INTRODUCTION
1. The urgency of the research topic
President Ho Chi Minh - Genius leader of our Party and people, Great
Teacher of Vietnam Revolution - Hero of national liberation, World
Cultural Celebrity. At the same time, he is also a prominent ethicist. He
spent a lot of time and effort discussing morality and himself, and he is also
the brightest example of revolutionary ethics. He is particularly interested in
the education of revolutionary morality for each cadre and party members
and our people. Before going away, he did not forget to advise each party
member and cadres to really need to be honest, impartial and impartial, to
actively study and cultivate revolutionary morality.
For the Vietnam People's Police - the armed forces founded, led and
trained by President Ho Chi Minh, his exemplary teaching and example are
invaluable spiritual heritage in moral education for each officer and soldier,
making an important contribution to building up the morality and morality
of the People's Public Security soldiers who are willing to make sacrifices

At present, hostile and reactionary forces continue to aggressively

soldier. In this context, Ho Chi Minh ideology on ethics is still topical,
intact and valuable, valuable lessons for the People's Public Security Forces
in the cause of national security protection and social order and safety.
The People's Police University is a university and post-graduate
education institution, a center for scientific research of the People's Police
force in the South, the task of training People's Police officers - high quality
human resources of the police sector and the country. It is a very glorious
task but at the same time very heavy and difficult. In order to meet the
requirements of the national security and order protection career, the
People's Police University paid attention to training students about
professional qualifications and at the same time taking care of ethical
education of students. People's Public Security officer, step by step pushing
back and preventing moral degradation and lifestyle in a part of students,
creating strong changes in cultivation and morality of students according to

for students still has limitations, has not yet become a self-awareness of
many Party cells, units and a number of officials, party members and

Police University" now to make a doctoral thesis, majoring in ethics.

and key solutions in ethical education for People's Police University
students, especially in connection with the impact of moral decline, lifestyle
of a part of cadres, party members, people that the Party has pointed out.
On the basis of subjects, goals and tasks of the topic, the PhD student
will continue to go into the following issues from a philosophical
perspective, not overlapping with published scientific works.
Firstly, continue to analyze more clearly and deeply the basic contents
of Ho Chi Minh ideology on morality and Ho Chi Minh ideology on the
morality of the People's Public Security Forces according to the six articles
Uncle Ho taught.
Secondly, analyzing the characteristics and situation of students of the
People's Police University today; surveying and assessing the status of Ho
Chi Minh ideology education on ethics for students of the People's Police
University, clearly stating achievements, limitations, causes and problems.
Thirdly, determine the direction and propose solutions to improve the

GENERAL THEORETICAL ISSUES OF
HO CHI MINH IDEOLOGY EDUCATION ON ETHICS FOR
PEOPLE'S POLICE UNIVERSITY STUDENTS
2.1. Basic contents of Ho Chi Minh ideology on morality
2.1.1 Ho Chi Minh's point of view on the position and role of ethics
in personal and social life
Ho Chi Minh said that morality is the root of the revolution. In the
work of the Revolutionary Road, he mentioned 23 things about the
revolutionary personality to deal with on all three relationships: For me, for
people and for work. Throughout his revolutionary life, Ho Chi Minh has
written many concise and focused articles on revolutionary morality. In his
Will, he noted: “Our Party is a ruling Party. Each party member and cadre
must really be imbued with revolutionary morality, really need to be honest,

"Being loyal to the country, being filial to the people" is the most
important and most comprehensive quality. It is absolute loyalty to the
Fatherland and the people. "Loyal" and "filial" are traditional moral values
in Vietnamese culture, influenced by Eastern ethics. On the basis of
inheriting and developing the traditional ethical values, the "loyal" and
"filial" moral concepts are raised to a higher and more beautiful value by
Ho Chi Minh, which is the morality of the people in the era of revolution to
serve the interests of the country, to the benefit of the people.
2.1.2.2 Need, thrift, integrity, righteousness and impartiality
This is the standard associated with each person's daily activities, so
Ho Chi Minh refers to this quality most often. Revolutionary moral
standards "need, save, be honest, righteous, and be impartial” are qualities
that accomplish a new being, a person who acts, is engrossed in labor and
resilient in battle.
"Need" means diligence, hard work, effort, toughness, planning work,
increasing labor productivity, working effectively and getting good results.
In the process of working, "Work must be on time, don't be late, leave early.
Make it quick, for thoughtfulness. The day should finish that day, don't wait
until tomorrow. "
"Savings" means not being luxurious, not wasteful, not indiscriminate,
saving time, money and effort. "Savings" is doing everything and
calculating to spend the effort, strength and time at least but achieve the
fastest and most effective results. When practicing thrift, be utterly
thorough, save from big to small things, don't disregard small things: "If a
small piece of paper is enough to write, don't use a big sheet."
"Integrity" is pure, not greedy of money, status, reputation, integrity,
purity, respect of the public and the people.
The main meaning is not evil, is frank, upright. The right must be
"with oneself", "with people" and "with the work".
The ethical standards "need, thrift, integrity, right" have close
relationships with each other. The existence and reality of one concept is the
basis for practicing the other and vice versa, the guarantee of one moral
standard is the purpose of the practice of other moral standards. "Need"

3.1. Situation and characteristics related to Ho Chi Minh ideology
education on morality for students of People's Police University
3.1.1. Overview of People's Police University
The People's Police University, formerly known as the Corporal
People's Police Officer II, was established on April 24, 1976 under Decision
No. 13/Decision -Ministry of Home Affairs of the Minister of Home Affairs
(now the Ministry of Public Security). Through many renaming and
upgrading, on July 28, 2003, The Prime Minister issued Decision No.
152/2003/ Decision - The Prime Minister established the People's Police
University on the basis of the People's Police Academy Campus. After more
than 40 years of construction and development, the People's Police
University has constantly grown in both quantity and quality, becoming one
of the prestigious higher education institutions in the field of ensuring social
order and safety in the South of the Fartherland.
The People's Police University is part of the national education system,
in compliance with the statutes, regulations on education and training
management by the Ministry of Education and Training. However, due to
the characteristic of the police force is the armed forces so the People's
Police University has specific characteristics compared to other schools in
the national education system such as:
Firstly, for the People's Police University, building discipline and
discipline is a mandatory educational requirement for the school.

The staff and lecturers team of the People's Police University not only
increased in number but also in terms of qualifications.
Regarding education level, the academic year 2011 - 2012: Senior is
3.84%, master is 21.99%, university is 56.99%, colleges is 2.98% and
intermediate is 14.21 %. By the school year 2016 - 2017: PhD is 8.34%,
masters are 40.54%, university is 38.03%, colleges is 2.75% and
intermediate is 10.34%.
Regarding the level of Political Theory, the academic year 2011 2012: Senior is 13.01%, Intermediate is 55.67%, Primary is 31.31%. By the
school year 2016 - 2017: Senior is 12.88%, Intermediate is 69.94%,
Elementary is 17.18%.
Regarding the professional qualification of the Police, the pedagogical
qualifications, the educational management qualifications: Constantly
increasing, especially 100% of officials and lecturers are fostered
pedagogical and police professional skills.

According to the report of the People's Police University, the vast

political theory, with duration of 6-10 days. Political theory refresher
courses are organized in the form of joint study, go to class to listen to
lectures, self-study, discussing at class and answering exams in lecture halls
