Thesis title: The pursuit of wanted offenders as the function of the
fugitive pursuing police force

First supervisor: Professor Nguyen Phung Hong, PhD

Name of the training institution: The People’s Police Academy, Ministry
of Public Security.
The thesis systematically and thoroughly studied the process of pursuing
the fugitives as the function of the fugitive pursuing police force. The new
contributions of the thesis could be listed as follow:
- Based on current scientific and theoretical basis, the thesis focused on
the definition, characteristics, legal basis and the principles of pursuing wanted
offenders as the function of the fugitive pursuing police force; the process of
pursuing the fugitives; the collaboration of the fugitive pursuing police force and


other forces in purchasing wanted offenders. This helps clarify the theory system
of pursuing wanted offenders as the function of the fugitive pursuing police
force.
- The thesis also thoroughly studied, analyzed and evaluated the
circumstance of crime and other legal violations, the situation and characteristics
of the fugitives; the organizaton of the fugitive pursuing police force and the

process of pursuing wanted offenders as the function of the fugitive pursuing
police force; the cooperation between forces in pursuing wanted offenders;
evaluated the effectiveness of pursuing the fugitives and the causes of
limitations and shortcomings.
- The thesis also provided forecasts about wanted offenders and the
factors affecting the process of pursuing them as the function of the fugitive
pursuing police force. Moreover, it suggested a number of solutions to improve
the effectiveness of the pursuing wanted offenders as the function of the fugitive
pursuing police force to support the process of combating crimes and ensuring
the security and social order.
