INTRODUCTION
1. The urgency of the thesis topic
The ruling Communist Party of Vietnam, leading the State and society is an
inevitable result of the process of resilient and persistent striving for national
independence, for a life of peace, freedom, prosperity and happiness of the People.
During the revolutionary period, our Party always put theoretical work,
research and development on top priority; consider it an important component of the
Party's leadership activities. Our Party always cares, directs and creates conditions for
theoretical research on the ruling party, focusing on analyzing, evaluating,
summarizing, and detecting contradictions and bottlenecks that hinder development;
absorb initiatives, research and create from practice to summarize and raise them as a
scientific basis for planning new development guidelines, guidelines and policies of
the Party and State. The Party has issued many resolutions, conclusions and
directives of the Politburo and the Secretariat on theoretical work in general, and
theoretical research on the ruling party in particular. Those documents are the legal
basis for the Party's theoretical research agencies to carry out their tasks. However,

theoretical work in general and theoretical research on the ruling party in particular
have limitations and shortcomings. The work of summarizing practice and theoretical
research has not been paid due attention, lack of synchronization, has not met the
requirements, some new, difficult and complex issues have not been elucidated. The
current world, regional and domestic context has rapid, complicated, unpredictable
and unpredictable changes; Advantages and opportunities are intertwined with
difficulties and challenges, posing many new, complicated and more urgent problems
for the cause of national construction and defense.
The country is in the period of comprehensively and synchronously promoting
the renovation process, international integration, many new problems, new

our Party clearly state the goals, directions and tasks for theoretical research in
general, and renew and constantly improve the quality of theoretical research on the
ruling party in Vietnam in the near future.
Stemming from the above reasons, the PhD student chooses the issue "Quality of
work theoretical research on the ruling party in Vietnam currently" as a research topic.
2. The purposes and tasks of the thesis
2.1. Purposes of the thesis
On the basis of theoretical issues, the quality of work theoretical research on
the ruling party; assess the current situation and causes of the current state of quality

theoretical research on the ruling party; identify solutions to improve the quality of
theoretical research on the ruling party in our country in the coming years.
2.2. Tasks of the thesis

the ruling party in Vietnam.
4. Theoretical basis and research methods
4.1. Theoretical basis: The thesis is based on the theory of Marxism-Leninism,
Ho Chi Minh's thought, the Party's lines and views on the ruling party. At the same
time, inheriting and selectively absorbing research results of relevant experts and
scientific works.
4.2. Research methods
- The thesis uses the methodology of dialectical materialism and historical
materialism in the construction and rectification of the Party; views of the

Communist Party of Vietnam on theoretical work and theoretical research of the

Party; especially theoretical and practical issues in improving the quality of
theoretical research on the ruling party in Vietnam currently.
- Methods of sociological investigation and methods: Synthetic; analysis;
comparative method; methods of searching documents, databases …
In the method of sociological investigation, the thesis distributes questionnaires
and surveys to cadres doing propaganda work of the Party in 63 provinces, city Party
Committees and some officials in research agencies in Vietnam. Central Committee,
with 453 votes: The North includes 25 provinces and city Party Committees with 150
votes; The Central region consists of 19 provinces and cities with 114 votes; The
South consists of 19 provinces and city Party Committees with 114 votes; Central
research institutions in Hanoi with 75 votes.
5. New contributions of the thesis
Through the implementation of research tasks, the thesis has achieved the
research purpose, highlighting some new contributions as follows:
- The thesis has systematically clarified a number of theoretical issues on
improving the quality of theoretical research on the ruling party, including some
concepts: the theoretical research; the work of the theoretical research; the work of

leadership capacity and mode of government of the Party, and Party building work. In
which, the researchs have assessed and analyzed deeply about the Party's rule, about
renewing and perfecting the contents and methods of the Party's leadership; assess the
ruling status of the Communist Party of Vietnam, state the results achieved, the
limitations and weaknesses that still exist and point out the causes of the advantages
and limitations; propose solutions to renovate the Party's ruling methods and contents
for the working activities of the political system. At the same time, the works present
theoretical and practical issues of fighting against "self-evolution", "selftransformation" internally; state the risks and propose solutions to prevent and control
the Party.

1.3. INHERITANCE VALUES AND PROBLEMS NEED CONTINUED
RESEARCH
1.3.1. The value of research works
- The mentioned research works have high scientific, theoretical and practical
value. The research results of the works have systematized the basic points of Marxism Leninism, Ho Chi Minh's thought on Party building; a number of theoretical and
practical issues about Socialism and the path to socialism in Vietnam... from that, setting
out basic orientations and solutions to continue renovating the content, the Party's ruling
methods and capacity in the new period;
- The research results are derived from domestic and international practice, from
the Party's innovative policies and views through congresses from the VI to the XIII
National Congress; combine preliminary and summary work; discover new problems
that need further research, draw lessons from experience, propose new arguments with
theoretical and practical grounds as a basis for identifying new solutions and
recommendations.
- The research works refer to different aspects of the theoretical research of the
ruling party, contributing to supplementing and clarifying scientific arguments, as a basis
for planning and formulating guideline, guidelines and policies on theoretical research
on the ruling party.
- However, besides the great value, the scientific researches on theoretical
research in general, the research on theoretical research on the ruling party in particular

1.3.2. The problem needs further research
From the perspective of Party building work, the Party's theoretical research
has been paid attention and directed. However, there have not been many in-depth
and comprehensive studies, systematically and qualitatively clarifying research works
on theoretical research on the ruling party in Vietnam today. The evaluation of the
quality of theoretical research on the ruling party is also based mainly on the results
of preliminary assessment and summary of directives and resolutions, and
conclusions on political theory research. it is very necessary to develop more in-depth
studies on the quality of theoretical research on the ruling party in our country.
In the present world, the process of globalization is taking place strongly.
Globalization both creates opportunities and poses many challenges for each country
and nation on the path of development. Globalization promotes the exchange and
sharing of information, making social life show the trend of integration,

diversification and interdependence. Faced with that context, along with the
limitations in assessing the quality of theoretical research on the ruling party in
Vietnam today, there are many issues that need to be further researched and clarified:
Firstly, theoretical issues about the ruling party;
Secondly, it is necessary to continue to improve and solve the limitations and
obstacles in the activities of improving the quality of theoretical research on the
ruling party in our country to.
Within the scope of the thesis, the PhD student focuses on the quality aspects
of theoretical research on the ruling party in Vietnam curently:

research and the quality of theoretical research on the ruling party in Vietnam.

theoretical research activities of the political party ruling; From there, find out new

research activities in accordance with the practical requirements set forth.
