QUY DINH CHUNG
Di~u 1. Ph~m vi cli~u chinh
Thong tu nay quy dinh Danh m\lc hang cong nghi~p nguy hiSm phili dong
goi trong qua trinh v~n chuySn; yeu c~u vS dong goi, phuong ti~n chua ddi vo;
hang cong nghi~p nguy hiSm, phuong an t'rng cUu khAn cdp va hudn luy~n nguOi
lien quan trgc ti8p v~n chuySn hang cong nghi~p nguy hiSm bfuIg phuong ti~n
giao thong co gi6i duemg bQ, duemg s~t va duemg thuy nQi dia.
D,anh m\lc hang cong nghi~p nguy hiSm khong bao g6m cac lo~ hang
nguy hiem sau day:
1. Cac hoa chdt ph\lc V\l m\lC dich qu6c phong, an ninh do BQ Qu6c
phong, BQ Cong an quan ly;

Trong Thong tu nay, cac til ngfr duro day dugc hi~u nhu sau:
1. "Hoa chdt nguy hiim" la hoa chfrtdugc quy dinh t~i khoan 4 f)i~u 4
Lu~t Hoa chfrt ngay 21 thang 11 nam 2007;
2. "Hang cong nghi?p nguy hiim" g6m xang d~u, khi d6t va hoa chfrt
nguy hiSm dung trong san xufrt cong nghi~p;
3. "Dong goi hang c6ng nghi?p nguy hiim" la vi~c su d\lng cac thao tac
kYthu~t d~ chua d\Ifig hang cong nghi~p nguy hiSm trong cac phuang ti~n chua
phu hgp tieu chuAn da dang kY, cong b5;
4. "Phuang ti?n chua" la cac lo~i bao goi, chai, thung, b6n, bS ho~c
congteno dung dS chua va v~ chuy~n hang hoa. Phuang ti~n chua hllng cong
nghi~p nguy hiSm g6m cac lo~i:
a) "BaDgoi cO'nh6" (ky hi~u III P) la phuang ti~n chua co dung tich chua
nuac den 450 lit ho~c co kh6i lugng chua den 400 kg;
b) "BaDgoi ca IOn" (kY hi~u III LP) III phuang ti~n chua co dung tich
chua nuac Ian han 450 lit ho~c co kh6i lugng chua Ian han 400 kg nhung co thS
tich chua nho han 3 m3;
c) "Thimg chua hang rai ca trung" (kY hi~u la IBC), bao g6m:
- Thting kim lo~i co thS tich chua t6i da den 3 m3 d6i vro hang hoa d~g
long, r~;

- Thung b~g g6, chfrt deo, gifrYco thS tich chua t6i da den 1,5 m d6i vai
hang hoa d~g r~.
d) "BaDgoi trong" (con gQi la bao goi trgc tiep) la phuang ti~n chua tiSp
xuc tI'\lc,tiSp vm han~ hoa, th\Ic hi~n d~y dil chuc nang chua d\Ifig hang hoa rna
khong can co them bat kY bao goi khac;
d) "BaDgoi ngoai" la phuang ti~n chua bao goi trong, cung vro cac v~t
li~u hfrp th\l, chen d~m nh~m t~o ra S\Ibao v~ bao goi trong, khi v~n chuy~n;
e) "Ban goi kit h(Yp" 1a phuang ti~n chua gam mQt ho~c nhi~u bao g6i
trong, g~, xep c6 dinh trong bao goi ngoai;

g) "B6n, bJ chuyen dl:lng" la phuong ti~n chua lAp tren phuong ti~n v~
chuyen, g6m:
- Phuong ti~n chua co dung tich 1611hon 1m3 ho~c k!eu congteno b6n
(tank-container) co dung tich 1611hon 3m3 chua hang nguy hiem Io~i 3 co nhi~t
dQ chap chay khong qua 60°C (ldeu FL, chi tiSt xem Ph\lI\lc 3);
- Phuong ti~n chua co dung tich 1611hon 1m3 ho~c. congteno bem ~tankcontainer) co dung tich 1611hon 3m3 chua hang nguy hiem khac vm kieu FL
(kieu AT, chi tiSt xem Ph\lI\lc 3).
h) "Congtena" Ia phuong ti~n chua d~ng thung, hQp co dung tich chua
100 hon 1 m3 de chua va trung chuyen cac Io~i hang hoa da duQ'c dong goi hoan
chiOO.
5. "Hang rai" Ia hang hoa chua duQ'cdong goi;
6. "Muc dong goi" Ia muc duQ'c dn diOOroy theo muc dQ nguy hiem cua
hang hoa duQ'cdong goi (kY hi~u Ia PG I, PG II, PG III);
7. "Danh m,¥c hang cong nghi?p nguy hiJm phdi dong goi trang qua trinh
w;ln chuyJn" la Danh m\lc duQ'c quy diOOt~i Ph\l I\lC 1 cua Thong tu nay (sau
day gQi Ia Danh m\lc).

bi che khudt ho~c bi giam kha nang oo~ biSt khi d~t c~ cac ddu hi~u khac;
c) Co dQ b€n du chiu duQ'c tac dQng cua thai tiSt va cac tac dQng thong
thuang khi b6c, xSp v~n chuy~n;
d) Truang hqp b€ m~t phuong ti~n chua co d~g khong dSu ho~c qua 000
so v6'i kich thuac yeu cdu th~ hi~n bi~u trung, bao hi~u nguy hiem, ngum glri
hang co the gftn kern theo phuong ti~n chua the ho~c bang the hi~n bieu trung,
bao hi~u nguy hiem theo quy dinh.
3. Phuong ti~n chua hang cong nghi~p nguy hiem v~n chuyen phai th~
hi~n ddy du bi~u trung va bao hi~u nguy hiem theo quy diOOsau:

a) D6i vm bao goi trong, khi v~n chuySn khong co bao goi ngofli ho~c cac
phuong ti~n chua trung gian khac, biSu trung va bao hi~u nguy hiSrn phiii dugc
thS hi~n tren rn~t khong che khuAt cua bao goi trong;
b) D6i vm bao goi k@thgp khong rna trong qua trinh b6c x@p,v~n chuySn
thi biSu trung va bao hi~u nguy hiSrn phiii thS hi~n it nhAt tren mQt rn~t cua bao
goi ngoai. Bao goi ngoai co thS dch 100 hon 450 lit ph iii thS hi~n biSu trung va
bao hi~u nguy hiSm a cii hai m~t ben, d6i di~n nhau;
c) D6i vai congtena, biSu trung va bao hi~u nguy hiSm thS hi~n tren hai
m~t ben va m~t sau;
d) D6i vm ban, bS chuyen d\lng, biSu trung va bao hi~u nguy hiSm thS
hi~n tren hai m~t ben va m~t sau. TruOng hgp, ban bS chuyen d\lng co nhiSu
khoang chua cac lo~i hang khac nhau thi biSu trung va bao hi~u nguy hiSm cua
tUng lo~i hang phiii thS hi~n cii hai rn~t ngoai cua timg khoang chua tuong t'rng
vm hang chua trong khoang;
d) N@utren mQt phuong ti~n v~n chuySn, congtena x@pnhiSu hon mQt
lo~i hang cong nghi~p nguy hiSm thi phi a ngoai phuong ti~n, congtenna cling
phiii dan du biSu trung nguy hiSm va ghi s6 hi~u nguy hiSm cua cac lo~i hang
nguy hiSm tuong t'rng dang v~n chuySn tren phuong ti~n, congtena do.

4. D6i vm phuong ti~n giao thong ca giai dUOng bQ, dUOng s~t v~
chuySn hang rm vai kh6i lugng 100 hon muc quy dinh t~i cQt 7 Danh m\lc, ngoai
biSu trung va bao hi~u nguy hiSm phiii co bang thong tin khcln cAp d~t t~i duoi
phuong ti~n v~n chuYSn; rnep duai cua bang thong tin khdn cAp phiii cach m~t
dAt it nhAt 450 mm. Kich thu6'c, b6 C\lC,nQi dung bang thong tin khcln cAp quy
diM t~i Ph\ll\lc 4 Thong tu nay.
f)i~u 5. Yeu ciu v~ dong goi hang cong nghi~p nguy hi~m.
1. Trir cac lo~i hang cong nghi~p nguy hiSm lo~d2, 5.2 va 4.1, hang cong
nghi~p nguy hiSm d~mg r~n, long dugc dong goi theo 3 muc quy dinh t~i cQt 6,
Danh rn\lc nhu sau:
a) Muc rAtnguy hiSm biSu thi b~ng s6 I (PO I);
b) Muc nguy hiSm biSu thi b~ng s6 II (PO II);
c) Muc nguy hiSm thAp biSu thi b~g s6 III (PO III).
Quy dinh C\lthS vS muc dong goi t~i Ph\ll\lc 2 Thong tu nay.
2. Ma dong goi hang cong nghi~p nguy hiSm quy dinh t~i cQt 8 Danh
m\lc. Cac yeu cAu vS v~t li~u, diSu ki~n dong goi va chi ti8t quy cach dong goi
hang cong nghi~p nguy hiSm tuong t'rng vm tUng rna dong goi quy dinh t~i Ph\l
l\lc 3 Thong tu nay.
3. TB chuc san xuAt ho~c ngum v~ chuySn hang cong nghi~p nguy hiSm
phiii dong goi hang cong nghi~p nguy hiSm phil hgp vm Tieu chucln, Quy chudn
hi~n hanh, khong dS ro ri, tran dB trong qua trinh dong goi.

diOOtheo quy dinh sau:
a) D6i vai phuong ti~n chua khong chiu ap l1,1'c, co dung tich chua 006
hon 3 m3 va khong thuQc hang cong nghi~p nguy hiSm phai dong goi theo muc
PG I, da: duQ'c thir nghi~m va cong b6 phu hQ'P.tieu chuAn ap d\lng d6i vai
phuong ti~n chua theo quy diOOhi~n hanh vS kiSm tra ch~t lugng san phAm;
b) D6i vOi cac phuong ti~n chua con l~i, phuong ti~n chua hang cong
nghi~p nguy hiSm da: duQ'c kiSm dinh do cac don vi co chuc nang kiSm dinh an
toan cong nghi~p ho~c co quan dang kiSm (d6i v6'i phuong ti~n v~n tai du6ng
thuy nQi dia) th\lC hi~n.
3. Phuong ti~n chua hang cong nghi~p nguy hiSm sau khi sir d\lng thuQc
lo~i sir d\lng mQt IAnho~c khong dap Ung yeu cAu thir nghi~m, kiSm diOOdinh
kY thuQc lo~i sir d\lng OOiSulfuI phai lo~i b6 theo cac quy diOOt~i van ban quy
ph~m phap lu~t hi~n hanh vS quan ly ch~t thai nguy h~i.

3. Khi d6ng g6i ch~t long, cfuI dS l~i khoang khong gian cfin thi~t dS dam

4. Cac lOp bao g6i trong, khi hang cong nghi~p nguy hiSm duQ'c dong goi

10. Cac phuong ti~n chua chfit long, khi nguy hiem dSu phai thir nghi~m
dQ ro ri truac khi sir d\lng.
11. Phuong ti~n chua hang nguy hiSm d~ng rfut co kha nang chuyen d6i
thanh tr~g thai long trong qua trinh v~ chuyen cAn phai duQ'c ch~ ~o theo
tieu chudn chua hang nguy hiem tr~ng thai long. Cac chfit co diem chay b~ng
ho~c thftp hon 45°C duQ'Ccoi la cac chfit co kha nang thay d6i tr~ng thai thanh
chfit long.
