This method statement describes the activities and secure the quality for air blowing is to
clean the piping of BOP piping of Vinh Tan 4 (2x600MW) Thermal Power Plan Project.

2.0


SCOPE

This method statement applied exclusively for the air blowing of BOP piping
(Steam, Water, Oil, Air…) in Vinh Tan 4 (2x600MW) Thermal Power Plan Project.
3.0

RESPONSIBILITY

3.1 Site Manager
Responsible for overall management of all construction activities at site.
3.2 Construction Manager
Responsible for coordination and management of all erection activities at site and
coordination with Doosan lift sub-construction.
3.3 Construction Engineer
Responsible for site construction activities and implementation of quality and HSE plans
during construction. Also responsible for coordination and management of all
equipments related activities at site and with Doosan.
3.4 QA/QC Manager
Responsible for all QAQC activities of the project. He shall to interact with QAQC Manager of
Doosan related to all mechanical QAQC activities. He is responsible for non-conformance
activities and quality audits for internal and external.
3.5 QA/QC Inspectors
Responsible for site QAQC activities , coordination with Doosan for all equipment and
structural inspection activities.
3.6 HSE Manager / Safety Officer
HSE Manager takes responsibility of all HSE activities at site. Safety officer shall ensure
that work is carried out in safe manner and also ensure that tool box talks, pre talk HSE
meetings are conducted by concerned supervisors and shall ensure proper mode of
communication in case of emergency. Ensure personnel adhere to method

WORK PROCEDURE

4.0

4.1 General Requirements

Install temporary equipment (e.g. I/A Header, Air Receiving Tank, Drycant, Air
Receiving Tank) on the pipeline as appropriate with a temporary piping or hose.
Check the installation accordingly and the pipeline system as well.
Temporary piping is necessary for air blowing process.

All instrumentation and any safety valves to be isolated before blowing

4.2 Air Blowing Process
4.2.1 After installation of the temporary equipment on the pipeline system to be
tested, make sure that all valves on the pipeline are closed.
4.2.2 Open the valve nearest to the air header and start air blowing.
4.2.3 Using a clean paper, place it on the opening of the open valve and check for
the quality of air blowing until it finally no residue, debris or other foreign
materials mark on the clean paper.
4.2.4 If the quality of air is totally cleaned, closed the first tested valve and open
the next valve on the same pipeline system nearest to the air header.
4.2.5 Following item 4.2.3, continuous air blowing will be done until the air
quality becomes clean.
Note: No time limit required in air blowing, it will be only stop as long as the
quality of air is already cleaned.
4.2.6 After completion of air blowing on the second valve nearest to the air header,
follow the next valve again nearest to the air header and same step will be done on
this valve (item 4.2.3)
4.2.7 Continue this steps until all the valves are totally air blown with a good /
clean air quality.
4.a.8 After finished air blowing, drained pipe shall be capped for safety.

4.3 Acceptance Criteria
a. Air Blows - In an effort to remove debris resulting from fabrication, storage, and
installation, sites should perform air blows on system piping during the installation
process. The piping should be blown down during initial fit-up and prior to final
installation. The air used for the blows can either be instrument air or clean dry air
from an off-base air compressor. After the pipe is installed, any open ends should be
capped using a suitable FME cover. This procedure can be applied to nearly any
system during the fit-up phase of installation as a useful precautionary measure.
b. Maintenance Practices - Cleanliness controls in maintenance practices are
critical in preventing system contamination. The use of FME covers on system/pipe
openings, good housekeeping/clean work areas (free of debris from related or nonrelated work) and visual inspections cannot be overstated.
c. Visual Inspections - Visual inspections are essential to ensuring that foreign
material is not introduced into or left in the system. All piping and system openings
should be inspected prior to final installation/closeout.
5.0 Safety Precaution
Air blowing & leak testing can be dangerous and should be performed with caution
and careful attention to all safety procedures. To ensure the safety of all workers and
residents, the following safety precautions must be completed prior to conduct the
this activities;
a) Notify station personnel of area to be avoided due to potential risk during air
blowing .
b) Ensure that no high pressure testing occur in the work centers.

c) Mark off the area as a dangerous site if necessary and ensure only individuals
associated with the activities are in the area.

5.1 Responsibilities and Instructions
a. PM/EHS Officer shall ensure that all work is undertaken in accordance with the
specified work scope;
b. Safety training should be conducted to all personnel assigned at site prior to
commence any work;
c. All personnel should know the locations of fire extinguishers, communications,
manual alarms & ESD point;
d. All personnel should be aware of assembly points, escape routes, emergency
contact numbers;
e. Carry-out daily tool box and safety talks;
f. Personal Protective Equipment (PPE) shall be worn at all times;
g. Good housekeeping shall be observed in work areas;
h. Construction wastes shall be segregated and disposed to an approved dump
yard area;
i. Keep non-essential workers clear of machinery whilst it is in operation;
j. Proper inspection of all equipments prior to use to avoid leakage and equipment

failure;
k. Permit to work shall be obtained appropriately for the type of work and location;
l. All vehicles must comply and observed speed limit of 10 km/h on site;
m. Excavation and delivery of materials are prohibited during heavy rains;
n. Adequate lighting equipments when working night time;
o. Ensure all workers and equipments working overtime are properly accounted and
obtained permit/approval from Doosan EHS Manager prior to carry-on works.
Regular working time is from 6:30 am ~ 5:00 pm;
p. Periodic refresher trainings, tool box talk and audit shall be conducted.
