INTRODUCTION
1. Positioning the topic
Ideological work is a purposeful activity of a class, a political party
that aims to build, develop, perfect and popularize ideology among the
masses, encourage the masses to participate social activities for the benefit
of the class. In the history of mankind, since the emergence of class and
class struggle, the ruling classes have carried out the work of thought, the
argument for the existence of the social system, the protection of the
interests of the class .
The ideological work of the Communist Party is to build, develop,
perfect the ideology of the working class, create the foundation for the Party;
popularizing and spreading the ideology of the working class, the working
people and the masses, attracting them to participate in the fight for and
protection of the government, building socialism and advancing to the
master communist meaning. In terms of content, position, role, thought,

work is the most frequent, continuous and important task in all the
revolutionary stages under the leadership of the Party.
Ideological work consists of three forms: theoretical form,
encouragement and communication. Theoretical formulation includes
research activities, propagation of theories, and the study of political theories
in order to establish, develop and perfect the ideology. The dissemination of
communication in various forms propagates the ideology, views, ways of the
class, the political party in society. Promotional behavior is the
encouragement, promotion, mainly through direct means, calling and
organizing the masses in actual action. Communication is one of the basic
activities of thought. The results of the theoretical research, the ideology,
policies and the Party's perspective through communicatin have come to the
masses and become great material forces through the activities of millions of
people.
Oral communication is an integral part of the work of ideology.
Together with other parts of ideology, oral communication and the activities
of counselor board contributes importantly to the communication of
Marxism-Leninism, Ho Chi Minh's thoughts, views and guidelines of the
Party, policies and law of the State in society, contributing to the
development of the dialectical material worldview, scientific methodology,
ideology, sentiment, personality, lifestyle, for cadres, party members and
people, creating changes in cognition and with encouragement, creating the
self-conscious, active and creative actions of the majority of people in the
cause of national construction and defense. Oral communication is also a
leading tool in the struggle to defend the ideology of the Party, criticize and

reject wrong views, defeat all conspiracy, anti-enemy tactics of the enemy
forces in the field of ideology.

In communication system, oral communication is one of the forms
conducted by oral communication through direct communication. Thanks to
the direct communication between the speaker and the listener, oral
communication has outstanding advantages over other types of
communication for its attractiveness, lively, informative, fighting,
persuasive, confidentiality, interactivity and ability to conduct dialogue.
Today, although the media is more modern, popular and convenient, oral
communication is still an effective and irreplaceable form of
communication.
Oral communication is implemented by the Board of Directors,
established, led, organized and directed by the committees. Under the
leadership of party committees, reporter disseminates views, guidelines of
the Party, policies and laws of the State, announces current affairs, policies,
answers problems in awareness, grasp and counter to timely reflect the
situation of the thoughts and aspirations of the masses for the Party
committees; Fighting, criticizing misconceptions ... As well as other areas of
activity, the quality of reporting activities is a decisive factor for the
effectiveness of oral communication and the work of ideology in general.
The quality of reporting activities depends on many factors, especially the
quality and capacity of reporter and the leadership and management of the
leadership and management. In the context of complicated international and
domestic situation; the explosion of global information and the blossoming
of social networking sites, as the ideological struggle on the communication
front is increasingly complex and urgent, the improvement of the quality of
reporting activities is directly to the quality and effectiveness of the
communication system, contributing to improve the quality of ideological
work of the Party in the current period.
Mekong Delta Region, also known as the Southern Delta or the South
West, has 12 provinces and one city (Can Tho) directly under the Central
Government; has a natural area of 40,548 km2, equal to 12.25% of the

natural area of the country. There is a 743 km long coastline; It has more
than 340 km of border with Cambodia; There are two island districts, Phu
Quoc and Kien Hai. The population in the area is 17.55 million people, of
which the Kinh have 16,036,217 people (accounting for 91.91%). The ethnic
Khmer, Hoa and Cham have 1,411,049 people. Intercross between peoples
and cultures creates richness, diversity and cohesion among people. The
important position of the region in socio-economic development, security
and defense of the Fatherland is high requirements and characteristics of

nature, socio-economic, ethnic, religious and foreign. ... of the region have a
strong impact on oral communication and reporting activities in the area.
Over the past years, the activities of the reporters in the Mekong River
Delta Region have achieved certain results, played a significant role in
adopting the Party's undertakings and policies as well as the State's policies
and laws to officials, party members and the people. At the same time, wordof-mouth activity among reporters are still limited, the quality is not high,
not meeting the requirements of ideological work in the new situation.
Researching to find solutions to improve the quality of reporting activities in
the Mekong Delta Region is a necessary issue of ideological work in the
present period.
For the reasons mentioned above, the author chooses the issue
"Quality of current reporting activity in the Mekong Delta Region" as a PhD
thesis on Politics, majoring in ideology.
2. Purposes, research mission
2.1. Purpose
Based on theoretical and practical aspects of the reporting activity, the
dissertation proposes directions and solutions to improve the quality of
current reporting activity in the Mekong Delta Region.
2.2. Research mission

- An overview of different researches related to the topic, the findings
on the research results and the direction of the research.
- Summarize and clarify some basic theoretical issues of oral
communication, reporters and reporting activities, develop tools for
evaluating quality and propose directions and solutions for improving the
quality of reporting activity in the Mekong Delta Region.
- Assessing the reporting activities, the issues raised towards the topic
of improving the quality of reporting activity in the Mekong Delta Region.
- To propose orientations and solutions to improve the quality of
reporting activity in the Mekong Delta Region.
3. Research subjects and the scope of study
3.1. Research subjects
The dissertation studies the theoretical and practical issues raised in
the oral communication and the quality of reporting activity in the Mekong
Delta Region.
3.2. Research scope
In terms of content, the dissertation focuses on the quality of activities
of the reporters of the Party Committee in the Mekong Delta Region
(including provincial and district level reporters).

Study time: Study and investigate the quality of reporting activity in
the Mekong Delta Region from 2012 to 2017.
Space: The dissertation focuses on the actual data on provincial and
district reporters in Bac Lieu, Ca Mau, Soc Trang and Can Tho.
4. Rationale and research methods
4.1. Rationale
Theoretical basis of the thesis is the views of Marxism-Leninism, Ho
Chi Minh Ideology on ideological struggle. Resolutions, directives,

conclusions of the Central Committee, the Politburo, the Secretariat of the
Party Central Committee on criticism of hateful views on ideologicaltheoretical issues, protection of private foundations Marxism - Leninism, Ho
Chi Minh Ideology. The writings and articles from leaders of the Party, the
State, the military, and the results of research of domestic and foreign
scientific researchers related to the topic.
4.2. Methodology and Research Methods
Methodology: The thesis based on the methodology of MarxismLeninism: dialectical materialism and historical materialism.
Research Methods: To fulfill the purpose, the thesis research task uses
the following research methods:
- Analytical and synthesis methods: Study the Party's documents,
policies and laws of the State, documents of the Central Committee for
Communication and Training, annual reports of the Communication and
Education Department at all levels, documents, articles, journals, scientific
works in the country and abroad ... related to the thesis.
- Logical and historical methods: Logical method focuses on finding
the relationship of nature, necessity, rules of issues related to the research
subject. The dissertation presents the issue in chronological order so that the
ideas and views of the oral communication and reporting activities can be
seen through historical periods.
- Statistical, comparative and observational methods: The thesis
summarizes the data related to the activities of the reporters. At the same
time, it applied comparison and observation methods to ensure the reliability
of the data.
- Methodology of practical review and theoretical research: Starting
from the practical research of reporters as a basis for combining general
theoretical research related to the topic to build theoretical framework,
evaluate the situation in order to propose new directions and solutions of the
thesis.

- Methods of sociological investigation: Consult with experts and
scientific instructors to create questionnaires, representative samples to
investigate cognitions, assessments, views of objects related to the reporting
activities; Data collection and analysis by processing sociological
questionnaires.
- Method of interviewing experts: Apply interviews and direct
communication with leaders, management of reporters at Communication
and Training Centers, communication centers in some provinces of Mekong
Delta Region on the contents related to the activity of the reporter at the
grassroots, thereby investigating the issues related to the thesis.
5. New contributions of the thesis
From the perspective of scientific thought, theses contribute to clarify
the concept of reporters and the quality of reporting activities, develop a
system of criteria for evaluating the quality of reporting activities from the
level of actual activities to the professional activities of each reporter. Quality
of reporting activities from a team level and from an individual perspective.
The thesis has generalized, analyzed, clarified the scientific basis,
reviewed the situation and identified the issues raised in the reporting activities
in a territory with many specific characteristics. The dissertation proposes and
explains the scientific basis of the directions and solutions to improve the
quality of reporting activities in the Mekong River Delta Region. From the
perspective of research and development, it is the process of summarizing
reality, contributing to the enrichment of science on ideological work.
The research results of the thesis are of reference value to those who
work in the work of the reporting activity in general.
6. Theoretical and practical meanings of the thesis
- The thesis clarifies the theoretical and operational issues of reporting
activities, the quality of reporting activities, defines the criteria for assessing
the quality of reporting activities in terms of scientific thought. With the

results of thesis research can be used as a reference in the study of teaching
activities specialized in ideology, management activities of cultural thought.
- From the assessment of the real situation, the thesis set out the
direction and solutions to improve the quality of reporting activities in line
with the characteristics of the current Mekong Delta Region. The study of
current situation and solutions provides a scientific and practical basis for
committees at the same level in the Mekong Delta to work out a practical
problem in oral communication, the amount of reporting activities and the
development of the area.

- The research results of the dissertation can be used as reference
materials for committees at all levels, department of communication,
political training centers of districts, towns in the Mekong Delta Region in
organizing, directing and building , development of reporting team and for
improving the quality of reporting activities in the area.
7. Structure of the thesis
The thesis includes: Overview, 4 chapters (12 periods), conclusions,
list of research works of the author, list of references and appendices.

Up to now, there have been many researches, including reports on
scientific topics, seminars, books, textbooks, dissertations, scientific articles
published in magazines and information. The topic is related to the quality of
oral communication and the quality of reporting activities.
Regarding the quality of oral communication and reporting activities:
In 8/2017, the Department of Communcation hosted seminars in Ho Chi Minh
City and Da Nang, the results of the seminar was summarized in the enewspaper of education and training. The author Pham Huy Ky in his article

The research on ideology in general, oral communication and
reporting activity in particular has helped the author better see the role and
importance of oral communication and reporting activities in the field of
Ideology; the need to consolidate, strengthen and build the reporting team to
meet the requirements and tasks; Renovation of content, mode of operation,
improvement of the quality of reporting activities as an organization, team of
activities as well as quality and capacity of each reporter. The above research
is a source of reference for the author to selectively inherit, set out the
direction and basic solutions to improve the quality of reporting activities of
the current Mekong Delta Region.
1.3. Researches on the quality of oral communication, the ability
of reporters and the quality of reporting activities in the Mekong Delta
Region
The issues of the Mekong Delta Region as well as the oral
communication, the reporter activities of the region to date have not
discussed in many researchs. Within the scope of the review, the author
presents the results of research on a number of fields and angles as follows:
1.3.1. Studies on the Mekong Delta Region
The book "The South of the past and present" by many authors, Ho
Chi Minh City Publishing House (1999). Son Nam in his book "Access to
the Mekong Delta", Ho Chi Minh City Youth Publishing House, (2000).
Book of Ho Chi Minh City Historical Association "Southern Ministry of
land and people" (Volume I and Volume II) of Youth Publishing House
(2004). Author Vu Minh Giang (editor), in "History of the South Vietnam",

World Publisher, Hanoi (2006). In 2011, the Central Committee and the
South Western Steering Committee issued the "Outline of communication
among ethnic minorities and religions in the Mekong River Delta in the
2011-2015 period".
1.3.2. On the quality of oral communication, reporting activities in
Mekong Delta Region
The research on oral communication, the reporter of the Mekong
Delta is not much, including the following works:
Dr. Dang Tri Thu, PhD in Political Science, "Mobilizing the Khmer
ethnic groups in communist-run communes, wards and townships in the
present-day southwest," Ho Chi Minh National Political Academy , Hanoi
(2012). Author Nguyen Hong Ve has some articles on oral communication,

1.4. Assessment of the results achieved and issues that need
further study
1.4.1. The results
The above-mentioned domestic and foreign research studies clearly
state the most basic contents of the reporters' activities. Many researches
have basically mentioned the purpose, requirements, content, method and

mode of operation of the reporter. A number of projects have mentioned the
task of reforming the reporters' activities in the current period. These are
important suggestions for the authors to continue to research and propose
appropriate solutions for improving the quality of current reporting activities
in the Mekong Delta Region.
Theoretically, previous researchs have confirmed the position, role
and importance of the reporters in the work of ideology of the Party. . It is a
special type of communication, expressed through direct communication

between communicators. Researchers have studied, commented on the
requirements, content, methods of oral communication and activities of the
reporter suitable for each target group. Research studies have confirmed that
oral communication is a purposeful activity of the Communist Party under
the leadership of the Party committees, the Steering Committee of the
Communication and Education at all levels, the direct performers are the
newspapers the prosecutor. In particular, the scientific work has suggested
the direction and solution in accordance with practical requirements. A
number of studies on the Mekong Delta Region have shown the
characteristics of the southern area. The situation of ideological work
(theoretical education, communication, etc.) in recent years and the
advantages and disadvantages of communication and reporters. These are the
important theoretical and practical basis for the author to study and apply the
basic solutions to improve the quality of current reporting activities in the
Mekong Delta Region.
Practically, the works have studied the activities of oral
communication, reporting activity as an activity of the organization,
coordinate forces and professional activities of communication, the art of
rhetoric, ... of reporters. Some researches have mentioned oral

communication and reporters in some localities. Research on the quality of
reporting activities, many authors have pointed out criteria for quality
assessment, such as leadership, direction, organization, training, professional
training and conditions. as well as the inspection and supervision of
reporting activities.
Regarding research on oral communication and quality of reporting
activities in the Mekong River Delta, although there are not many works,
studies have identified the status of oral communication and reporting, the
quantitative and qualitative requirements of the staff; To set orientations and
solutions for improving the quality of oral communication and reporting
activities, suggesting the thesis authors study the topic in accordance with
the actual conditions of the Mekong Delta....
1.4.2. Issues for further studies
Although research has focused on clarifying the issues related to
reporting activities, there is still a great lack of basic research, total theoretical
basis, quality practice and measures to improve the quality of reporting
activities in the current Mekong Delta. This is the content that the thesis needs
further clarification.
The dissertation should continue with the following orientations:

First, inherit the research work on reporting, the quality of the
reporter's work and related topics to further clarify the concept of tools such
as reporting activity, reporters’ ability, criteria for assessing the quality of
reporters' activities, factors affecting the quality of reporters as a basis for the
research of the topic.
Secondly, use reasoning in the analysis of the status of the reporter's
activity and the quality of the reporter's activities, the subjective and
objective factors affecting the activities of the rapporteur in the Mekong

Delta; Draw out the advantages, limitations and causes that affect the quality
of activities to overcome the weaknesses that affect the quality of the
reporter in the area. The content is to point out the content that needs to be
addressed to improve the quality of the reporter in the Mekong Delta.
Thirdly, propose directions and groups of measures to improve the
quality of presenters in the Mekong Delta, including enhancing the quality
