1. Sự cần thiết, mục đích của việc thực hiện sáng kiến:
Trong những năm gần đây, Tiếng anh đang đóng một vai trò quan trọng trong
xã hội hiện đại ngày nay. Tiếng anh được giảng dạy ở mọi cấp từ giáo dục phổ
thông đến sau Đại học. Trong năm 2008, Bộ Giáo dục - Đào đưa ra quyết định số
66/2008/QĐ-BGDĐT về Chương trình Tiếng anh thực hành hệ Giáo dục thường
xuyên nhằm hình thành và phát triển ở học viên những kiến thức và kĩ năng về
tiếng Anh theo tiêu chuẩn Châu Âu (chuẩn CEF).
Với cương vị là một giáo viên giảng dạy Tiếng anh tại Trung tâm Giáo dục
thường xuyên tỉnh Cà Mau, tôi nhận thấy việc đưa ra các chương trình phù hợp cho
cán bộ công chức, viên chức và nhân dân trong tỉnh tiếp cận với chuẩn Tiếng Anh
quốc tế CEF là điều cần thiết. Trong phần nghiên cứu này tôi đưa ra hai chương
trình: Anh văn thanh thiếu niên (KET) và IELTS.
2. Phạm vi triển khai thực hiện:
Các chương trình này được sử dụng trong phạm vi rộng rãi cho các lớp học
chứng chỉ Anh văn, các lớp Kỹ thuật viên tại Trung tâm Giáo dục thường xuyên
tỉnh Cà Mau, các lớp Đại học liên kết và ngoài xã hội.

3. Mô tả sáng kiến:
Dựa trên chương trình khung của Bộ Giáo dục và Đào tạo số 66/2008/QĐ-
BGDĐT, tôi đã thiết kế chương trình cho các cấp độ, trong đó định hướng rõ ràng
nội dung cần phải dạy, phải học theo từng giai đoạn cụ thể.
Bố cục của chương trình:

a. Chương trình Tiếng Anh thi chứng chỉ quốc tế KET (key english test)
* Thời lượng: 200 tiết
* Đối tượng: Chương trình này được sử dụng nhằm đáp ứng nhu cầu học tập cấp
độ cao của học sinh, sinh viên và nhân dân trong tỉnh. Tất cả đối tượng học phải có
trình độ từ cấp độ A trở lên. Chương trình này dùng để cung cấp và nâng cao những
kỹ năng cần thiết cho người học chuẩn bị thi các kỳ thi quốc tế của Cambridge như
KET.
* Mục tiêu:
- Củng cố toàn bộ 4 kỹ năng Reading, Listening, Writing & Speaking.
- Giúp bạn tự tin, có kinh nghiệm, kỹ năng để đạt được điểm cao nhất trong kỳ
thi KET.
- Đầu ra đạt được cấp độ A1 theo chuẩn CEF
* Phân phối chương trình:
- Giáo trình: Objective KET: 150 tiết

4. Kết quả đạt được
Xây dựng chương trình đề cương phù hợp với chương trình khung của Bộ GD-

ĐT và phù hợp với trình độ dân trí tại địa phương.
Đáp ứng được nhu cầu cấp thiết của trung tâm trong việc triển khai các lớp
Anh văn chuyên đề trong thời gian qua.
5. Đánh giá phạm vi ảnh hưởng của sáng kiến:
Các chương trình này góp phần nâng cao trình độ Tiếng Anh của học sinh, sinh

chứng chỉ A, B, C hiện có.
6. Kiến nghị đề xuất
Tôi mong rằng trong thời gian tới các chương trình này sẽ được sử dụng thống
nhất trong Trung tâm trong việc giảng dạy, ôn luyện các lớp Anh văn chứng chỉ
Quốc tế để có thể góp phần nâng cao trình độ Ngoại ngữ của cán bộ công nhân viên

chức, sinh viên, người học trong tỉnh. Đồng thời, tôi cũng rất mong các thầy cô,
học viên thường xuyên có ý kiến phản ánh, góp ý để các chương trình luôn được
cập nhật và thật sự bổ ích.
