INTRODUCTION
1. Rationale
The Education Manegement Information System (EMIS) is an important
tool to enhance the governance capacity of educational managers. Education
management information system has been facilitating and involved in all
education and training activities. For a university like Hanoi University of
Pharmacy, if there is an truly effective education management information
system, it will be extremely convenient for the university to collect and provide
sufficiently, timely and accurate information for management work.
For the above-mentioned reasons, "Management of education
management information systems (EMIS) in higher education institutions - A
case study at Hanoi University of Pharmacy" was chosen as thesis topic.
2. Aim of the study
On the basis of theoretical and practical research on the management of
education management information systems in higher education institutions in
general and Hanoi University of Pharmacy in particular, the thesis suggests
measures to manage the education management information systems in
universities to improve the management efficiency of universities’ activities.

Currently, the management information management system at Hanoi University

of Pharmacy is still inadequate and limited in terms of developing and managing
the management information system: managing the setting up of data sources;
database organization management; manage the data collection process for the
system; manage the exploitation and sharing of data sources ...
If measures to manage the EMIS system with scientific basis, in accordance
with the reality could be developed and implemented synchronously at Hanoi
University of Pharmacy, it would contribute to changing the status of storing
processes, updating, processing and exploiting information to better serve the
management and administration of activities in an educational institution in general
and Hanoi University of Pharmacy in particular, contributing to improving the
quality of management, training effectiveness of Hanoi University of Pharmacy.

higher education institutions; Factors affecting the management of education
management information systems in higher education institutions.
6.2. Researching and assessing the situation of the educational management

system in Hanoi University of Pharmacy in order to figure out strengths,
weaknesses and causes of the situation.
6.3. Proposing measures to manage the educational management information
system in Hanoi University of Pharmacy and pedagogical testing to confirm the
research results of the topic.

institutions and proposes EMIS management measures in Hanoi University of
Pharmacy.
- The practical background of the thesis is limited based on the case study at
Hanoi University of Pharmacy.

- Experimenting measures: The thesis only tests measures to enhance facilities

the dialectical relationship between the management subject and the management

information. At the same time, supplementing and clarifying the information and
data obtained from the actual situation survey questionnaire.

by approaching the process of operating the information system in a higher

University of Pharmacy in recent years;

1.1. Literature review
1.1.1.
Researches on education management information system
The modern education system has different characteristics and needs a lot of
innovation compared to the current education system. Modern education is more
open and flexible, more flexible than the current education system, enabling
people to learn throughout life, wherever they are, including schools and
educational levels. Information, links with each other, modern education focuses
on building human quality according to the criteria of internationalization [13].
In order to meet these changes, it is necessary to restructure both the system
and content of education and training, to set new quality standards, international
cooperation and especially to change educational thinking. and educational
management. One of the points that need to innovate thinking is to renovate
educational management based on information and communication technology.
In 1990s, researchers went into information operations and its effectiveness
in organizations, paying special attention to EMIS, the focus of research using and
distributing information, researching applications and positive impact of
information technology on the quality and efficiency of management [33].
1.1.2.
Researches on managing education management information
system
The Ministry of Education and Training has set up an information
technology center for educational management and brought about initial results in
the construction of the EMIS system. Some localities and educational and training
institutions have successfully set up the education management information
system and initially served for management work [44].
At Hanoi University of Pharmacy, it is the first unit in the pharmacitical
sector to have a complete EMIS on the Internet (e-EMIS). The management of the
EMIS system at the university has initially achieved the desired results.
According to some provincial educational managers, EMIS has initially
obtained positive results and affirmed its superiority in the role of serving
educational management [12].

Besides strengths, there remain certain shortcomings of the EMIS. Along with
specific action programs related to EMIS development, there are also topics on this
issue, but these are mainly theoretical, focusing on reviewing criteria and still
subjective. Scientific reliability and implementation is too simple, mostly biased on
comments, therefore, limits the effectiveness of research and practical evaluation.
1.2. Some fundamental concepts used in the Thesis

1.2.1.1. Concept of system (System)
A system is a collection of closely interrelated elements, interacting in a
regular way to form a regime. When the cohesion of the elements is a whole, there
will appear new properties called emergence of the system, that is, create new

will create constraint, that is, reduce the degrees of freedom of the elements and
components of the system compared to when they are in an unconnected state.

THE SITUATION OF MANAGING EDUCATION MANAGEMENT
INFORMATION SYSTEM IN HIGHER EDUCATION INSTITUTIONS –

2.1. An overview about Hanoi University of Pharmacy
2.1.1. A brief introduction about the education development of Hanoi
University of Pharmacy

Over more than 50 years of building and developing the University for
sustainable development, for the purpose of training human resources for
Pharmacy and fostering talents for the health sector.
2.1.2. Organization structure and lecturers/staff
Hanoi University of Pharmacy’s organization structure consists of:
Management Board: 3 members including 01 Rector and 02 Vice Rectors.
University’s units: 21 subjects, 16 offices, 3 centers and institutes.
2.1.3. Training scale
Annually, the university's recruitment target is 550 full-time university
students. The joint training system has nearly 120 students, the college training
system has up to 100 students. In addition, the training systems for pharmacists
specialized in medicine 1, pharmacists in specialty 2 and graduate and graduate
students account for nearly 400 students and graduate students.

Currently the university has been invested and put into use a number of
software such as: Electronic Library softwares / digital library; Training management
software; Software management materials; HR management software.

2.2.1. Objectives
Assess the status of EMIS management in Hanoi University of Pharmacy
on the following contents:
(1). Manage the setting up of data sources and the identification of the types
of information needed; (2) Managing the construction of database systems; (3)
Managing data collection process; (4) Managing data processing and assessing the
accuracy and reliability of information; (5) Managing the sharing of information
between departments; (6) Manage facilities and equipment for EMIS management
activities of Hanoi University of Pharmacy.

The toolkit used to survey the situation consists of 2 parts: 1 /. Statistical
forms for collecting data related to research issues; 2/. Polls to learn about
perceptions, assessments and suggestions on the content of the research issue.

University of Pharmacy
2.3.1. The situation of setting up data sources and identifying needed
information
Through the activities for managers, teachers and students, the author of the
thesis found that regular activities equipped with software equipment design
reached the highest average for managers.
2.3.2. The situation of developing database at Hanoi University of Pharmacy
When implementing the actual system development on the database system, the
school should exploit the psychological factors of the users mentioned above to:
(1) Building an appropriate database system with modern technology (can be
assessed through smartphones, tablets connected to the network, not just using
normal computers), to create the most favorable conditions for lecturers to access
data from this system.

(2) Construction measures must be based on the usefulness of the online
database system for people to fully exploit from these data sources and access and
connection protocols.
(3) There is a special strategy with groups of officials in charge of Information
System with high professional qualifications, ability and experience to build a
database that needs to be updated to attract learners and users of translation. this case.
2.3.3. The situation of data gathering at Hanoi University of Pharmacy
Regarding the method of building the data collection process, the surveyed
subjects thought that EMIS was "easy to use". However, there is also the opinion
that data collection sometimes requires understanding the system that makes
people hesitate to participate in the evaluation, therefore, like all other Information
System Learning systems, it is required to provide general guidance and detailed
instructions. in using the collection system so that people have experience in
exploiting and assessing the data collection process to participate in the
information system of assessment as easily and effectively as desired.
This is the basis for the author to select a solution to develop the educational
management system of educational management (EMIS) of the school in chapter 3.
2.3.4. The situation of data processing and accuracy & reliability assessment
on general information of EMIS at Hanoi University of Pharmacy today
The current level of assessment on data processing and the accuracy and
reliability of EMIS information of the school is now the CBGV. The survey of
lecturers shows that the level of evaluation of lecturers who are interested in
assessing the system of information management of the school at present, the
content of the assessment is that there is no specialized officer in information
management education. This level of concern about the school's EMIS evaluation
object is the officers and administrators almost the same from the evaluation point.
Through the survey, the object of the author of the dissertation found that
the evaluation criteria do not have full-time officials in educational management
information and statistics.
2.3.5. The situation of information communication among units on EMIS at
Hanoi University of Pharmacy today
Averaging with 10 criteria and 3 levels of content rating that is most
appreciated is the agreed criteria and tables system in EMIS.
2.3.6. The situation of physical facilities and equipment for EMIS at Hanoi
University of Pharmacy today
Through the survey, the object of the author of the thesis realized that the
criteria of the educational management team, staff, experts and employees
(Human Resources), the investment infrastructure for IT has not been
computerized and used. substances, solvents, lab laboratories, maintenance funds
for EMIS development.

The school's current facilities, teaching equipment and information
technology have sufficient conditions to ensure teaching and learning activities.
- The system of office equipment for clerical work, storage of the school is
connected, exported and shared information with units inside and outside the school.
- Centers, laboratories, solvents, chemicals for teaching, scientific research
of staff and internships for learners
- Headquarters (rooms, buildings) in the school are used to install the above
equipment.
2.4. The situation of managing education management information system at
Hanoi University of Pharmacy
2.4.1. The situation of formulating data sources and identifying necessary
information.
Through regular activities equipped to manage EMIS with managers,
teachers and students, the author of the thesis found that the regular activity
equipped with software equipment design reached the highest average for
managers is 2.81. for staff is 2.86 while students with 2.89 are ranked 1, the
lowest is the activity of buying books / learning materials for managers is 2.41;
lecturers is 2.39; students is 2.37 ranked 5th.
2.4.2. The situation of managing database development at Hanoi University of
Pharmacy
Criteria for assessing the level of access to sources of information The

students is most interested in information for student management, staff

devices for active teaching such as projecter, object projectors, recording, TV

The whole school has 3 practice rooms and a language room for teaching
English to learners, with a total of about 300 computers used for teaching and
looking up documents and searching medicines.
In terms of infrastructure, the school boldly invests in the purchase of
machinery, equipment and telecommunications networks, creating a pretty good
base for computerization of management in the school.

- Regarding the urgency: Most of the managing officers and staff consulted

After analyzing the theory, current situation and specific requirements of
EMIS for the management of the Hanoi University of Pharmacy today, in chapter
3, the dissertation has proposed 6 measures:
The above measures have been clearly stated about their purpose, meaning
and content as well as the steps taken.
In order to have a basis for confirming the measures, the author has conducted
a verification of the urgency and feasibility of the measures through two main types
of managers and lecturers. By the method of assigning each level of awareness to a
point level and calculating the average score for comparison, the verification process
of evaluation shows that all six measures are highly urgent and feasible.
The author has also conducted a trial of Measure 5. The test results confirm
that the measure is feasible, bringing high efficiency in strengthening the direction
of the addition and improvement of facilities and scientific applications.
