* Legality:
- Based on the Dispatch No 1436/ UBND – VP on Oct 11, 2005 by the People’s
Committee in Go Vap district on the development of storage space 706 – Health
Department in ward 15, Go Vap district to submit to TCHC – BQP.
- Based on the Dispatch No.225/VP – DB on Jan 16, 2006 by the BQP to report the
conclusion of the Minister of MOD for the associated development of storage space 706 Health Department.


- Based on the Go Vap Master Plan which was approved by the People’s Committee

in Go Vap district according to the Decision No. 131/ QQD – UB – QLDT on April
14, 1999.
- Based on the Land Use Right Certificate No. 000123/1B – QSDD 1798/ UB,
which was issued by the People’s Committee in HCM city on Aug 24, 1998 for the
Storage 706 – Health Department – THHC.
- Based on the regulations on construction quality management works together with
Decision No. 18/2000/QD BXD on Aug 02, 2000

2. The necessity and importance of the project:
- The Operating Building of BNMedical Equipment & Pharmaceutical Trade
Corporation includes the entire area where its headquarter is located . Along with the
development of the health sector in both width and depth, the pharmaceutical facilities in the
field of health is also constantly modernizing their facilities and improve the customer service
quality, product diversification. The Operating Building of the Medical Equipment &

Pharmaceutical Trade Corporation in the area of HCM city is one of the commercial center
of the largest pharmaceuticals in the South, and is a dynamic city with the most powerful
economic development in Vietnam ..

* The project’s importance:
- The Operating Building of the Medical Equipment & Pharmaceutical Trade
Corporation is constructed to locate its headquarter for the entire pharmaceutical distribution
network throughout the country and exporting to the Southeast Asia, Africa, South America,
Middle East ....

- The Operating Building of BNMedical Equipment & Pharmaceutical Trade
Corporation is synchronized and harmonized with business stalls in the campus
- The modern Operating Building shall express the growing prestige of the Medical
Equipment & Pharmaceutical Trade Corporation in the conditions of market economy;

3. Based on the work items of the project, we identify and describe the role of key
personnel in the project:
* Work items:
- The building block with a length of 25m, a width of 16m with a total floor area of
400 m2, 5 stories (1 ground floor, 4 floors), specifically as follows:
+ Ground floor: 4 offices, each room with an area of 50 m2, 120 m2 of
warehouse, 20 m2 of restroom area, and the remaining is area of stairs.
+ 1st floor: 3 offices, 1 large living room, 1 hall, 1 room of office supplies such
as photocopiers, record cabinets, printing paper cabinets, 1 rest room. The managing
board shall work in the 1st floor
+ 2nd floor: 6 offices, 1 small living room, 1 restroom.
+ 3rd floor: 7 offices and 1 restroom
+ 4th floor: 3 offices, 1 restroom, 1 water tank for building block, 80 m2 vacant
space
- Water supply system:
+ The ground water shall be used through the water treatment system.
+ Water pump system and piping system to distribute water.
+ Fire-fighting water supply system: 1 water tank with a fixed capacity of 50m3
- Power supply system:
+ Construction of a 80KVA substation.

+ Synchronous power system for the building block.
+ Construction of underground cable network.
- Rain-water drainage: Construction of the closed culvert with a diameter of 400mm
- Waste water drainage: it is required to install the wastewater treatment devices
before discharging into the wastewater drainage system of the city.
* The role of key personnel in the project:

a/ Project Management Unit: Shall make plans for project performance, direct the
activities in the implementation of the project, monitor the project progress and control, solve
any contingent problem.

b/ Chief Architect: Shall direct the project design and give the project ideas, the project
must be consistent with the surrounding landscape, and urban planning of Go Vap district in
particular and HCM city in general.


c/ Chief Engineer: shall monitor the project performance, design the electrical and power
water systems, and estimate costs for building materials and funds for each work item,
calculate the revenues and expenses for each phase. Contact and coordinate with other heads
to ensure the project progress, labor safety, materials savings ...

d/ Chief financial Manager: shall make balance of funds, calculate accurately and timely all
contingent expenses

e/ Chief Material Manager: shall monitor the project progress to prepare materials timely
without interruption of material supply ...

4- Who stakeholders are and describe their role:
+ Department of Defense: shall be the land lessor
+ Bank for Investment and Development of Vietnam: shall give a loans of 6

billion vnd for 4-year payment period

+ Department of Planning and Investment: shall issue the business license
+ Department of Health: shall allow the Group to transact drugs in the list.
+ Department of Natural Resources and Environment: shall control the
environmental impacts in the course of project performance and put the project
into operation.

+ Fire Department: shall guide the implementation of fire prevention.
+ Department of Trade and Industry: shall control the market and competition,
trade promotion, control and protection of proprietary rights of consumers.

In addition to:
- Investor: BNMedical Equipment & Pharmaceutical Trade Corporation
- Contractor: HOA BINH CONSTRUCTION CO., LTD.
- Obligations of each party:
+The investor is obliged to establish and measure the land for the partner. The
investor must shall implement and control under the master plan and design as approved.

+ The contractor shall develop after the project is accepted, then fulfill each work
item

- Time for construction of the Medical Equipment & Pharmaceutical Trade
Corporation shall be effective from Feb 01, 2011 to Dec 31, 2011.

5- Result:


The Building of the Medical Equipment & Pharmaceutical Trade Corporation
shall be developed from Feb 01, 2012. The construction shall be developed as planned to

meet the requirements of the investor – BNMedical Equipment & Pharmaceutical Trade

Corporation. This is also the success of the two affiliates, including the investor and the
contractor who contributed to Go Vap District in particular and HCM city in general on a
large scale compared with the multinational corporations. To satisfy the guidelines of the
Government and expectations of People's Committee in HCM city, each industry must have
large groups to work with multinational corporations.
