To meet the urgent deployment in time to make a connecting door between
the Department of Planning and Investment and the tax authorities according to the
requirements of Circular 05 and the direction of the City People's Committee
Decision No. 112/2009/QD-UBND dated 20/10/2009, Department of Planning and
Investment in Hanoi is organizing the software upgrade license grant. Based on the
contents of the duties and functions of the departments of the Department, the
Department of Planning and Investment Affairs Office Department is the host
institution building and implementation plan application of information technology
on business registration processes - Project "software Upgrades business
Registration".
Responsibilities of the Office of the Department:
- Preparing application requirements, selection of the equipment installation
provided with sufficient capacity and experience to submit the required documents

PART 1: INTRODUCTION
I. Introduction

- Pursuant to the Decision dated 20/10/2009 112/2009/QD-UBND City
People's Committee promulgating the Regulation on cross-sector collaboration in

solving business registration, tax registration and seal registration for established
businesses operating under the Enterprise Law in the area of Hanoi.
2. Beneficiary investment
- The registration offices recieved the investment, the Department of
Planning and Investment has the function of receiving and result-solving
procedures for granting business registration certificates - tax code management;
Added databases for managing business after business registration certificates
issued in the area of Hanoi.
- Organizations, citizens and agencies concerned beneficiary level services
license - the seal-tax code within 5 days.

II. Survey and assessment on the status and application of the unit.
1. Survey
a. Equipment, information systems
Infrastructure investment plans of the Department: Department has
established intranet system for the divisions of the department. There was a central
server system, used to manage the network, install and run applications, and store
the backup database.
Infrastructure of Business registration room: The room is internally
networked computer, install the Windows XP operating system. The computer
room is connected to business registration system central server of the Department
of Planning and Investment.
Software professional by the department's personnel office and staff of the
Department of Business registration room use; division of the Department of
Information Technology management servers, software and databases.
b. The software that has been developed and used.
- Software licensing service registered business enterprises in Hanoi.

- Software support online business registration.
The software on the previous survey from 2005 and was built under the project
"Construction of system-level services business registration in the city."
2. Assess the situation
a. Equipment and information systems.
Equipment is of the Business Registration basically meet the deployment of
large systems, advanced technologies. The workstation configuration is powerful

enough to serve for the design and construction management software has great
complexity. Network infrastructure and enables operators to deploy on multiple
machines with a database server.
b. The software that has been developed and used
The software is built under the project "Construction of system-level
services business registration in the city", according to the survey requires
professional technical surveyed ago (before 2005), Unfinished business on features
and managed according to the new business processes on service levels registered
by the new decree issued by the Government on the implementation of the
Enterprise Law, circulars and guidelines ISO management standards of the Hanoi
Department of Planning and Investment (after 2005).

I. Requirements of upgrade and expand the software
- Currently, Hanoi has registered 03 function rooms, and other duties as
under professional management areas assigned for each room (using software only
supports built and registered on 01 rooms) . Consequently necessity to upgrade the
software to meet the practical requirements.
- Research and construction, upgrading and perfecting the software business
processes are carried out, taking into account open for a number of items to meet
the needs of the development process to provide business registration certificate in

the next stage.
- Research and construction of module updates, information exchange and
sync information with the Department of Taxation as required by Law 05.
- Adjust the database according to the requirements in accordance.

II. Scope of application software after upgrading.
1. The scope of activities

centralized database on a server, workstation operators, to access information
through the power connection to the server.

- Satisfying the need to exchange and update information between the
Department of Planning and Investment with Tax Office.

II. Evaluation of proposals:
1. Capacity requirements supply unit:

- Funding for training use, technology transfer: 30,000,000 (thirty million dong).
- Funding to install data lines (fiber optic cable) between the Department of
Planning and Investment and the Department of Taxation and maintain traffic
in 2010: 20,000,000 (twenty million).
- Total cost: 400,000,000 (four hundred million).
