1. Objectives
This training is mandatory for anyone authorized to enter or work in a confined space.
After this training the trainees should be able to
know the roles and responsibilities of the confined space entrant and watch man
know the hazards in the confined space and the appropriate control measures against the
hazards.

Confined Space is an enclosed space that

is large enough for a person to enter and work,
has limited or restricted means of entry or exit,
dangerous levels of contaminants (solids, liquids or gases) could be present or could build up,
the oxygen level may be lower than in ambient air

CONFINED SPACE ENTRY PERMIT REQUESTER
A person who requests for a CSE permit is the Permit Requester. He can be the entrant or leader of the team who
will enter the confined space.

Know and understand the requirements of the BSR permit procedure
Participates in Job Safety Analysis and recognize the hazards in the confined space.
Conduct briefing to all the members of the team about the work and the hazards
Ensure that all entrants of his team have all required PPE
Ensure rescue plan is done and rescue team available at site
Ensure condition inside space is safe and maintained safe consistent with the terms of the CSE Permit
Order all entrants to come out if the condition inside the space has change that could endanger them.

Authorized Entrant is a person trained in Confined Space entry and permitted by
BSR to enter
a confined space.

Participate in safety briefing by the Permit Requester
Follow the conditions required by the CSE Permit and the associated Permit to Work
Recognize the hazards, the signs/symptoms/consequences of exposure, and control of hazards
Inspect, test and make proper use of special PPEs
Maintain communication with standby person
Alert the watch man if an unsafe condition exists or when symptoms of exposure appear
Leave the confined space when:
ordered by watch man
signs or symptoms of exposure appeared
An unsafe condition exists.

WATCH MAN
Watch Man is a person trained in Confined Space Entry whose prime responsibility is to
monitor through the manhole the conditions of the entrants.

Monitor the condition of the entrants at all times
Monitor conditions and activities inside and outside
Be aware of the hazards that may be present during entry
Remain outside the confined space at all time until relieved by another Watch Man
Maintain frequent communication with the entrants
Order entrants to immediately leave the space in case of any abnormal condition or if ordered by
permit requester

Call the attention of the rescue team if entrant looked in trouble.
