APPROVAL OF MINUTES
(Council/Agency) Consideration of approval of the minutes of the City Council/Agency for
Community Development meeting held on May 19, 2009 as distributed.
PUBLIC APPEARANCES -- ORAL COMMUNICATIONS -- (Scheduled Matters Only)

Persons wishing to address the Council/Agency on the following agenda items should identify
themselves and the items they wish to speak on at this time by providing a completed blue
speaker card to the City Clerk. Speakers must limit remarks to five minutes on all items and will
be summoned to speak at the appropriate time. Comments must be related to items that are within
the subject matter of the City Council’s jurisdiction. When addressing the Council, please address

the Council as a body through the Mayor. Comments to individuals or staff are not permitted.

Public hearing to introduce an ordinance to consider Code Amendment No.
08-02 to allow synthetic turf as an acceptable landscape treatment as specified and passage
to a second reading for adoption.

Valley Authorizing The Use Of Synthetic Turf As A Landscape Treatment And Making Other
Clarifications In The Landscape Standards For The City.

Public hearing for the approval of a substantial amendment to the FY 20082009 Action Plan to receive American Recovery and Reinvestment Act Community
Development Block Grant-R (CDBG-R) Funds and amend the 2009-2010 Operating Budgets
in the amount of $94,964.

Approval of the introduction of an ordinance repealing and reenacting
Ordinance No. 1153, Chapter 14.18 of the Fountain Valley Municipal Code pertaining to water
conservation, to establish year round water conservation and permanent water conservation
requirements and to amend the Fiscal Year 2009-10 Water Enterprise Fund budget in the
amount of $105,000 for water conservation programs and passage to a second reading for
adoption.

An ordinance of the City Of Fountain Valley City Council
repealing and reenacting Chapter 14 .18 of the Fountain Valley Municipal Code
pertaining to water conservation.

4. ORDINANCE NO. 1429
An Ordinance Of The City Council Of The City Of Fountain
Valley Repealing Provisions Pertaining To Food Service Establishments Which Have Become
Superseded By State Law.

will be enacted by one motion by the form listed below. There will be no separate discussion of the items
prior to the time the Council/Agency votes on the motion unless members of the Council/Agency, Staff, or

separate action.

Accept Recovery Act Justice Assistance Grant 2009 Funds for the purchase
of covert video cameras, crime mapping software, and upgrade the Emergency Operations
Center.
6. (Council)
Set a public hearing for consideration of the City of Fountain Valley’s 20092010 and 2010-2011 Two-Year Operating Budgets and Ten-Year Fiscal Forecast; the annual
Schedule of Fees and Charges; the annual Appropriations Limit; the annual Agreement with
the Fountain Valley Agency for Community Development relating to the Capital Improvement
Budget and Financing thereof; and the annual Schedule of Property Rental and Charges for
Administrative Services for the Municipal Water Utility.

Set a public hearing for the consideration of the Fountain Valley Agency for
Community Development Two-Year Operating Budget for Fiscal Years 2009-2010 and 20102011; the Ten-Year Fiscal Forecast and the annual agreement with the City of Fountain Valley
relating to the Capital Improvement Budget and financing thereof.
