1. Research rationale
Road infrastructure plays an important role in the socio-economic
development of each country. While the State budgets do not fully meet the
needs for road infrastructure development, public-private partnership (PPP) is
regarded as an effective tool to attract private investment and improve
investment efficiency.
With the state budget limits and decreasing ODA for a middle-income country,
seeking funds from private investors for the road infrastructure is urgent for Vietnam.
