INTRODUCTION
1. The needs of the research topics
In state management, legal education can be identified as an important
stage and link in the process of building a socialist rule-of-law state of Vietnam.
The legal education is a bridge to convey and bring laws to life, which helps the
people, organizations and units in society to identify, understand and comply
with the state regulations. Recognizing the significance and important role of
legal education, in recent years, the Communist Party and State have advocated
in making legal education a key teaching content, which is paid special
attention to agencies and public sector units. The inspection is an effective tool
to ensure the clean and strong apparatus of the State. The operation of the state
inspection system contributes to reviewing, detecting and preventing some acts
that are contrary to the provisions of law. The inspector is an integral part of the
civil servant system in Vietnam. In order to carry out the assigned tasks
effectively and successfully, the inspectors must understand the Communist
Party's guidelines and policies, especially the legal documents of the State.
Therefore, the quality of legal education for the inspection teams is
considered as one of the prerequisite factors for the quality of inspection sector.
In the context of deeper and broader international integration, the task of
building the socialist rule-of-law state presents great requirements that require
constant improvements and strengthening the legal education for the inspection

teams in order to build the Vietnamese inspetion teams that not only have
strong professional skills, but also a thorough understanding of the law
provisions on inspection, settlement of complaints and denunciations, anticorruption and other relevant legal documents. Starting from the aforesaid
reasons, the study to clarify the literature reviews, actual situation and solutions
to improve the quality of legal education for the inspection teams in Vietnam at
present is set up as a necessary requirement. The topic of "Legal education for
the inspection teams in Vietnam today" is an independent scientific research
project of a Ph.D. Candidate, which is the topic selected by the author as a
doctoral thesis in Public Management.
2. Research objectives and missions
2.1. Research objectives: To clarify the issues of theory and practice of
legal education for the inspection teams, assess the actual situation of legal

education for the inspection teams in Vietnam at present, and propose some
perspectives and solutions to strengthen the legal education for the inspection
teams in Vietnam today.
2.2. Research missions: To accomplish the above objectives, the thesis
focuses on solving the following tasks:
Firstly, researching domestic and foreign scientific works with the
contents related to the inspectors, legal education for the objects and legal
education for the inspectors in order to get the results that the thesis is inherited
with the issues that have not been thoroughly studied to identify the issues
needed further studies.
Secondly, giving the concept: inspector, legal education, legal
education for the inspectors; Determining the objectives, subjects, objects,
contents, methods, forms, and factors affecting the legal education for the
inspection teams.
Thirdly, surveying and assessing the actual situation, pointing out the

advantages, limitations, and causes of the advantages and limitations in legal
education for the inspection teams in Vietnam today.
Finally, proposing a number of viewpoints and solutions to strengthen the
legal education for the inspection teams in Vietnam.
3. Objects and scope of the research
3.1. Research objects: Activities of legal education for the inspection
teams in Vietnam today in a broad concept include legal education for the
Inspectors, Chief Inspectors, and Senior Inspectors (including appointed
Inspectors, Chief Inspectors, and Senior Inspectors to hold the leading and
managerial positions in inspection agencies).
3.2. Scope of the research
About the content: Theoretical and practical issues in the legal education
for the inspection teams and solutions to enhance the legal education for the
inspection teams in the country today.
About the space: Conducting the study on legal education for the
inspection teams in nationwide scope.
About the time: Conducting the study on the actual situation of the legal
education for the inspection teams from 2011 to present.

4. Methodology and research methods
4.1. Methodology
The thesis is based on dialectical materialism, historical materialism of
Marxism-Leninism theories and Ho Chi Minh's Ideology on the state and law;
some viewpoints of the Communist Party of Vietnam and Ho Chi Minh’s
Ideology on building the socialist rule-of-law state, on building the teams of
cadres and civil servants, on the inspection work and legal education for the
teams of cadres and civil servants, and the inspection teams in Vietnam; The
Communist Party's viewpoints are expressed in the Resolutions of the Congress

of Delegates VI, VII, VIII, IX, X, XI, XII as well as the State's legal documents
on cadres and civil servants, inspections, and legal education. At the same time,
the author has referred and selectively inherited a number of research work of
domestic and foreign scientists on legal education.
4.2. Research methods
To conduct the research missions, the author uses the following research
methods: analytical and synthesis methods; deductive and inductive methods;
systematic methods, comparative methods; survey and sociological methods.
Methods of analysis, synthesis, system, and comparison are the main
research methods used in all chapters of the thesis;
In chapter 1, these methods are used to evaluate scientific viewpoints in
domestic and foreign research work related to the thesis topic, pointing out
some issues needed to be inherited, developed and addressed the issues needed
further studies.
In chapter 2, the analytical, synthesis, comparative and systematic methods
are used to solve the theoretical issues about legal education and legal education
for the inspection teams.
In chapter 3, in order to assess the actual situation of legal education for
the inspection teams in Vietnam today, the author uses statistical methods,
sociological surveys, comparative methods and analytical and synthesis
methods to survey the reality, analyze and assess the actual situation of legal
education for the inspection teams, show the results, limitations and causes of
the limitations and shortcomings.
In chapter 4, analytical and synthesis methods combined with inductive
methods are used to genialize the issues studied in the thesis chapters 1, 2, and 3 to
give opinions and solutions to enhance the legal education for the inspection teams
in our country at present.

5. Research questions and research hypotheses
5.1. Research questions
The legal education for the inspection teams plays an important role,
contributing to the decision on the quality of public service executives of the
inspectors, the effectiveness and efficiency of the state inspection agencies.
Therefore, the overall study of theoretical issues as well as practical issues on
the legal education for the inspection teams, the author set out some research
questions:
1) How has the legal education for the inspection teams been studied by
domestic and foreign scientists?
2) Is the legal education for the inspection teams in Vietnam currently
conducted on the basis of theoretical issues?
3) What are the advantages, limitations, and causes of the limitations of the
actual situation of the legal education for the inspection teams in our country?
4) What viewpoints and solutions should be based on in order to
strengthen the legal education for the inspection teams?
5.2. Research hypotheses
- Hypothesis 1: About the legal education and legal education for the
inspection teams, there has a number of research work, but they are not
comprehensive and systematic, so there are many issues of legal education for the
inspection teams from theoretical and practical aspects that have not been studied.
- Hypothesis 2. The legal education for the inspection teams must be
based on the unified and scientific awareness of legal education for the
inspection teams, based on the characteristics, roles and factors affecting the
legal education for the inspectors.
- Hypothesis 3: In addition to the achieved results, the legal education for
the inspection teams in our country is still inadequate in terms of programs,
content, teaching staff, forms, methods and facilities to ensure the lecturers in
legal education for the inspection teams.
- Hypothesis 4: In order to enhance the legal education for the inspection

teams in our country, it is necessary to base on the comprehensive and systematic
viewpoints, and solutions on the institutionalization and organizations of the
implementation of legal education for the inspection teams.

6. New findings and meanings of the research topic
6.1. New findings of the topic on theoretical aspects
The thesis is the first scientific study of a comprehensive and systematic
study of legal education for the inspection teams in the theoretical aspects, which
clarifies the typical concepts and characteristics of the legal education for the
inspection teams, contributing to clarifying the objectives, subjects, objects,
methods, forms and factors affecting the legal education for the inspection teams.
The thesis provides a comprehensive assessment of the actual situation of
the legal education for the inspection teams, points out the achieved results, the
limitations, shortcomings, and the causes of the limitations and shortcomings of
the legal education for the inspection teams in our country today.
It proposes some viewpoints and solutions that are practical and feasible in
order to enhance the legal education for the inspection teams in Vietnam today.
6.2. Practical significance and prospect of application of research results
The thesis is a monographic work with additional contributions to the
development of the sciences in the legal education for the inspection teams.
With the results of the thesis, the author hopes that the thesis will be used
as a reference for research, teaching and learning at some legal education and
training institutions for the inspectors and the state agencies in perfecting the
institutionalization regulated on the legal education for the inspectors and
organizing the implementation of legal education for the inspection teams.
7. Structure of the thesis
In addition to the introduction, conclusion and list of references,
appendices, the thesis content includes:

Chapter 1: Overview of the research situation and the thesis issues
needed further studies.
Chapter 2: Literature reviews on the legal education for the inspection teams
Chapter 3: Actual situation of the legal education for the inspection teams
in Vietnam today.
Chapter 4: Viewpoints and solutions to strengthen the legal education for
the inspection teams in Vietnam

Chapter 1
OVERVIEW OF THE RESEARCH SITUATION
1.1. DOMESTIC RESEARCH WORK
1.1.1. Theoretical studies on legal education
The research work in this group at different levels have focused on
research on the objectives, missions, subjects, objects, contents, methods and
forms of legal education for specific objects; assessing of the situation, pointing
out the achieved results as well as the limitations of legal education for the
objects; analysis of some factors affecting the activities of legal education;
therefore, it proposes some solutions to improve the effectiveness of legal
education for the objects. These scientific and research topics also focus on
examining the typical characteristics of subjects, objects, contents, methods,
and forms of legal education for specific social objects, pointing out the
situation, advantages as well as limitations and shortcomings of this work, the
causes leading to that situation, some factors affecting the legal education and
solutions to improve the quality of legal education.
1.1.2. Research work on legal education for cadres and civil servants
related to education and training for the inspectors
The inspectors are a type of civil servant, so the theory of legal education

for the inspection teams does not exclude in the general theory of legal
education for cadres and civil servants. The research work in this group
basically clarify the issues related to the legal education for the inspectors in
relation to the legal education for cadres and civil servants, such as: legal
education in the renovation period, legal sociology, legal awareness of the
administrative teams of cadres and civil servants, etc.
1.2. FOREIGN RESEARCH WORK ON THE INSPECTORS AND
LEGAL EDUCATION FOR THE INSPECTORS
Besides the domestic research work, the thesis reviews a number of
foreign research work of countries related to the inspectors, legal education and
legal education for the inspectors.
1.3. EVALUATION OF RESEARCH RESULTS FROM THE APPROACHES
OF THE THESIS
Through the surveys of domestic and foreign scientific research work
related to the thesis topic, it is found that: the research on legal education in

Vietnam is currently quite rich and diverse in both objects, scopes and levels
and created the basis of the basic reasoning system, which is the basis for
applied research on legal education for specific objects. In general, the above
studies have built an important basic foundation for the theory of legal
education and legal education for the inspectors. These are important
orientations for Ph.D. Candidates to study more deeply and clarify some issues
of legal education for the inspection teams in Vietnam today. The thesis can
inherit the achievements of these studies on the basis of selective acquisition
and appropriate application to the implementation of specific seminars.
1.4. THE THESIS ISSUES NEEDED FURTHER STUDIES
1.4.1. Theoretical issues needed further studies
The objects of the research in most of the above scientific works are just

studied at the most basic issues of legal education in general. The aforesaid
works have not yet analyzed and clarified the core contents of legal education
for the inspection teams in Vietnam today such as: clarifying the intension of
the literature reviews in the legal education for the inspection teams, explaining
the factors affecting the quality of legal education for the inspection teams, etc.
Some of the aforesaid theoretical shortcomings are necessary to carry out the
research within the framework of the thesis topic. Therefore, these are the
research questions as well as the contents that is expected to be explained in the
chapters of the thesis.
1.4.2. Practical issues needed further studies
There is no research work that is systematic, in-depth and focused on
providing some solutions to enhance the legal education for the inspection
teams in Vietnam today. Therefore, the thesis needs to continue to clarify the
following contents: Firstly, the thesis must clarify the current situation of the
legal education for the inspection teams in Vietnam today: overview of the
number and quality of the activities of legal education for the inspection teams;
evaluation of the advantages, limitations and pointing out the reasons, etc.
Secondly, the thesis provides some viewpoints and proposes some solutions to
improve the quality of the legal education for the inspection teams in Vietnam.
CONCLUSION OF CHAPTER 1
In the overview, the author has conducted the research on domestic and
foreign scientific works related to the topic. The overview of research works on

the legal education for cadres and civil servants, including the inspectors, can
find a relatively rich number of domestic and foreign studies approaching the
issues in many different aspects, using the theoretical framework of different
scientific sectors and subjects. In which, the studies of the legal education in
general is relatively much. However, when focusing on the legal education for

the inspection teams, it can be said that the number of studies is still relatively
few, especially the research from the perspective of public management.
Therefore, it is possible to make the system of scientific fundamentals in the
legal education for the inspection teams incomplete, but it only remains at a
high level of generalization without focusing on specific contents.

Chapter 2
LITERATURE REVIEWS ON THE LEGAL EDUCATION FOR THE
INSPECTION TEAMS
2.1. OVERVIEW OF INSPECTORS
2.1.1. Concept of inspectors
Inspectors are civil servants and the People's Army and People's Public
Security officers appointed to the rank of inspector to perform inspection tasks
and other tasks as assigned by heads of State inspection agencies. The
inspectors must be exemplary in law observance, constantly strive to meet the
required standards; have a healthy lifestyle and respect the public rules; be
responsible for studying and researching to improve their inspection profession.
2.1.2. Duties, powers and responsibilities of the inspection teams
Firstly, the inspection teams implement the organization and actualization
of policies and laws.
Secondly, the inspection teams are important subjects in the operation of
inspection apparatus.
Thirdly, the inspection teams propose to improve the legal mechanisms and
policies in general and on inspection, settlement of complaints, denunciations and
anti-corruption in particular.
Fourthly, the inspection teams are the ones who conduct the review and
evaluation of the law implementation, and perform the functions and tasks
assigned to the inspected subjects when conducting the inspection.

2.1.3. Standards of the inspectors today
General standards of the inspectors
- Loyal to the Nation and the Constitution of the Socialist Republic of
Vietnam; have good moral qualities and sense of responsibility, integrity,
honesty, fairness and objectivity;
- Have bachelor degrees and knowledge about state management and law;
for specialized inspectors, they are also required to have specialized knowledge
about that major;
- Have degrees or certificates of inspection profession;
- Have at least 2 years of working in the inspection work (excluding the
probationary period), except for cadres, civil servants, public employees,
People's Army and People's Public Security officers working at agencies,
organizations and other units from 05 years or more transferred to the state
inspection agencies.
For each rank of inspector, there are specific provisions on standards
related to professional qualifications, knowledge and skills.
2.1.4. Characteristics of the inspectors
- The inspectors are those who perform official duties in order to perform
the functions and tasks of the State Inspectorate regularly and continuously in
all areas of the state-managed social life.
- The inspectors are those who conduct inspection, review, evaluate and
conclude the law observance of agencies, organizations and individuals that are
inspected subjects.
- The inspectors are employees who are relatively professional and stable,
inspectors are appointed to the rank of inspector and work at inspection
agencies, so inspection teams are mainly civil servants conducting the duties of
an inspection agency.
- The inspectors are protected and guaranteed with the necessary
conditions by the State when performing their official duties and entitled to the

lawful rights and interests to perform their official duties.
2.2. LEGAL EDUCATION FOR THE INSPECTION TEAMS
2.2.1. Concept of legal education for the inspection teams
2.2.1.1. Concept of legal education
Legal education, which is often understood in the narrow sense of
education concept in pedagogical science, is a purposeful, organized, and

planned impact process of legal education subjects to convey and transmit the
contents, through scientific educational methods and suitable education forms
to the subjects receiving education in order to achieve certain educational
objectives and effectiveness. In this way, legal education is not the same as
simple legal education activities, but there is a distinction between subjects and
objects. In addition, legal education also aims to raise the legal awareness of
citizens and organizations, ensuring the society’s order and safety.
2.2.1.2. Concept of legal education for the inspection teams
Legal education for the inspection teams is a purposeful, organized and
planned impact process of legal education subjects through various measures and
ways to provide the inspection teams with knowledge and legal knowledge in
general, laws on inspection, settlement of complaints, denunciations and anticorruption in particular; equip the inspection teams with skills to comply,
implement, use and apply laws in order to form legal knowledge, legal
sentiments, legal habits for themselves and conduct acts in accordance with laws
in inspection activities, settlement of complaints and denunciations and anticorruption as prescribed by law.
2.2.2. The role and characteristics of legal education for the inspection teams
2.2.2.1. The role of legal education for the inspection teams
Firstly, legal education for the inspection teams contributes to equipping the
legal knowledge system and raising the legal awareness for the inspection teams
Secondly, legal education for the inspection teams contributes to forming
the belief and habit of acting in accordance with the law in life, especially in the

performance of official duties.
Thirdly, legal education for the inspection teams contributes to strengthening
the capacity of law evaluation, law implementation and law application of the
inspection teams to the inspected subjects when conducting inspection.
Fourthly, legal education for the inspection teams contributes to building
a Government that creates, integrates and serves the people.
Fifthly, legal education for the inspection teams contributes to
maintaining the transparency, strengthening the beliefs of individuals, citizens
and organizations in the operation of the inspection apparatus.
2.2.2.2. Characteristics of legal education for the inspection teams
- The purpose of legal education for the inspection teams is not only to
improve legal knowledge but also to be skillful in applying laws when

inspectors perform duties and powers assigned by the Party and the State,
which are activities of reviewing and evaluating the law observance of
agencies, organizations and individuals.
- The subjects of legal education for the inspection teams are agencies or
organization that have the functions and tasks of legal education prescribed by
law and the ones with deep, theoretical and practical knowledge in general and
legal knowledge on inspection, state management, complaints, denunciations
and anti-corruption in particular.
- The content of legal education for the inspection teams, in addition to basic
legal knowledge about officials, civil servants, constitutions, has a specialized
nature, focusing on the theoretical law issues as well as practical ones in inspection
and settlement of complaints, denunciations and anti-corruption.
- Methods and forms of legal education for the inspection teams are
diverse and highly practical because legal education for the inspectors is a
specialized form of education for a type of civil servants who are inspectors. In

particular, legal education for the inspection teams focuses on associating
theory with real legal situations as well as ways to handle in such cases and
when there is a new document and in case of preparing for the inspection.
2.2.3. Factors constituting legal education for the inspection teams
2.2.3.1. Purpose of legal education for the inspection teams
Firstly, to form deeply and step by step to expand and improve legal
knowledge for the inspection teams.
Secondly, to form sentiments and trust in the law for the inspection teams.
Thirdly, to form motives, behaviors and habits of acting in accordance with
the law for the inspection teams.
- Fourthly, to form skills of reviewing, evaluating and making conclusions
about the law implementation of the inspected subjects when the inspectors conduct
inspection activities.
2.2.3.2. Subjects of legal education for the inspection teams.
Firstly: Educational and training agencies and institutions which directly
conduct legal education for the inspection teams.
Secondly, subjects of legal education for the inspection teams are legal
education educators who have been teaching in legal training and fostering
institutions and legal rapporteurs.
Thirdly, subjects of legal education for the inspection teams are Party

agencies, state agencies, socio-political organizations, state management
agencies in charge of conducting legal education, approving legal education
programs and plans, setting up mechanisms and measures to ensure legal
education activities, promulgating legal education quality standards and setting
up evaluation mechanism of legal education for the inspectors.
In addition to the above subjects, the media and press agencies may be also
identified as legal education subjects for the inspection teams because these

agencies have the function of propaganda and dissemination of legal education.
The subjects of legal education are very diverse, but the thesis’s author
focuses on analyzing the following subjects: The Government Inspectorate and
the training and fostering institution of the Government Inspectorate that is the
School of Inspectorate; Ministries, ministerial-level agencies and training and
fostering institutions of ministries and sectors; Provincial People's Committee,
Provincial Inspectorate and Department Inspectorate. These will be the subjects
of legal education for the inspection teams that the author will analyze in
Chapter 3 of the thesis.
2.2.3.3. Objects of legal education for the inspection teams.
The objects receiving legal education herein are the inspection teams in
inspection agencies of the State apparatus of the Socialist Republic of Vietnam,
the thesis classifies and focuses on the following objects: By rank of inspector;
By position; by sector, field of responsibility; In addition, it can be classified by
professional qualifications.
2.2.3.4. Contents of legal education for the inspection teams.
Firstly, training, fostering and updating basic knowledge about the state
and law for the inspection teams.
Secondly, the content of the law on inspection, settlement of complaints,
denunciations and anti-corruption (Laws and guiding documents) related to
inspection activities. This is one of the most important legal education contents.
Third, fostering specialized legal knowledge.
2.2.3.5. Methods of legal education for the inspection teams.
- Method of legal dissemination and explanation; Method of legal
information; Method of legal education through practical legal situations;
Method of exchanging and commenting between subjects of legal education
and inspectors on the contents of legal education; Method of dealing with legal
situations: Activities of inspectors; Method of self-discipline and legal practice:
possible methods

2.2.2.6. Forms of legal education for the inspection teams.
The forms of legal education for the inspection teams is quite rich and
diverse, such as: forms of teaching and learning laws at schools, specialized and
non-specialized training institutions; forms of fostering and training on laws in
order to equip basic understanding and knowledge about laws or a specific law for
the inspectors to perform their duties.
In addition, it is possible to conduct legal education through contests about
law; propagate through books, newspapers, magazines, official gazettes, law
bookcases, etc.
2.4. FACTORS AFFECTINGLEGAL EDUCATIONFOR THE INSPECTION TEAMS
2.4.1. Institution of legal education for the inspection teams.
2.4.2. Organization of the apparatus and human resources in
carrying out legal education activities for the inspection teams.
2.4.3. Facilities, equipment for legal education for lecturers,
rapporteurs and inspection teams.
2.4.4. Quality of the program, content, form and method of legal
education for the inspection teams.
2.4.5. Roles and responsibilities of heads of the state inspection
agencies and advisory bodies of the state inspection agencies

CONCLUSION OF CHAPTER 2

Legal education for the inspection teams is necessary to improve the
knowledge, skills and legal sense for the inspection teams; legal education for the
inspection teams is conducted by inspection officials and lecturers of inspection
training and fostering institutions and rapporteurs are officials and public servants
performing the state management of inspection, branches and domains. In order to
make legal education for the inspectors effective, it is necessary to build programs,

methods, contents, and forms of legal education that are more diverse than some
other training systems where the learners are inspectors.
In addition, in order to make legal education for the inspectors effective,
it is necessary to ensure some factors such as: institutions of legal education;
organization of the apparatus and personnel team performing legal education
activities; facilities, equipment for legal education; quality of programs,
contents, forms, methods of legal education and responsibilities and roles of
heads of the state inspection agencies and advisory agencies of the state
inspection agencies. Legal education for the inspectors in some countries has
been studied to state reference values that can be applied to legal education for
the inspection teams in Vietnam today.
Chapter 3
ACTUAL SITUATION OF LEGAL EDUCATION FOR
INSPECTION TEAMS IN VIETNAM TODAY
3.1. OVERVIEW OF INSPECTION TEAMS IN VIETNAM
3.1.1. Structure of inspection teams
3.1.1.1. Structure by rank of inspection teams
Pursuant to Report No. 3208/BC-TTCP dated December 28th, 2017 of the
Government Inspectorate on summarizing 06 years of implementing the Law on
Inspection, by the end of June 30th, 2017, the total number of employees in the
Inspection Department was 27761 people.

a) Structure by rank in the whole sector
The number of Senior Inspectors is 432 people; the number of Chief
Inspectors is 2110 people and the number of inspectors is 10792 people. In
general, from 2013 to 2015, the number of inspectors tended to increase slightly.
By the end of June 2017, the total number of inspection officials did not increase
sharply, showing the determination of the sector leaders in complying with the
Party and State's guiding views on staff downsizing.
b) Structure by ranks of some localities
In order to clarify the structure of inspection teams divided by rank of
inspection teams in the last 2 years, the author designed the survey sample
when contacting ministries and localities to collect information. Regarding the
structure of the inspection teams distributed in ministries and some provinces

and cities across the country. Statistics show that, at the provincial, city
inspection agencies, the author collected information and data showing that: in
the structure of inspection teams, the percentage of inspectors ranges from 60%
-90% of the inspector structure, the rate of the Chief Inspectors ranges from
about 10% -35% and the rate of Senior Inspectors accounts for the least number
with, even in many provinces across the country, there are no Senior Inspectors
in the structure of inspection teams such as Ha Nam, Quang Nam, Lai Chau.
3.1.1.2. Structure by age of the inspection teams
Regarding age correlation, the age group accounted for the majority is the
age group from 31-40 years old with about 40%. In the age group under 30,
young age account for a very low proportion in agencies such as Government
Inspectorate (3.41%); 5 Ministerial Inspectorates (4.43%); 5 Provincial
Inspectorates (9.14%); meanwhile the percentage of the Department and
District Inspectors were 26.19% and 20.45% respectively. In contrast, the age
group of 50-60 also accounts for a high proportion in the Government

Inspectorate, Ministerial Inspectorates and Provincial Inspectorates with about
15% - 19%, while this is the lowest proportion in the District and Provincial
Inspectorates with about 9%.
3.1.1.3. Structure by training levels
a) About professional qualifications
In order to make the most preliminary assessment of the training level of
the current inspection teams, the author collects information using a survey
form and a questionnaire design, integrated to get data.
The data collected shows that the training levels of the inspectors is from
the university upwards. In which inspectors with university degrees account for
the majority in the range of 60% -95%. The percentage of inspectors with
master's degrees varies from about 5% to 40%, (among provinces, Ninh Binh
and Hoa Binh currently have the highest percentage of inspectors with master's
degrees with 40.54% and 41.94%, respectively). Among the 19 provinces
where the author conducted the information collection, none of the provinces
had an inspector with doctoral degree.
b) About political reasoning qualifications
The inspection teams with primary political reasoning accounts for the
majority with about 58% (at the Government Inspectorate) and the highest is
79% at 5 district inspection agencies. The inspectors with senior political

reasoning qualifications ranked second in the structure of the political reasoning
qualifications of the inspectors at the Government Inspectorate, Provincial
Inspectorate and Ministerial Inspectorate with the rate of less than 24% - 35%
while the figure this for District Inspectorate and Department Inspectorate
accounted for only 6.82% and 4.76%. For the primary political reasoning
qualifications, except for the Government Inspectorate that accounts for 6.56%,
the remaining agencies have the rate from 11% - below 20%.

c) About Computer and Foreign Language qualifications
According to the author's survey at some agencies, in general, 100% of
inspectors have computer certificates or computer intermediate level or higher,
of which the majority are computer certifications with over 90%. In general, the
computer skills basically meet the work requirements of the inspection teams.
Regarding the qualifications of foreign languages (English), in general,
inspectors all have foreign language certificates with about 95%. The number of
inspectors with a foreign language university degree or higher is still low at the
Government Inspectorate is 5.25%, at the Ministerial Inspectorate is 4.43%, the
Provincial Inspectorate is 4.57%. Particularly for 5 Department Inspectorate
agencies and 5 District Inspectorate agencies where the author conducted the
survey, none of the inspectors has a foreign language university degree. 100%
of them have a foreign language certificate.
3.1.2. Structure by the current qualifications of legal education of
inspection teams
3.1.2.1. Survey results structured by legal education
3.1.2.2. Advantages of legal knowledge of inspection teams
Firstly, most inspectors in our country have been aware of the role and
importance of understanding and legal knowledge in the process of
implementing their assigned functions, tasks and powers.
Secondly, the inspection teams have actively and actively made efforts to
study and update legal information.
Thirdly, the inspection teams have the skills to use understanding and
legal knowledge in the process of applying the law in inspection activities,
resolving complaints, denunciations and preventing corruption in accordance
with the regulations.
3.1.2.3. Shortcomings and limitations of legal knowledge of the inspection
teams today

Firstly, the level of legal knowledge and understanding of current inspection
teams does not correspond to the requirements of legal knowledge level in
performing the assigned functions and tasks.
Secondly, the level of legal knowledge and understanding of the
inspection teams has not met the requirements of the construction of the rule-oflaw state of the Socialist Republic of Vietnam, especially the construction of the
Government of tectonics, integrity, drastic action to serve the people today.
3.2. SITUATION OF IMPLEMENTATING LEGAL EDUCATION FOR
THE INSPECTION TEAMS IN VIETNAM TODAY
3.2.1. The results achieved
3.2.1.1. Institutionalization of legal education for the inspection teams
Legal education for the inspectors always receives the deep and drastic
guidance from the Party and the State. Based on the Party's orientation on legal
education, the State has issued many legal documents to specify the Party's
directions and guidelines on strengthening legal education for officials, including
inspection teams. The system of such documents will be the foundation and legal
basis for legal education activities for the inspection teams.
3.2.1.2. About the purpose of legal education for the inspection teams
Legal education has been equipped with a lot of legal knowledge in a
relatively timely manner for the inspection teams, so the last time has contributed to
improving the skills of executing inspection tasks of inspection teams.
Legal education has formed affection and trust in the law for the
inspection teams. Since then, it has contributed to enhancing the effectiveness
of the task of inspectors, thereby improving the effectiveness and efficiency of
the state administrative apparatus.
Legal education has formed a motive, behavior and habit of behaving legally
for the inspection teams. Since then, it contributes to the goal of building and
protecting the law-governed state of the Socialist Republic of Vietnam.
3.2.1.3. About the subjects implementing legal education for the inspection teams
Within the scope of the thesis, the author focuses on analyzing legal

education subjects for the following contingent of inspectors: The Government
Inspectorate and the training and retraining institution of the Government
Inspectorate is the School of Inspectorate; ministries, ministerial-level agencies
and training and fostering establishments of ministries and branches; Provincial
People's Committee, Provincial Inspectorate and Department Inspectorate;
Other facilities such as universities, academia, etc.

3.2.2.4. About legal education objects for the inspection teams
Classified by rank of inspectors, the subjects of legal education include:
Inspectors; Chief inspector; Senior inspector.
Classified by sectors and fields, there are inspectors at administrative inspection
agencies and inspectors at specialized sector and field inspection agencies.
Classified by job position at the inspection agency and the position in the
Inspection teams include: The inspector is the leader of the inspection agency,
is the leader of the functional departments of the inspection agency, the Head of
the inspection teams.
3.2.2.5. Content of legal education for the inspection teams
- Organize legal education for the inspection teams to update the provisions
of Constitution 2013, newly promulgated Laws and Ordinances drafted by
Ministries and sectors or under its management of Ministries and sectors.
- Regulations directly related to inspection and prevention of corruption,
waste, complaints and denunciations, and regulations related to the sectors and
fields that legal education subjects are working on.
- Development policies of the sector, field under the sector, field, locality
where inspectors are working on.
- Legal documents directly related to rights and obligations of civil
servants in general and inspectors in particular;
3.2.2.6. Methods and forms of legal education

Methods of legal education are the methods and measures used by legal
education subjects to affect legal education objects to convey legal education
contents in order to realize specific purposes and contents of legal education
for the inspection teams. The variety of legal education methods has a great
influence and influence on legal education for the inspection teams. The
survey results are up to 396 people (equivalent to 46.92%) and 411 people
with 48.70%. In general, the methods of legal education for the inspection
teams are quite diverse with many innovations and creations; flexible legal
education form, suitable for types of objects of inspectors. In which has
combined many methods such as: popular methods, legal interpretation, legal
education methods through legal situations in practice; Methods of
exchanging and commenting between legal education subjects and inspectors
on the contents of legal education; Methods of solving legal situations;
Methods of self-training and law practice.

The form of legal education for the inspection teams is very rich and
diverse, such as: forms of legal teaching and learning at schools, specialized
and non-specialized training institutions; fostering and training on laws in order
to equip basic knowledge and understanding for the inspectors on law or a
specific law to perform their tasks; legal education through the media, through
contests to learn about laws, etc.
3.2.2. Limitations and causes in legal education for the inspection
teams in Vietnam
In general, the awareness of the role of legal education for the inspection
teams has not been thoroughly understood and fully aware of all levels, sectors
and localities.
The quality of lecturers and rapporteurs is both lacking in quantity with its
quality that is not high and there are no distinctions according to specific criteria to

evaluate the quality and performance of legal lecturers and rapporteurs.
Legal education objects are inspection teams not yet classified according
to criteria on qualifications, levels and job positions; not based on the needs,
goals, qualifications, working positions of inspection teams to organize legal
education classes in a reasonable way as well as select appropriate content,
teaching staff for each specific subject, the quality and effectiveness of legal
education are not high.
The method of legal education is not arranged and classified in
accordance with the subjects, not really innovated and created. Twodimensional legal information method of debate and discussion of rarely used
legal situations.
Regarding the form of legal education for the inspection teams, there is
still the situation where there is confusion or not distinguishing between forms
and methods of legal education due to disregard and misjudgment of the role of
teachers. Some forms of Legal education for the inspection teams are still
formal, not really innovative.
A number of Party Committees, authorities and the State inspection
agencies themselves have not focused on summarizing, evaluating and drawing
experiences on the forms of legal education.

CONCLUSION OF CHAPTER 3
Practices of the past years show that legal education for the inspection teams
is conducted by many subjects and with different methods and forms. In particular,
there have been many remarkable achievements, the program frameworks have
linked the theory and practice through seminar reports and resolved through
practical situations, from which the more and more continuous improvement in
legal knowledge has helped them to be confident in fulfilling the tasks assigned by
the Party and the State. At the same time, the inspectors have consciously
improved their own legal knowledge. However, besides the positive results

achieved, the legal education for the inspection teams in our country today still has
some shortcomings and limitations, which requires the authorities to soon offer
solutions that are more groundbreaking and more feasible.
Chapter 4
VIEWPOINTS AND SOLUTIONS TO STRENGTHEN THE LEGAL
EDUCATION FOR THE INSPECTION TEAMS IN VIETNAM
4.1. VIEWPOINTS FOR STRENGTHENING THE LEGAL EDUCATION
FOR THE INSPECTION TEAMS IN VIETNAM TODAY
4.1.1. Legal education for the inspection teams should be based on
guidelines and policies of the Communist Party of Vietnam
4.1.2. Legal education for the inspection teams must comply with the
main and key programs and plans
4.1.3. Legal education for the inspectors must ensure the regularity,
continuity, and synchronization with practical activities for each inspector
4.2. SOLUTIONS TO INCREASE LEGAL EDUCATION FOR THE
INSPECTION TEAMS IN CURRENT VIETNAM
4.2.1. Raising awareness and sense of responsibility of party committees
and State agencies on legal education for the inspection teams.
The party committees should be fully aware of their responsibilities in the
orientation of objectives, content as well as the method of legal education for
the inspection teams; guide, lead and organize strict inspection and control of
legal education for the inspection teams in association with the political,
ideological, ethical and lifestyle education of the inspectors; timely rectify and
correct discrepancy or errors as well as detect and handle violations by

individuals and organizations that violate the legal education work for the
inspection teams.
4.2.2. Continue to improve the legal education institutions of the inspection teams

Firstly, improve the legal provisions defining criteria for evaluating the
effectiveness of legal education in general and legal education for the inspection
teams in particular.
Secondly, review the regulations, programs, and legal education plans for the
inspection teams.
Thirdly, clearly define the main and key legal education activities associated
with the sector's objectives, raise the efficiency of State management and the general
development of society.
- Fourthly, it is mandatory to improve the legal provisions in which define the
establishment of a database of laws on a national scale as well as in each branch, field
and locality.
4.2.3. Renewing the content, methods and forms of legal education for the
inspection teams
Conditions for ensuring effective implementation of solutions:
- Breakthrough, bravery in developing content, forms and methods of legal
education for the inspection teams.
- Effectiveness of applying the content, forms and methods in new conditions
of the country.
- Activeness in receiving and applying inspectors' participation in legal
education courses.
4.2.4. Improving qualifications, capacity, quality of lecturers and rapporteurs
Team of lecturers and rapporteurs also must continue learning and updating
legal knowledge to improve professional ability such as: Appreciating the teaching

of the right content presented in the curriculum and learning materials; teaching
that meets both quantity and quality, closely combining classroom learning with
guidance to research and application in practice for learners; implementing new
teaching methods associated with promoting scientific research and applying
scientific achievements in a timely manner in teaching; On the other hand,
lecturers and rapporteurs must thoroughly study the Party's policies, the State's

policies and laws in order to practice the political ideological stance on a
regular basis and continuously ensure the unification and politically stand firm
in teaching, training and fostering laws for the inspection teams.

4.2.5. Ensuring material base, facilities, equipment, finance and regularly
reviewing and learning from experience on legal education for the
inspection teams
In order to improve the quality of legal education for the inspectors
effectively, it is necessary to increase the legal education’s budget to reinforce
adequate, modern and convenient facilities for teaching, learning and researching
of the inspectors. To ensure facilities for the legal education process for the
inspection teams, it is necessary to focus on such issues as: It is necessary to have
policies on sufficient remuneration and nourishment for subjects such as: fulltime officials on legal education, legal officers, rapporteurs, propagandists and
lecturers of law; Directly allocate funding from the budget, make good use of
financial resources from sources for consolidation, the facilities, modernization
of teaching and learning equipment for the institutions of legal education for the
inspectors; Strengthening the autonomy and self-responsibility of training
institutions, promulgating regulations on funding for training and fostering the
position of inspectors; To build a traditional library room and to build a modern
electronic library with Internet connection; Sufficient funds to develop, accept
and print standard textbooks, learning materials, and reference books.
Strengthening preliminary and final reviewing the implementation of
legal education for the inspectors.
4.2.6. Strengthening the application of information technology in
legal education for the inspection teams
In the viewpoint of the author, in order to improve the efficiency of the
universalization in legal education through promoting the application of
information technology, the consideration and application of E-learning are

highly relevance. The application of E-learning in Legal education for the
inspection teams is a supplementary and supportive form for traditional learning
and training. Accordingly, lectures and learning materials are uploaded for the
students' reference; forums are used to exchange with lecturers; the inspectors
do homework, submit online and can test their knowledge by taking online
tests. Besides, by using computers and the Internet, learning is very flexible
with E-Learning, so that the inspection teams can actively arrange learning
schedule in accordance with their work agenda; Participation in legal education
programs is organized in a more scientific, appropriate and effective manner.

CONCLUSION OF CHAPTER 4
Legal education not only aims to improve legal knowledge but also forms
the basis for strengthening the stance, political and moral bravery, the lifestyle
of state officials and public employees. Knowledge and proper application of
law in the performance of their duties is a basic but extremely important
requirement for every government official and employee. Improving legal
education for the inspection teams in Vietnam should be considered in the
coming time and there are several solutions, such as: raising the awareness and
sense of responsibility of the party committees, the administration and the legal
education work for the inspection teams; continuing to improve the institutions
of legal education in general and legal education for the inspection teams in
particular; besides, it is necessary to renovate the content, methods and forms of
legal education for the inspection teams at training institutions; At the same time,
to raise the qualification, capacity and quality of lecturers and rapporteurs in the
process of legal teaching and education for the inspection teams; ensuring the
facilities, equipment, vehicles, and finance; and regularly reviewing and learning
from experience of legal education for the inspectors; strengthening the
international cooperation and promoting the application of information technology

in legal education for the inspectors. In general, the solutions should be
implemented in a synchronous manner to achieve the highest efficiency in
ensuring legal education for the inspection teams.
CONCLUSION
Legal education for the inspection teams is a process of equipping and
improving legal knowledge for the inspectors through various measures and
manners to help the inspectors perform well their assigned duties. For effective
legal education for the inspectors, it is necessary to have a comprehensive and
unified system of policies and legal regulations that are consistent; therefore,
this system needs to be improved in both content and form in the future. In the
recent years, some activities of legal education for the inspection teams have
achieved relatively comprehensive results in terms of content, methods and
forms of legal education. Over the last few years, there are still some
shortcomings. In order to overcome these shortcomings and meet the
