Introduction
This report presents information on financial resources provided to undergraduates at Minnesota post-secondary institutions. The
financial resources included are grants, loans, and student earnings that help students pay tuition, fees, room and board, and other
costs of attending post-secondary education. This report presents information for Fiscal Year 1999, which corresponds to
academic year 1998-99. Corresponding information for Fiscal Years 1987, 1989, 1991, 1993, 1995, and 1997 is available from
the Higher Education Services Office.
Population
The data in this report cover resources used by undergraduates attending the 122 Minnesota post-secondary institutions that were
eligible to participate in the State Grant Program in Fiscal Year 1999. Data were collected on financial aid received by
undergraduates who attended these institutions in Fiscal Year 1999. Fiscal Year 1999 was from July 1, 1998 through June 30,
1999.
Sources of Data
Data were obtained from two sources:
• Higher Education Services Office records were used for the State Grant Program, the Postsecondary Child Care Grant
Program, the Nursing Grant Program for Persons of Color, the Safety Officer Survivor Grant Program, the Student
Educational Loan Fund (SELF), and the State Work-Study Program.

• Institution financial aid directors provided data on the amount of grants, loans, and earnings from work-study jobs and
jobs at the institution by undergraduates who attended in Fiscal Year 1999. All but five of 122 institutions eligible to
participate in the State Grant Program in Fiscal Year 1999 provided data.
Data Verification
In April 2000 Higher Education Services Office staff sent financial aid directors a preliminary version of their reports for
verification.
State Grant Program Data
The amounts reported for the State Grant Program were computed in February 2000 for end-of-the-year reports as contained in

the Higher Education Services Office’s Report to the Governor and the Legislature. As institutions close out their State Grant
accounts, there are often adjustments made that do not appear in the Report to the Governor and the Legislature.
Definitions of Financial Aid Categories
Definitions of the financial aid categories used in the report are included in Appendix I.
Financial Aid Awarded in Earlier Years
Totals by program for Fiscal Years 1987, 1989, 1991, 1993, 1995 and 1997 are included in Appendix II at the end of the report.
