General comment: While this is a pre-construction
phase document one aspect which is not addressed
and which is of concern is that of first-aid / medical
care. What should be reflected in this document
and in other method statements is how incidents
requiring first-aid or medical care will be managed
as we understand that there is currently no medical
station or nurse on site.

Information of first-aid / medical care has
been updated on Section 7.1 Health, safety
and environment management

1. EHS officer shall ensure compliance with EHS
requirements.
2. First aid / medical station and the actions to be
taken in case of an incident where someone is
injured. In site clearing and grubbing there are risks
of foreign objects in workers eyes, or lacerations
and so on. How will this be managed?
3. Environmental "damage". What is the procedure
to be followed in the event of a diesel or oil spill?
4. Who shall be informed in the event of an incident

PREFACE
The purpose of this Method Statement is to describe the methodology involved in site clearance and
preparation work at the approved area for site access in accordance with the technical standard and HSE
requirements of Vân Phong Thermal Power Plant Project.

RESPONSIBILITIES
It is overall responsibility of Site Manager to organize resources prior to perform construction activities
as per project specification in compliance with the quality, schedule & safety requirements.
HSE Manager will ensure in coordination with Site Engineer that all measure/construction taken shall be
maintained till completion of job.
It is the responsibility of Construction Manager/Site Engineer that construction activities are executed in
accordance with this method statement and project specification.

6.1 Site Preparation
Prior to entering the working area, all equipment and machinery will be inspected by safety personnel.
Safety personnel shall be responsible for preparing and providing relevant documents such as related
certificate and insurance document for equipment prior to entering into the site.
Provide all necessary Personal Protective Equipment (PPE) to the manpower and enforce them to wear

and use this at all times during the work. Worker for tree cutting shall wear face mask to protect eyes to
avoid any risks of foreign objects into workers eyes
All machineries, equipment and material shall be access through the designated entrance gate.
Temporary container site office together with its machinery storage area will be setup at the designated
location shown on 1. PREFACE.

6.2 Survey
Check existing bench marks where have been installed during soil investigation period.
Install pole with flag on the site boundary.


6.3 Cutting Tree and Grass
The bulldozer cuts small trees and grass and uses cutting saws and excavators to cut large trees
Cut tree and grass will be collected and temporary stocked at site until approval of disposal area by
Ninh Phuoc PC and Ninh Hoa district. (expected temporary stockpiling period : 1~2 month)

6.4 Analysis for Erosion Risk by Storm Water
Considering site elevation is high along existing public road, storm water will not flow to outside project.
Instead it will flow to south-east direction.

In addition, tree cutting will not make any influence on erosion, because density of tree along public
road is quite low.
During heavy rain at site, the Contractor shall keep monitoring site condition not to make water ponding
near slope, and take immediate action by excavator, if any damage detected.
Sloped protective devices such as slope cover sheets and temporary open trenches shall be considered
in the following cutting and filling steps

6.5 Transportation of grass and tree to disposal area
Cut tree and grass will be transported to the proposed disposal area and the area shall be approved by the
local authorities prior to commence disposal activities.


6.6 Household waste at site
There are household waste at site in many different location, and those wastes will be collected and
treated by licenced waste treatment company.

HEALTH, SAFETY AND ENVIRONMENT (HSE)

7.1 Health, safety and environment management

• HSE Officer shall monitoring and corporate with Site Engineer to ensure that all work is undertaken
following HSE Regulation.
• HSE officer shall ensure that all new manpower understand the health and safety general requirements and
attend HSE induction training prior to being allowed to commence work.
• All personnel should be aware of assembly points, escape routes, emergency contact numbers. A notice
board with site map, relevant special locations and emergency evacuation route be placed at site by the

soil is collected after removing oil and/or fuel through sand and adsorbent, and is disposed by a hazardous
waste disposal company.

• The Contractor shall install sign board of construction notice and control site access to avoid any conflict
and accident with local people. Watchman will be arranged near working boundary area.
• The VP1’s target is zero incidents and accidents to achieve the objective of no harm to people. In case any
incident or accident is detected at site, it shall be immediately reported to HSE officer and manager. It is
recognized that incidents will occur, and any incidents that do occur will be investigated by the management
and a report issued, but the objective is clear, zero harm to people and to prevent recurrence.
