TINTRODUCTION
1. Reasons for choosing dissertation topic
The relationship between economic growth and environmental
protection is a normative issue in the development of society. Nowadays,
this issue has become urgent in every country including Vietnam. The
Communist Party of Vietnam has pointed out: “Preventing and gradually
overcoming the degradation of the natural environment caused by human
subjectivity, especially due to economic development projects. Protection
of the natural environment is both a content and a goal of sustainable
development, ... Ensuring the harmony between the natural environment
and the living environment in industrial parks, urban areas and residential
areas. Socio-economic development goes hand in hand with
environmental protection, economical and efficient use of resources”. The
research and resolution of this issue is of great significance for
sustainable development in Vietnam in general and localities in particular,
including Quang Ninh province.
Located in the key economic region of the North, Quang Ninh plays a
role as one of the leading drivers of socio-economic development, an
important gateway for trade with ASEAN and China. With the advantages of
seaport, tourism, coal, in recent years, Quang Ninh has gained many great
socio-economic achievements, including economic growth and
environmental protection. However, solving the relationship between
economic growth and environmental protection in Quang Ninh in recent
years still has many limitations: Unsustainable growth, still mainly based on
finite resources; conflicts between coal mining, heavy industry development
and tourism and service development in the same area; The conflict between
having many potential strengths, competitive advantages and policy
mechanisms is still narrow. Along with that is the challenge between
developing industrialization and rapid urbanization with addressing the
environment; challenges between sustainable development against the

negative effects of climate change ... Therefore, the good resolution of the
relationship between economic growth and environmental protection is an
urgency for sustainable development in the future in Quang Ninh.
Quang Ninh's development orientation to 2030 is "to become a
modern service and industry province, an international tourism center, one
of the leading provinces in the economy of the North and the whole
country with the system of synchronous and modern socio-economic
infrastructure, urban technical infrastructure; improve the material and
spiritual life of the people, ensure a sustainable environment"; ... and "By
2050, Quang Ninh will become a big urban area of international stature; is
a national driving force of economic development with the orientation of

developing tourism and industry in the direction of modernity and
sustainability; is a region of cultural heritage, international history, world
heritage and natural wonders ”... The above problems with advantages,
difficulties and challenges intertwine pose urgent requirements for the
solution solving the relationship between economic growth and
environmental protection to achieve the goals and visions according to the
development planning in Quang Ninh.
Nowadays, there have been a number of scientific works from
different perspectives and approaches on the relationship, the
combination of economic growth and environmental protection.
However, there is no scientific, systematic and intensive research on the
relationship between economic growth and environmental protection in
Quang Ninh today from a philosophical perspective.
These are the basic reasons for the author to choose and implement the
topic "The relationship between economic growth and environmental
protection in Quang Ninh today" as a dissertation of philosophy.

2.1. The relationship between economic growth and
environmental protection in Quang Ninh
2.1.1. Basic concepts related to the relationship between
economic growth and environmental protection
* Sustainable development
Sustainable development is the process of operating
simultaneously three aspects of development: Sustainable economic
growth, prosperous society, fairness, stability, diverse culture and a
healthy environment, sustainable resources.
* Economic growth

Based on the research object of the dissertation and the different
conceptions of economic growth, the author thinks: Economic growth is an
increase not only in quantity but also in quality of economy in a certain
period of time based on the exploitation of natural and social resources; with
basic pillars such as high quality human resources, applying new
technology, developing modern infrastructure, abundant natural resources.
The close combination of the above factors will directly
determine the effectiveness of economic growth in each country in each
different period. To assess a country's economic growth, it is measured
by various indicators, such as gross domestic product (GDP), gross

defines the contents of environmental protection, namely: Environmental

response; marine and island environment protection; environmental
protection of water, soil and air; environmental protection in production,
business and service activities; environmental protection in urban areas and
residential areas; ... The subjects conducting environmental protection are:
