 24-11-2014
with the philosophy: "Intelligence is not measured by the development of
technology, which is located in the social use of technology to handle the
issues and challenges being faced. People must be the center of national
intelligence, rather than technology. " ICT is the core to achieve the
objective of national intelligence, which focuses on three priorities:
social support technology; mobile and intelligent traffic; secure data
environment. The government also committed to annually invest about
1% of GDP for research and development. The policies that have come
to fruition. ICT has now become a part of life in Singapore.

2.5.2.2. Effective urban management through the application of
information technology
Singapore was rated as national level leading urban management
in the world today. That is the result of a process of planning and
implementing development policies, building and implementation of
urban planning with the goal of bringing Singapore became the leading
urban center. The strategic planning and urban management reasonable,

closely based on the development and application of IT has helped
Singapore has many admirable achievements. Experience building,
managing and implementing urban planning, policy development and
application of IT in Singapore is the lessons learned will be valuable for
Vietnam in the process of construction and land development current
water, especially in the planning and urban management.

2.5.3. Lessons learned for Vietnam
From experience promoting implementation of green growth
through the application of IT, the author's thesis that: beginning Vietnam
to have a roadmap propagation and dissemination of information to raise
awareness of the people, do people understand the relationship between
green growth and IT, understand that the application of new IT,
especially green IT can create a positive effect on the environment,
besides IT can help economic development improve health and living
standards of the people of Vietnam.
Experts Korea, Singapore said that Vietnam should assess the
industry structure and the ability to implement the IT industry and macro
strategy at the national level. The government should also study
comparing policies and strategies to develop IT for green growth
implementation of the advanced countries and grounded in practice to
adjust the most appropriate policy for Vietnam; setting detailed targets
for each area after the design model of IT development services for the
implementation of green growth, with detailed roadmap for policy
medium - long han.Dac particular, the need to make object young people
as students, students understand the problem, because they are the ones
who are about to use IT most, applying IT applications newest, must
have strategic propaganda them to prepare for the future hybrid. The

3rd Chapter
CURRENT SITUATION IMPLEMMENT GREEN GROWTH
THROUGH INFORMATION TECHNOLOGY IN VIETNAM
3.1. Situation implement green growth through information
technology in Vietnam

3.1.1. Industry development status of information technology to
contribute to economic growth
- Total revenue of the IT industry with fast growth rate
significantly, contributing substantially to the country's GDP: Since
2003, the revenue growth of the IT industry has increased about 1200
times. In 2003, the whole IT industry is only about 5000 engineers
generate revenue is only about $ 62 million to 2017 has reached 73 834
million with more than 200,000 engineers are working. Vietnam IT
industry has been formed and has gradually developed a strong, large and
export value contributed significantly to the national GDP in recent

years. In 10 years, the period 2009- 2017, total revenue increased by 14
times, reaching an average growth rate of 40% / year, more than 6 times
the average growth of GDP. The period 2008 - 2017, 10 years total IT
industry revenue increased more than 14 times, increasingly contribute
more to the total gross domestic product (GDP) of the country. Since the
rate of contribution to GDP in 2008 was 5.27%, after 10 years of
development, the IT industry has contributed revenue to GDP reached
32.78%. In 10 years, the period 2009- 2017, the average growth rate of
the IT industry for over 40% / year, more than 6 times the average
growth of GDP.
- The total value of import and export IT industry: Rated as
valuable export industries large and important contribution to the total
exports of the country in recent years. In 10 years of development time
period, from 2008 to the first half of 2018, the total export value of the IT
industry has increased nearly 30 times, more and more contribution to the
total export value of the country. With the growth rate of export value is
quite large, the average for the period 2008 to the first half of 2018 was

about 15.76%. during the period of 10 years of development, from 2008
to the first half of 2018, the IT industry has experienced strong
development with a total export value increased dramatically, more and
contribute more to the total value of merchandise exports both country.
It is from the development status of the IT industry in recent years,
especially in the period from 2008 until now, we can see clearly that the
IT industry has made great progress, is increasingly becoming economic
industry development speed faster, sustainable, with high turnover, with
big export value, contributing more to the national GDP. Therefore, the
IT industry is considered as resources directly contribute to economic
growth.
3.1.2. Development status and application of information
technology as the foundation, the infrastructure of the infrastructure;
widely deployed, contributing to efficient operation of the system of
economic and social situation of the country
3.1.2.1. IT applications in the operation of state agencies
Internal IT application in state agencies have visible results,

agencies, such as in the areas of tax, finance, customs, business

registration, land belt, Build, Manage vehicles, driving licenses,
residence, passport ... IT applications have shown the important role in
the operation of administrative reform, change habits, working style of
officials and employees in state bodies, especially in central and province
/ city, through the handling of text, documents in an electronic
environment; use software, database support in handling work ....
3.1.2.2. IT applications serving the people, businesses
IT applications serving the people and businesses deploying
robust, initially shows a structural role in service development. IT
applications serving citizens and businesses with content, providing
quality information, administrative procedures and public services to
serve citizens more fully and quality; a convenience for citizens and
businesses.
3.1.2.3. IT applications in the sectors
Business application of IT in the education sector over time has
achieved many important results, contributing to the renewal of basic,
comprehensive education - training, vigorously promote the reform of
administrative procedures and create most favorable to the people. IT has
contributed to closing the gap in education between regions through the
Internet connection to the training facility. IT applications in the health
sector over time has made great transformation, contributing to improve
the efficiency of state management and care of people's health. IT
applications in the security forces - defense has been strengthened,
paving contribute regular forces, elite, gradually modernized. Gradually
building automation system command, control, mastery and
improvement of weapons, ammunition, and fighting vehicles; national

security; ready, actively cope with modern information warfare. IT

applications in industry, economic sphere of the country has been
implementing strong, become factors are important in the management,

and guiding documents.

- A number of legal documents on IT, due to the requirements of
the schedule of drafting or limiting resources, lead to the factual survey,
impact assessment has not been properly focused, this has done reduce

- There is no adequate and effective mechanism to mobilize the
participation of the private sector in investment and development in the
IT sector.
- The system of legal regulations on IT has not kept pace with the

mechanisms and policies to receive and facilitate the development of new
and highly competitive business models on the IT platform.
3.2.2.2. About the apparatus, human resources perform the state

institutional operation. In other words, IT is the driving force for the
development of knowledge, other types of science and technology as
well as the whole economy - society.
4.2. Viewpoints and orientations for implementing green
growth through information technology
In the context that Vietnam is continuing to innovate the growth

model, improving the growth quality, labor productivity, competitiveness
of the economy, green growth in the coming time, it is necessary to focus
on three war missions following strategy:
- First, "greening" production:

Growth, by 2020, the value of high-tech products and green technology
in GDP is 42-45%; 80% of production and business establishments meet
