3. Situation and impacts caused by the development of the
socialist-oriented market economy to protect the sovereignty and
security of national borders the years in Northern border provinces, a
condition assessment of the achievements and limitations of the
process of socio-economic development and strengthening national
defense – security on a specific geographical area - Northern border
provinces. Since then suggest that a deeper awareness of the issues
raised before the development of the socialist-oriented market
economy tied protect the sovereignty and security of national
borders. On that basis, set out a system of basic notions and main
measures, in order to promote positive impacts and limit negative
impacts of development socialist-oriented market economy towards

The thesis topic "Impact of the development of socialist-oriented
market economy on protecting the sovereignty and security of national
borders in the Northern border provinces" is an independent research
project, containing the dedication of the author, based on applying the
system of theoretical perspectives of Marxism - Leninism and Ho Chi
Minh’s ideology; guidelines and policies of the Party; directives and
leadership resolutions of the Party Committee, the armed forces of
Northern border provinces and some scientific researches on socioeconomic development, protecting the sovereignty and security of national
borders. At the same time, the topic is based on the field survey results of
socio-economic development activities, protection of sovereignty and
security of national borders in Northern border provinces and inheritance
of some other topics of the author.
2. Reasons for choosing the topic
The national comprehensive reform for almost three last decades,
initiated and leaded by the Communist Party of Vietnam has changed the
whole of life - society, clearest and most prominent in economic sector.
That is shown by the fact that we have transformed fundamentally and
strongly from the centrally planned economy with government subsidies
to the socialist-oriented market economy; bringing our country out of the
state of socio-economic crisis; people's lives are improved and
increasingly upgraded; national defense - security is enhanced;
international exchanges and cooperation are expanded, contributing to
raising Vietnam's position in the international arena. However, in the
conditions that the socialist-oriented market economy in our country is still
at an early stage, has not really fully developed. Therefore there are still
many outstanding issues contrary to the direction of socio-economic
development strategy as well as construction and consolidation of national
defense and people's security, especially the protection of sovereignty and
security of national borders in the current period.
The Northern border provinces including Quang Ninh, Lang Son,

Cao Bang, Ha Giang, Lao Cai, Lai Chau and Dien Bien are the region
with an important strategic position in terms of economics, politics,
defense, security and foreign affairs. However, this is where conditions of
socio-economic development are lower than other areas of our country.

On the momentum of international economic integration, construction and
development of the socialist-oriented market economy, Northern border
provinces, especially where there are border gates, having been
developing quite strongly with the increase in quantity and quality of
domestic and abroad enterprises; economic - trade exchanges and
investment are attracting more and more forces, facilities and goods of our
country and neighboring countries; socio-economic infrastructure
structure, the border economic zones are invested in and improved, ...
That, on the one hand, creates conditions for Northern border provinces to
continue their socio-economic development and strengthen national
defense - security; on the other hand, in the new economic mechanism,
has raised more complex issues directly affecting the protection of the
sovereignty and security of national borders tasks such as the sabotage of
hostile forces taking advantage of the activities of international economic
cooperation; trends between rich and poor; the rise of criminal activities particularly economic crimes and social evils; adverse impacts on the
environment, ecology; the inadequacies in the management of socioeconomic affairs, etc., ...
Socio-economic development and strengthening national defense security are two basic tasks in the strategies of building and defending the
socialist fatherland of Vietnam. Between these two tasks there is a close
relationship interacting, serving as prerequisite and governing mutually.
Protecting the sovereignty and security of national borders is a specific

activity of the national defense - security field, facing the changes of
socio-economic life in the country, especially the development of the
socialist-oriented market economy in Northen border provinces was
strongly affected. Practice shows that, for a stable political-social
environment to create conditions for the socialist-oriented market
economy in Northen border provinces continue to grow, the protection of
sovereignty and security in this area is an indispensably important factor.
However, the process of developing the socialist-oriented market
economy has a strong impact on the task of protecting sovereignty and
security in Northen border provinces on both aspects: positive and
negative ones, raising many issues to be resolved. So, studying the impact
of the development of socialist-oriented market economy on protecting the
