Opportunities or Challenges?
- Changes in EU Registration Regulation in 2019
S
CC – Scientific Consulting Company – was founded in 1989 by Dr. Friedbert Pistel.
Since then, it has become one of Europe’s largest privately owned and independent
regulatory consulting companies, supporting its global customers with all their registration
needs for agrochemicals and biorationals, including biostimulants and fertilisers and other
industries.
What kind of company is SCC? What has happened to the EU's registration policy
for biopesticides and biostimulants in 2019? What are the points to note when registering

It is a great question. Plant Health Care is
a small biological company so when choosing

for leading distributors who have a strong

markets. Next we are looking for partners
who have strong technical and marketing
skills with a presence in the market to reach
the grower. Lastly, we look for partners who
want to add new technology to their portfolio
and extract value from the market that is
meaningful for both parties. This alignment

otanical pesticides, as a substitution for
chemical pesticide, mitigate the problem
of harmful residues and pesticide resistance,
as many botanical pesticides have shown an
ideal efficacy to control agricultural pests.
These products have multiple modes
of action and are harmless to non-target
organisms. In the past years, research has
shown constant improvement in the control
effect of botanical pesticides. Pyrethrum,
azadirachtin and plant essential oil are
commonly active ingredients in these products.
Such products make a great contribution
to organic farming in developed countries
and play an important role in agricultural
production and post-harvest preservation in
developing countries.
Today, there are mainly four types
of botanical pesticides for pest control:
pyrethrum, rotenone, azadirachtin and plant
essential oil. Some vegetable extracts, such
as garlic-derived ingredient, are relatively
less used worldwide. The desired safety and
efficacy of botanical pesticides enable them to
be alternatives to chemical products.
This article present four botanical
pesticides approved or launched in Europe and
the United States in spring 2020.

Oro Agri is a global market-oriented
business company, developing and providing
biological products for crop protection and
yield increase. Its products are sold to more
than 85 countries across five continents, with
180 employers in more than 23 countries.
The company has production plants in Brazil,
South Africa and North America, as well as
a contract manufacturer in Spain. The orange
oil products from Oro Agri are biological
pesticides which provide multi-functions of
insecticide, acaricide and fungicide, of which
PREV-AM® has been applied successfully in
South Europe for more than three years, and
has also been launched in the Chinese market.
In February 2020, Oro Agri launched a
new version of PREV-AM – Oroganic, in
the Netherlands. It is a novel insecticide/
acaricide/fungicide based on the active
substance of the natural orange oil, with builtin adjuvant. The product has been approved
by the Dutch Board for the Authorization
of Plant Protection Products (CTGB), for
application on tomatoes, bell peppers,
chilies, Cucurbitaceae (like cucumbers) and
ornamentals (such as cut-flowers). Oroganic
can be used to control spider mite, whitefly,
thrips, aphid, scaly insect and mealybug, as
well as diseases such as botrytis , powdery
mildew and downy mildew.
According to the company, Oroganic is
quick and effective in controlling targeted
insect pests without leaving harmful residues,
and there is no requirement for pre-harvest
and post-harvest intervals. Oroganic's mode
of action reduces the risk of pest becoming
resistant to the active ingredients. The product
has a low impact on beneficial insect and
mite, being an ideal choice for Integrated Pest
Management (IPM).
Oroganic can be used with a combination
of other biological control solutions, or tank-
mixed with many other crop protection
products. Regular use in the irrigation
system will not cause chemical residue
deposition or nozzle-plugging. Oroganic is
not easily affected by the pH of the tank-mix
formulations. Moreover, the product is both
hydrophilic and lipophilic, which is good for
tank-mix formulations to penetrate into insect
pest and the plant’s superficial wax coat.
Oro Agri is working on research,
registration and label extension for the
product’s other uses. Now the company
has registrations pending in more than 20
countries.
Products from Sym Agro
In order to effectively control the
common insect pests and diseases such as
powdery mildew, botrytis , mite and worm
for hemp growers, Sym Agro has assembled
a suite of broad-spectrum biopesticides to
improve the control efficacy. This assemblage
includes four biological control products,
three of which are vegetal pesticides, granted
the organic certification. In addition to hemp,
these products can be applied to various
crops.
Cinnerate is a fast-acting acaricide/
fungicide/insecticide, based on cinnamon
aldehyde, emulsified with potassium oleate.
The innovative formulation enables the
product to be effective with low application
rates. It has an eradicative effect against
various diseases such as powdery mildew,
botrytis and rust. Cinnerate can control most
mite and other insect species.
Cinnerate provides multiple modes of
action and is an ideal product for resistance
management. Cinnerate affects the oxidation
of fungal mitochondria, which interferes with
the enzyme activity of the cell membrane,
causing quick dehydration and making
symptoms disappear. Moreover, the product
can inhibit the growth of fungal mycelium,
hinder the germination of the fruiting body,
disrupt the disease life cycle and prevent its
further spread.
In terms of harmful mites and insects,
Cinnerate asphyxiates them by sealing their
spiracles. Cinnerate can also disturb the
nervous system, and inhibit glucose uptake
and use. This leads to effective control of all
mite life stages, including the eggs.
Cinnerate has little to no impact on the
beneficial insect population. The product
is compatible with most of the biological
control products and can be used with
chemical fungicides and acaricide to create
a synergistic effect. In addition to hemp,
Cinnerate is approved for the application to
most of the crop varieties.
azadirachtin, the product has dual modes of
action. It primarily regulates the growth of
insects, with a repellent effect. The product
controls more than 300 different insect
species, including aphid, thrips, leafminer,
leafhopper, beetle, mealybug, weevil,
Lepidoptera and pear psylla, etc.
AzaPro kills the insect larvae and nymphs
by interfering with ecdysone, thereby making
it impossible for them to become reproducing
adults. The product is lethal to sucking and
chewing pests with minimal effect on nontarget beneficial insects. Although it is
difficult to control with sprays to kill insects
that feed on the undersides of the leaves,
AzaPro is able to penetrate the leaves to
control these pests. Repeated application of
the product forms a protective barrier within
the plants to prevent the growth of pest
populations.
Furthermore, AzaPro contains 75% fewer
oil carriers than competing products. The
product can thus reduce the oil accumulation
on crops, and leave no visible oil residue on
the produce.
AzaPro is an insect growth regulator,
which controls various insect species, and is a
nematicide as well. With the highly bioactive
Alluma contains 15% refined garlic oil
(Allyl polysulfides+Allicin), which is a stable
and long-lasting formulation. It acts as an
insecticide, insect repellent and miticide, as
well as a feeding and oviposition deterrent.
After insect uptakes Alluma, the product
inhibits its chitin. Alluma also acts on the
pest’s sensing faculties, disguising the odor
signal emitted by crops and thus preventing
females from laying eggs. The product
controls various Lepidoptera, thrip, weevil,
soft-bodied insect species and mites.
Alluma can be used either alone or
tank-mixed with other pesticides enhancing
overall pest control. The experimental
result has revealed a high synergistic effect
when Alluma is applied with Cinnerate
or azadirachtin. The product is of great
help in the control of tough insect pests.
Besides hemp, Alluma can be used on fruits,
vegetables, herbs and field crops.

Regev™ – A Broad-spectrum Hybrid
Fungicide for Plant Disease Control
Modes of action
As a Hybrid, Regev combines the modes of action of the botanical extract with
a synthetic chemical molecule. The fungicidal and antimicrobial activities of TTO
against fungal pathogens, as documented, are derived from its ability to inhibit
respiration and disrupt the permeability barrier presented by the membrane structures
of living organisms. Our recents studies showed that TTO is effective against spore
germination and significantly inhibited lesion development and the sporulation of
fungal pathogens. TTO was found to disrupt the fungal cell membrane and cell wall
in plant tissues infected with pathogenic fungi [see Figure 1], which explains why
it exhibited a strong curative activity against fungal pathogens, making it a unique

product and enabling growers to use it even when the disease was already visible on
the tissue. In addition, TTO was found to be an activator of defense mechanisms and
systemically induce resistance in plants.
The sterol biosynthesis inhibitors, including difenoconazole, affect the
fungal cell membrane by inhibiting the C-14 demethylation of lanosterol or
24-methylenedihydrolanosterol, a biosynthesis step that occurs during the conversion
of lanosterol to ergosterol, the final product of fungal cell membrane sterol synthesis.
The different modes of action of TTO and difenoconazole, i.e. a combination of

Introduction
The global search for plant-protection solutions that
are both environmentally safe and efficacious is driven by
the need to supply food to the ever-growing population.
The call for chemical load reduction is an important aspect
of sustainable agriculture. Recently, documented issues of
widespread environmental contamination, toxicity to nontarget organisms and negative effects on human health by
synthetic agrochemicals have led to a resurgence of interest
in "natural" means of pest and pathogen controls, including
an intensified search for new sources of biopesticides and
which is suitable for Integrated Pest Management programs. This combination results
are required to increase options for controlling plant diseases. The newly developed
Regev EC by the Israeli bio-tech company, STK Bio-Ag Technologies, is a hybrid
formulation: it contains 200 g/L of the systemic triazole fungicide difenoconazole
plus 400 g/L of TTO. This unique prepacked formulation provides various
mechanisms of action against a broad spectrum of plant pathogens with improved
efficacy.
Hybrid solutions can be the "bridge" between conventional agrochemical
farming and sustainable farming. That’s because it is a "pre-mix", so it is easy-touse, in the exact same way as the grower’s current chemical pesticide. To the best
of our knowledge, this is the first bio and chemical-based hybrid product.

decision a few years ago to focus its research and development
almost entirely on sustainable solutions based on natural extracts,
minerals or microorganisms. Today, almost 100% percent of the
investments in research and development are targeted at green
solutions and over a third of the company’s employees work with
biological crop protection.

In research, development and the production of biological
crop protection products, Kwizda Agro works closely with a
network of leading academic institutes, biocontrol startups,
family businesses and agricultural advisors. “Collaboration in
research and development, registration as well as distribution is
the key to accelerate innovation, to develop, produce and market
new active ingredients and formulations and make them broadly
available to the public,” Bardewyk says.
To advance innovation, Kwizda Agro looks out for new
partnerships, to open up new core markets and share investments.
This applies in particular to the registration of new active
substances.
Discovering future markets and expanding further
Over the next few years Kwizda Agro will develop and roll
out further innovations in the fields of arable crops, horticulture
as well as forestry:
In 2021 Kwizda Agro will introduce its new soil fungicide
Xilon®
based on a selected Trichoderma strain in arable crops
such as oilseeds and corn. Its unique combination of a broad
pathogen control, and improvement of plant and soil health will
benefit conventional and organic farmers all over Central and
Eastern Europe. “From now on Kwizda Agro is introducing
Union’s Green Deal, providing tools for a modern, sustainable and integrated
agriculture,” Bardewyk notes.
In 2021, KWIZDA will also launch its biological deer repellent TRICO®
in the U.S. and Canada. In Europe, the product is currently the gold standard
for the protection of young trees against deer damage in professional forestry.
Besides being an indispensable part of sustainable afforestation, Trico® will
also close a gap in effective and convenient deer damage control in residential
premises.
To this end, research is increasingly carried out in the field of biological
foliar fungicides for horticulture, with a strong emphasis on grapes and the
control of Peronospora . Numerous active ingredients and formulations are being
tested in field trials, while some have already started the registration process.
Kwizda Agro intends to expand further and to be perceived as a strong and
relevant partner for the development and distribution of primarily biological
products in selected focus countries. Their innovative products support

GROWTH IMBALANCE: WHAT DOES IT IMPLY
When the crop goes into production, it is essential that development is balanced.
The root must be efficient, the leaf surface well expanded and the plant metabolism
must work perfectly. In conditions of nutritional imbalance (e.g. excess of vigour) or
of stress (thermal, water, salt), the formation and growth of the floral stage cannot take
place in an optimal way: this entails flower abortions and fruit uneven development,
with important losses on revenues. In fact, in fresh tomato, the lack of uniformity of
size and colouring of the fruits of the same stage leads to the need to sell the product
"not in bunches", at a lower price.
FORTIFY, REGULATE, PROMOTE
Today there are new ways to ensure a constant harvest that stands out on the
market for its high organoleptic characteristics. In the world of nutrition, the highest
innovation is NOV@® It is a biostimulant of plant growth and fruit enlargement,
which exploits the synergistic properties of the plant extracts that formulate it to
promote the development and efficiency of the root system and improve the structure
of the soil. But that's not all: the coordinated supply of polysaccharides, vitamins
and micronutrients stimulates the primary metabolism and promotes the correct
hormonal balance in the tissues. With the application of NOV@® in the fertigation of
horticultural plants it is possible to promote a more balanced crop development (short
internodes, greater leaf surface, thicker tissues) and stimulate the growth of the fruits,
which thus reach larger and more uniform sizes. With NOV@® farmers specialized in
horticulture today can:
How to Achieve Constant Quality in Horticulture
- favour rooting and overcome transplant stress;
- promote radical development and optimize the absorption of nutrients;
- balance the vegetative and productive activity of the plants;
- increase crop size and quality.
T
ransplant stress, poor rooting and sub-optimal nutritional absorption are some of the
main factors that jeopardize good horticultural production. To ensure abundant and
quality harvests it is essential to adequately support the plants, promoting the right balance
between vegetation and production. Innovative nutrition avoids unnecessary waste.
HOW TO USE NOV@
NOV@® is used in fertigation in the post-transplant phase, post-fruit setting 1st
bunch and fruit growth stages. Thanks to its properties NOV@® is ideal for use in
combination with the GREEN-GO® line formulations (NPK + Ca microcrystalline
fertigation products with high solubility and purity) and micronutrients.

Agri Star is Positioned as the Leader
in the Bio-Inputs Market in Argentina
Agri Star is an Argentinian company founded
in 2005. From its inception, it has demonstrated
significant achievement in the development and
distribution of environmentally friendly products,
becoming one of the leaders in the field with
significant short-term growth.
During the latest 10 years, Agri Star has been
working on the incorporation of specialties to
position itself within the bio-inputs market. In
2014, the firm began to trade its first own organic
insecticide “StarEco”, earning critical distribution
and development agreements with foreign
companies. This was the beginning of exciting
developments in the Agri Star portfolio.
“Signing distribution and development
agreements open us to this market and to the interest
of many leading bio-input companies looking for
the right partner to introduce their products into the
region. Agri Star is a pioneer when it comes to biocrop protection and bio-fertilization, and we are
sure that this is the future of the industry.”
40 2020 Biologicals Special
Foreign Company Agreements
Along with the development of these bioinputs, Agri Star has completed agreements with
companies from the United States (Certis LLC,
Plato Industries Ltd) and Portugal (CEV S.A.)
for the exclusive distribution of their products
in Argentina. Regarding Plato Industries, the
agreement relates to the pheromone system for the
control of cotton boll weevil. The agreement with
Certis coordinates the distribution of CYD-X LC
Carpovirus and Bacillus Thuringesis Ecotech in
Argentina. Most recently, the agreement signed
with the CEV company in 2019 is for the exclusive
distribution of a fungicide based on BLAD Problad
Verde.
In recent weeks, Agri Star entered into a
technology transfer agreement with a foreign
University. The objective of the agreement is
not only the manufacture and distribution of a
highly effective biological insecticide, but also
the patent of the product and the knowledge of the
manufacturing process.
“Currently, we have a complete portfolio of
our own and third party products to satisfy the
organic and low-residue market demand”, said Eng.
Ezequiel Nardini, Agri Star Manager, when asked
about the importance of obtaining commercial
agreements with foreign partners.
Next Steps
All the work done in the recent years is due to the generation of
multiple critical international commercial agreements. Currently,
there are advanced negotiations with a leading European company
to create a joint venture where Agri Star will handle the bio-input
products, as well as the national and regional agreements with
local companies operating in Argentina and the region.
These milestones solidify Agri Star's position as the leader in
bio-inputs in Argentina.
