INTRODUCTION
1. Rationale for the study
Discipline is one of the fundamental factors making up the
army's fighting power. Improving the quality of educating military
discipline is an indispensable issue of regularity in the cause of
building and promoting the army's fighting strength. Noncommissioned officers and soldiers at the grassroots units are a large
force, directly fulfilling training tasks, fighting readiness and the
Fatherland protection. The quality of disciplinary education for noncommissioned officers and soldiers at grassroots units plays a role of
great significance, directly shaping their discipline and observance
acts; reduce the rate of disciplinary violations at grassroots units;
contribute to improving the quality of non-commissioned officers and
soldiers’ political thought, ethics and lifestyle.
In recent years, the quality of disciplinary education for noncommissioned officers, soldiers and observance of discipline has
been greatly improved with significant achievements thanks to the
attention, leadership and direction of the party committees, party
organizations and commanders at all levels. At present, due to the
impact of the fourth industrial revolution taking place more and more
powerful; economic globalization and deeper and deeper
international integration; the resistance of hostile forces to "politicize
the army"; negative impacts of market economy on the contrary;
complex developments in the situation of the world, the region and
the country; request military missions in the new situation; the
situation of management, education, training and observance of
discipline of non-commissioned officers and soldiers at the grassroots
units in our Army is still weak and inadequate. Thus, improving the
quality of disciplinary education for military personnel in general, for
non-commissioned officers and soldiers at grassroots units in
particular is considered as one of the fundamental, essential and
urgent tasks, contributing to the successful implementation of the
Party's policy: to build a revolutionary, regular and elite Vietnam


People's Army, to step by step modernize, prioritize the
modernization of several different forces.
However, there are certain shortcomings and weaknesses in
response to the requirements of the practice of military construction,
building a strong and comprehensive base unit, in improving the

quality of disciplinary education for non-commissioned officers and
soldiers such as: some educational subjects’ awareness, responsibility
and capacity on this issue are inadequate; some contents, forms and
methods of disciplinary education for non-commissioned officers and
soldiers are not appropriate and effective; some non-commissioned
officers and soldiers’ awareness, attitude, motivation and selfdiscipline are not guaranteed. Notably, one of the current disturbing
issues is the increase in the seriousness of negative phenomena, lawbreaking cases and the discipline of non-commissioned officers and
soldiers such as suicide; robbery, murder; rape; lot lottery and
gambling; install debt signing, loan sharking, etc. All of these issues
require the urgent need to improve the quality of educating discipline
for non-commissioned officers and soldiers at local units.
Therefore, the author decides to select the topic: "Improving the
quality of disciplinary education for non-commissioned officers and
soldiers at local units of the Vietnam People's Army today" as his doctoral
thesis.
2. Purposes and tasks of the study
Purposes
Clarifying some theoretical, practical issues and proposing basic
solutions to improving the quality of disciplinary education for noncommissioned officers and soldiers at the local units of the Vietnam
People's Army today.
Tasks
Giving an overview of the thesis-related research situation.

Clarifying the nature and the factors deciding the quality of
disciplinary education for non-commissioned officers and soldiers at
the local units of the Vietnam People's Army.
Assessing the current situation and clarifying the issues to improve
the quality of disciplinary education for non-commissioned officers and
soldiers at the local units of the Vietnam People's Army today.
Proposing some basic solutions to improving the quality of
disciplinary education for non-commissioned officers and soldiers at
the local units of the Vietnam People's Army today.
3. Object and scope of the study
Object

The issue of improving the quality of disciplinary education for
non-commissioned officers and soldiers at local units of the infantry
divisions of the Vietnam People's Army.
Scope
In terms of content: The thesis focuses on studying theoretical and
practical issues on improving the quality of disciplinary education for
non-commissioned officers and soldiers at local units of infantry
divisions in the northern region of the Vietnam People's Army.
In terms of scope: The thesis’s participants are officers, noncommissioned officers and soldiers in a number of ground-based
infantry units in the North. Specifically, the infantry regiments were
full of troops: Division 3, Military Region 1; Division 316, Military
Region 2; Division 395, Military Region 3; 312 Division, 1st Corps;
Division 325, Corps 2; 301 Division, Hanoi High Command.
In terms of time: From 2010 to the present.
4. Theoretical, practical basis and methodology
Theoretical basis

The system of Marxism-Leninism’s views, Ho Chi Minh ideology,
and the Communist Party's viewpoints on military construction in
general, discipline of the Army in particular; command system, military
regulations and the thesis-related research results.
Practical basis
The summary document, statistics of agencies and units of the
combined army in the Vietnam People's Army; results of surveys and
actual surveys of the author on the situation of improving the quality
of disciplinary education for non-commissioned officers and soldiers
of a number of infantry base units with enough troops in military
zones and regional legions current north and figures in the 8 th and the
9th Congress of Ho Chi Minh Communist Youth Union.
Methodology
Methodology of dialectical materialism and historical
materialism, with some specific research methods are used such as
generalization, abstraction, history and logic; systems and structures;
analysis and synthesis; statistics, comparisons, the method of using
experts, sociological surveys, etc. These methods are used
synchronously and flexibly, appropriate to each chapter and content
of the thesis.

The thesis clarifies the concept of improving the quality of
disciplinary education for non-commissioned officers and soldiers at
local units of the Vietnam People's Army and the nature of this issue.
The thesis generalizes and explains the factors regulating the
quality of disciplinary education for non-commissioned officers at
local units of the Vietnam People's Army.

The thesis assesses the current situation and identifies the issues
of improving the quality of disciplinary education for noncommissioned officers and soldiers at local units of the Vietnam
People's Army today.
The thesis proposes basic solutions to improving the quality of
disciplinary education for non-commissioned officers and soldiers at
local units of the Vietnam People's Army today.
6. Theoretical and practical significance of the study
Theoretical significance: The results of the study contribute to
providing scientific arguments on improving the quality of
disciplinary education for non-commissioned officers and soldiers at
local units of the Vietnam People's Army today.
Practical significance: The thesis can be used as references in
researching, teaching, educating and discipline training for noncommissioned officers and soldiers at local units of the Vietnam
People's Army and at military schools.

premise for the author to selectively inherit in his thesis.

First, the scientific works have mentioned, interpreted and
introduced the concepts of discipline and military discipline;
discipline education; improve the quality of disciplined education of
soldiers both at home and abroad with different approaches and
research methods. In terms of approach and method, the authors
affirmed the great role of discipline, the discipline education work in
perfecting personality, developing people in general and developing
quality, morality and personality of revolutionary soldiers in particular.

Second, the scientific works have confirmed the existence of
discipline in all organizations in general and in the Vietnam People's
Army in particular. They have affirmed the position, the great and
irreplaceable role of discipline in the fighting strength of the Vietnam
People's Army. They also clarified the difference in the nature of
socialist military discipline and bourgeois military discipline;
affirming the superiority of the discipline of the revolutionary army
with the nature of "self-discipline and strictness"; affirming the need
to maintain and develop "self-discipline and strict" discipline in the
Vietnam People's Army
Third, the scientific works have analysed and clarified the
factors that positively and negatively affect the education, training
and observance of military discipline, pointing out the advantages,
limitations and shortcomings in the military education, training as
well as indicate requirements and basic solutions to promoting
discipline in the Vietnam People's Army today.
Fourth, the scientific works have clarified the significance and
the necessity to maintain, consolidate, strengthen, promote and
improve the quality of educating discipline in the Vietnam People's
Army in the current period.
1.2.2. The issues need further addressing in this thesis
In terms of theory, the thesis needs to clarify the nature and the
regulatory factors to improve the quality of disciplinary education for
non-commissioned officers and soldiers at grassroots People's Army
units. This is an important theoretical basis for PhD students to assess
the situation and propose solutions to improve the quality of
disciplinary education for non-commissioned officers and soldiers at
the Army’s local units in today.
In terms of practice, the thesis needs to use a combination of
different methods and methods, in which the main use is to

summarize practical methods, sociological investigation, analysis and
forecast ... to comprehensively assess the situation, draw out the pros
and cons and point out the problems raised in improving the quality
of disciplinary education for non-commissioned officers and soldiers
at local units in the Vietnam People's Army today.
In terms of solution, based on theoretical and practical issues, the
thesis needs to propose practical and effective solutions to improving the
quality of disciplinary education for non-commissioned officers and soldiers
at local units in the Vietnam People's Army today.

SOME THEORETICAL ISSUES ON IMPROVING THE
QUALITY OF EDUCATING DISCIPLINE FOR NONCOMMISSIONED OFFICERS AND SOLDIERS AT LOCAL
UNITS OF THE VIETNAM PEOPLE’S ARMY
2.1. The reality of improving the quality of discipline
education for non-commissioned officers and soldiers at local
units of the Vietnam People's Army
2.1.1. The concept of discipline education and the quality of
discipline education for non-commissioned officers and soldiers at
local units of the Vietnam People's Army

The Vietnam People's Army’s discipline is defined as a
comprehensive set of laws and regulations that force every soldier to
strictly abide by the basis of the revolutionary ideal of awareness and
enlightenment to create a high unity in action, to ensure the Army to
promote its strength, to fulfil its functions and tasks in every
condition, circumstance and situation.
Non-commissioned officers and soldiers at local units of the
Vietnam People's Army are active-service men who carry ranks
ranging from private soldiers to sergeants, holding positions up to

deputy platoons and the equivalent, exercising their military service
at regimental-level units or the equivalent in the entire military.
Accordingly, the thesis states that: Discipline education for
non-commissioned officers and soldiers at local units of the
Vietnam People's Army is a purposeful, well-organized, scientific
process of employers to systematically communicate the laws of
the State, the discipline of the army, the regulations of the units,
the instructions and orders of the commander to noncommissioned officers and soldiers, which aims at formulating the
capacity discipline and observance, ensuring that they fulfil their
duties and tasks assigned in every situation.
The conceptual connotation is shown in the following points:
The purpose of discipline education for non-commissioned
officers and soldiers are: to equip the basic knowledge of the
Constitution, the laws of the State, the commandments, rules and
regulations of the army, the instructions and the orders of the
commander and the unit's regulations for non-commissioned officers and
soldiers. On that basis, it aims at raising non-commissioned officers and
soldiers’ awareness, developing a sense of discipline observance and

forming a habit of voluntary observing discipline of the army.
The subjects of discipline education for non-commissioned
officers and soldiers are: committees, commanders, agencies and
organizations, together with the contingent of officials at the grassroots
units. Of which, the most direct subjects are the team of platoon
leaders, platoon officials, party committees, Party cells, commander of
the company, party committee, battalion commander. Noncommissioned officers and soldiers are the self-discipline subjects.
The objects of discipline education are non-commissioned
officers and soldiers at local units. Non-commissioned officers and
soldiers are both the subjects and the objects of discipline education. The
harmony between the role of being both the objects and the subjects of
education of non-commissioned officers and soldiers is dialectically
combined. This role mobilizes frequently, in which the role of the
educational subject increases when the awareness of non-commissioned
officers and soldiers’ discipline and self-discipline is promoted.
The content of discipline education for non-commissioned
officers and soldiers at local units shall comply with regulations and
guidance of the General Staff Department and the General

Department of Politics, with comprehensive contents, both theory
and practice, with the motto: "Basic, practical, solid".

First, the quality of disciplinary subjects for non-commissioned
officers and soldiers: party committee, party organizations;
organization of command; organizing Ho Chi Minh Communist
Youth Union; other organizations at the grassroots unit (Council of
soldiers, trade unions, women, etc.); the units’ staff.
Second, the quality of content, form and method of disciplinary
education for non-commissioned officers and soldiers.
Third, the quality of conditions to ensure discipline education
for non-commissioned officers and soldiers.
Fourth, the quality of the value system constitutes among the
factors aimed at transforming non-commissioned officers and soldiers’
discipline awareness. This factor directly regulating the quality of noncommissioned officers and soldiers’ disciplinary education.
2.1.2. The concept of improving the quality of discipline
education for non-commissioned officers and soldiers at local units
of the Vietnam People's Army
The thesis defines: Improving the quality of disciplinary
education for non-commissioned officers and soldiers at local units
of the Vietnam People's Army is the process of lawful impacts of
entities that transform the structural elements, getting more
qualitatively developed, creating a change in non-commissioned
officers and soldiers’ discipline observance from spontaneous to selfawareness in certain historical phases.

Fourth, improving the quality of disciplinary education for noncommissioned officers and soldiers at grassroots units is specified
through a relatively stable criteria system associated with the
requirements of building unit units in each phase.
The first criterion is that the subjects have right perception, high
responsibility, active and creative actions in improving the quality of
disciplinary education for non-commissioned officers and soldiers at
local units.
The second criterion in that the contents, forms and methods of

discipline education for non-commissioned officers and soldiers
at local units of the Vietnam People's Army
2.2.1. The harmony of the subjects’ awareness, responsibility
and method of organizing practical discipline educational activities
The harmony between the subjects in improving the quality of
disciplinary education is the agreement and consensus on awareness
and actions, coordinating in the direction of education to raise
awareness and discipline of non-commissioned officers and
soldiers. Of which, unification of the awareness, responsibility and
method of organizing disciplined educational practice activities of:
Party committees and commanders of all levels regulate the

correctness and science of direction, goals and content. , forms and
measures to improve the quality of disciplinary education for noncommissioned officers and soldiers; of functional agencies
prescribing the effectiveness and feasibility of advising, elaborating
and coordinating the implementation of contents, plans, measures
and conditions to ensure the quality improvement of disciplinary
education for lower education. officers and soldiers; of the Union
organization and other organizations in the unit play an important

role in improving the quality of disciplinary education for noncommissioned officers and soldiers; of non-commissioned officers
and soldiers directly decides the quality improvement of their
discipline education.
2.2.2. The appropriateness (or inappropriateness) of the
content, form and method of disciplinary education
The content, form and method of disciplinary education are one of
the basic factors that constitute the quality of disciplinary education for
non-commissioned officers and soldiers. Therefore, the appropriateness
(or inappropriateness) of the content, form and method of disciplinary
education is one of the basic factors determining the effectiveness of
improving the quality of non-commissioned officers and soldiers’
disciplinary education. Specifically:
The content of discipline education is comprehensively implemented,
with focus and focus, regularly updated, updated and supplemented in
accordance with the characteristics of non-commissioned officers, soldiers

by discipline. The disciplinary environment at the grassroots unit is
made up of basic elements such as the disciplinary value system,
social organizational institutions and facilities. In which: Positive and
healthy discipline system stipulates contents to improve the quality of
discipline education for non-commissioned officers and soldiers; a
system of disciplinary institutions and infrastructure facilities was

developed to complete the regulations on the effectiveness of
leadership, direction and participation of subjects and conditions to
ensure the improvement of education quality for non-commissioned
officers and soldiers at local units.
2.2.4. The subjective factors of non-commissioned officers
and soldiers at local units
The subjective factor of non-commissioned officers and soldiers
is a combination of elements that make up the quality and capacity
of non-commissioned officers and soldiers to create a positive,
self-conscious, active and creative characteristic in practical
activities. The subjective factor constituted not only the elements

of consciousness and morale of non-commissioned officers and
soldiers, but also material elements of themselves. Each element
constituting the personality of non-commissioned officers and
soldiers has a certain defined role to the result of improving the
quality of disciplinary education for them. Of which:
comprehensive knowledge, especially the knowledge of discipline
of non-commissioned officers and soldiers, which stipulates the
results of disciplining knowledge, is the basis for forming the
quality and capacity to observe discipline; Sentiments, beliefs and
wills for observance of discipline stipulate the results of
transforming the objective of improving the quality of objective
discipline education into the subjective needs of noncommissioned officers and soldiers; Practical capacity of noncommissioned officers and soldiers stipulates the results of
improving the quality of their discipline education.

requirements of responsibilities and duties in building a strong and
comprehensive unit. Improving the quality of disciplinary
education for non-commissioned officers and soldiers at local
units is regulated by several factors. Of which, the subjective

3.1. The current situation and its causes in improving the
quality of discipline education for non-commissioned officers and
soldiers at local units of the Vietnam People's Army today
3.1.1. The current situation of improving the quality of
discipline education for non-commissioned officers and soldiers at
local units of the Vietnam People's Army today
First, the current situation of the subjects’ awareness,
responsibility and practice of discipline education in improving the
quality of discipline education for non-commissioned officers and
soldiers at local units
Party committees, commanders, officials at all levels, functional
agencies, organizations at grassroots units have had an increasingly
accurate and profound change of awareness, are highly responsible
and active. However, in certain periods, there are still a few subjects
who are not fully aware of the role, not fully promoting their
responsibilities and capacities in improving the quality of discipline
education for non-commissioned officers and soldiers.
Second, the current situation of improving the quality of
content, forms and methods of discipline education for noncommissioned officers and soldiers at the local units today
The quality of content, form and method of disciplinary
education in general have many positive changes, bringing practical
effects to improve the quality of disciplinary education for noncommissioned officers and soldiers. However, some disciplined

content for non-commissioned officers and soldiers is not high
quality, inappropriate, practical, still scattered, lacking in focus. The
concretizing content of disciplinary education to suit the
characteristics and tasks of the unit and the awareness of noncommissioned officers and soldiers in some units is limited.
Discipline education forms and methods are not very flexible, not
close to the contents, characteristics and tasks of the units,
incompatible with the perception of non-commissioned officers and
soldiers and partly isolated from the reality.

Third, the current situation of discipline environment in
improving the quality of discipline education for non-commissioned
officers and soldiers at local units
The discipline environment at grassroots units has been built
more and more fully, comprehensively and constantly improved to suit
the movement and change of each unit's practice. The system of
disciplinary institutions, disciplinary relationships and facilities is built
relatively comprehensive, easy to understand, implement and create
affection and confidence for non-commissioned officers and soldiers.
However, the discipline environment at grassroots units still has
some limitations: The specification of some disciplinary values at the
grassroots unit is not comprehensive, with unclear content, causing
difficulties and constraints in the reception and implementation
process. Some institutions of leadership and discipline of the
disciplinary environment in some units have not been developed,
fully consolidated and ineffective, especially when there are
personnel fluctuations. Several organizations show signs of not yet
performing their functions and tasks towards improving the quality of
discipline education for non-commissioned officers and soldiers. The

institutional system of facilities at local units has some points which
are not guaranteed regarding the quantity, quality and efficiency.
Fourth, the current situation of knowledge transformation,
emotions, beliefs, habits and deeds of officers and soldiers at local units
The knowledge, affection and beliefs of non-commissioned
officers and soldiers about the laws of the State, the discipline of the
army, the regulations of the unit are increasingly full, comprehensive
and constantly improved. Non-commissioned officers and soldiers
increasingly understand the nature and apply relatively well that
knowledge to solve problems in the discipline-observing practice at
the grassroots units. The observance of discipline by noncommissioned officers and soldiers has been increasingly serious and
thorough, initially creating trust and forming the habit of self-discipline
and observance. Besides, there are still some limitations: The
knowledge of some non-commissioned officers and soldiers about
military discipline, the regulations of the unit are incomplete, not
comprehensive, insightful, just limited to nature. intuitive,
experienced; Sentiments, beliefs and wills to abide by the discipline
and regulations of a number of non-commissioned officers and soldiers

are not high and yet solid; The act of observing the discipline of the
army, the regulations of the units of a number of non-commissioned
officers and soldiers is not serious and not self-conscious.
3.1.2. The causes of the current situation of improving the
quality of discipline education for non-commissioned officers and
soldiers at local units of the Vietnam People's Army
Firstly, the causes of the achievements
The achievements of the country's comprehensive renovation have
created favourable conditions to improve the quality of discipline

education for non-commissioned officers and soldiers at local units.
It gets the attention of the Party Committees’ leadership at all
levels to improve the quality of discipline education for noncommissioned officers and soldiers at local units.
There remains the participation and coordination of functional
agencies and organizations at local units in improving the quality of
discipline education for non-commissioned officers and soldiers.
The quality of the young enlisted has been increasingly improved.
Secondly, the causes of shortcomings
There has not been a high consensus on awareness,
responsibility and practical activities among the subjects to improve
the quality of discipline education for non-commissioned officers and
soldiers at local units.
The innovation of content, form and method of disciplinary
education for non-commissioned officers and soldiers at local units is
not in accordance with the change and development of reality.
The discipline environment at local units has not been built and
promoted for improving the quality of discipline education for noncommissioned officers and soldiers.
The ability of non-commissioned officers and soldiers to
improve their self-discipline is still inadequate.
3.2. The issues raised in improving the quality of discipline

assessed by the defined specific criteria, thereby pointing out the
achievements, shortcomings and their causes. The theoretical and
practical basis show that there are some contradictions in improving
the quality of discipline education for non-commissioned officers and
soldiers at local units, seen as the issues raised in improving the
quality of discipline education for non-commissioned officers and
soldiers at local units which need further dealing with in this thesis.

THE BASIC SOLUTIONS TO IMPROVING THE
QUALITY OF DISCIPLINE EDUCATION FOR NONCOMMISSIONED OFFICERS ANS SOLDIERS AT LOCAL
UNITS OF THE VIETNAME PEOPLE’S ARMY TODAY
4.1. Creating the unity in the subjects’ awareness,

responsibility and practice of discipline education in improving
the quality of discipline education for non-commissioned officers
and soldiers at local units today
4.1.1. Creating the unity on awareness, responsibility and
practice of discipline education of the committees, commanders

and cadres at all local units in improving the quality of discipline
education for non-commissioned officers and soldiers
It is very important to create the unity in leadership and
direction of improving the quality of discipline education for noncommissioned officers and soldiers. Of which, it is necessary to
create the unity of the party committees, commanders and staff at all
levels in developing leadership resolutions, making plans to perform
tasks of the unit; in deploying, assigning to organize the
implementation of resolutions and plans; in checking, supervising,
urging and evaluating the results of implementation of leadership
resolutions and real plans and promoting the role and responsibility
of exemplary cadres at local units with an aim to improve the quality
of discipline education for non-commissioned officers and soldiers.
4.1.2. Promoting the role, responsibility and unity of Ho Chi
Minh Communist Youth Union organization and different forces at
local units in improving the quality of discipline education for noncommissioned officers and soldiers
The vast majority of non-commissioned officers and soldiers at
local units are youth union members. Thus, improving the quality of
discipline education for non-commissioned officers and soldiers at
local units mostly depends on the quality of union work and the
youth movement of Ho Chi Minh Communist Youth Union
organization. Organizations and other forces at the grassroots units
(Military Council; trade union; women ...) play an important role in

improving the quality of disciplinary education for noncommissioned officers and soldiers. Promote the roles,
responsibilities, and unity of these subjects in disciplinary education
for non-commissioned officers and soldiers to make them have an
appropriate awareness, responsibilities, duties and roles. So as to
fulfil every task and duty assigned.
4.2. Renewing and perfecting the contents, forms and
methods of discipline education for non-commissioned officers
and soldiers at local units today
4.2.1. Renewing and perfecting the content of
discipline education for non-commissioned officers
and soldiers at local units today
This is an important solution to improve the quality of
disciplinary education for non-commissioned officers and soldiers.

Accordingly, renewing and completing disciplinary education for
non-commissioned officers and soldiers is constantly updating and
supplementing new, practical, appropriate contents, close to the
disciplined life and lower officers, soldiers and task characteristics of
the unit, practical training and practice, of non-commissioned officers
and soldiers at the grassroots unit. Renewing and perfecting the
content of disciplinary education for non-commissioned officers and
soldiers must ensure the comprehensiveness, but must ensure both
theory and practice, following the principles of the educational
process and the rule of awareness. The content of discipline
education for non-commissioned officers and soldiers should be
renewed in the direction of integrating with the political, ethical and
traditional education of the army and units for non-commissioned
officers and soldiers.

4.2.2. Renewing and diversifying forms and ways of discipline
for non-commissioned officers and soldiers at local units today
Firstly, renewing and diversifying discipline education for noncommissioned officers and soldiers at local units
The process of discipline education must be constantly renewed
and diversified, combining both forms of general and private
education, in which special attention is paid to renovating and
improving the quality of general types of education. Focus on the
following forms: Discipline education through basic political
education; through the implementation of the regime of law days,
political days, spiritual culture; through the exploitation and use of Ho
Chi Minh's room and law bookcases. In addition, it is necessary to
combine many other forms of education such as disciplinary education
through political - news reports; through standard actions of staff in the
unit; caring, grasping and resolving ideas, motivating and helping noncommissioned officers and soldiers to practice and obey discipline.
Secondly, renewing and diversifying ways of discipline
education for non-commissioned officers and soldiers at local units
Renewing and diversifying ways of discipline education for
non-commissioned officers and soldiers at local units must ensure
good inheritance, manipulation and promotion of the effectiveness of
current educational methods. The methods can be used such as:
Persuasive education; persuasion combined with creating situations
to deal with situations; organize training and implementation of

military rules, regimes and disciplines; through exemplary
disciplinary action of staff; promoting the morale and responsibilities
of non-commissioned officers and soldiers in self-education;
education through criticism and self-criticism. The process of
disciplining education for non-commissioned officers and soldiers

must be applied flexibly and effectively for specific subjects of
education so as to improve the quality of discipline education for
non-commissioned officers and soldiers at local units.
4.3. Building and promoting the role of

4.3.1. Forming and promoting a positive and healthy
discipline system to improve the quality of discipline education for
non-commissioned officers and soldiers at local units
Forming and promoting a positive and healthy discipline system
at local units is of great important to improve the quality of discipline
education for non-commissioned officers and soldiers. The content of
forming the discipline system at local unit includes: The discipline
value system in training and fighting readiness; in performing
ceremonial and military manners; on duty, patrolling, guarding,
stationing, guarding and protecting internal politics; in traveling in
and outside the unit.
The construction must go along with the promotion of the role
of the discipline system to improve the quality of discipline education
for non-commissioned officers and soldiers. Promoting the role of the
disciplined value system needs to regularly filter and out-dated
values, and at the same time supplement and develop new values,
appropriate to the movement and change of practical tasks of units,
cognitive characteristics of non-commissioned officers and soldiers

in certain task and phase.
4.3.2. Forming and promoting positive and healthy discipline
relationships in order to improve the quality of discipline education
for non-commissioned officers and soldiers at local units
Positive and healthy discipline relationships at local units are
those built on the basis of the State’s law, the army’s rules and
disciplines, the units’ regulations, consistent with the nation ethical

tradition, ensuring the humanity, kindness, comradeship, love,
attachment, mutual respect between officers and soldiers, between
superiors and subordinates but still ensure the seriousness and
integrity of the army’s discipline.
In order to improve the quality of discipline education for noncommissioned officers and soldiers at local units, it is necessary to
build and implement the connection between leaders, officials and
non-commissioned officers and soldiers; among non-commissioned
officers and soldiers themselves.
4.3.3. Forming and promoting the role of discipline
institutions to improve the quality of discipline education for noncommissioned officers and soldiers at local units
It is crucial in building and promoting the role of the discipline
environment so as to improve the quality of discipline education for
non-commissioned officers and soldiers at local units. Of which,
forming leadership institutions, improving the quality of discipline
education for non-commissioned officers and soldiers at local units
should be particularly focused on; formulating and strictly enforcing
regulations on emulation, commendation and sanctioning; building
and promoting the role of facilities at local units
4.4. Enhancing the subjective factors of noncommissioned officers and soldiers in improving the
quality of their discipline education

4.4.1. Promoting the subjective factors of non-commissioned
officers and soldiers in receiving knowledge about discipline
It is essential to enhance the subjective factor of noncommissioned officers and soldiers in improving the quality of
learning, training and observing their own discipline. During the
process of acquiring knowledge, non-commissioned officers and
soldiers must handle the arising conflicts, thereby having a certain
awareness and understanding of the State’s law, the army’s discipline,
initially forming a "common background" on matters of the army
discipline and the State’s law during the training process and after
finishing the training and returning to their hometown.
4.4.2. Promoting the subjective factors of noncommissioned officers and soldiers in transforming
their knowledge into attitudes, motives and wills to
improve the quality of their self-discipline education

To improve the quality of education and discipline of noncommissioned officers and soldiers, then the knowledge of discipline does
not simply stop at non-commissioned officers and soldiers’ awareness, but
must be transformed into their qualities and personalities.
By being orientated and educated, each non-commissioned
officer or soldier must form his own attitude, motivation, belief, selfeducation, self-training to improve the quality of their self-discipline.
Leaders, commanders, concerned agencies and forces must create
positive motives and determination for non-commissioned officers
and soldiers in transforming knowledge into their attitudes and
motivation. Non-commissioned officers and soldiers themselves must
harmonize their rights and interests with those of the collective;
transforming awareness into positive motivation, determination to
overcome difficulties in improving the quality of self-discipline
education for non-commissioned officers and soldiers.
4.4.3. Promoting the subjective factors of non-commissioned

officers and soldiers in strictly following the army’s discipline
This is a vital important solution, since non-commissioned
officers and soldiers voluntarily train and strictly abide by the State's
laws, the army's discipline, the unit's regulations, and fulfil all the
main tasks mean that the quality of their discipline education is
improved. Therefore, it is necessary to create a healthy and serious
discipline environment, creating the most favourable conditions for
non-commissioned officers and soldiers to study, train and obey
discipline. Officials and commanders are exemplary models of
discipline for non-commissioned officers and soldiers to study and
follow. Conditions for accommodation, study, daily life, facilities,
landscape and environment are sufficient. Besides, different
organizations and forces at local units, especially the contingent of
platoons, platoons and battalions should regularly, proactively and
actively organize and maintain non-commissioned officers and
soldiers who strictly abide by the army's discipline. Commendation
and punishment should be conducted appropriate to the provisions of
the army regulations.
Conclusion of chapter 4
A number of measures should be implemented simultaneously
to improve the quality of discipline education for non-commissioned
officers and soldiers at local units of the Vietnam People's Army. Of

which, the most important measure is to promote the subjective

that: there has not been any scientific works directly, thoroughly and
systematically researching, under the perspective of philosophy, the
practical and theoretical issues, the current situation as well as
solutions to improving the quality of discipline education for noncommissioned officers and soldiers at local units of the Vietnam
People's Army today; accordingly, the thesis has indicated the fields
which need further dealing with.
2. Improving the quality of discipline education for noncommissioned officers and soldiers at local units of the Vietnam
People's Army is an indispensable and objective process and an
urgent requirement in building the army today. It is the process of the
subjects’ appropriate impacts on the components making up the
quality of discipline education by diverse contents and methods to
create a qualitative change of non-commissioned officers and soldiers
obeying the discipline.
3. Improving the quality of discipline education for noncommissioned officers and soldiers at local units of the Vietnam
People's Army is regulated by many objective and subjective factors.
Of which, the unity of the subjects’ awareness, responsibility and
practical activities; content, form and method of discipline education;
discipline environment in local units; non-commissioned officers and
soldiers’ subjective factors are the most basic elements deciding the
effectiveness of this process.
4. In the past recent years, improving the quality of discipline
education for non-commissioned officers and soldiers at local units
has obtained positive achievements, but there still remain some
shortcomings. The advantages and limitations of improving the
quality of discipline education for non-commissioned officers and
soldiers are caused by several factors, both objective and subjective,
of which the subjective causes are the main ones. The process of
improving the quality of discipline education for non-commissioned
officers and soldiers at local units remains some contradictions,
which need addressing in this thesis.
