A REVIEW OF BUILDING DEVELOPMENT STRATEGY
1.1. Characteristics, model, concept of strategy:
1.1.1. Characteristics:
Common basis points of the strategy is the enemy could crush competitors - even
more powerful competitors, outnumber - if they can lead the rivals to battle and
the battlefield advantage for the deployment their abilities.
Towards the competitive aspects, we will use the capacity of making a difference
to describe special ability to create certain advantages. Ability to create differences
with competitors and create competitive advantage. Competitive strategy of an
organization, aims to achieve conformity between the ability to create differences
and the environment outside the organization to participate the competition.
Development strategy is an overall plan to achieve long-term development
objectives of vocational training capable of competing on the national scale and
international orientation and a way to develop global training with computer ; as a


basis for policy formulation, planning-oriented building, plan to develop medium
and long term of the school.
Building development strategy, identifying a vision of development with longterm consistency of the way and the fundamental solution to perform. Define
organizational structure and activities selected locations distributed production is a
task of strategic long-term direct impact on the development of the school.

1.1.3. The Concept:
"Strategy is the direction and scope of an organization to gain long term
competitive advantage for organizations through the format of its resources in the
changing environment, to meet market demand and meet expectations of
stakeholders "- Johnson, G., Scholes, K. (1999). Exploring Coporate Strategy, 5th
Ed. Prentice Hall Europe.
Besides traditional approaches, many organizations approach business strategy in
the new business strategy which is planned and controlled to use of resources,
financial assets and aims to enhance and ensure the their essential interests.
Michael Porter assumed that " competition strategy is related to the differences.
That is the carefully selection of a series of different activities to create a unique
set of values”. No matter what approaches we choose, the nature of the business
strategy remains the outline of future image of the units (organizations) in the field
of operations and ability to exploit. According to this understanding, the term
business strategy is to use the three most common senses:
- Identify long-term goals of the unit
- Take out the general plan of action
- Select the plan for action, implement to allocate resources to implement that
goal.
1.1.4. The basic characteristics of the strategy:
Strategy clearly defines the basic directions and goals to reach business in each
period and is fully consistent thoroughly in the areas of operations management
unit. The orientation of strategy ensures the unit to develop continuously and
stably among the business constantly changing environment.
Business strategy just outlines the orientation activities of the units in long-term
framework of the units in the future. It only has the value of orientation and in the
business practice the unit must combine strategic objectives with economic
objectives, and consider reasonable adjustments to suit the environment and

business conditions to ensure business efficiency and correct the faults due to the
strategic direction causes.
Strategy is built on the basis of competitive advantage of the unit to ensure
maximum mobilization and combine well with the exploitation and use of
resources. Business strategy is reflected in the process of building, implementing ,
evaluating and inspecting the strategy.
1.1.5. The role of business strategy:
Business strategy helps the units to identify the purpose of directions in the future
as guiding all activities of the unit. Business strategy plays an orientation role in
long-term operation of the unit, it is the solid foundation for the implementation of
activities of working.
Business strategy helps units to capture and take advantage of business
opportunities , and proactively take measures to deal with the risks and threats in
the marketplace business.
Business strategy contributes to improve the efficient use of resources,
strengthening the position of the unit to ensure continuous development and
sustainability.
Business strategy creates a solid base for the unit to make decisions in accordance
with the fluctuation of the market. It creates a solid basis for research and
implementation, investment and human training development resources,
expanding markets and developing products .
1.2. Nature of strategy management and its value:
1.2.1. Definition of strategy management:
Strategy management is a set of management actions of decisions which ensure
long-term success of the unit.

Strategy management is a set of action decisions and solutions leading to action
plans and implementation strategies to achieve the goals of the organization.
Strategy management is the process of studying the current environment and
future planning goals of the organization; to the implementation and supervise the

implementation of decisions aimed at achieving the objectives in the current and
future environment .
Strategy management is the art and science of building, implementing and
evaluating the general decisions which helps each organization to achieve its
goals.
Strategy management focuses on coordination in the aspects of management,
marketing, finance, accounting, product, industrial cooperation, research &
development, information systems to achieve success for the unit.
1.2.2. Some basic terminologies used in strategy management:
In order to clarify strategy management, we need to understand some basic
terminologies: strategist, functional responsibilities, outside opportunities and
challenges, strengths and weaknesses within the unit, the long-term goals,
strategies, annual objectives and policies.
The strategist (administrator) is the individual responsible for the highest success
or failure of the unit. The strategist may undertake a work of very difference, as
general manager, president of the board, chief executive ... the trend strategists in
the new century are leaders with a large vision, better ability of connection
between the award and fine, more closed to workers and more attention to ethical
business.

Functions and tasks: is the presentation of long-term goals of the unit, this is the
difference between it and the other operating units.
Opportunities challenges from the outside: This is one of the most important terms
of strategy management, including its external opportunities and challenges . Both
refer to economy, social, politics, government, technology, competitions, trends
and events, all can benefit largely or vice versa, bring the active risk for units in
the future. Opportunities and challenges to impact far beyond the capabilities of
the unit, the so it is called "external". Revolution of computer, biology, population
migration, changes in values, attitudes towards work, the increase in the level of
competition from foreign companies are the opportunities and challenges for units.

These types of changes create different forms of consuming leading to demand
for different products, services and strategies.
Core principles of strategy management is still the units need to plan strategies to
embrace the opportunities and avoid or reduce the effects of threats created by the
external environment.
Strengths and weaknesses within the unit: Can be controlled through the activities
within the unit. They are often at two very different points; one is very good, the
rest are very poor. Management, marketing, finance - accounting, product and
production, research development, information systems business of the unit are the
main interested field of strategy management activities. The unit tries to pursue
these strategies , take advantages of the strengths and overcome the weak points
within the unit.
Long-term goals: These goals can be regarded as the specific results that an

organization want to achieve during the progress of chasing its basic working
steps. Long-term means longer than a year. Goals have a great meaning to the
success of the unit, because they indicate the direction and support the evaluation,
indicate the essential priorities, allow co ordinations, be the basis for good plans,
organize to encourage and control activities. The goal should be at a high level
which can be measured, consistent, reasonable clear. In large units, the goal should
be established for all units and for each department.
Strategies are challenges by which the long-term goals can be achieved. Business
strategy can be strategically expanded geographically diversified products, merger,
product development, market penetration, to reduce or waive, annexed or joint
venture.
Annual objectives: The objective of the annual goals in the short term that units
must achieve if they want to reach long-term goals. Its features can be measured,
can be quantitative, advanced, which correspond to stable parts and are arranged
in order of priority.

Policy is the last term to be referred to here, it donates ways to achieve the annual
target. Policies include guidelines, regulations, methods which are created to make
extra efforts to reach those objectives. These policies also help to make decisions,
outline the situations happening frequently or occurring periodically.
1.2.3. The meaning of strategy management:
The process of strategy management is like a direction to help organizations to
overcome the turbulent market to reach to the future by the their own efforts and

abilities. It is really a product of management science, if the organization develop
a good process of management, they would have a good foundation to develop on
forward.
Strategy management can help organizations more active rather than passive in the
clear outlines of their future, it allows an organization to be proactive and has
influence on its working environment , and so that it can manipulate all its ability
to control the environment.
Benefits due to strategy management can be divided into two categories: benefits
which are counted with money and benefits which are not counted with money.
Strategy management helps managers and employees have a long-term vision. It
offers the following benefits:
Help to recognize people, sort priorities and take advantage of opportunities
To look at practical difficulties of the management task
Give a draft of overall activities development and control
How to minimize risks
Make key decisions better serve the objectives setting out
Help for better allocation of resources and time for the identified opportunities
Allows less time and resources necessary to amend the mistakes and time
decisions
Frame to create relationship among internal individuals
Help incorporate individual behavior into a joint efforts
Provide the basis for clarifying the responsibilities of individual

Provide encouragement for advanced ideas.

Bring to co operations, sticking and enthusiasm in handling issues as well as the
opportunities
Encourage a positive attitude to changes
Bring a level of discipline and the official administration for work in the
organization.
1.3. Stages of strategy management:
1.3.1. Strategy Planning:
Strategy Planning is the process of setting out the work to be performed, organize
research to specify the internal and external factors of the environment, build longterm goals, the choice of instead strategy. The difference between strategy
management and "strategy planning" is a strategy management including the
further strategies implementation and evaluation.
Decisions in the strategy planning phase is to create specific products. Markets,
resources and technology during a defined period of time. The strategies indicate
the advantages in the long term competitions. It also targets to last good effects for
the organization.
1.3.2. Strategies Implementation
Strategies implementation is often called the action phase of strategy
management. Implementation means to encourage the workers and management to
turn planned strategies into specific actions. Three main tasks of the strategy
implementation are to establish annual objectives, policies for the division and
allocation of resources. This phase is often considered the most difficult stage in
the process of strategic management. Implementation success is a key strategy in
the ability to motivate employees, this is not just science, but it weighs about art.
This is the art of arousing and encouraging heart. A planned strategy has no value
if it is not executed, no matter how good.
1.3.3. Strategies Assessment

The last step in strategy management is the evaluation of strategy. Because the
environmental factors inside and outside units are always, all strategies can be
changed in the future. There are three main activities in the evaluation of
strategies: (1) review the factors inside and outside units which are used as a basis
for the current strategy planning, (2 ) assess the implementation and (3) make the
necessary changes.
Assessing strategies is really necessary for all types of organizations. In evaluating
the strategy, people often use questions as the management expectations,
assumptions, to understand deeper the achieved goals and values of work. This
evaluation process should be conducted regularly and continuously throughout the
implementation process, not only at the end of each period or when problems
arise.
Towards the target, the internal environmental assessment is to discover strengths
and weaknesses to find the needed solution. When performing this, key point is
how to determine areas of concern, problems which must be reviewed and
studied and that the criteria is good or not good for determining the strengths and
the weakness of the school.
1.4. Personnel Work
Human resource issues are considered vital to all organizations in the future. Art
and methods of

using the

existing sources of labor, retraining programs,

enriching human resources strategies to build the next generation, program of

selection and nurturing the next generation of leaders in the school are the key
issues in evaluating present personnel allocation.
Employed workers are part of the assets of the unit, they not only work but also
undertake a placement in the set of stages of organizational activities. There must
be a system of assessing the completion of the work of each individual. The case
of making out, not completing assigned responsibility must be fined firmly, and
the positive ones are rewarded and encouraged. Not necessarily a reward must be
material. The symbol awards also represents great significance for those

employees. In the work of personnel, one of the cavalry is the cause at any
disputes within the school. Trusted relationship must be maintained between the
members that is a huge asset to the organization.
Take care of the health of workers is not just a matter of law, it is a responsibility
of the unit for employees, a matter of business ethics.
1.5. Marketing task
For the planned purposes, the marketing system must ensure to deliver the
accurate information, updated development of the market in general and the labor
market in particular, put a look on the client, consider prospects, assess of the
distribution, the large customers, the competitors, their suppliers and other related
factors.
Market is large and has many issues to concerns, issues about the instead product,
scale and cost. Determining market has an important role, it helps to avoid the
calculation assessment, lack of practice to reduce the value of the evaluation
results.

Those who are responsible for the control system must be people with abilities,
mastery of the objectives and tasks set out and understand on what phase the
actual work is, how management often calculates the annual benefit and cost for
each respective supplied product. Needs of clients are changeable, requiring units
to

improve supplied product quality to meet customer needs and create

advantages for their organization attached to the profits.
1.6. Creating competitive advantages
In fact, if market has goods with the same use and price, consumers will be willing
to buy goods which are of higher quality. Therefore this is the first tool the school
uses to win the competitors. The factor of training quality is top priority.
The next is the price, the actual income of population is low so the price is low,
low cost training is a key factor to attract low-income people to study
Applications of science - technology and modern management, increasing labor
productivity to lower input costs.

2.1. Development of the Vocational Hatinh college of technology
College of Vocational Technology, previously known as Ha Tinh Promotion Center
of Ha Tinh Trade Union was established in 1995 with the function of consultant
recruitment, vocational training and job placement for employees dynamic. In
2005, Ha Tinh Vocational School No. 5 was established. On August 11th, 2006 it
was renamed Ha Tinh Vocational School No. 5. On July 14th, 2009 the School was
upgraded

train vocation and give job placement to workers.

2.2. General characteristics, the overall goal:

From 1995 - 2009 the school has trained more than 5,000 technical workers of the
job: Seal, Civil electric, Garments and fashion design, automotive technology,

Operate machine works ..., trained to test driver license for motor cars for 51,000
people; trained foreign language and education-oriented labor exporting for 4050
people, served hundreds of conferences, training, contest with the best results. The
school has been affiliated with: University of Trade Union, University of
Transport, Technical University of Vinh, Power University, College Career
LILAMA1 , School of Thanh Hoa Fisheries, Da Nang Shipbuilding Industry
Vocational School, , College of Hanoi tourism, Quang Ninh mines University,
opened classes from the geography profession to level at the University of the
Major: Business Administration, Bridge road, Telecommunication, Power System,
Thermal Power, Electricity industry, shipbuilding technology plays ... This is the
link of the school activities in order to gradually diversify the types of training to
meet the increasing needs of people inside and outside the province, since then
strengthening the work of vocational training for workers of province, gradually
raising the rates of labors through the training.
The school has contributed to large supply of skilled workers who have been
trained for the units, to meet the needs of socio-economic development in the
province and neighboring provinces. Presently, the school has organized
vocational training enrollment to 3000 students per year. The scale training and
quality of school has been improved. Students after graduation are received to
work, workers have jobs and stable income. Beside, the school also introduces
students to labor export. To implement the policy of vocational training to the
needs of units and the needs of society, vocational training at the address, the
school signed a contract with the shipyard Da Nang to train workers of welding
shells ships. After graduation, they will be received by shipyard Danang. So
far,384 children have graduated and are accepted on the work. This is the motto of
the new operation that the school has made good results in many years.

Schools coordinate with other units for students to practise and be acquainted with
the production, equipments and new technologies. Strengthening training
management, vocational training quality management, every year, the school hold
teaching activities in order to improve the quality of teachers, launched the
initiative of teachers to experience, improve teaching methods and apply new
technologies to teaching, from which applied to actual schools to improve the
quality of training.
The school has set out measures:
- Strengthening education and political ideology, creating consensus, solidarity
and striving to exceed the current plan, adopting in early teachers’ conference,
launching the emulation of successful implementation of the functions and tasks of
the application position, setting the emulation achievements to celebrate major
public holidays, preliminary review, summarizing from experience, timely
rewarding to individuals achieved excellent performances in the emulation
movement.
- The management and administration are assigned to each individual. Managing
board of the school are in dynamic operating, inspecting and signing contracts
with the industrial plants to introduce students work after graduating the school
and workers to work in the country and abroad.
- To mobilize capital sources for investment in procurement of equipments for
vocational work, promote social work education, strengthen the management of
assets.

Through statistics on the chart, we see the level of school teachers generally not
high, this is partly because the school developed from center of vocational training

2.4.2. Reviews
- Over the table we see figures on the revenue of the school continuedly increase,
because of factors of students to school increased rapidly, especially high number
of students who learn to drive car and the high tuition fees, short training time,
further more the state invested much so the more sales increase. Besides, we see
revenues from business services decreased by field workers referred for labor
export decreased.
- The school pays much attention to the life of the the labors, in increasing wage,
from 2006 to 2008 there more than 2 times the salary increased, up by additional
teachers paid at the same time the performance to encourage people to work well.

- More equipment investment increased to improve vocational training quality,

more interested in building workshops to enhance the learning practice. Cost of
materials and materials for vocational education students increased, especially of
fuel and driving practices of welding materials.
2.5. Factors within:
2.5.1. About vocational teachers and managers
In all the staffs, teachers of the school is 131 people, including: 5 of the master, 42
of University, 19 of the College, 59 of intermediate and other levels, including:
Teachers have 111 people, including: Vocational teachers with 79 people; teachers
drive with 32 people.
2 .5. 2. About facilities
In the past time, with the state capital source, capital sources of the General
Confederation of Labor of Vietnam, from capacity of building projects ... the
school has invested in vocational training equipment gradually for work
Vocational; currently, the school has 15 classrooms for theory learning with 1476
m2 area, 14 practice rooms with an area of 2.154m2; the system of yard for
driving, contacts your driver, iron with an area of 8000 m2; the working rooms,
function rooms ensure adequate vocational activities, total investment in facilities
and equipment for vocational training in work time is 12.6 billion vietnamese
dong. School construction projects in new facilities has been approved by the
General Confederation of Vietnam Labor with 65.313m2 area and in the process of
implementing construction with total investment capital of 50 billion vietnamese
dong from the capital sources of the General Confederation of Labor the Vietnam,
the People's Committee, Provincial Federation of Labor and capital mobilized
from other divisions within and outside the province. Scale construction include
the five practices with an area of 3240 m2; the theory of the 3480 m2; the lecture
hall of the 2350 m2; the dormitories, dining area students of the 7856.33 m2; the
auxiliary items such as physical education, school yard drive, contact your driver,
iron outdoors. In addition, the school is invested equipments for vocational

2.5.3. About vocational training facilities
With help of the General Confederation of Labor of Vietnam, Ministry of Labor Invalids and Social Affairs, the People's Committee of Ha Tinh province and
others, the school has invested in purchasing equipments for the work of teaching
job with an expense of 9.95 billion from the capital of the State and own capital of
school.
Welding: there current 255 equipments and tools including: computer discs,
Eto, average student gas, grinding machines .... meet the requirements of training
levels as vocational colleges, v ocational intermediate, primary job.
Equipment of teaching cool practice: total 362 equipments and tools
include: hammer hand, sanding of all types, size ....
Automotive technology career: Total number of devices of 112 devices and
the equipment includes: conductor upgrade cars, new model of electric cars, model
of gearbox removed, the electrical system spread, ... meet the requirements of
training level of vocational colleges.
Vocational electrical industry: Total number of 101 devices and instruments
include: the

Equipment for car driving teaching: total 31 cars, cabin electronics, ..
Equipment Restaurant Service Education: 800m2 area with equipment,
tools included such as industrial gas stove, fridge, the dishes, bones, pan ... meet
training requirements.

2.5.4. Vocational curriculum and program
Pursuant to the framework program of the Ministry of Labor - Invalids and
Social Affairs issued, in 2008, the school has built six vocational programs
include: welding, automotive technology, electrical industry, metal cutting
category, machinery operators, garment and fashion design programs and 3
vocational qualification primary job programs include: welding, garment and

fashion design, computer science.
In time, the school curriculum consulted in the curriculum of the Ministry
of Labor - Invalids and Social Affairs, General Department of Vocational Training,
Ministry of Education and Training issued and a number of schools’ in and
outside the province to build the outline taught at school.

2.6. Orientation and objectives :
2.6.1. Orientation
Ha Tinh Province is implementing several projects to build socio-economic
development, need of workers to use to 2015 is approximately 220,000 people, the
proportion of workers trained to meet from 35 to 40%. While, vocational schools
in the area only meet a small part. From that fact, training and developing human
resources is a matter of urgency to meet immediate requirements and long-term

source of highly qualified workers for the economy, industrial parks, key projects
of the province and country, contribute to socio-economic development in Ha
Tinh.
Organization enrollment vocational training, job placement with quality
assurance, create jobs and income for the school staff, attract resources for
investment in facilities and technical conditions to meet the learning needs and
training additional industries such as: Electronic industry, construction, metal
cutting ...
Expanding scale of training, building schools in areas Thach Trung - Ha
Tinh Province according to the project approved by the General Confederation of
Labor of Vietnam.
Investing to facilities, equipment of vocational training, teachers to strive
in the years to become key vocational schools of the area.
2.6.2. The main objectives:
Promote the training needs of the employer unit, of the society to create
jobs for students after school, vocational training associated with labor export.
Improve the quality of education through teaching for teachers signed the
school.
