INFORMATION OF DOCTORAL THESIS

infrastructure using state budget of Hanoi

8. Summary of new findings of the thesis:
8.1.New contributions in terms of academic and theories:
- The dissertation has analysed and systematically diagnosed public' administration
related issues in investing in infrastructure development projects using state-budget of a
province or a class 1 city. The findings include definitions, purposes, roles and frameworks
of public administration for state-budget funded infrastructure development projects in class
1 cities; 5 main aspects of public administration, which are: Investment planning;
Feasibility assessment for investment planning; Rationing and payment of investment fund;
Settlement of funds, monitoring and punishment procedure of violations.
- The dissertation also pointed out 7 factors affecting public administration for statebudget funded infrastructure development projects, including: (1) Level of completion in
legal framework or government policies, (2) Public administration system for state budget
management, (3) Quality of public administrative staff, (4) Effectiveness of biddings and
auctions, (5) Quality of facilities for public administration, (6) Current state of local Socioeconomics development, (7) International economic integration.
8.2. New findings have been drawn from research and surveys:
- The dissertation consolidated 6 lessons from Hanoi city experience to improve
public administration for state-budget funded infrastructure development projects.
- The dissertation analysed and assessed the reality in public administration. The
findings pointed out 5 strengths and 5 weaknesses with critical reasons of state-budget

funded infrastructure development projects in Hanoi in some recent years.
- Based on the Socio-economics development plan and development direction for
infrastructure system in Hanoi to 2030; demand and funding capabilities for infrastructure
development in Hanoi to 2030; the dissertation pointed out 6 directions for better
implementation of public administration and 5 realistic solution to improve the
effectiveness of public administration in Hanoi in the following years: Investment planning; .
Feasibility assessment for investment planning; Rationing and payment of investment fund;
Settlement of funds, monitoring and punishment procedure of violations.
