DECISION
Approval of the Water Supply Planning of Ho Chi Minh city till 2025
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the June 17, 2009 Law on Urban Planning;
Pursuant to the November 26, 2003 Law on Construction;
Pursuant to the Government Decree No. 37/2010/ND-CP dated April 7, 2010 on
establishment, evaluation, approval and management of urban planning;
Pursuant to the Government Decree No. 117/2007/ND-CP on July 11, 2007 on
clean water production, supply and consumption and the Decree No. 124/2011/ND-CP
dated December 28, 2011 of the Government on amendments and supplements to a
number of articles of Decree No. 117/2007/ND-CP;
At the proposal of the Chairman of People Committee of Ho Chi Minh city, and
the evaluation comments of Ministry of Construction,
DECIDES:
Article 1. Approve the Ho Chi Minh City Water Supply Planning till 2025 with
the following main contents:
1. Scope of planning:
Includes all the administrative boundaries of Ho Chi Minh city with the area of 2,095
km2.
2. Viewpoints of planning:
- Water Supply Planning in Ho Chi Minh City till 2025 conforms with the
Planning of Socio-economic Development, General Construction Planning of Ho Chi
Minh City till 2025, the Three Key Economic Regional Water Supply Planning for the


North, the Central and the South, Development Orientation for Urban Water Supply and
Industrial parks in Vietnam till 2025 and other related specialized planning.
- Development of sustainable water supply based on the optimal exploitation of
all resources to meet demand of clean water usage and clean water supply to Ho Chi
Minh city stable with guaranteed quality, good service and effective.
- To ensure rational, economic exploitation and use of water with consideration to
the impact of climate change, environmental pollution and limit of groundwater
exploitation.
- To encourage all economic sectors to invest and develop water supply.
3. Goals of planning:
- Specify the orientation of water supply in the General Construction Planning of
Ho Chi Minh City till 2025.
- Determine the demand for clean water; rational exploitation of water resources
(groundwater, surface water); identifying investment needs and developing Ho Chi Minh
City water supply system to meet the demand for clean water in each stage.
- Continuously improve the quality of water supply services, safe water supply.
Gradually modernize clean water production and business management systems.
- The residential percentage of water use to 2015 reaching 100% for the old urban
areas and 98% for new urban areas, suburban areas and to 100% in 2025.
- Reduce the rate of clean water loss to 32% by 2015 and to 25% by 2025.
- Expand the coverage of water supply services to the suburbs, improve sanitation
and health of people in rural areas.

Based on standards, technical regulations in force.

b) Water sources:
- Dong Nai River (regulated by the Tri An): Exploit with a flow of 2.5 million

m3/day to provide raw water for the water plants using Dong Nai River source.
- Saigon River (regulated by Dau Tieng and Phuoc Hoa reservoirs): Exploit with a
flow of 01 million m3/day to provide raw water for the water plants water using Saigon
River source.
- Kenh Dong Canal (regulated by Dau Tieng and Phuoc Hoa reservoirs): Exploit
with a flow of 0.5 million m3/day to provide raw water for the water plants using Kenh
Dong source.
- Study to use water directly from the Dau Tieng, Tri An, Phuoc Hoa to meet
production requirements and water safety and efficiency supply.
- Ground water in the city: Period up to 2025, exploit at industrial-scale with a
flow of 100,000 m3/day. The industrial small-scale and household wells have to be shut
down according to the schedule of groundwater extraction limitation of Ho Chi Minh
City.
c) Raw water intake works:
- Raw water pipeline Hoa An - Thu Duc Water Plant: Build and install additional
pumps, equipment and supporting facilities to reach the total capacity of 2,000,000
m3/day in 2025 period; build an additional D2400 mm raw water pipeline of 11 km long
from Hoa An to the Thu Duc water plant.
- Raw water pipeline Hoa Phu - Tan Hiep Water Plant: Build and install
additional pumps, equipment and supporting facilities to reach the total capacity of
1,000,000 m3/day in 2025 period; build an additional D2000 mm raw water pipeline of
9.1 km long from Hoa Phu to Tan Hiep Water Plant right from 2015 period.
d) Water Treatment Technology:
- Treatment technologies for groundwater and surface water, ensure water quality
according to technical standards and regulations. For groundwater is Aeration -
Sedimentation - Filtration - Disinfection, for surface water is Flocculation -
Sedimentation - Filtration - Disinfection.
- Application of advanced and modern technology to improve the efficiency of the
water exploitation, operation, management and energy saving.
đ) Water supply pipe network:

- The transmission pipelines:
+ The transmission pipelines from Thu Duc Water Plant: renovate the D2000 mm
existing on Hanoi Highway; complete the building and put into use the D2000 mm BOO
Thu Duc and the D2400 mm pipeline Thu Duc - Binh Thai.
+ The transmission pipelines from Tan Hiep Water Plant: the existing D1500 mm
pipeline; complete building and put into use the D2000 mm pipeline.
- Class I pipeline network:
+ 2015 Stage:
. New construction for a D2400 mm pipeline from Binh Thai to Dien Bien Phu
bridge;
. New construction for a D1800 mm - D1500 mm pipeline from Binh Thai to Phu
My Bridge (Road Belt 2);
. New construction for a D800 mm Hanoi Highway pipeline, from Thu Duc Water
Plant to Suoi Tien overbridge;
. The existing D900 mm Luy Ban Bich Pipeline of Tan Binh underground water
plant will be connected with the existing D1500 mm pipeline at the Truong Chinh - Cong
Hoa crossroad;
. Renovate the existing class I pipelines: D2000 mm from Binh Thai to Dien Bien
Phu bridge, D900 mm Phan Dang Luu, D1500 mm Nguyen Binh Khiem, D1200 - D1050
mm Tran Hung Dao, D1200 - D1050 mm Vo Thi Sau - 3 / 2 street, D800 - 1000 mm
Nguyen Thi Minh Khai and other pipelines.
+ 2025 Stage:
. Building a new D800 mm pipeline at Kha Van Can - Xuyen A - Le Van
Khuong;
. Building a new D1000 mm pipeline at Nguyen Duy Trinh - East-West Highway;
. Building a new D1000 mm pipeline at Phu My Bridge - Nguyen Van Linh;
. Building a new pipeline North route, Ung Van Khiem - Nguyen Xi;
. Building a new pipeline on Nguyen Huu Canh;
. Building a new pipeline on the Road Belt 3;
. Building a new provincial road 15, along Nha Be River.

- Class II pipeline network:
Plans to build new Class II pipelines, diameter of D400 - D600, with a total length
of about 250 km, upgrade and repair approximately 120 km2 of the existing class II
pipeline.
e) Booster pumping stations:
Build new booster stations:
- Binh Chanh Pumping Station: supply water for neighboring areas and for urban
and industrial zones of Long An province; capacity of 30,000 m3/day in the period 2010 -
2012; capacity of 50,000 m3/day in the period 2016 - 2018, capacity of 100,000 m3/day
in the period 2024 - 2025.
- Nha Be Pumping Station: supply water to Hiep Phuoc areas, neighborhoods and
for Can Gio, capacity of 50,000 m3/day in 2015 period and 150,000 m3/day in 2025
period. In the future, it may consider to supply water for urban and industrial areas of Can
Duoc, Can Giuoc District of Long An Province.
7. Priority projects in the Period 2010 - 2015:
a) Priority projects on raw water sources:
- Project 1: To study water extraction possibility and scale from Tri An, Dau
Tieng, Phuoc Hoa reservoirs as a replacement for the water sources from the Dong Nai
River and Saigon River (in the case that the Dong Nai and Sai Gon rivers are
contaminated and saline) to supply water for Ho Chi Minh city.
- Project 2: To construct a raw water transmission system from Tri An reservoir to
supply water to the water treatment plants using the source from the Dong Nai River.
- Project 3: To construct a raw water transmission system from Dau Tieng
reservoir to supply water to the water treatment plants using the source from the Saigon
River.
Projects 2 and 3 are made after the completion of the Project 1 and confirmation
of investment needs, scale and duration.
b) Priority investment projects on water treatment plants:
- Investment project on construction of Thu Duc Water Treatment Plant III with a
capacity of 300,000 m3/day.

- Investment project on construction of Tan Hiep Water Treatment Plant Phase II
with a capacity of 300,000 m3/day.
c) Priority projects on pipeline network development:
- Investment projects for Non revenue water reduction in Ho Chi Minh City,
expand the pipeline network and water supply areas.
- Study project to restructure the water supply pipe network in Ho Chi Minh City
under big branches.
- Projects to renovate, upgrade and make new transmission pipelines, class 1 & 2.
- Projects to renovate, upgrade and make new pipelines, class 3.
8. Estimated expenditure and capital investment:
a) Implementation of the Water Supply Planning of Ho Chi Minh City till 2025 is
around 68,000 billions. In particular, the period till 2015, the construction of Thu Duc
Water Treatment Plant III, Tan Hiep Water Treatment Plant Phase II and water supply
pipeline network is around 15,000 billions.
b) Investment capital:
- State budget capital.
- ODA, foreign financial assistance.
- Investment credit capital.
- Commercial loans in the country.
- Capital from domestic and foreign investors.
- Other lawful capital sources.
9. Strategic Environmental Assessment
a) Exploiting and using water resources:
- Surface water:
+ To exploit the surface water from the Dong Nai River, Saigon River and Dau
Tieng, Tri An, Phuoc Hoa reservoirs as planned, balance water sources and comply with
technical processes.
+ Upstream irrigation reservoir systems must strictly comply with regime of the
reservoir water, especially during dry months to ensure quality and flow of water
extraction to meet the requirements of water safety.

+ To strictly control the pollution sources in watersheds such as waste water from
urban and industrial areas, wastes from agricultural production
- Underground water sources:
+ To exploit, use rationally, complied with technical processes and limit
groundwater use, not to exploit concentrated on each area.
+ To control quality of groundwater contamination in the process of urbanization.
b) Controlling construction activities
- Solutions on design and technology, meeting the demands for protection of
ecological environment and water resources.
- During the construction:
+ Develop appropriate construction methods, solutions to minimize
environmental impacts.
+ Solutions to handle air pollution, waste, noise of the transport, mechanical
construction vehicle on site and along the transport routes.
+ Solutions to prevent incidents during the construction process.
- In management and operation phase:
+ Improve water plants management and operation capacity of water supply units.
+ Construct water safety plans and implement them.
+ Build procedures for prevention, detection and troubleshooting of water supply
systems.
- Other support measures.
Article 2. Organization for implementation
1. People's Committee of Ho Chi Minh City:
- To organize the implementation of the Water supply Planning in Ho Chi Minh
City till 2025.
- To preside and coordinate with Ministries and Industries for an effective
implementation of investment projects in the Water supply Planning in Ho Chi Minh City
till 2025.
- To develop a financial plan in accordance with investment and development
plans for each stage; build mechanisms and policies to raise the capital to deploy this

Plan.
- To encourage all economic sectors in the country participating in the
construction and management of the water supply systems in the area.
2. Relating Ministries:
- Ministry of Natural Resources and Environment shall preside, coordinate with
the Ministries, Industries and People's Committees of provinces and cities in the river
basin to monitor and closely supervise the raw water sources and water pollution;
implementing measures to ensure protection of water resources for water resources of Ho
Chi Minh City; conducting research, comprehensive review of water sources from the Tri
An , Dau Tieng, Phuoc Hoa reservoirs, Dong Nai and Saigon rivers in the context of the
impact of climate change, socio-economic development.
- Ministries and industries, basing on the functions and tasks assigned by the
Government, collaborate with the People's Committee of Ho Chi Minh city to implement
the Ho Chi Minh City Water Supply Planning till 2025.
Article 3. This decision takes effect from the date of signing.
The Ministers, Heads of concerned Agencies and the Chairman of the People's
Committee of Ho Chi Minh City shall be responsible to implement this Decision. /.
