SUMMARY OF THE NEW MAJOR CONCLUSIONS
1. State management of marine economy is an indispensablefactor at the national level and in
localities, especially in coastal areas. Thanh Hoa is one of the 28 coastal provinces of the
country, with 102 km of coastline, counting for more than 3% of the country's coastline.
Therefore,the functionof state managementon the sea in generaland the marine economy in

particularplays a vitally importantrole and it is essentialfor the provinceto develop effective
mechanismsand methods for statemanagementof marine economy.
2. The situation in the recent years compared to the potentiality of the marine economy of
Thanh Hoa has not reached a reasonable level of development The utmost reason is that
the marine economic management has not been properly concerned. The apparatus and
mechanism have only established initial steps that are not synchronous, but yet created a
favorable environment for the sea areas to promote their potential advantages.
The core of state management on marine economy at the provincial level includes
concretizing and implementing the national marine economic development strategy;
implementing provincial marine strategies and plans; making plans for marine economy;
implementing policies related to marine economy, administrative management of related
subjects, monitoring and supervising marine economic activities.
3. Some basic solutions to improve the efficiency of state management on marine economy
in Thanh Hoa province are very important including improving quality and enhancing
compliance with planning and marine economic planning; completing the system of
policies to encourage marine economic development in the province; strengthening
policy coordination as well as integrating the development and investment programs
between sectors and agencies in marine economic development; enhancing the
inspection, examination and settlement of disputes in the field of marine economy;
strengthening the apparatus and cadres of state management of marine economy.
