INTRODUCTION
1. RATIONALE OF THE RESEARCH
In this day and age, along with the development trend of the IR4.0, the
wide spread IT application in all fields has shown its great role and
miraculous effects in the areas of social life, particularly in the field of
education and training management. The United Nations Educational,
Scientific and Cultural Organization (UNESCO) affirms that IT will
fundamentally and comprehensively change the education, in a systematic
way with high integration in the 21st century.
For higher education institutions, including Vietnamese non-public
universities, up to present, many schools have deployed the online school
management software and solutions of e-classroom and smart classroom;
established the digital database such as e-library, electronic text book, shared
e-learning lectures; etc. Beside that, with the development strategy of taking
education as the center, currently, a number of universities have promoted
investment policies to develop the information and documentation centers
specializing in research and development of programs to apply modern
information technology to management, particularly in teaching and practice
for students. At the same time, they have carried out managing activities of
teachers and lecturers, financial resources, facilities, etc. It can be affirmed

that in order to meet the current needs of innovation and development of
education in general and in higher education in particular, IT application is an
inevitable trend. The application of IT in managing and administrative
activities at non-public universities is considered as a useful and effective
means to strengthen internal resources and proactiveness of units, contributing
to the modernization of educations.

Thereby, I chose the topic "Application of information technology in
management at non-public universities" as a doctoral thesis, majoring in
Business Administration.
2. OBJECTIVES AND ACHIVEMENTS OF THE RESEARCH
2.1. Objectives of the research
The thesis systematizes and clarifies theoretical and practical issues
about the IT application in management at universities, the topic evaluates the
current status of IT application in management work at Vietnamese nonpublic universities in recent years.
2.2. Achivements of the research
Research and systematize theoretical and practical issues on IT application
in management at non-public universities.
3. SUBJECTS AND SCOPE OF THE RESEARCH
3.1. Subjects of the research:
The application of IT in management at non-public universities in
Vietnam.
3.2. Scope of the research
The scope of this research of IT application is limited to the Vietnamese nonpublic universities, and not covering foreign non-public universities in the territory
of Vietnam from 2010 to present.

CHAPTER 1
OVERVIEW OF RELATED RESEARCH PROJECTS
1.1. FOREIGN RESEARCH PROJECTS
IT application in university management has been studied by developed
countries in the world since the 90s of the last century. They believed that IT
can be used as an effective tool for teaching as well as for management in
education. Therefore, IT is strongly researched and applied in developed
countries in Europe, North America and Asian countries such as Korea,
China, Japan, Indonesia, and India...
1.2. DOMESTIC RESEARCH PROJECTS
The globalization in the 1990s gave a rise to an important social trend,
that is the transition from an industrial society to a knowledge society in
which information plays a crucial role. The development and application of IT
today heralds a new era with greater social changes. IT as a general
technology digs into all socio-economic fields. It appeared in Vietnam quite
early, seemingly almost at the same time as the appearance of IT in the world.
As an overall industry including many small branches such as post and
telecommunications network, multimedia communication, internet..., we can

affirm that in Vietnam, the synchronized infrastructure and facilities have
been developed completely in the system of IT industry.
1.3. OVERVIEW OF RESEARCH PROJECTS RELATED TO THE
TOPIC AND THE ARISING ISSUES FOR THIS THESIS
1.3.1. Overview of research projects related to the topic
In the current context of the IR4.0, there is a strong development of IT
and its application in education and training, particularly in institution
management, but until now, there have been a minority of research projects
that have not yet really provided scientific arguments and substantiation both
in theory and practice around this issue.

1.3.2. The arising issues for this thesis
Based on the current situation, the thesis shall be seeking to propose,
analyze and clarify measures to apply IT in management in non-public
universities in the real context of the IR4.0, which target the right subjects,
training objectives and ensure high practicality and feasibility. This is
considered as the core issue, not only contributing to improving the efficiency
of management at institutions, but more importantly, it directly ensures that
the management officers at the institutions always collect and process all
information and situations taking place in practice quickly, accurately and
effectively, thereby contributing to improving the training quality to meet the
actual requirements.

CHAPTER 2
LITERATURE REVIEW OF INFORMATION TECHNOLOGY

2.1. FUNDAMENTAL DEFINITION

2.1.1. Non-public higher education institutions
Higher education institutions in the national education system include
colleges; universities, academies; regional universities, national universities
and scientific research institutes that are allowed to provide doctoral training
with two types of higher education institutions: public and private.
2.1.2. Information technology and Management at the universities
2.1.2.1. Information technology
In our country, according to the Dictionary of Informatics and
Information Technology: “Information technology is the study or use of
electronic equipment, especially computers and televisions, communication

and video systems to process, transmit and receive information” [135, p.674].
In the Government's Resolution No. 49/CP dated August 4, 1993 on IT
development in our country in the 1990s, it was affirmed: "Information
technology is a collection of modern scientific methods, means and tools mainly computers and telecommunication techniques - in order to effectively
organize, exploit and utilize information resources which are abundant and
potential in all fields of human and social activities” [22].
2.1.2.2. Management at universities
Management is an important and indispensable factor in social life,
which directly affects the existence and development of the society. It is
one of the most crucial types of labor in human activities. The higher the
social development, the larger the role of management, leading to the the
expansion in scope, content and complexity. This means that the
management level of the managemeng officers must be gradually improved
and adapted to each specific field.

IT application in management is the use of IT in management of human
activities in order to improve the overall quality and efficiency.

2.2.2.2. Application of information technology in the management of staff,
lecturers and students
Application of IT in student management focuses on management of
student records, enrolment information; automation of dynamic classplanning and coding; tracking of information on boarding and day students,
family relations, ID photos; management of information on priority

individuals, policy beneficiaries, social welfare beneficiaries...; management
of reward and discipline information; monitoring and management of
individuals who postpone or drop out; management of scientific research
activities; control of student statistics.
2.2.2.3. Application of information technology in the management of
facilities, equipment and financial resources
Management of assets, facility systems, teaching equipment: Application of
IT focusing on management, monitoring, update, storage of information related to
the entire asset systems, fixed facilities currently owned by the institution, in
specific: information management of fixed assets such as lecture halls, libraries,
dormitories, laboratories, buildings, practice workshops; monitoring, update and
storage of information related to the facilitiy systems, users, usage status…
2.2.2.4. Application of information technology in the management of training
results
Management of training results is to manage the results that students
achieve in terms of knowledge level, personality, and capacity after each lesson,
subject, curriculum and the whole course. The application of IT in the
management of training results is important, it helps the management officers to
update accurately the learning quality of the students from the arithmetical
perspective. On that basis, appropriate adjustment measures are given in each

stage, each step of the training process, ensuring a better conformity and
efficiency.
2.3. THE FACTORS INFLUENCING THE INFORMATION
TECHNOLOGY APPLICATION IN MANAGEMENT AT NON-PUBLIC
UNIVERSITIES
2.3.1. Objective factors
Currently, the process of applying IT in educational institutions in general

and non-public universities in particular has many stages and aspects related to
different fields such as: Finance, science - technology, education and training...
Therefore, it always requires participation of multiple ministries and agencies
throughout the country, namely the Ministry of Finance, the Ministry of
Information and Communications, the Ministry of Education and Training, etc.
2.3.2. Subjective factors
Stemming from the above issues, it can be affirmed that the management
staff, lecturers and employees should raise the correct awareness of their position
and role when performing the management process; maintain a high sense of
responsibility at work; acquire solid qualifications, knowledge and skills in using
IT, etc.
2.4. THE FACTORS ASSURING THE INFORMATION TECHNOLOGY
APPLICATION IN MANAGEMENT AT NON-PUBLIC UNIVERSITIES
2.4.1. The awareness of the management staff, lecturers and employees on
the application of information technology
Lecturers and management staff have realized the importance of IT as a
modern tool in the innovation of education. However, few people are able to turn
that awareness into concrete actions in renovating their teaching methods and
conducting scientific research.
2.4.2. The human resources assuring the application of information
technology

The application of IT in educational management is currently facing the
lack of human resources to implement; many lecturers do not obtain the suitable
skills to innovate their teaching methods through IT application.
2.4.3. The facilities and equipment serving the application of information
technology
Recognizing the importance of IT: IT facilities and equipment in

educational institutions have been upgraded, gradually meeting the requirements
of computerization of educational management. With the current quantity and
quality of computers and equipment, it basically adequate for school
management innovation. However, the current conformity of facilities is only at
the minimum level, that cannot assure the modernization and computerization of
educational management at a higher level, such as the electronic institution
model.
2.5 THE ASSESSMENT CRITERIA OF THE INFORMATION
TECHNOLOGY APPLICATION IN MANAGEMENT AT NON-PUBLIC
UNIVERSITIES
2.5.1. Criteria for technical infrastructure
Technical infrastructure is a system of equipment serving the IT
application. It can be said that technical infrastructure is a solid foundation for
all activities and applications related to IT fields of an organization.
2.5.2. Criteria for management through database
A database is a collection of data (related or unrelated to each other)
that is centrally stored and managed so that all members of an organization
(the system) can access and use it.
2.5.3. Criteria for management software
Software is a computer program described in a system of symbols,
codes, or languages to control digital equipment performing a certain
function. In other words, software is programmed digital items running on
hardware devices such as computers

2.6.1. Application of information technology in education in Thailand
By applying IT in human resource management and supply, and labor
cooperation in the market, the university will attract more students, strengthen
relationships with businesses in innovating training programs towards updates
with advanced and modern technologies. Thereby, the quality of the welltrained human resources will increase, directly serving the current market
economy.
2.6.2. Application of information technology in education in Malaysia
According to education experts in this country, to meet the current needs
of innovation and development in education in general and higher education
in particular, the need for IT application is an inevitable trend. The application
of IT in management and administration activities, at universities in general
and at faculties, institutes and centers of universities in particular, is

considered as a useful and effective means to enhance internal resources and
proactiveness of the units, contributing to the modernization of education and
training.
2.6.3. Suggestions for non-public institutions in Vietnam
Being aware of the importance and benefits that information
technology brings to the socio-economic life, the IT application in education
is now identified as one of the top 9 priorities. More specifically, in the past
time, the Ministry of Education and Training has actively deployed and
applied many features of IT in management and administration. For example,
they initially constructed a unified database in order to effectively serve the
provision of timely directive information and accurately abundant references,
helping users to look up quickly. This database has brought great benefits to

the development of the education and training area.

3.1.1. The foundation and development of non-public universities in
Vietnam
In 1986, the 6th National Congress of the Party formulated a
comprehensive reformation policy of the country in all fields, including
education and training.
3.1.2. The current situation of information technology infrastructure at
non-public universities in Vietnam
3.1.2.1. Technical infrastructure
The institutions have focused on the IT application in teaching and
administrative management since their establishment due to the great benefits
from this advancement, especially cost savings. This is reflected in the
investment in purchasing digital equipment and network systems to serve the
needs of teaching and working, improving training quality and work
efficiency.
3.1.2.2. The database
The current database of management fields of non-public universities
is built on the basis of computerization of information into computer-based

management data according to each specialized area of the specialist in

charge.
3.1.2.3. Management software
The current management work at the institutions is carried out by using
various modern software.
3.1.2.4. Human resources
In order to improve the quality of IT application in management work,
the institution focuses on recruiting qualified IT staff; at the same time,
fostering and popularizing the level of informatics and IT application for the
current staff. The proportion of employees acquiring a master's degree and a
bachelor's degree in IT are 25% and 45%, respectively.
3.1.2.5. Electronic information webpage
In order to publish information related to the work and activities of the
institution, an electronic information page was established at the website
address of the institution to help the staff and other people to look for the
necessary information.

officers and lecturers rated "good to very good" and "normal" levels, respectively,
for the IT application constructing training plans at non-public universities

For the first rating item of the above survey, 71.2% of participants rated at 3
levels: very good, good and normal. Also in second rating item at these 3
levels, the result is 83.5%.

Through the survey results in [table 3.5], it can be confirmed that the
current IT infrastructure system in non-public universities is relatively good
and sufficient in all aspects such as: Computer system, internet, LAN,
management software, auxiliary parts for transmission lines... These
conditions have contributed to ensuring many favorable factors in training
management, especially in management of staff, lecturers and students.
3.2.3. Current situation of information technology application in the
management of facilities, equipment and financial resources
From the survey results on management officers, lecturers and
students, the percentage of participants who rated "very good" and "good"
for 4 items related to IT infrastructure in the institution was relatively high.
In specific, the proportion of management officers and lecturers ranges from
46.0% to 65.6%. For students, it spreads from 29.1% to 52.2%. The
"normal" rating from management officers and lecturers ranges from 20% to
28.8%; and from students, it spread from 30.1% to 36.2%. This result proves
that the institutions have initially implemented a relatively effective IT
application in the management of training conditions. Therefore, the
infrastructure for IT applications initially met the requirements.

3.2.4. Current situation of information technology application in the
management of training results
In order to accurately and objectively evaluate the current situation of
implementation of IT application in the management of training results at nonpublic universities today, the author first bases on the analysis of survey results
from teachers, management officers on the effectiveness of this issue. It showed
that 43.60% of the participants rated it as "very good"; 23.6% for "good" and
20.8% for "normal" [Appendix 2]. At the same time, based on the survey results
among students about two items: 1) The tracking of learning and training results

of individuals and the whole class through separate websites. 2) The
announcement of the training quality; the details are as follows [table 3.8].
