INTRODUCTION
1. Reasons for the study
In the cause of leading the revolution and building and developing the
country, our Party has claimed: “Culture is considered as the firm spiritual
foundation of the society and the important internal force which ensure the
sustainable development and the Fatherland protection”. Building cultural
life in rural areas is a big-scale policy of the Party and the State, spreading
culture into daily life and social activities, into individuals, families,
communities, and localities. Accordingly, our country is covered with good
spiritual life, people’s high literacy and development of science, which
contributes to the industrialization and modernization and reaches the aim:
prosperous people, powerful country, democracy, justice, civilization and
firmly stepping to socialism. Human factors play the decisive role in building
cultural life. As such, it is of vital importance to enhance people’s
willingness, self-management and creativeness, especially those of young
human resources in order to improve the quality of building cultural life.
Young human resources hold an important position in the social
workforce structure in social, cultural, economic and political activities and
in building and developing our country. Building cultural life in rural areas is
a long-term process which requires comprehensive power of different
resources, among which human resources and young human resources keep
a special role. In building cultural life in rural areas in Binh Duong province,
the young human resources are always the pioneers in pushing socioeconomic development, maintaining and promoting national cultural identity
and creating new cultural value. They are the core taking part in building the
institution of cultural life, preventing the wrong and anti-cultural perceptions
and defending the healthy cultural life in the countryside.
Binh Duong is known for its persistent and indomitable people, one of the
key economic centers in the South with rapid development in terms of
industry, services, urbanization and cultural rural life. In the past years, the
young human resources in Binh Duong province have uphold their key role


in leading and pushing the socio-economic development, contributing to
maintain and diversify the national cultural value, fight against the spreading
of foreign culture inappropriate to Vietnamese culture and build the healthy
cultural life in rural areas. However, the young human resources – the core
subjects to build cultural life in rural areas – are insufficient and inadequate in
some certain aspects. Notably, the issue of how to appropriately exploit, use
and promote the role of young human resources should be paid considerable

attention to in both theory and practice in order to successfully build cultural
life in the countryside
Recently, the issue of young human resources and promotion of young
human resources have been taken into tremendous consideration by
scientists. However, the issue of young human resources and promotion of
young human resources in building cultural life in rural areas is a new and
complicated matter that needs plausible researches.
From the above-mentioned reasons, the study entitles “Promoting the role
of young human resources in building cultural life in rural areas of Binh
Duong province today” was conducted.
2. Research purposes and tasks
Research purposes
The dissertation interprets a number of theoretical and practical issues on
the promotion of the role of young human resources in building cultural life
in rural areas of Binh Duong province and then proposes basic solutions to
contribute to the promotion of young human resources’ role in building
cultural life in rural areas of Binh Duong province today.
Research tasks
The dissertation gives an overview of the research related to the
dissertation topic.

The dissertation clarifies some theoretical issues on the promotion of
young human resources’ role in building cultural life in rural areas of Binh
Duong province.
The dissertation evaluates the actual situation and points out the affecting
factors and requirements for promoting young human resources’ role in
building cultural life in rural areas of Binh Duong province today.
The dissertation proposes basic solutions contributing to the promotion
of young human resources’ role in building cultural life in rural areas of Binh
Duong province.
3. Subject and scope of the study
Subject of the study
The nature and development rules of promoting the role of young human
resources in building cultural life in rural areas of Binh Duong province
Scope of the study
The philosophy perspective with investigation and surveys on issues of
promoting the role of young human resources in building cultural life in rural areas
of Binh Duong province today, with sufficient numbers of survey and survey data
in some rural communes of Binh Duong province from 2010 to present.

4. Theoretical and practical basis and research methodology
Theoretical basis
The dissertation is based on the viewpoint of Marxism-Leninism, Ho Chi
Minh's thoughts, the lines and views of the Communist Party of Vietnam on
human resources, cultural life and the promotion of the role of human
recources in the innovative cause of Vietnam. In addition, the dissertation
also consults interdisciplinary theories that related to the study.
Practical basis
The disertation is based on summarizing data, statistical data of functional

agencies of Binh Duong province on building cultural life in rural areas, the
role of young human resources in building cultural life in rural areas of Binh
Duong province and results of surveys by the author.
Research methodology
The dissertation uses the methodology of dialectical materialism and
historical materialism, combined with the use of methods of analysis and
synthesis; history and logic; generalization and abstraction; sociological
investigation methods, etc. to fulfill the purpose, research tasks of the
dissertation.
5. New contribution of the thesis
The dissertation clarifies the contents and development rules of
promoting the role of young human resources in building cultural life in rural
areas of Binh Duong province.
The dissertation proposes some basic solutions to the promotion of the
role of young human resources in building cultural life in rural areas of Binh
Duong province at present.
6. Theoretical and practical significance of the thesis
Theoretical significance
The dissertation contributes to complement and develop some theoretical
issues on young human resources and promoting the role of young human
resources in building cultural life in rural areas of Binh Duong province.
Practical significance
The dissertation can be used as documents and references for the Party
committees and governments of Binh Duong province in their guidelines and
directions of promoting young human resources in building cultural life in
rural areas of Binh Duong province at present. Besides, the dissertation can

also be used as teaching and researching materials at different academies and

schools in and out of the army. The dissertation also contributes to provide a
number of scientific arguments in the formulation of guidelines and solutions
for promoting the subjective factors of the regiment logistics managers in
logistics work in the new era.
7. Structure of the dissertation
The dissertation includes introduction, four chapters (10 periods),
conclusion, list of published works by the author related to the dissertation,
list of references and appendices.
Chapter 1
LITERATURE OVERVIEW IN RELATION TO TOPIC
OF THE DISSERTATION

human resources in the innovative cause in Vietnam
1.1.1. Typical scientific works related to human resources in the cause
of innovation in Vietnam
Pham Minh Hac is the Editor of the Project Human issues in the
Industrialization and Modernization of Vietnam and Doan Van Khai is the
Editor of the Project Human Resources in the Process of Industrialization
and Modernization in Vietnam. The authors provide a theoretical and
practical basis for the implementation of the human strategy, considering the
human factor as the resource of all resources, the central place of the
development; generalizing and introducing the concept of human resources
development, the structure of human resources as "the number of people and
the quality of people, including physical and mental, health and wisdom,
capacity and quality”.
Nguyen Dinh Hoa with the work on the Relationship between the
development of human resources and the promotion of industrialization and
modernization; Duong Anh Hoang with the work Human Resource
Development for Industrialization and Modernization in Da Nang City;
Nguyen Hong Quang, editor of the work Human Resources for Sustainable

Development in Northern Region from 2011 - 2020; The authors focus on
common theoretical issues, trends, requirements, contents and criteria for
human resource development; factors directly affecting the development of
human resources, domestic and international experiences in human resource
development.

Recent works can name some such as Nguyen Thi Luyen with the work
Development of human resources in meteorology science and technology of
Vietnam today; Le Tuan Ngoc with the project Development of human
resources in the cause of industrialization and modernization in the northern
mountainous provinces of Vietnam; Le Thi Hanh with Training of human
resources to meet the requirements of knowledge-based economy
development in Vietnam. All the works focus on theoretical and practical
issues and propose some basic solutions to training and development of
human resources in Vietnam, to meet the requirements of natural disaster
prevention and combat, industrialization and modernization, development of
the knowledge-based economy, contributing to socio-economic development
and defense of the nation in the new situation.
1.4.2. Typical scientific works related to rural human resources in
Vietnam in the cause of innovation
Nguyen Ngoc Son in the work rural human resources in the process
of industrialization and modernization in our country - characteristics
and development trends states that "rural human resources are the
human resources for socio-economic development in the countryside at
the same time providing human resources for socio-economic
development in general".
In the work Development of human resources to meet the
requirements of industrialization, modernization and international

integration, there are some articles namely "Some issues to improve the
efficiency of rural labor training" by Nguyen Tu and "Some solutions to
improve the quality of vocational training for rural workers today" by
Nguyen Thanh Tuan. These two articles emphasize that farmers and
rural workers in general cannot become the actual subjects of
agricultural and rural development if the quality is poor. The low quality
of human resources is one of the bottlenecks the economy of our
country; "In rural and agricultural areas, the weakness of the quality of
rural resources in our country is reflected not only in physical,
educational levels but also in the habits, senses of complying contracts
and industrial principles".
Nguyen Tien Dung, editor of the work Vocational training model
for rural workers, affirms that vocational training for rural workers
is an important element to improve the quality of human resources in
rural areas.

Nguyen Thi Hao with the work The role of rural women in the Red
River Delta in building cultural families today, presents theoretical and
practical issues, proposes key points of view and solutions to promote
the role of women in building cultural families in rural areas in the Red
River Delta.
1.2. Typical scientific works related to building cultural life,
promoting the role of young human resources in building cultural
life in rural areas of Vietnam and Binh Duong province
1.2.1. Typical scientific works related to building cultural life in
rural areas in Vietnam
In the study of culture, human, human resources in the 21st century,
Pham Minh Hac affirms that "When it comes to culture, it is about human

that are both cultural creators and cultural products. The issue of cultural
identity and cultural diversity is associated with the issue of individual
identity and individual diversity. Together with culture, human emerges as
the issue of the new millennium".
According to Hoang Vinh in Some theoretical and practical issues of
building culture in Vietnam and cultural issues in Vietnamese social life:
"Cultural life is part of social life, consisting of static cultural elements as
well as dynamic cultural factors. On the other hand, cultural life consists of
both practically cultural forms and spiritually cultural forms". This concept
reflects the structure of cultural life, including static and dynamic elements,
tangibles and intangibles, cultural subjects and products.
Nguyen Huu Thuc in the project Culture and construction of
cultural life and some management experiences in ideological-cultural
activities, indicates: "Cultural life is understood, generally, as dynamic
reality of human activities in the living environment to maintain and at
the same time to reproduce the material culture and spiritual culture
according to certain social values and norms in order to constantly change
and affect themselves, nature, society and meet the needs of innovating
and improving life quality of people.
Dinh Thi Van - Editor of the work Theoretical and practical issues of
cultural life and cultural environment, focuses on two main topics including,
firstly, the theoretical issues of cultural life and cultural environment and
secondly, the practice of building cultural life and cultural environment in
rural and urban areas. Digging more deeply into the concept of cultural life,
in favor of spiritual life, as the mental activity of human beings, Dinh Thi
Van Chi says "Cultural life is the sum of human mental activities". In this

work, Nguyen Thi Thanh Xuan, Tran Thi Tuyet Mai focus on interpreting the

issues of building cultural life in the construction of new countryside in our
country today.
Discussing the structure of cultural life, according to Nguyen Huu
Thuc, since 2000, when the movement "All people unite to build cultural
life" was launched, the issue of building cultural life has expanded in terms
of structure. Elements are broader in scope and more general and
comprehensive not only in the field of culture but also in economics,
politics, thought, law and ecological environment. In addition to cultural
institutions, there is the integration of sports institutions in order to improve
human physical strength, shaping their cultural lifestyle and activities. Phan
Trung Ta, in his work Concept of cultural life in rural areas, argues that
building cultural life in rural areas consists of three main components
namely the political, economic and social environment; cultural
environment; cultural subjects.
1.2.2. The typical scientific work related to promoting the role of
young human resources in building cultural life in Vietnamese rural areas
Regarding the concept of "promoting the human factor", Tran Thi
Thuy in Human Factor and promoting the human factor in new conditions
in Vietnam today, says: "Promoting human factor, in its essence, is the
process of continuously raising the role of positive, self-conscious and
creative subject of people, creating motivation for social development and
improvement of oneself". Nguyen Thi Tu Oanh in the work Promoting youth
resources in the cause of industrialization and modernization in Vietnam
today intensively researching youth resources and its role in socio-economic
development; the role and relationship between youth resources and
industrialization and modernization of the country; claims that: "Youth
resources is an important part of human resources in general. It is an
invaluable asset of the country today and tomorrow. Concerning the
development of young human resources, Nguyen Van Trung in the work
Develop young human resources in rural areas to industrialize and modernize

rural and agricultural areas, affirms: "Developing young human resources,
releasing policy of training and fostering all aspects for rural young people
and well addressing social issues in our countryside are an urgent task and
requirement in the strategy of developing human factors of industrialization
and modernization".
From a sociological perspective, Dang Canh Khanh has the following
works: Culture with young people, young people with culture; Investigate

current situation, propose solutions to develop young human resources of
ethnic minorities for the cause of industrialization and modernization; Young
human resources of ethnic minorities - Sociological analysis. The author
argues that young people consist of people aged 15 to 34, living, studying or
working in the community of nations and localities.
From the perspective of public administration, Tran Van Trung in the
work Policies for development of young human resources in the Northwest
of Vietnam with classification of human resources into three categories
namely: young human resources, from 0-30 years old, middle-aged human
resources aged from 31 to 59; elderly human resources aged over 60 says:
"Young human resources is a part of the national human resources aged 030, consisting of physical health, mental health, personality, morality and
ideals that can be mobilized by themselves or society into working life
directly or permanently for the general development and progress of
society". This view argues that childhood (new born, children, junior under
14 years of age) belongs to the concept of young human resources. When
discussing the role of human resources and young human resources with
socio-economic development, Tran Van Trung just discusses the role of
human resources in general.
1.2.3. The typical scientific work related to promoting the role
of young human resources in building cultural life in Binh Duong

rural areas
Nguyen Chi Hai and Ha Thi Thieu Dao in the work Developing
human resource in Binh Duong province in the process of industrialization
and modernization state that "Binh Duong is a province with young and
plentiful human resources, being the center of human resources of other
localities to participate in the labor market, which is a very important
advantage that few other localities have".
In the work Impacts of the process of innovation and international
economic integration on thinking and lifestyle of Binh Duong people today,
Dang Ngoc Cu investigates the factors affecting the thinking and lifestyle of
Binh Duong people in the process of innovation and international integration.
He points out characteristics of thinking and traditional lifestyle of Binh
Duong people; studies the situation, characteristics, forecasts trends of
thinking and lifestyle of the Binh Duong people.
Nguyen Van Hiep with the work Sustainable economic and social
development of Binh Duong province, presents changes in economic
structure, development of economic sectors, shifts of economic sectors;
issues of population structure, social institutions; current situation and social

issues associated with the formation and development of Binh Duong
province. Luu Duan and Do Van Khiem in the work Situation and solutions
for development of scientific and technological human resources in Binh
Duong Province, provides a comprehensive analysis of the status of human
resources in science and technology based on theory of human capital. The
work of Researching and clarifying life quality of people in Binh Duong
province by Vu Hai Thien Nga investigates changes in life quality of people
in the province.
The work Binh Duong 20 years of development by Huynh Ngoc

Dang comments young people in Binh Duong who are dynamic and full of
vitality and creative spirit, dare to think, dare to do, dare to take
responsibility, overcome all difficulties have contributed positively to the task
of building and developing society and economy of the province. The
cultural and spiritual life, participation in social management of young
people as well as the demand for vocational training, jobs, understanding of
scientific and technological have been increasing.
1.3. Outline main results of the published scientific works and
issues for the thesis to solve
1.3.1. Outline main results of the published scientific works related
to thesis
Firstly, the researches mention and explain the concept of human
resources and human resource development according to different
approaches and methods of research. Some works generalize and introduce
the concept of human resources, the structure of human resources, propose
policies and solutions for the development, rational allocation and efficient
use of human resources in socio-economic development; the issues of
education, training and vocational training for rural workers.
Secondly, studies related to human resources in rural areas of Vietnam
focus on clarifying theoretical foundations and practical issues, studying
characteristics and development trends of human resources in country-side;
proposing solutions of high practical values to use and develop rural human
resources at present.
Thirdly, works study deeply in theory of cultural life, analyze its
structure, contents and elements and affirm the important role of building
cultural life in Vietnam; study and evaluate the situation of the building of
cultural life at the grass-rooted levels and propose practical solutions in the
building of cultural life in our Vietnam.
Fourthly, the works analyze the role of human resources and
promotion of this role in the process of economic development; young

resources and their role, the relationship between young resources and
industrialization and modernization of the country, emphasize that young

resources is an important part of human resources, a valuable asset of the
country today and tomorrow.
1.3.2. Basic problems for the thesis to solve
Clarify the role, essence and rule of promoting the role of
young human resources in building cultural life in rural areas in
Binh Duong province.
Comprehensively assess the current situation, affecting factors,
demands for promoting the role of young human resources in building
cultural life in rural areas in Binh Duong province.
Propose solutions to better promote the role of young human
resources in building cultural life in rural areas in Binh Duong
province today.
Conclusion of chapter 1
Literature overview related to the dissertation shows that the
researches of scientists address theoretical and practical issues of human
resources, solutions for comprehensive development and promotion of
human resources in the cause of industrialization, modernization and
construction of the country in the period of renovation; study the cultural life,
the structure of cultural life and the building of cultural life in our country.
Some projects focus on analyzing roles and proposing solutions to promote
the role of young resources in the cause of industrialization and
modernization in the country as well as in Binh Duong province. However,
there has been no scientific work that systematically studies under
philosophical perspective the issue of "Promoting the role of young human
resources in building cultural life in rural areas in Binh Duong now", so far.

Chapter 2
SOME THEORETICAL ISSUES ON PROMOTING THE ROLE
OF YOUNG HUMAN RESOURCES IN BUILDING CULTURAL
LIFE IN RURAL AREAS IN BINH DUONG PROVINCE
2.1. The concept of young human resources and promoting the
role of young human resources in building cultural life in rural areas in
Binh Duong province
2.1.1. The concept of young human resources and building cultural
life in rural areas in Binh Duong province
* Concepts on human resources and young human resources
"Human resources" is understood in many ways such as human
resources, social human resources. However the approach considering
"human resources" as the "resources" with the material and mental elements
that creates the power and strength for development is the most common
approach. From a philosophical perspective, within the scope of researching

human resources in a territory, a country, our thinking comes out that:
Human resources are the sum of the qualities, capacity and strength of a
people community who participate in the process of creating material and
mental wealth for society.
Human resources is expressed both in terms of ability and reality. In
terms of ability, human resources is the physical and mental strength,
intellect, capacity and qualities of each person and of the whole community
that have not been exposed or exposed inadequately, being in standby state
and actualized. When conditions are suitable, these abilities will become
reality in the process of working for producing material and mental wealth
for social development. In terms of reality, human resources is the physical
and mental strength, intellect, capacity and qualities of each person and of the

whole community at a given historical moment, directly or indirectly
participating in the process of creating material and mental wealth for social
development.
Quality is what makes people's values in politics, thought, morals,
lifestyles, attitudes, and styles. Capacity is the subjective condition of people,
the whole physical, mental, physiological health and professional level
giving people the ability to accomplish a certain activity with high quality.
The strength of human resources is reflected in the quantity, quality and
structure of the population that are eligible for mobilization and ready to be
mobilized into the activities of the society.
Human resources consists of people of working age according to the
natural capacity or administrative capacity of a country involved in labor and
employment; the supply of future human resources of each territory, each
organization; not only in terms of quality, but also the entire accumulated
qualification of people in creating material and spiritual wealth, generating
income for the present and in the future.
Young human resources is an integral part with full common
characteristics of the human resources. However, this is a group of people
aged from 15 to 30, including the age of young Vietnamese in accordance
with the provisions of the Youth Law and people of working age under the
provisions of the Labor Code, young human resources is a special
component of the social structure with distinct features from human
resources in general. In the rule of human survival, the age is a must. At each
age, the physical, psychological and personality development has its own
rules. In which, young human resources is a typical stage of physical and
psychological development of human beings. It is a period of rapid

development in physical health, physiology, personality, symbol of

youthfulness, strength, activity, hope and dreams; knowledge and experience
are continuing to develop and perfect; It is also a self-development process
with immature social qualities; the stage to assert their role, position and
responsibility in the society. However, due to ages, there are certain
limitations, such as lack of experience, elation, even recklessness with
potential abilities including negative and positive ones.
Young human resources is a collection of young people who are welleducated, trained, cultured, knowledgeable, professional, qualified and
capable to participate and be ready to participate in socio-economic activities
when under request of their localities and nation. Young human resources
include workers, farmers, intellectuals, students, armed forces...
* The concept of cultural life
Cultural life is the sum of all elements in cultural and spiritual
activities, cultural institutions and products, and their interactions in the
community to meet the needs of the subjects and directly shape personality
and lifestyle of people.
The subjects of cultural life are cultural people, playing an important
role for other elements of culture in general, and cultural life structure in
particular. The activity of cultural life is the process of producing and
consuming cultural products to meet cultural needs of people. The institution
of cultural life is a condition for ensuring that cultural activities are operating
smoothly. The product of cultural life is the result of interaction process
between human and natural environment and social environment. These
factors are in close relationship, interacting with each other. In which, the
subject of cultural life plays the dominant role in the activities, creating
products of cultural life and through institutions of cultural life that all
activities of cultural life are taking place.
* The concept of building cultural life in rural areas in Binh Duong
province
Cultural life is the sum of all elements in cultural and spiritual
activities, cultural institutions and products, and their interactions in the

community to meet the needs of the subjects and directly shape personality
and lifestyle of people in Binh Duong province.
Building cultural life in rural areas in Binh Duong province is the
active activity of subjects in the process of combining the creation of cultural
values and the promotion of creative capacity of rural people, also inheriting
and selecting the cultural values of the nation and the world, improving the

quality of activities, institutions and products of cultural life to meet the
needs and the ability to enjoy culture, develop and improve the personality of
people in rural areas.
The goal of building cultural life in rural areas in Binh Duong province is
to satisfy cultural needs and meet the cultural enjoyment of rural people. The
subjects of building cultural life in rural areas in Binh Duong province are the
party committees, authorities and political systems at all levels, organizations,
individuals, communities and overall human resources. The content of building
cultural life in rural areas in Binh Duong province is directed to develop rural
economy, especially high technology agriculture, urban agriculture, construction
of infrastructure, landscape and living environment, contributing to improve the
material life for rural people; raise the people's intellectual level, education,
knowledge and spiritual life, develop forms of cultural and artistic activities,
sports, entertainments and recreation, meet the demand for rich and healthy
information and newspapers.
2.1.2. The concept and role of young human resources in building
cultural life in rural areas in Binh Duong province

Young human resources in building cultural life in rural areas in Binh
Duong province is the sum of quality, capacity and strength of young people

who are involved in socio-economic development, construction of activities,
cultural activities and institutions of cultural life in rural areas in Binh
Duong province.
Young human resources in building cultural life in rural areas in Binh
Duong province is an important part of the human resources of the province,
contributing directly to socio-economic development in rural areas, and
providing human resources for the socio-economic development in general
of the province. It is both the main motive and objective of the process of
building the economic, cultural and social life in rural areas in Binh Duong
province with the most common features of young human resources and
distinguished characteristics due to historical, economic and social conditions
of the province.

resources, dominant influence, expressed through position, relationship,
effects on constituent elements of cultural life in rural areas, specifically:
Firstly, young human resources are volunteering in socio-economic
development to create a solid foundation for cultural life in rural areas in
Binh Duong province.
Secondly, young human resources actively preserve and promote the
national cultural identity and create new cultural values, contributing to the
building of cultural life in rural areas in Binh Duong province.
Thirdly, young human resources is the key force in activities and
institutions of cultural life, contributing to the establishment and perfection of

Fourthly, young human resources is the core force in the struggle
against the penetration of wrong and counter-cultural thoughts, protecting the
