3. Project Abstract

4. Introduction & Background
The main objective is to develop and extend the clam culture technology (hatchery and
husbandry) to sustain livelihoods of poor coastal farmers in the North Central provinces:
and to develop a strategy which contributes to sustainable aquatic environment
management using clam aquaculture to improve prawn farm effluent utilisation. The aims
of the proposed project are:
a) to provide poor fisher community an alternative income and food security;
b) to improve technological and extension capacity for the stakeholders; and
c) to reduce negative impacts of shrimp culture through implementation of a strategy
for environmental management and waste utilisation of existing resources.
The main objective of the project is to develop and extend the clam culture technology
(hatchery and husbandry) to sustain livelihoods of poor coastal farmers in the North
Central provinces and to develop a strategy which contributes to sustainable aquatic
environment management using clam aquaculture to improve prawn farm effluent
utilisation. In order to achieve the objectives of the project, staff competent is one of very
important factor. Since beginning of project up to now, there are many activities have
been conducted for building of staff competencies not only for ARSINC staff but also for
provincial staff and farmers as well as students from Universities. Following are the main
activities:
• Training
• In country training

4.1. Specific objectives
The objectives of this project (027/05VIE) include the following:
• to develop and extend the clam culture technology (hatchery and husbandry);
• to sustain livelihoods of poor coastal farmers in the North Central provinces; and
• to develop a strategy which contributes to sustainable aquatic environment
management using clam aquaculture to improve prawn farm effluent utilization.
4.2. Expected outputs of staff competencies:
Completion of training through project participation of at least 4 key staff ARSINC staff
in hatchery establishment and management of on-going operations, in the transfer of that
technology to private aquaculture companies and as trainers of Provincial Directorate
staff in clam spat settlement and grow-out techniques
Completion of training through project participation of 30 Provincial Fisheries
Directorate staff as trainers of farmers in clam culture management practices

5. Progress to Date
5.1. Implementation highlights
5.1.1 Competency Building Process
In order to build competency following three primary modes were applied.

• Training
• Demonstration
• Education
The training was provided both in-country and overseas (Australia). The overseas
training program mainly targeted to ARSINC and provincial staff who are actively
engaged in the project activities. Overseas training consists of structure training (theory
and practical) and study tour. The in-country training was focused not only training the
staff but also lead farmers and students.

In collaboration with Vinh University students dissertation were completed using project
topic under the supervision of ARSIC/SARDI senior staff, in particular Project Director
from Vietnam and Project Leader from Australia. Students are the future skill base and
the program yielded good result. Details presented in the following section.

The demonstration program is one of the most effective component in the competency
building program. Lead farmers were selected for participating in the demonstration
based in a selection criteria. The farmers participating in farm trials and demonstrations
will be engaged as trainers for training programs for other farmers. A flow chart is
provided for showing the competency building process

5.1.2 Training, workshops, study tour
5.1.2.1 Training, study tour abroad:
From 30
th
October to 10
th
November, 2006, three technicians from ARSINC and Director

of Extension Center from Thanh Hoa province have been sent to SARDI, Australia for
attending training course on live feed production, data processing, nutrient and water
quality management as well as to see integrated aquaculture system using waste water
and other aquaculture farms using bio-recirculation system in South Australia.
In August 2007, 10 days intensive training course has been conducted in SARDI,
Australia for two researchers in which one is researcher from ARSINC and another from
Nghe An province. The training involved the statistic data analysis and techniques in
writing the journal article for publication which regarded as weak point of scientists in
ARSINC. This training was very useful and supported a lot in developing the scientific
report as well as in publishing scientific articles in the international journals.
Overseas training has been provided to a total six staff.

The invited participants included leaders of RIA1, leaders and technicians of the National
Fisheries Extension Center and Provincial Fisheries Extension Center of 6 provinces and
innovative farmers who were interested in clam culture (Appendix A). At the workshop,
a lot of suggestion, comments as well as expression of interest on the clam culture
technology have been recorded. The aquaculture technicians and farmers also expressed
their concerns about the clam culture in brackish water ponds, poly-culture with prawn
and requested more research information (Refer to MS9).

In order to formally introduce the clam production technology and to explain the
operational procedure for on-farm trials, a training/workshop was held from 24

from 6 North Centre provinces (Appendix B). In addition to introduce about project, role
of farmers/ARSINC, farmer selection criteria and etc., a technical lecturer was provided
the lectures that content about inter tidal clam culture, pond clam culture, rotational
culture of clam in prawn ponds, and the methods of data collection.
The study tour was conducted for 12 farmers from 6 provinces on 23 April 2008 to visit a
newly established clam hatchery at Ly Nhan, Ho Chi Minh City . This study tour was a
part of the training/workshop programs for demonstration of the clam culture trials. The
aim of this study tours is that farmers to understand the natural nursery areas of clam as
well as introduce the original place where the clam, Meretrix lyrata has been translocated
into the North and Central parts of Vietnam. Further more, farmers visited a newly
established clam hatchery at Ly Nhan village, Can Gio district. This hatchery has been
constructed by ARSINC in collaboration with Van Xuan University. The hatchery has the
capacity of producing 50 million spat per season. The list of 12 farmers participated study
tour in Ho Chi Minh City is provided in the Appendix C.
5.1.3. ‘On farm’ trials ( Demonstration) .
On-farm trial started in May 2008. Total 36 farmers participated on demonstration trial
