ABSTRACT
1. The significance of the thesis
The morality of the officers in general and that of the military staff in
particular plays an important role in his personality. However, the
evolutionary morality of an officer is not natural, but undergoes the process
of self-reliant, permanent, long-term, arduous practice and education of the
party committee and organization.
The military logistics staff is a force that plays an important role in
the quality and efficiency of the logistics of the military in the direct
management of the logistics facilities and finance; To organization the
creation of resources, to ensure the forces, materials and means of
logistics for the training tasks, combat readiness, combat and work of the
units in the army; the organization of the management, education,
training, fostering and development of the logistics staff at all levels;
caring for health of the military.
Under current conditions, the logistical activities of the military logistic
staff is likely to lead to corruption, "group interests" and a deterioration of
morals and lifestyles. To limit and eliminate this, the party committees, the
party organizations, the commanders at all levels in the military must carry
out a number of major solutions. In particular, the education and training of

the evolutionary morality is one of the most important solutions.
In recent years, by deep understanding of the important role of the
evolutionary morality in the military logistics staff, party committees, party
organizations, and commanders in the military have always shown their
focus on the education and training of the evolutionary morality to the
military logistics staff. Therefore, military logistics staff actively educate and
train themselves in evolutionary morality and have good moral qualities,
good, healthy, thrifty, integrity lifestyle, and strictly obey the order of their
superiors, regulation of the sector, order and regulation of the military. As a
result, the logistics quality has been gradually improved.
However, the education and training activities of evolutionary morality to
the military logistics staff of the party committees, commanders, authorities,
etc. still has many limitations and weaknesses such as the fact that the content
of education of many levels of party committees, party organizations,
commanders of units have not been renovated, and are too general, with
content not linked to the practical task of military logistics and duties and

responsibilities of logistics staff; The superficiality can still be seen in the
education and training. The monitoring, inspection, and facilitation of the selfpractice of the various levels of the committee is not regular and close. In
addition, the self-education and self-training activities of the military staff are
still weak, and have certain limitations, failing to meet the requirements of
logistical requirements in the new conditions. Some logistics officers have
expressed reduced belief in the success of the cause of socialist construction
and national defense; some violate regulations on the logistics, power control,
and harassment of lower levels, corruption and waste.
Therefore, the selection and implementation of the thesis topic:
"Educating, training evolutionary morality of military logistics staff of the

People's Army of Vietnam in the current period", has a great significance.
2. Purposes and tasks of the thesis
2.1. Purposes
On the basis of clarifying theoretical and practical issues on education
and training of evolutionary morality tithe military logistics staff of the
People's Army of Vietnam in the current period, the thesis proposes
directions and major solutions to improve the education and training, training
of evolutionary morality to the military logistics staff of the People's Army
of Vietnam to 2030.
2.2. Tasks
- Literature review of domestic and foreign scientific works related to
the thesis topic, clearly indicating the researched issues, contents of the
thesis that should be further studied.
- Interpretation of theoretical and practical issues on education and
training of evolutionary morality to the military logistics staff of the People's
Army of Vietnam in the current period.
- Surveying and evaluating the situation of the evolutionary morality
and the situation of education, training of evolutionary morality of the same
to the military logistics staff of the People's Army of Vietnam from 2005 to
2018; pointing out pros, cons, cause and draw some lessons therefrom.
- Proposing directions and solutions to promote education and training
of evolutionary morality to the military logistics staff of the People's Army
of Vietnam to 2030.

3. Subject matter and scope of research of thesis
3.1. Subject matter
The thesis studies the education, training of evolutionary morality to the

military logistics staff of the People's Army of Vietnam in the current period.
3.2. Research scope of the thesis
- Content: The thesis studies the education and training of evolutionary
morality to the military logistics staff (logistics advisors, military supply
officers, petroleum officers, camp officers).
- Surveying and researching area: The agencies, units of the military
zones, military forces, legion in the north.
- Surveying and researching time: from 2005 to 2018; the direction and
solution proposed in the thesis is valid until 2030.
4. Theoretical, practical basis and methodology
4.1. Theoretical basis
The thesis was conducted on the basis of Marxism-Leninism, Ho Chi
Minh thought, the pathway and views of the Communist Party of Vietnam on
officers, and the evolutionary morality of officers and party members.
4.2. Practical basis
The practical basis of the thesis is the current situation of evolutionary
morality of the military logistics staff and the education and training of
evolutionary morality to the military logistics staff of the People's Army of
Vietnam from 2005 to 2018; reports, summation of party works, political
affairs (party affairs, political affairs); reports, briefings and summaries on the
activities of education and training of evolutionary morality; preliminary
summing up the study campaign and following the moral example and Ho Chi
Minh's style; survey data, surveys at agencies, logistic units in the whole army.
4.3. Methodology
The thesis uses the methodology of Marxism-Leninism and research
methods of interdisciplinary and specialized disciplines, with particular
emphasis on the method of analysis combined with synthesis; logical
integration with history, survey, practice and expert methods.

- Systematic presentation of general issues in the military logistics;

- Summarizing some experiences of education and training of
evolutionary morality to the military logistics staff from 2005 to 2018.

logistics staff; Renovating the contents and methods of education and
training of evolutionary morality to the military logistics staff to 2030.
6. Theoretical and practical significance of the thesis
The thesis contributes to further clarify the theoretical and practical
issues of education and training of evolutionary morality to the military
logistics staff in the current period.
The findings of the thesis provide the scientific foundation for the party
committees, party organizations, political bodies, commanders, political
officers at all levels in researching solutions in education, training of
evolutionary morality to the military logistics staff in the unit.
The findings of the thesis can be used as a reference in scientific
research, teaching and learning of evolutionary morality in general and
evolutionary morality to the military logistics staff in particular at the
Military Academy of Logistics and other military logistics staff
training institution.

LITERATURE REVIEW OF SCIENTIFIC WORKS RELATED
TO EDUCATION AND TRAINING OF EVOLUTIONARY

MORALITY TO THE MILITARY LOGISTICS STAFF

The thesis reviews the works related to the ethical issues of
communism; the morale of the soldiers; the morale of the key leaders.

1.3. OVERALL RESULTS OF SCIENTIFIC RESEARCH
RELATED TO THE THESIS AND THESIS PROBLEMS THAT
NEED FURTHER STUDY AND RESOLUTION
1.3.1. Overall results of the scientific works related to the thesis
The works of foreign authors have clarified some of the issues of
communist morality; the morality and duty of the soldiers, and a clear

analysis of the position and role of communist morality, the way and means
to educate and foster the morality of the communist officers.
The work of Vietnamese researchers has confirmed the revolutionary
morality as the "root" of the officers, party members, in the army in general
and the military logistics staff in particular. It raises the need for education,
training to improve the revolutionary morality of officers, party members; a
number of works have determined the morality standards of military officers.
They have proposed directions and solutions for educating, fostering and
raising the morality of military officers.
A number of works have pointed out the concept of military logistics
staff, revolutionary morality of military logistics staff, indicating the role,
characteristics of the formation and development of revolutionary morality
and proposing specific solutions to build and improve revolutionary morality
of military logistics staff. However, there has not been any works on the
issue of education and training of revolutionary morality to military logistics
staff of the People's Army of Vietnam in the current period.
1.3.2. Thesis issues that need further study and resolution
Firstly, develop the concept, define the content of revolutionary
morality of military logistics staff. Develop the concept, define the content,
form of education and training of revolutionary morality of military
logistics staff. Secondly, carry out the survey, analysis and evaluation of the
actual situation of education and training of revolutionary morality of
military logistics staff from 2005 to 2018; Identify advantages,
disadvantages, causes and draw experiences in education and training of
revolutionary morality of military logistics staff. Thirdly, forecast
advantages and disadvantages affecting the process of promoting education
and training of revolutionary morality of military logistics staff in the next
years. Fourthly, determine the general and specific directions to promote
education and training of revolutionary morality of military logistics staff.
Fifthly, propose measures to promote education and training of

revolutionary morality of military logistics staff to 2030.

THEORETICAL AND PRACTICAL ISSUES OF EDUCATION, TRAINING
OF EVOLUTIONARY MORALITY OF MILITARY LOGISTICS STAFF
OF PEOPLE’S ARMY OF VIETNAM IN THE CURRENT PERIOD
2.1. THE LOGISTICS OF PEOPLE’S ARMY OF VIETNAM AND
MILITARY LOGISTICS STAFF

2.1.1. Overview of Military Logistics
* Overview of the history, development of military logistics
Facing the increasing demand of supply for the Anti-French Resistance
War, on July 11, 1950, President Ho Chi Minh signed the Decree No. 121/SL
stipulating the organization of the Ministry of Defense - the Commander in
Chief, consisting of three Agency including General Department of Supply. On
January 13, 1955, the General Staff decided to rename the General Department
of Supply into General Department of Logistics. After the victory on April 30,
1975, General Department of Logistics focused on refining the organization,
carrying out the task of ensuring logistics for the war of national defense on the
southwest and the border to ensure good logistics for the naval forces remained
in Truong Sa and firmly defending the sovereignty of the island. In order to
meet the requirements of building the army and the task of defending the
Fatherland in the new situation, the military logistics has been built in the
revolutionary, regular and well-trained direction.
* The position, role of logistics and military logistics
Military logistics is one of the four major sectors of the military
(military, political, logistics, engineering). It provides support and materials
for the military including the overall activities of ensuring material logistics,

life, military medicine, transport. Military logistics is a core part of national
defense logistics and people's war defense.
* The duties of military logistics of the People's Army of Vietnam
Regulations on military logistics provide the following obligations:
Ensure logistics for the military, successfully accomplish tasks in all
circumstances; at the same time, give assistance and provide some logistical
support to the militia and self-defense force, the people's police force and
local people according to the assigned tasks.
2.1.2. Logistics staff of the People's Army of Vietnam - conceptions,
functions, tasks, roles and characteristics
2.1.2.1. Conception and classification of military logistics staff
* Concept of military logistics staff of the People's Army of Vietnam
Military logistics staff is a part of the Party, the State and the military.
They are selected, trained, fostered and assigned the task of leading,

commanding and managing various activities of logistics; They are the key
force to successfully implement the military logistics service in all
circumstances, contributing to the development of a revolutionary, regular,
well-trained, gradually modern military logistics force.
* Classification of logistics staff
- Classification by position: logistics commander; Assistant staff who
give advice and support tithe commander in logistics works.
- Classification by profession: logistics advising officer; supply officer;
camp officer; petroleum officers; transport officer.
2.1.2.2. Responsibilities and duties of the Vietnamese People's Army
Regulations on logistics works of the military logistics staff of People's
Army of Vietnam (issued together with Circular No. 118/2009/TT-BQP

dated December 31, 2009 of the Ministry of Defense) clearly define the
responsibilities and duties of the logistics manager, logistics deputy manager
at all levels and specialized logistics agencies at all levels.
2.1.2.3. The role of the logistics staff of the People's Army of Vietnam
First, the military logistics staff is mainly engaged in advising the party
committees, commanders at the same level on policies, leadership, directing
logistical works in agencies and units and building the military logistics
sector. Secondly, the military logistics staff is the core force to carry out
military logistics tasks and defense area logistics; train and motivate staff
and subordinate staffs to well perform the military logistics and defense
sector logistics. Thirdly, military logistics staff play an important role in
deciding the quality of clean and strong logistic party organizations in
agencies and units, contributing to the development of a revolutionary,
regular, well-trained, gradually modern military logistics force.
2.1.2.4. Characteristics of the military logistics staff of the People's
Army of Vietnam
Firstly, military logistics staff are largely trained, and appointed and
mobilized from a variety of sources. Secondly, military logistics staff directly
give direction, manage and run the logistics agencies, units under the
authority, and at the same time they directly perform professional work.
Thirdly, military logistics staff are diverse in terms of age, service time, and
there are young dynamic and creative staff who lack of practical experience
and stability and are easily affected by circumstances. Fourthly, military
logistics staff work in field of financial and economic materials, so they must
respect the ethical standards of “Industry, thrift, honesty and righteousness".

Fifthly, military logistics staff in large area must address many new

relationships to complete the tasks.
2.2. THE REVOLUTIONARY MORALITY AND THE EDUCATION AND

2.2.1. Revolutionary morality of military logistics staff - the
concept, content, and role
2.2.1.1. The concept of revolutionary morality and the revolutionary
morality of military logistics staff
* The concept of morality:
Morality is a system of norms and standards of human behavior in
relations of an individual and other individuals and organizations in society;
It is the core value that creates the quality of human personality.
* The concept of revolutionary morality:
Revolutionary morality is a system of norms and standards of the
behavior of a revolutionary with organizations, comrades and himself in
performing tasks and social activities; It is the foundation of the quality and
personality that helps the revolutionary to realize his or her goals, ideals,
motives, responsibilities and determination to accomplish all tasks assigned.
* The concept and content of the revolutionary morality of military
logistics staff
- The concept of revolutionary morality of military logistics staff
Revolutionary morality of military logistics staff is a system of rules
and standards of behavior of the military logistics staff in the performance of
tasks and addressing of the relationship; It is the core of quality, personality,
helping military logistics staff realize the right objectives, revolutionary
ideals, clear determination of motives, responsibility, determination to fulfill
the task of logistics.

success of the cause of building and defending the fatherland of Vietnam.

military logistics staff
Education, training of revolutionary morality of military logistics staff
is an overall purposeful activity organized by the subjects and the regular,
persistent, long-term practice of the military logistics staff, in order to

develop the rules and standards of revolutionary morality of each military
logistics staff in the implementation of tasks and relationship. It is the core
factor contributing to improving the quality and personality of military
logistics staff to fulfill well the assigned tasks.
* The subjects, subjects, forces participating in the education and
training of revolutionary morality of military logistics staff

glorious tradition of the military, military logistics. Thirdly, educate and train
the basic revolutionary morality standards for military logistics staff, especially
the hardworking, saving, honesty, righteousness and public-mindedness.
Fourthly, educate and train revolutionary morality of military logistics staff
according to the Ho Chi Minh thought, moral example and style. Fifthly,

Party in the development of officers and party member’s standards.

Firstly, through the leadership and direction of party committees, party
organizations; the management and maintenance of the commanders, and
functional agencies at all levels to educate and train revolutionary morality
of military logistics staff. Secondly, through education, training and fostering
of Military Academy of Logistics, and other institutions, schools and training
institutions throughout the military. Thirdly, educate and train revolutionary
morality of military logistics staff through the political education, emulation,
rewarding and typical individuals of the agencies and logistic units in the
military. Fourthly, educate and train revolutionary morality of military
logistics staff through the practical implementation of the task of military
logistics. Fifthly, through self-education activities, self-training of
revolutionary morality of military logistics staff. Sixthly, promote the
synergy of organizations, forces, agencies and branches inside and outside
the military to educate and train revolutionary morality of military logistics
staff. Seventhly, through the inspection and supervision of party committees,

logistics staff. Eighthly, through preliminaries, summary, drawing experience
of party and politic affairs to educate and train revolutionary morality of

improve the quality and personality of military logistics staff, to meet the
requirements of logistical requirements in the new situation. Secondly,
education and training of military logistics staff is an important political task,
directly building up strong military logistics staff, contributing to preventing
the degeneration of political ideology, ethics and lifestyles. Thirdly, the
education and training of the revolutionary morality contributed greatly to

the development of a strong military force in politics, ideology, organization
and morality, enhancing the combat strength of the military.

morality of military logistics staff

staff must be comprehensive. Secondly, education and training of revolutionary

STAFF - CURRENT SITUATION, CAUSES AND EXPERIENCE
3.1. CURRENT SITUATION OF REVOLUTIONARY MORALITY
OF MILITARY LOGISTICS STAFF

3.1.1. Advantages
Firstly, the military logistics staff have always been loyal to the Party,
to the Fatherland, to the people. Secondly, most of military logistics staff
have upheld the spirit, responsibility, exemplary performance of
hardworking, saving, honesty, righteousness, public-mindedness; live
healthy, without corruption, waste and resolutely fight against corruption,

waste, "group interests"; actively prevent "self-evolving", "selftransforming" internally. Thirdly, many military logistics staff always uphold
Love comrades, actively overcome difficulties, wholeheartedly serve the
military; love the industry, love the profession, have high sense of
responsibility, work for democracy, creativity, keep promises, be ready to
receive and complete the logistics task when assigned. Fourthly, military
