Introduce
In the fiercely competitive business environment now, especially in the finance
and banking field, applied information technology in business management and business
operations are increasingly important role. To meet the requirements of business
development, improve manage and business efficiency in a new stage in strategic
business which leaders have proposed, we formed the group "Master Plan for enhanced
application the Information Technology and Electronic Commerce to improve
production/business efficiency Management efficiency". The contents of the plan are
outlined below.

1. Introduction the Firm
Bank for Investment and Development of Vietnam (BIDV) was established on
Apr 26, 1957 and is the oldest commercial bank in Vietnam. In 2011, BIDV is successful
in IPO, become joint stock commercial banks and become one of three largest
commercial banks in Vietnam based on total assets, with 500 branchs in network
systems, ATM / POS system throughout the nation, the total employee’s number over
16,000 people.

- Business scope: currently, BIDV work on 4 main business field: banking,
insurance, securities and financial investments.
- Customers: with products and service system which diversified to meet most of
the demand and the type of transaction in financing and banking activities, BIDV is
serving three primary customer groups:
+ Business customers: have the largest enterprise customers in the credit
institutions system in Vietnam, including large corporations, group, small and medium
enterprises.
+ Individual customers: individual clients include individuals and families
customer, with the number is more than 3 million customers.

+ Financial institutions and other organizations: BIDV serving institutions such as
World Bank, ADB, JBIC, NIB ..., the non business in national organizations such as:
Treasury, General Taxation Department, General Customs, Social Security ...
- Application of information technology: always apply innovation technology.

2. Status of applied information technology in BIDV
BIDV always more interested in the application of information technology to
serve the executive management and development advanced banking services. BIDV has
made certain achievements, is the recognition of the credit institutions system and
information technology organizations, example: Continuous from 2007 to present, BIDV
keep the leading position in Vietnam ICT Index and represents top 10 of CIO in IndoChina region 2009 and Southeast Asia in 2010. Specifically, the status of information
technology BIDV as follows:
2.1. Awareness

BIDV Leadership always interested and close guidance in the application of IT
operations in business management, making IT applications deployed extensive and
uniform to each branch, the network and the employees.
2.2. On the basis of the information technology infrastructure
BIDV has built data center, equipped AS400 server systems, storage systems,
communication networks. Computer systems and equipment technologies related to
business operations are fully equipped. Especially, BIDV has developed redundant data
center to ensure maximum safety security data and ensure operation system continuous.
The current IT infrastructure is considered uniform, and adequate to meet the expanding
demand of applications in the next stage.
The rules, procedures and guidance related to IT such as operating procedures IT
equipment, mining regulations, data used, privacy policies, regulations and practice
guidelines ensure the safety of information…was been issued, guidec to the
implementation of all relevant staff by BIDV.
2.3. Human resources
+ Information technology human resources: Information Technology team is
organized from the head office to the branch member. At the Head Office which is
Technology Department and Information Technology Center, main task is management,
strategy, planning, development and application of IT solutions, organizations deploying

IT applications across systems. At the each branch member was had the Chamber, the
computing team with executive functions, and coordinate the implementation of the
proposed office.
+ The using object: all bank staff are trained to ensure better exploitation of the
bank application, and proficient use of computer office programs, email, internet ...
2.4. Regarding the solutions and program applications:
BIDV applied centralized application systems and distributed programs, in
particular:

- System applications for banking services:
+ Silverlake’s Core Banking System Silverlake: its sibs the module includes
banking service as cash, credit, deposits, trade finance, customer information,
accountance ledgers service.
+ Authentication customer information online system: authentication seals,
signatures and authority of information on the intranet clients.
+ Electronic payment systems: direct connection with central bank, the domestic
credit institutions and international financial institutions, trading card issuance card
system.
- The internal program management and operational software service: The
internal credit ratings, internal accounting, human resource management, asset
management, business metrics reporting and internal management, internal document
management, classification and evaluation of effective customer…
- BIDV Internal portal: activities base on intranet, BIDV Internal portal is support
to internal communications service, integrating a number of transactions over a network
function for staff, providing information, internal references.
- E - commerce application: currently, two ecommerce applications systems
which is typical of the banking system and Internet Banking Mobile Banking.
+ Mobile banking system: providing money transfer, bill payment, information
retrieval products service and other services as well as customer transactions, sales of
products raise capital, issue debit cards, guidance and support clients ... through mobile
phone using the mobile service network as Viettel Mobile, Mobiphone, Vinaphone.

- Internet Banking System which was integrated in the Bank's Web site at
. BIDV Online Application provides the following services: bill
payment, money transfer (internal, inter-bank), card issuing, investment term deposits,
accounts information, contact feedback, support customer support …


3. Business environment and competitiveness climate.
3.1. Business Environment.
With a market size of 88 million people, 30% of the population live in urban
areas, and about 132 billion GDP, the system of credit institutions in Vietnam is now
considered to be developed very quickly, more than necessary, including 101 stateowned commercial banks, joint stock, joint venture banks, foreign banks, branches of
foreign banks (excluding banks policy, development banks, finance companies and
credit funds). The level of competition in banking is increasingly fierce, as most banks
are pretty orientation activities overlap, (except for a small number of foreign banks,
mainly driven activities is service major national customers), products or services
similar banking, mining the same market segment. For example, the largest private bank,
has good brand as BIDV, Vietinbank, ACB, Techcombank are long-term oriented
development into retail banking, customers are individuals and households.
The development level of the banking network much faster than the development
speed of the banking market has led to the bank's resources to compete for market share
each other's shock and the opening markets are not paying careful attention. In this
process, the advantages currently belongs to the largest commercial bank which has a
thickness of operation, extensive network, young human resources, enthusiastic and
professional firm, and especially capable administrator good risk, application
information technology’s capacity and level in operations and business management or
specialized.
3.2 .Competitiveness
There are many factors made the banks overall competitiveness as financial
capacity, human resources, network, product portfolio, technology capabilities ... One of
the core elements which make up banks’ competitiveness in each new stage is now able
to apply and implement the information technology on operations management, business
and E - commerce applications. At the individual business operations, the ability to
apply technology to create competitiveness in some typical services such as Internet

banking, mobile banking, the bank website (the ability to reach customers, advertising
marketing, selling products over the internet…).

Through some above comparison, we can see their competitiveness through the
application among the banks is relatively isolated.

4. An experience from other banks application.
- Techcombank is early bank which applicate internet banking services. From
2007 Techcombank has deployed the product online transactions such as investment

term deposits, cash ... and bring greater utility to customers, especially young customers,
technological knowledge. As a result Techcombank has attracted large number of
individual customers, small business from other banks such as Agribank, Trade and
Industry ...
- A number of foreign banks also represents the ability to apply information

technology in operation. Mizuho Bank (Japan) is the bank since into Vietnam has
applicated online transactions, thereby, they offer products and banking services to
remote customers with low cost, high quality, virtually eliminate geographical distance,
and savings customers cost. For example: Mizuho Bank in Hanoi, but most serve
businesses firm at Nomura Industrial Zone in Hai Phong, the local and venture banks in
Hai Phong present no competitive advantage despite has operation area.
Thus, we can see, IT applications and e-commerce in the right direction in
business operations can bring huge competitive advantage for the bank.

5. BIDV business strategy
5.1. Business Strategy
BIDV identify strategic vision award 2020 is maintain its position as one of the
three largest and efficiency banks in Vietnam in all aspects: the entire network of
provincial, city; the customer, performance, portfolio and product quality, service,
innovation ability, the application of information technology and e-commerce.
The priority objectives:
- Restructuring operations and improve business performance of banks,
subsidiaries, associated companies. To maintain and develop its position, the impact on
the Bank's financial markets.
- Development of retail banking activities, which holds the No. 2 market share in
the market of credit debt, raise capital and retail services.
- Enhance the capacity to exploit technological applications in business
operations, increase efficiency, labor productivity.
The solution strategy:
Implementation of package solutions which have been specifically approved by
the leadership of the components: credit, capital raising, investment, capital and currency
trading, risk management and monitoring compliance, development of retail banking,
wholesale banking development, brand and network development, organization and
personnel, information technology applications and e-commerce.

5.2 .Strategy for ICT and e-commerce applications
Base on the basis of the business strategy BIDV, the application of information
technology and electronic commerce is one of the core content, are the basis for system
BIDV perform the intended target. Two great strategy content as follows:
- Research and apply ERP system model for internal governance which openness
to ensure the ability to connect and exchange data with the core - banking system, the ecommerce systems such as mobile banking, internet banking, card systems, systems
customer relationship management (CRM) and the number of programs such as BIDV
building customer profile management focus, program income – cost distribution,
system client authentication information online.
- Promoting ICT and e-commerce applications to improve accessibility, expand
customer base, improve product and service quality and performance operation.
+ Powerful application programs to support the transaction over the internet
(internet banking), mobile network (mobile banking).
+ Promote card transactions, set up a network of ATMs, automated transaction
(Autobank)...

6. The application IT solutions in the banking sector
- A number of vendors and solutions: Currently, the ERP solution providers in
the world renowned presence in Vietnam as SAP, Oracles, AccNet Sun..., besides the
development the system ERP in countries such as FPT, FAST... The system which
developed have been proven effective practice. But for the banking sector in Vietnam,
the equivalent size as BIDV, only the Commercial Bank for Industry and Trade is
conducting ERP application, application efficiency is not realistic.

- Propose applications solutions: Due to the newness of the application of ERP
in the bank as well as the complexity of the implementation, the proposed contractor
selection FPT is deployed, the application is built based on the company's Oracle ERP.


7. Master Plan
7.1. Application ERP program for internal governance
Application ERP program to codify and replace all internal applications
management by focusing on network platform internal communication, conducting
individualized application of the specific vendor's BIDV, converting existing databases
to databases of ERP systems
The modules include:

- Financial Accounting: apply to all accounting modules.
- Asset Management.
- Treasury management.
- Management of human resources and training.
- Planning Management
- Administrative and office automation.
- Information management and management reports.
ERP systems are designed to interface with the Core banking systems and other
applications that BIDV building to ensure the ability to synchronize information to the
ERP system.
7.2 .Upgrade and deploy the applications and support for ERP systems
Upgrade, integration and transition activities to the platform intranet following
programs:
- The program's internal credit rating: upgraded to deploy additional components

to individual customer class.
- Upgrade program classification and evaluate the effectiveness of the customer.
Develop and implement programs customer relationship management focus.
- Implement management programs focus on customer profile; connect with
relevant modules on core banking program sibs (module customer profile information,

credit, guarantees, deposits ...)
- Implement programs income distribution, the cost to manage and evaluate the
effectiveness of each product, as well as the services of the network member unit.
- Authentication customer information online System: upgrade and connect with
relevant modules on core banking program sibs
- BIDV Internal portal: upgrade, some additional features such as searching for
information, document according to know content, set up the professional documents
directory system, expert forums and body institutional question / answer to the user.
The above application program needs to open mechanism designed for easy
upgrading, and easy connecting and sharing data with ERP systems to both take
advantage of the BIDV available technology, ensuring ERP systems are operated

uniformly throughout the system, gradually erasing of applications and independently
operated databases dispersed.
7.3 .Upgrading the e-commerce applications
- Mobile Banking system: links with all the telecom service providers to deploy
mobile applications for banking transactions via the mobile network. In addition to
existing services such as resource query clause, query transactions, transfer money, pay
bills, search for information interest rates, exchange rates…BIDV need develop services
to provide information such as financial advice, investment deposits…
- Internet Banking System (integrated on the BIDV’s Web overflow): in addition
available services such as account inquiry, transaction inquiry, transfer money, pay bills,
search for information rate, bil price...additional new services such as international
remittances, trade finance, disbursement, collection, providing financial advice,
investment deposits ...
- Expand the ATM network to the new network, focused on developing a system
Autobank in key areas: Hanoi, Ho Chi Minh City, Da Nang, Hai Phong…

7.4. Synchronizing data
In addition of ERP modules system, the data of the other applications mentioned
above, the core banking system and service transactions should be accounted for
automatic synchronization and transferred to the ERP system at the end of the day (NH
conducting daily closing windows), ensuring operators are unified data source, service
governance and business.

8. Implementation plan
8.1. Human resources
- Appointed ERP projects Director, establishment one team which task forces
deployed ERP application, the organization responsible for implementing ERP and IT
application programs already mentioned. This group consists of mid-level leaders of the
Committee of technology, Information technology center and other related departments
in the bank.
- BIDV Employees: responsible for building and upgrading programs mentioned
above, is expected to include human capital is the source of board technology and
information technology centers and 30 additional software engineers. Progress

supplements were equally divided over the years, the first 2 years is expected to add an
average of 15 people per year and remain for the next year.
- Outsourcing human resource outsourcing: using the contractor's workforce
provides ERP system.

The total estimated cost for the overall planning of IT applications and E commerce was 77.8 billion VND, in which, expected cost about 35 billion VND devices

by BIDV has resources IT infrastructure is very good and meet with the expand demand.
So while implementation of investment plans only additional equipment purchase
necessary, limit the total expected cost hardware accounted for 45% of the estimated
maximum plan.
